  Corruption at high places has became a cancer world wide specially in undeveloped and developing countries. The poets are most sensitive intellectuals and they are not silent over the corruption in all agencies.
             One of the famous most Indian singers Narendra  Negi wrote a poetry against corruption in Garhwali (Indian) language ‘Kathga Khailya”  . The sensitive poet Negi brought an musical album on this lyric  too.
 The poem starts as

The political circle specially Bhartiy Janta Party is feeling the heat of this album in Uttarakhand province of India. the reason for worrying by the ruling political party in Uttarkhand province of India  is obvious because before last election Negi launched a music album ' Nauchhami Narayan' and definitely the effect of album went against Congress party then a ruling party in Uttarakhand a province of India

Before, the author review the poem of Narendra Singh Negi , the  author takes opportunity to know the poetry pattern in other countries where corruption is severly blocking the progress, development
              Poetic Voice  against corruption in Somalia
 Somalia is rated most corrupt country by people’s perception (1.1 point in index).  Mohamed  Abdikadir  Daud  is a famous and distinct Ogadeni  poet . Daud wrote affine poetry ‘Bleeding Wound. In this poem, Mohamed shows his anguish over various anti humanist acts either by society or by government agencies.  Daud writes about his duty against corruption as

Myanmar comes second most corrupt countries in the world. Since, there is censor in Myanmar for literature or public voice, we cant get the poems from there. However, a Mmyanmarian  in exile Feraya provides an old poetic quotation against corruption in Myanmar of Shantideva(687-763AD) , “ If, for example, a house caught fire and there is a danger in spreading the fire to other adjacent houses, it is advisable to remove grass to stop the fire  spreading It would be advisable to remove anything such as dry grass,

 Afghanistan comes third in world map in corruption index and the Afghan lover can’t sit quiet about this worsening situation. A poet expresses his voice as under in a patriotic poem:

 Iraq comes fifth nation from highly corrupt nation point of view ($220 billion size in corruption) . Therefore, there are voices against corruption as Kirmanj Ali analysis the following types of corruption destroying the nation:

2-Extortion
3-Embezzlement
4-Graft
5-Nepotism
6-Patronage system
  The New York times reported that a poet Zardasht Osman was murdered by ruling party in Kurdistan just because college student Zardasht Osman wrote a satirical poem against corruption, nepotism, cronyism in Kurd area (May 2010)
Mozafar ali Nawab wrote a nice symbolic poem ‘In the Old Bar’ wherein he describes corruption etc as the deeds of whore and he says in the poem

                   Corruption in Uzbekistan
 Uzbekistan is sixth in index of most corrupted country. A poet and radio programmer Khayrullo Khamidove wrote about corruption and social bondage in his poem “ What Happened to the Uzbek?” . Khamidove is convicted for six years jail by Uzbekistan government

                 Corruption in Turkmenistan, Europe
               Turkmenistan is one the most corrupted countries of world. Its number is seventh in index. There are reports about  voices of poets and other intellectuals against corruption in the country but the authority in the country suppress all voices against the government’s misdeeds. (Reports from various Internet sites).

                         Movement against  Corruption in Sudan Africa
 The ranking of sudan in most corrupt nation is seventh from top. However, there is less action against corruption in the country. There is anti corruption commission from the year 2006 but till now no official has been prosecuted (www.sosnanews.com)
   A special event was organized on the International anti corruption day at Nyauron Cultural centre in jud aon 7th December 2010 where many stakeholders participated and showed their pain that the corruption destroys development, human development, education. The local students sung songs and staged plays  against corruption in the area.
 A drama group Osulel Rural Action Group has been staging plays / dramas and read poems in spreading voices against corruption in Sudan
                Corruption in Chad , Africa
  Approximately, 80 percent of Chad people live below poverty line. The money for development  is drained to authorities sitting on high places. International anti corruption voices are shouting  against corruption in Chad but the authorities are dumb.


                             Poetry against  Corruption in Burundi
 The corruption is plagued in small nation as Burundi and whole money for development is sucked by authorities.  Poet Jacob Dut Chol expresses his hurting from the corruption in African countries.   Though a rich country, the country is positioned 12th number in corrupt most countries of world. Due to oppressive majors by authorities, there is less literature available about corruption in Venezuela.

