     Mohan Lal Dhoundiyal is Garhwali story writer and poet too. Mohan Lal Dhoundiyal has been publishing  Garhwali stories and poetries in various periodicals since last twenty five years. Late Arjun Singh Gusain (Editor –Hilans), Puran Pant ‘Pathik’, Professor R.D. Dobhal and many admired his poems and stories too.
   Mohan Lal Dhoundiyal was born in 1956 in Daheli village, Reethakhal block of Pauri Garhwal.
          Many poems Mohan Lal Dhoundiyal are sharp satirical poems. Mohan Lal is expert of expressing his views in smallest number of words called ‘Chhitga’.  His poems deal with pain of Garhwal, pain of societies and enthusiasm of Garhwalis. 
 Dhoundiyal uses simple phrases for illustrating his experiences.

पिठ्वंणि
महेशा   नंद 
चैतौ मैना लग्यूं छौ। जौं कs गरिब्या दिन ठिल्यां ह्वला, वु पखंणु घलदन कि एक नि अंया आरु फुल्दु मैना अर एक नि अंया आरु पक्दु मैना। यूं समौ फर निहंग्वा(गरीबों के) लंघड़ पुड़दन। चैता मैना बाड़ि-सग्वड़्यूम साग-भुज्जि सप्पा नि रांद।
कूंतिन् रंण्णु मा गौळा-गिंद्वड़ि(गले लग जाना) बिंगा-- "झब्या बुबा! सागै बंणलकड़ (अड़चन) पोड़ि ग्या। भितर इन नी कि जु सौं घैंटंणू बि दाळी दांणि हो। नौना इसकूल बटि रंगसबूत(भूक से विह्वल) कै आला त वूं थैं कनकै बुथ्यौला ?"
"तु इन कैर कि तौं दथड़ौं थैं बिकांणू गौं मा जS। मैंडुळ(दिन का खाना) मि अफी पकांदु।"
रंण्णुन खांणु पकै द्या। कूंति बिंड्डि अबेरम् आ गौं बटि। वीन औंदम् द्येखि त साग-भात पक्यूं छौ। कूंतिन खांणु सौंरि। साग द्येखी धंधे ग्या। साग तरक्वंणि जन बंण्यूं छौ। "झब्या बुबा, यु साग क्यांकु च ?"
"यु वांक्वी साग च ज्यांकु भात च।"
कूंतिन साग चाखि अर टपगरा मारी बोलि-- "भरि सवद्या हूंणू च, कन बंणा तुमुन ?"
"चौंळ भिजैनी। भिज्यां चौंळू थैं सिल्वटम् पीसी। पाछ मर्च-मसSला पिसिनि। पिस्यां चौंळ अर मसSलौं थैं रळा। जख्यौ तुड़का द्या, भदSळिम्(कढ़ाई) साग थड़का अर पिठ्वंणि बंणि ग्या।"
"झब्या बुबा! तुम सगोरबंद परकर्या छंवा।" सब्बि मब्तुन धित्येकि पिठ्वंणि अर भात खा। कूंतिन पिठ्वंणी भदSळि इन चाटि जन ब्वलेंद फांणै भदSळि चाटि हो।
भूक नि ब्वल्द बल क्यांकु साग अर निंद नि जंण्द बल गत क्यांन ढाक।

 It was the first month of spring ‘Chait’. The experienced poor know the pain of spring. There is proverb that it is neither virtuous month when apricots flower nor apricots fruiting time. Both the time poor faces hunger.  There are always no vegetables available in the ‘Chait ‘month.  Poor situation! Poor can’t dehydrate vegetables in the season. How can he? It is today’s food problem for poor and not saving for tomorrow. 
She called to her husband, “Darling! There is not a single pulse granule in the house. It is lunch time and time for children returning from school. How will we pacify the children hunger?”
The ironsmith told her wife, “You! Visit village and sell the sickles made by us yesterday I will manage lunch for the children“
After returning from the village she was shocked finding he husband has already cooked the food. She found that rice and a curry was ready for meal.
She checked the curry and was confused about curry because nothing was there in the house for curry or vegetable cooking.
She tasted the curry and was amazed by spicy and very tasty curry.
She asked, “Darling! How come you cooked such a tasty curry?  Which ingredient did you use for curry?”
He answered, “There were only rice in the store. First I soaked some rice into water. In one pot I cooked rice.  For, curry, I grinded soaked rice with available spices and put more chilies. I mulled the rice paste into other pot and put water for making curry. That’s it.”
When children came and took food they were pleased by new type of taste and tasty curry –rice.
She said,” Poor can’t get lavish food but their hunger forces them for new culinary creation. “