     The mountainous nation is on thirteen number in corruption list by  Tranceprence perception index . earlier in 2010 (April 7 2010), thousands of protesters marched against corruption and   spiraling bill in  Bishkek. Police opened fire on the protesters and many people were killed in the firing

                    In Transparency international corruption perception index is in sixteenth place from top .Since, the Persian oriented poetry of Tajik language is still developing stage and there is less interaction of literary people on Internet , there is less literature available for International audience from Tajikistan. However, the poems of a couple of examples show that poets are creating poems against corruption but in symbolic methodology

                 Corruption in Russia

                Russia comes on seventeenth place in corruption index from top. Corruption is not new to Russian culture. The greatest symbolic poet  Alexander Black (1880-1921 )wrote any vesrses aginst corruption in Tsarina era.
 A D Miller’s novel “Snowdrops” is against corruption in Moscow . Critics all over world appreciated the novel ,  its subject, effective narration and movement in story.

              Frustrating and Confusing Situation due to    Corruption in Papua New Guinea         
                        Papua New Guinea comes in eighteenth place in Corruption index of Transparency Index. Many times , citizens  did movement against corruption in the country as on 13th April 2009, 3000 citizens marched Against corruption.

        The book “Its Our Turn to Eat .The story of Kenyan Whistleblower” by Michela Wrong is making stirring the  Kenyan politicians and bureaucrats  and other countries as the book details many real hidden stories of corruption in Kenya. Peter Anassi provided full knowledge about corruption in Kenya in his book Corruption in Africa: A Kenyan Experience::a handbook for civic education. Peter elaborately explains the types of corruption, institutionalization of corruption, corruption in --police department and reasons,  public works departments,  land related department,  custom, revenue, judiciary, business, local authority , education department and fate of education system, banks, politics, bureaucracy, international institutions, Peter touches many aspects of eradication of corruption in the country too. Peter Anassi  shows many remedies for stopping corruption not only in Kenya but all over the world.

    Skreved Goerge wrote a very touchy poem ‘ Election Time” on corruption and hope of Kenyan people. A couple of stanzas will show his grievances against corruption

 When a legendary poet and singer as Narendra Singh Negi  creates such poem the poem will bring many questions before the intellectuals
One othe question is how corruption started in those most effected countries.and there is discussion in each such country as
 
Is Corruption in Developing and Underdeveloped  Countries  Due to Colonization and Westernization?
      According to Osaba the definition of corruption is “  A form of antisocial behaviour by an individual or social group which confers unjust or fraudulent benefits on its preparations, is inconsistent with the established legal norms and prevailing moral ethos of the land and is likely to subvert or diminish the capacity of the legitimate authorities to provide fully for the material or spiritual well being of all members of society in a just and equivalent manner”
                      While doing research on poetries about Corruption, this author came to have many articles, quotations and statements from genius intellectuals and literature creators of poorer countries than rich countries that the corruption in these countries is because of colonization and race for becoming westernized by non western people. The scholars provided very well thought and analyzed theory about the causes corruption as westernization and colonization and consequences of that corruption
        Katharine Slattery  (1998) wrote in her article” Corruption as Consequence of Colonization- as Portrayed Achebe’s  African trilogy” about corruption in African tribe.
  The tribes were unified, by kinship bonds, democratic and unified allegiance to their gods. When British came they destroyed their bondage of kinship society, There was no system of king in many tribes of Nigeria. However, British selected a person (usually rich and possessed a kind of  some social authority , made him ‘Chief 9unheard in Africa) through threat and bribery of richness and power. The person accepted the greedy or fleshy post . As soon as the person became ‘Cief’ and became powerful due to British’s  corrupt methods, the person started becoming more greedy for wealth, authorities and power. This way corruption started and this practice poured towards lower levels.
 Even the so called facilities as roads, cars, houses, modern way of living  by British were offered to their selected ‘Chiefs’ or where they could get commercial benefits. This way people came to know the effects of power and corrupt methods speeded
Munyae m Mulinge and Gwen Lesetedi (1998)  proved by historical references and scholar references that the role of colonization in entry and  increment of corruption is due to colonization.  Mlinge and Lesetedi provided the references of Robb (1992), Nabudere (1981), Tlou and Campbell (1984), Van Zwanenberg(1975), Collier and lal (1986), Richadrs 1959), Crowder (1968) and many other scholars.  Mulinge and Lesetedi proved that even though the independent countries may be democratic country but centralized way of power grabbing methodologies taught by British is still there in lowest level of administration (village level) . Milinge is right as though in many countries as in India , the kingdom and kings were there but at village levels, there was a different kind of democracy.
  John Hooker ( October 2008) proved by various researched references that corruption enhanced by cross-culture methodology. In Indian point of view, we may see that the corruption is more at coalition government level than single party government in centre. Coalition government is nothing but cross culture mixing.
 Dare Arowolo of Adekulne University, Nigeria (2010) proved that the corruption started by colonization in Nigeria and the corruption enhanced by more inclination of Nigerian towards westernization culture that is leaving own culture is one of the causes of corruption increment. Dare provided the research references  of Amponsah (2010), Asante (2007), Irele (2010), Kasongo (2010), Macgroul (2004) and many more scholars researches to prove that inclination of people towards westernization is major ingredients of learning corruption

  Corruption at high places has became a cancer world wide specially in undeveloped and developing countries. The poets are most sensitive intellectuals and they are not silent over the corruption in all agencies.
             One of the famous most Indian singers Narendra  Negi wrote a poetry against corruption in Garhwali (Indian) language ‘Kathga Khailya”  . The sensitive poet Negi brought an musical album on this lyric  too.

Before, the author review the poem of Narendra Singh Negi , the  author takes opportunity to discuss various issues related to corruption and know the poetry pattern in other countries where corruption is severely blocking the progress, development

 
                Discussion on Reasons for Corruption   
                When a poet of status of  Narendra Singh Negi brings a musical album “Kathga Khailya Re” (How Much Will You Take (Bribe)?”, it is obvious that people will start discussing various aspects of corruption. As Narendra Singh Negi hints in his poem that non patriotic attitude and selfishness of people at high places bring corruption , the scholars from the intellectual genere also provide same reasons for emerging of corruption in any region or place.
Culture: Guy Wint and Myrdal (1970) state that the culture of a region is one of the reasons for corruption as in most the Asian nations,”Public office means ‘Perquisites’.” Kohli (1975)  from Indian point of view,  relates corruption with tradition or convention, culture, psychological needs and necessary. Scolars provided culture of corruption or bribe in Russia, Italy , Spain . In South  Italy this culture is ‘armoral familism’, in Spain it is ‘amiguismo’
Competition among various Ethnic Groups:  Easterly and Levine argued that completion among various ethnic groups is one of the major factors of accelerating corruption.

Economic Development: Denial Treisman (1998) state that demand and supply is the reason of corruption in developing economy.

4-Bribes transfer monopoly rents to private investors , with a share going to public servants

Rapid modernization brings abuses of public office for private gains

Diminishing Social Norms for Anti-Corruption: Due to various reasons when society leaves its untold norms against corruption, the money gained by corruption becomes the source of getting positive recognition in the sociality. The decrease in value system is one reasons for corruption.

Political System and Political Culture: The political system and political culture of each country is also responsible for emergence of corruption in the country . bribery most of the time, over rules the legal norms.

Too Much stability in Public Employment: Secured jobs in public services is one of the reasons for public servants going for using secured corrupt methods

Judiciary System: The judiciary system of the nation also encourages or discourages the crime of corruption.

 Salary differences: The salary differences between public servants and private firm employees also create the path for corruption from public servants

                        Paraguay comes in twenty seventh position in corrupted countries of the world
               Jeffery R Franks describes the reasons and methods about sprawling the corruption in Paraguay from 1960 when corruption in the country was approximately zero in his book “ Paraguay , Corruption, Reform and the Financial System”.
 Alian Saint Saens published a poetry collection “Cantos Paraguayos” wherein Alian conveys the dangers and destruction of corruption in Paraguay , A critics remarks about the poetry collection, “ No Paraguayan president will easily be able to combat the issue with which Alian SaintSaens deals in his poetries – poverty, corruption , crime…”

                  Nepal comes in twenty eighth position in corrupted countries of the world.
 Many poets wrote petries against corruption (Pajero) in Nepal   Anand P Shreshtha provided the names of poets as lekhnath Poudyal, Gopal Prasad remal, Laxmi Prasad Devkota, Kedar Man ‘Vyathit’, Sidhi Cahndra shreshtha, Bhupi Sarchan, Kali Prasad Rijal, Chhetra Pratap Adhikari, Gopal Yonjon who protested against corruption and other wrong happenings in Nepal in his research note ,” Protest Poetry: The Voice of Conscience “ (Nepalese Studies:Vol,27, No-2, (July 2000)
     Anand Shreshtha opens his research findings with the words of famous philosopher Khalil Gibran as

              Devendra Pandey, Rabindra Khanal, N R Sangha and many writers published books on corruption in Nepal.

                        Libya is on the position of twenty ninth country  in corrupted countries list.
 The poets and intellectuals are fighting many wars and battle in Libya. The various wrong happenings are due to dictatorship in Libya . Pablo Neruda a poet blames dictatorship in his poem as

 Luis Martinez detailed about status of corruption in Libya in his well researched book ‘The Libyan Paradox” (2007).
 