             Bhotiyas of Bhotiya region pleaded to Pau that they were unable for paying tax as per Beckett settlement because of low income. They argued that government should not levy tax on animals. Bhotiyas argued that they had to pay forest grazing tax in Bhabhar too. Pau did not agree with Bhotiya arguments about low income. However, he agreed for reducing tax on animals.  Tibet government also reduced tax for Bhotiya traders of Neeti region. Pau had to abolish trade tax on Bhotiya trade tax. Pau levied tax on agricultural land and forest products. Forest product tax was on medical herbs and other utility herbs. Pau determined tax on animal grazing after determining tax on agriculture land and forest produces.  He exempted for five bulls on taxed land for one rupee.
  The following factors are very interesting on determining animal tax-
1 bull=1 caw = 1 donkey= 4 sheep= 4 goat
8 sheep=8 goats= 1Yake =1 horse= 1 buffalo
    Pau determined the grazing tax as follows after exempting five bulls equal to one rupee tax.
Tax Rupee One on 40 sheep=40 goat= 10 bulls=10 caws= 10 donkeys =5 Jubu=5 Yak= 5 horses= 5 buffalos
 The tax determination on Neeti was Rs 593 through the above factor (Walton).
   The tax was determined for Mana valley different factors.
   Mana villages were under Goonth . Mana Bhotiya did not take animals to Bhabhar. In Pandukeshwar,Mana villages had land and houses were there. Bhotiyas had offered those houses to businessmen on rent. Average rent of a shop was Rs. 80 annual. That amount was very high income from that time point of view. Mana villagers used to sell wood to Badrinath temple too and it was reasonable income. Therefore, Pau kept tax same as Beckett settlement (Pau, pp 108)

             Barring five Bhabhar villages, Kham superintendent uses to look after land settlement in Bhabhar region. The five Bhabhar villages Dharaun, Jhirna, Kotori, Mavakot and Balbhadrapur were called ‘bandobasti’ villages. 
         In 1832, there was agriculture in Dharaun, Jhirna, Kotori villages. Padma Singh Negi was contractor for Patalidun agriculture land and grazing land. Batten offered Padma Singi the ownership of Dharaun, Jhirna, Kotori, Mavakot and Balbhadrapur villages. Padma Singh Negi was also owner of land opposite of Kalagarh. In 1839, Padma Singh Negi signed agreement (Kaul Karar Patta) for paying Rs. 275 for the above land. Padma Singh Negi also signed agreement for contract of grazing tax and forest tax for Rs 2750 annually. Ramsay stopped agriculture in Patlidun and offered151 Beegha land in Bijnor to Padma Singh Negi.However, still Padma Singh Negi was owner of Dharaun, Jhirna and Kotori villages. There was no agriculture activity in Lakadghat region. In 1854, Henry Ramsey offered Mavakot to Thanedar Shishram. In 1888, British government offered Ghausikhata (Balbhadrapur) land to Subedar Balbhadra Singh for his army bravery acts.  Pau also measured for all those five villages (Pau, 108).

    Uttarakhandi are fortunate that there has been satisfactory works on collection, editing and publishing Folk Literature of Garhwal, Kumaon, Jaunsar, Jaunpur and Ravain regions. Yes! Off course little work is done for Malhas or Bhotiya folk literature.
 Nand Kishor Hatwal brought marvelous folk dance-songs collection book in 2009 as ‘Uttarakhand Himalaya ke Chanchari Geet evam Nritya ‘Chanchari Jhamako’.
     The present folk dance-songs collection is comprehensive collections of folk dance and songs from number of songs but translating them in Hindi too.
 There are six major sections on Uttarakhandi folk dance-songs in this book-

1-Introduction: learned scholar Hatwal defined Chanchari and explains names of Chanchari
2-  Chanchari Folk Songs Theme: In this section, Hatwal illustrates folklores, history , rituals, pathetic women positions, Khud, music instruments, nature and ecology, nationality in folk literature etc.

   The renowned scholar Hatwal offered Uttarakhandi dance-folk songs as per classification
   There are 244 Uttarakhandi folk dance and songs in the present collection. Hatwal offered Hindi translation for each song and introductory notes for each folk song. Hatwal offered English translation of various songs translated by various folk song experts.
 Hatwal uses simple language for explanation. 
Nand Kishor is an artist too. He illustrated drawings for showing style and sequences of each major folk dance of Garhwal and Kumaun.
   The book is comprehensive collection of Kumauni, Garhwali folk dance and songs.
        Critics appreciate the work of Dr. Nand Kishor Hatwal for collection, editing, translating and classifying Folk dance-songs as people and critics appreciate works of Charles k. Wolfe; Lawrence Lee;   J.L. Campbell; Lomax; Vadim Prokhorov; N.C Burlin; D. Gorlin; Ann Buchnanan; A.M. Espinosa; C.Aonzo, C. Ponzoni and many .