                            Poetry about Corruption in Iran                       
                                 Iran has thirtieth position from top in corrupted nations.
 Houman Azizi provides the poetic expression against social malaise including corruption in his brilliant literary criticism note “ Iran’s Contemporary Poetry Tackles Social malaise . Azizi provides the names of poets who contributed against corruption and worsening situations in Iran
Azizi provides the example of a poem by Parveen Estesami. The poem is simply stressing that if the tiger is made the master of goats,  the situation will be as following

                Famous most Indian singer and folk  poet Narendra Negi also stresses on the issue of corruption in Uttarakhand province in the same way in his Garhwali (Indian) poem “Kathga Khailya (How much will you Take (bribe)?”) as Praveen describes the plea of corruption in Iran.
                     Iranian poets as  Simih Bhbahani Darus Moghboudi, Mariam Farid Ghadami, Shirin Malek Mohmeddi raised their voices against corruption, malpractices by authorities, rising of gap between poor and riches through their fine poems.

(The poem is symbolic and humorous.  In Hindi or Indian language, taking bribe is called bribe eating (Ghoos Khana ) and Narendra Singh Negi used the meaning of bribe taking in that sense to make poem humorous and satirical
the literal meaning of poem is
You are eating the commission as goat meat
You are eating the commission as Basmati rice
How much will you eat bribe?
How will you digest the commission?
You only can digest this much huge commission!
The people are dying because of inflation
There was hope from new province Uttarakhand
The government is building 56 dams but there is scarcity of  milk
there is corruption in appointment, transfer.
Officers, politicians all are busy in taking bribe
Bribe takers depositing money in foreign banks
there was huge corruption in commonwealth game too)

                          The culture of a nation, state or region plays a great role in encouraging corruption.
 Researchers as Separtaely, Hofstede Schwartz, Smith, Dugan, Inglehart proposed the following scheme for World Value Survey

3-Intellectual Autonomy
4-Egalitarian Commitment
5- Utilitarian Involvement
6-Post Materialism
          The scholars use the following dimensions to gauge the corruption in the country:
1-Human development Index
2- Gross National Product
3-Population Density
4-Percentage of Urban population
5- Percentage of Immigrant Population
6-Mobility-percentage of people ready to move another city
7-Percent of people ready to move another country
8-Immobilty
9- Family Size
10-Income inequality per years
11-Ethnic Diversity index
12- Slowness of pedestrians
13-Transparency International
14-Competativenes Index
15- Confidence in Trade Unions
16- Attitude towards Protestants Work Ethics
17-Perception of Control over Life
18- Human Rights Violations
19-Pereception according to human rights
 Then there are three aspects of religions- individual religion salvation, reform and individualism
                 The individualism and hierarchy also plays in each segment of factor to increase or decrease corruption
 Fernandez (2001) states that the group/nationality orientation plays the role too and following factors are important to create pro-corrupt culture or anti-corruption culture
1-It is important to maintain harmony within my group
2-My happiness depends on the happiness of surrounding me
3- I respect people who are modest
4-I shall sacrifice my self-interest for the benefits of group I am in
5-My relationship with others are more important than my own achievement
6-It is crucial for me to respect the decisions made by my group
7-Even I am not happy I will stick to group if group needs me
8- I shall say ’NO” rather I am misunderstood
9- I am comfortable with singled out for praise or rewards
10- I act same way with all my group members
11- I enjoy being unique and different from others in many respects
12-My personal identity is independent to others and is very important for me
13- I prefer to be direct and forthright in dealing with people

                  While analyzing the poem Kthga Khailya Re (How much will YOU take Bribe?’) with the above cited aspects of pro-corruption and anti corruption, the readers may find that Narendra Singh Negi pointed out many factors as
1- The bribe takers are not worried bout nation (group as cited above),
2- The bribe taker is not worried about the share of deprived ones
3- the bribe taker is not interested in group decision
4-The bribe taker is interested on his own accomplishment and not the achievement of group (nation)  or relationship within the group (nation)
5-The bribe taker is not worried about the act of group discipline
6- The bribe taker is not interested in sacrificing for the group but for him his self interest is important than group benefits
7- The bribe taker is not at all looking at the happiness of people surrounding him
8- When Narndra Singh Negi refers in his poem about the scandal in commonwealth game, the poem states that bribe takers are not bothered about identity or differences etc.
9- Negi talks about depositing black money in foreign money bt bribe takers. Hence, the poet bribe takers are not interested in the benfits of group (Nation).
The poem clearly shows that Narendra negi is sensitive social observers that is why his points are matching with various sociology,-economics and psychology scholars

 This is disgusting for people that when a country requires equal distribution of money among the citizens as of Cote d’Ivoire are witnessing development money is being siphoned by people sitting at high level .

                                Cameroon ‘s  position is 33th  from top in corruption level.
As famous most Indian singer and a notable poet Narendra Negi  is worried about the worsening position of India and shown his concern through his Garhwali language (Indian) poem “Kathga Khailya (How much will you take (bribe)?” ,  same way Eric Ekinde a fine poet articulates his patriotic views about his motherland and request all citizens to eradicate corruption from Cameroon in his fine poem “ Cameroon My Country “

  As famous most singers of India and remarkable poet Narendra Singh can not bear the pain of bribery being taken in appointment of government servants and  transfer of goverment servants in Uttarakhand province of India in  his Garhwali (Indian) poem “Kthagi Khailya (how much will you take (bribe )?:” same way Tikum Mah Azomba shows his anger in  a short poem about corruption in instead of appointing the competent ones  the authorities are  appointing  incompetent candidates as government servants due to bribery in Cameroon as

                Disdaining the  Corrupt Journalists by Narendra Singh Negi
              (Abstract: In this part of analyzing the poem Kathga Khailya Re , this author analyzes the aspects of corruption in journalism profession discuses characteristics of yellow journalism, example of corrupt practices by journalists in various countries including so called least corrupt countries Britain and Denmark or Australia.  This author also briefs about literature about corruption in Pakistan, Zimbabwe, Mauritania, Maldives)

  Corruption at high places has became a cancer world wide specially in undeveloped and developing countries. The poets are most sensitive intellectuals and they are not silent over the corruption in all agencies.
             One of the famous most Indian singers Narendra  Negi wrote a poetry against corruption in Garhwali (Indian) language ‘Kathga Khailya”  . The sensitive poet Negi brought an musical album on this lyric  too.
 The poem is as 

 कथगा खैल्या (How Much Will You Eat (Take Bribe) ?

(The poem is symbolic and humorous.  In Hindi or Indian language, taking bribe is called bribe eating (Ghoos Khana ) and Narendra Singh Negi used the meaning of bribe taking in that sense to make poem humorous and satirical
the literal meaning of poem is
You are eating the commission as goat meat
You are eating the commission as Basmati rice
How much will you eat bribe?
How will you digest the commission?
You only can digest this much huge commission!
The people are dying because of inflation
There was hope from new province Uttarakhand
The government is building 56 dams but there is scarcity of  milk
there is corruption in appointment, transfer.
Officers, politicians all are busy in taking bribe
There are enjoyments for power brokers
Bribe takers depositing money in foreign banks
there was huge corruption in commonwealth game too)

                   Disdaining the Corrupt Journalists by Narendra Singh Negi           
                        Narendra Singh Negi worked with information and communication department of Uttar Pradesh and Uttarakhand provinces of India and he is well aware of corrupt practices of journalists in India and abroad and he touched this subject indirectly and in symbolic way in his satirical poetry against corruption “Kathga Khailya Re”.
              Normally the perception is that the journalists expose the corruption. However, there are instances where journalists take bribe or get favor for certain jobs which in fact ae the acts of corruption.
              pkpolitics.com reports (3/6/2009) that one typical example of corruption in journalism is that the criminal silence across the board by all Pakistani members of the press on Nazir Nazi’s abusive language against junior journalist. The above web- site writes further that many journalists have been receiving favors from other criminal and corrupt societies/groups and hence journalists participating in criminal acts or corrupt methods.
          pkpolitics.com provides many such examples where journalists acted upon corrupt methods and gained benefits or favors from corrupt agencies or criminals.
                   African Media news reports that there are many journalists who get bribe for misusing news or misguiding the people.
 Acedemia education site also discussed the matter of “Corrupt Journalists of Africa”
     In a well researched paper “Corruption in media:  Perceptions of Tanzanian Journalists”,  Denis Mpagaze discussed many issues ---  A-Do journalists know fellow journalists take bribes or indulge in corrupt methods, B- how do journalists understand corruption in Tanzanian media, C- The real life situation of journalists in Tanzania. The research scholar Mpagaze concludes that the corrupt journalists manipulate the news or views  for their benefits or for their master’s benefits. Denis Mpagaze also found that the media in Tanzania is disorganized and journalists take advantage of this situation to justifying their corruption.
 Musa Xulu (18th March 2010) supported ANCYL (Anc Youth League)   that the corrupt journalists in South Africa must be exposed for betterment of the society.
 There is talk in Ghana’s intellectual class that the many journalists are practicing corrupt methods to increase the sales of their periodicals and making periodical sensitive.
       John Hopkins detailed many corrupt methodologies being adapted by many corrupt Chinese  journalists, Hopkins further reports  that when  the company interested in launching a new product, service or concept and if the company does not provide heavy bribe to  the reporters , the reporters either don’t report at all about the launch or report negative about company.
            David Sirota (27/4/2010) showed his worry on the worsening effects on American journalism on his write up “corrupt journalists “Corrupt Practices Accelerating the Decline of American journalism”.
              Yellow Journalism is nothing but a kind of corrupt methods applied in journalism. Frank Luther Mott (1941) defined five main characteristics of yellow journalism
A- Scaring headlines in huge print , usually minor news
B- Bountiful use of pictures or using imagery drawings
C-Using fake interviews, deluded headlines, pseudo-science,
D-Dramatic sympathy with ‘underdog’ against the system
E- Emphasis on colorful Sunday supplements as crime stories   
 These days the viewers of Indian Television channels getting many news as described by Frank Luther Mott. A couple of news channels show the flood of previous years to show the fearful situation
               According to an agency which prepare corruption index, Denmark is least corrupt country. However, the intellectuals are worried about corrupt practices by journalists in the country. In a website rubicon.dk.com, there is detailing of two types of journalists (right wing and left wing) and many of both indulge in wrong practices in their profession of journalism.
  Britain and Australia are one the least corrupt country, However, Paul Gilfeather the senior correspondent of Weekend Today (29-30th January 2011) analyzed the corrupt journalism in both the countries.
             Ramnan a retired management professional questions about corrupt journalists in India. And questions a valid questions which every Indian is curious to know from Barkha data and Veer Sanghivi (both are famous journalists of current era),” On the other hand , what about Barkha Datt, Veer Sanghivi  who among others, have confabulated with Nira Radia fixing cabinet birth in India?”’
         Narendra Negi used a word ‘Chela’ or disciple in the poem ‘Kathga Khailya Re’, who takes bribe or indulge in corrupt practices. Negi indirectly criticizes corrupt journalists to who become the disciples of corrupt politicians or bureaucrats and also become power brokers or intermediates. These journalists who act as power brokers or intermediates of politicians are called “Chamcha of Politician” and Negi criticizes these ‘brokers’ in his remarkable poem “ Kathga Khailya Re” . Negi states that power brokers (may be journalists) get many benefits and then Narendra Singh Negi Negi disdains journalists or other persons who are power brokers. 
 
 
                         Corruption in Pakistan
                   Pakistan comes at 34th position in corruption from top.
         Famous Pakistani former cricket captain turned politician Imran Khan says that Pakistan is destroyed by corruption.
Many poets expressed their hopelessness , anger , distression against corruption in the pure land that is Pakistan . However, the poem “ Corruption of My Paradise” from Selection   of  Poems by Kamini Masood  from Lahore (Pakistan) , aged 13 is very striking and shows hope to the whole world fighting against corruption

 Stopping corruption is not limited to any country but fight against corruption is beyond national boundaries.
              As the above Pakistani poet is hopeful in eradication of corruption if people are united , one of the famous most Indian singers and well read Garhwali (Indian) language poet Narendra Singh Negi is also hopeful in eradicating corruption when he advised the government servants and politicians to be away from corruption in his Garhwali language poem “Kthagai Khailya (How much will you take (bribe)?) No doubt, Narendra Singh Negi expresses his hope in humorous genre by choosing perfect Garhwali phrases and images.

                    Literature about Corruption in Zimbabwe
               Zimbabwe is just behind in corruption at all levels. It is said that the people are facing various social and political crisis and the leaders are siphoning the national wealth.
           Chirkure Chirkure is one of the famous contemporary poet of Zimbabwe who wrote many poems in raising the voice against corruption, non fulfillment of hopes, aspirations of Zimbabwe after getting the freedom from British in 1980. As one of the famous most Indian  singers and notable poet Narendra Singh Negi blended humor and anger text and music  to accuse those are engaged in corruption in Uttarakhand province of India in his Garhwali language (Indian) poem “Kathga Khailya (How much will you take (bribe)?)  Chirkure Chirkure also blends humor and anger text and music to accomplish a sharp, wicked, hazardous satire which make him different than his contemporary satirical poets in Zimbabwe, Both the great poets of their respective countries- Narendra Singh Negi in Garhwali (Indian) language in India and Chirkure in Zimbabwean language in Zimbabwe have been successful in lampooning the excess and irresponsibility of political leaders and burocrates who stand between the national development.
  There is similarities between Negi (Indian poet) and Chirkure Chirkure  of Zimbabwe as both belongs to rural areas and both are well known musicians too.  Narendra Singh Negi of India had been addressing the failures of Indian leadership continuously (his poems Nauchami Narayan, Gairsain are witness) and Chirkure Chirkure also have been exposing the failures of Zimbabwean leadership.

          'Kathga Khailya Re' Poem of Negi and  Discussion on Losses from Corruption

(Abstract: the author discusses 20 losses from corruption in the 8th  part of Kathga Khailya Re : A Garhwali Poem by Narendra Singh Negi  Against Corruption and Poems against Corruption from 150 countries  )

                              When legendary poet/singer brings a music  album on social issues , the discussion starts about that particular social issue as one of the famous most Indian singers Narendra Singh Negi released the music album ‘Kathga Khailya Re’, the discussion about corruption started in Uttarakhand province of India.
     There is talk at various levels in Uttarakhand about losses of society, nation from corruption.
 Global Infrastructure Anti Corruption Centre states that following types of losses are visible from corruption in any project:
1- Theft of project funds
2- Waste of project funds
3- Increase price of project
4-Increased cost of maintenance, repair and replacement
5-Additional funding costs
6-Reducing operating profits
7-Increased operating costs
8-Loss of opportunities
9-Loss of employment
10- Legal hassles and cost on legal fees :For example, in 2 G Scandal of India , government agencies have to take many activities in hand and each activity costs to government
11- Reduced infrastructure to public
12- Dangerous infrastructure to public
13- Damages to environment
14- Adverse Effects on other projects
15-Reduced quality of public life
16- Loss of earning of common men
17-Increased taxation to cover up government losses
18- Spreading corruption in other sectors or contributing to endemic corruption
19- Loss in nation’s reputation and reducing foreign investment

                               Corruption in Ukraine
              Ukraine is on 38th position in corruption from top.
                 There has been an experiment in Ukraine music. Talpash Andriya  sated that in MCGILL University there was an experiment for composing two poems of poets of different ages (Duma pro Slipykh for solo baritone, 12 part mixed choir and small chamber orchestra )  . Both the poems were about frustration and anger with corruption in Ukraine’s ruling class and government . Surprisingly the impact and frustration and anger level was same in both the poems. One poem ‘Sliptsi’  was written by  Mykola Bazhan in 1929 and other poem ‘Yanholi I V Vovky ‘ was written in 1996 by Woldymyr Tsybulko.
       When the choir was told,  the effect of anger and frustration in both the poems was found same. It clearly indicates that the emotions against corruption are same and time or era changes does not change the frustration level or anger level.
   Though the poem is in satirical and humorous genre but the readers may find a sourly emotion against corruption in the Garhwali language (Indian) poetry ‘ Kathga Khailya “ by one of the famous most Indian singers and very famous Garhwali (Indian) lyrist Narendra Singh Negi,

                Philippines comes 41st in corruption position from top.

              Annabelle B Rosell, suggested many remedies to minimize corruption in Philippines in his book ‘Corruption prevention strategies in Philippine incorporation.

          Miguel Syjuco published a novel Illustrado on the theme of corruption in Philippines  in 2010. The novel generated international attention and acclaim.

           There are poets as Romulo A Sandoval  who created poetry against corruption in Philippines but there is less mention about those poetries in English or there is no translation of such poetries in English that International community  could know about poetries against corruption in the countries.

         Jassica Hodgedorn was born in Manila in 1949 but had to flee to USA with her  mother due to brutality, corruption in Philippines in the regime of Ferdinand Marcoo. She is well known poet and playwright. Jassica published a novel ‘Dogeaters and got appreciation from all corners. The novel is all about corruption, class division, violence  in Philippines.

                Famous Indian singers and poet Narendra Singh Negi did not name of corrupt person directly in his Garhwali language poem ‘Kathga Khailya Re’. But his figurative and symbolic poem attacks many ways of corruption not only in Uttarakhand but also indicating sever attack on rich countries.

    In Garhwali language, the phrase ‘Ghoos Khan’ means to eat bribe which means to take bribe. When Negi says that ‘Kathga Khailya Re’ or ‘How Much Will You Take Bribe? ‘ or ‘How Much Are you greedy?’, that means that who ever is spreading corruption that should be criticized.

   Indirectly, Narendra Singh Negi cirtizing the rich countries too in the following  stanza

Neta officer ligeni bhori bhori thailyun

Bhori bhori thailyun bhori bhori thailyun

Bahri gen bidesi bank he baink
……

( The literal meaning of this stanza is that the political leaders and bureaucrats  take uncountable bribes and deposit that black money in foreign banks . The foreign banks are flourishing)

                      The banks of Switzerland, Germany take deposit from people of other countries. These banks do not care whether the money is earned from corrupt methods or the money deposited by depositor is black money.  Even at crucial times, these countries do not cooperate in exposing the names of depositors. This practice is nothing but imposing corruption by rich countries on poor countries. These rich countries are just helping corruption in poor countries. Negi in his brilliant poem indirectly attacks these smart countries for helping corrupt Indians.

                    Rich countries are culprit from many angles in spreading or helping poor countries to become corrupt.

          The rich countries support dictators or do funding to those political parties who are their pets

                    Rich countries provide bribes to officials and politicians (kick backs, Remember- famous Boffor’s Case in India!) to export arms or other materials to poor countries

                The rich countries offer heavy bribes to rulers of poor countries for buying natural resources as oil, minerals etc at least cost from these poor countries.

        Multinational companies of rich countries pay heavy bribes to high officials and politicians of any country to get business benefits from the country.

 Dr Susan Hawley (2000) in his article, ‘Exporting Corruption, Privatization, Multinationals and Bribery’ details about the multinationals indulged in corrupting poor countries and states

1- The multinationals weaken development and aggravate inequality in poor countries

2-Multinationals transfer money to riches which was for eradicating poverty

3-Multinationals create difficulties for domestic business houses

4- Multinationals persuade (by briberies) the government to make policies in their favors than the country’s favor

5- Many other malpractices by multinationals to increase corruption in the country.

 Susan Hawley also proves that IMF or world bank encourage corruption in the countries those take loans from them

           Joseph Hanlon and Ann Pettifor (2000)  provide data to prove that IMF or World Bank  encourage corruption in poor countries in the article ‘ Kicking the habit, Finding a last solution…..’

            Anup Shah (2010) , in his remarkable article, “Corruption”: A global issue  provide references and extraxt of many articles related to subject  of rich countries encouraging corruption in poor countries.

              The rich countries and their various government and private organizations apply other various methods to get benefits from poor countries and subsequently encourage corruption in poor countries.

      There is world wide famous and heart touching poem ‘We Thought it was Oil But it was blood’ by Nninmmo Bassy which is capable of stirring every economist , every person aspiring to develop the undeveloped or developing country that how the rich countries play the natural resources game and how the authority of under developed countries become the puppet of rich nations.

According to Charlse Mudede , mostly , every  Nigerian government always put the literature creators as  Chris Adani behind bar who raised their voice against the authorities and corruption at high level in Nigeria

                        Corruption Related Poems  in Honduras
                   The position of Honduras is 43 from top in corruption level.

 Poets as Claudia Torres, Roberto Sosa , Dave Bonta, Oscar Acosta, Clementina Suarez, Herber Sorto and many have been regularly creating poems about the pains due to dictatorship in the country and resulting various problems the citizens facing including corruption. TMost of the poem using symbolic methodology to express their anger and frustration against wrong happenings in the country.

These banks do not care whether the money is earned from corrupt methods or the money deposited by depositor is black money.  Even at crucial times, these countries do not cooperate in exposing the names of depositors. This practice is nothing but imposing corruption by rich countries on poor countries. These rich countries are just helping corruption in poor countries. Negi in his brilliant poem indirectly attacks these smart countries for helping corrupt Indians.

                    Rich countries are culprit from many angles in spreading or helping poor countries to become corrupt.

          The rich countries support dictators or do funding to those political parties who are their pets

                    Rich countries provide bribes to officials and politicians (kick backs, Remember- famous Boffor’s Case in India!) to export arms or other materials to poor countries

                The rich countries offer heavy bribes to rulers of poor countries for buying natural resources as oil, minerals etc at least cost from these poor countries.

        Multinational companies of rich countries pay heavy bribes to high officials and politicians of any country to get business benefits from the country.

 Dr Susan Hawley (2000) in his article, ‘Exporting Corruption, Privatization, Multinationals and Bribery’ details about the multinationals indulged in corrupting poor countries and states

1- The multinationals weaken development and aggravate inequality in poor countries

2-Multinationals transfer money to riches which was for eradicating poverty

3-Multinationals create difficulties for domestic business houses

4- Multinationals persuade (by briberies) the government to make policies in their favors than the country’s favor

5- Many other malpractices by multinationals to increase corruption in the country.

 Susan Hawley also proves that IMF or world bank encourage corruption in the countries those take loans from them

           Joseph Hanlon and Ann Pettifor (2000)  provide data to prove that IMF or World Bank  encourage corruption in poor countries in the article ‘ Kicking the habit, Finding a last solution…..’

            Anup Shah (2010) , in his remarkable article, “Corruption”: A global issue  provide references and extraxt of many articles related to subject  of rich countries encouraging corruption in poor countries.

              The rich countries and their various government and private organizations apply other various methods to get benefits from poor countries and subsequently encourage corruption in poor countries.
