Tercet /Three lines Garhwali poems by Satish Rawat
Critical and Chronological History of Modern Garhwali (Asian) Poetry –-312
                    Literature Historian:  Bhishma Kukreti
-
At the end of twentieth century, Garhwali poetry saw many experiments. Garhwali poets experimented not only in poetry expression but in poetic form too. One of experiment was creating poetry in shortest form as Chhitga, Haiku etc.
Satish Rawat a Garhwali poet is famous for creating three lines or trecet poetries in Garhwali. Followings are examples of three lines poetry in Garhwali -

Dangariyon tain Pension: A Satire on Vote oriented polices and schemes
Critical review of Garhwali satirical prose- 142
          Review: Bhishma Kukreti
Atul Gausain ‘Jakhi’(Jakh, Pauri Garhwal) is multitalented Garhwali literature creative. Drawing Artist Atul also create Kavita poster. Atul is a Garhwali poet too.
Atul Gausain ‘Jakhi’ create satire in Garhwali too. His following satirical Garhwali prose is proof that Atul does not spare any wrong or wrong polices by government or chief minister. Uttarkhand Chaif Minister Harish Rawat declared a weird scheme or promised to do so for offering pension to those who dances or tells the future.  Sensitive Atul create a satirical prose and lambasts Harish Rawat directly through humor.
The site is sharp and direct.  The satire is successful in informing readers that the scheme is foolish and just for vote purpose. The satire has reasonable humor too .

Initial Activities under Ibbetson Settlement in Garhwal

There was no land measurement under Ibbetson settlement. The A.W. Ibbetson settlement was same as of Traill settlements based on assumption. The settlement was named as ‘Settlement without Records’. Pauw settlement was started in 1896. By that logic new settlement was due from 1926.
The initial activities started by 1918. The district collector Clay established a land settlement office by spending Rs 8600. There was sever famine in 1918 and there were non- cooperative movements for 1921-1922. Therefore, government stopped works for settlement. The initial activities for new settlement were started by 1925. The land settlement was for forty years.
Government took Barasyun for settlement as experiment for guessing the expenditure. Pauri was head quarter of Barasyun Pargana. Government measured land of 799 villages of Barasyun (Dabral). Official prepared maps and recorded the measurement etc. The date was 1925 on Khasra (records). The expenditure on land measurement and recording was for Rs 1, 42,000 an average for Rs 177.75 per village. Government decided that it was not feasible for spending so much money for measurement, mapping and recording. The reason was obvious that the future revenue income was not much that government would spend money on settlement measures.  Government asked the officials of Kumaun commisionary for calling meeting with elites of different thoughts for the solution.
Kumaun commissioner called meeting of elites of Garhwal on 8th August 1926 in Lansdowne. The commissioner informed to people that if land was measured it would be borne by the land owners and the expenses would be equal to land tax for five years. Commissioner advised not to go for measurement and other activities for settlement. All the parties did not support government views. However, commissioner declared that the settlement would be conducted without measurement , mapping and recording.

Khanai Dain Saub Ek -One of the Remarkable Satirical Garhwali Poems
Critical and Chronological History of Modern Garhwali (Asian) Poetry –-119
                    Literature Historian:  Bhishma Kukreti
-
Vimal Negi is an editor of a Garhwali fortnightly  ‘Uttarakhand Khabar Sar and he  does not mince words in attacking administration or society for not paying attention on the issues of local languages as Kumauni, Garhwali and Nepali through his prose.  However, Vimal Negi is a regular poet too and his poetries are varied in nature and texts.
Garhwali language is fortunate language that there are poets  late Abodh Bandhu Bahuguna, Kanhayaa lal Dandriyal,  Lait Keshwan,Pooran Pant Pathik,  Harish Juyal , great Indian singer Narendr Singh Negi ,  Chhipadu dada and many more who  had been creating  satirical poems on the subject of society and on the contemporary subjects as election and deeds (misdeeds) of politicians.
Vimal Negi published his fresh poem ‘Khan Dain Saub Ek’ on the contemporary issue of election in recent Khabar Sar issue (15th 31st December 2011). This author terms this poem as one of the remarkable Garhwali satirical poems and my readers will agree too.

Milton commented upon Hall, expressed clearly that satire should bite   and stated by title ‘ Tooth-lessee Satyrs  and  Biting Satyrs ‘ as “ if it bite neither the persons nor the vices , how is it a Sytr , an if it bites either , how is it toothless . ..”  . The said poem is very much with sharp teeth and bites the decisive nature of current politicians with their Chamches (vices).
A famous poet john Dryden was strong believer that a successful satire writer should be a man of virtue, intelligence and a candor or generosity. Yes1 it is a fact of life that a satirist can’t be cruel and rough in handling the subject and attacking the culprits of any kind. Vimal Negi attacked the selfish politicians and their associates or the political system with sharpened words but Vimal never seems for leaving   the dignity of a poet and Vimal is aware that the duty of a satirist is to follow Gandhi ji too that attack the dirt and not the dirty men.
Vimal Negi has been successful in Khanai Dain Saub Ek   in reducing the ranks of politicians and their subordinates.   Vimal uses various techniques in the poem as reduction, invective but with respect, caricature and even the last stanza is in as good as burlesque style.
The poem is in monologue style that the poet speaks from behind and endeavors his point of views.
Any critic will vouch that Vimal has been successful in creating political satire as Maurice Joly, Santayana, Nietzsche, Marvel Andrew, George Russel, Castillejo
The poem Khanai Dain Saub Ek   by Vimal Negi is definitely a shining gem of Garhwali poetry.

Das Salai Khabar Sar: Appreciable  Collection of Varied Garhwali Articles
Critical and Chronological History of Modern Garhwali (Asian) Poetry –-119
                    Literature Historian:  Bhishma Kukreti
-
In my opinion, Gad matyaki ganga edited by Abodh Bandhu Bahuguna in association with Durga Prasad Ghildiyal was first Garhwali article collection. Das Dalia Khabar Saris another collection of Garhwali language articles.  It is an historical and appreciable work of Vimal Negi the editor of a Garhwali language fortnightly news paper. Uttarakhand Khabar Sar, which is being published regularly for past ten years.
There are selected articles, which were published in Uttarakhand Khabar Sar .
There are forty four articles, and sixteen Garhwali poems along with tens of important news letters published in UKS in this news paper. Vimal Negi should be congratulated for his selection of articles and poems of varied nature. There articles related to discussion on language and literature , culture, regional arts and craftsmanship, travelogue, history, memoir, life sketch of famous personalities of Uttarakhand, society, discussion and debates, interviews, tribute, stories and poetries.
Introduction by Vimal Negi: In his introductory script, Vimal Negi tells us the reason behing his coming in Garhwali news paper publication that there were millions of people serving Hindi and English but nobody is there to serve Garhwali language. Th enews letter was introduced on 30th May, 1999 from Pauri and Vimal Negi applauds the industriousness of legendary singer of India Narendra Singh Negi and his associate Rajendra Rawat (at present who is ailing in Delhi) for publishing the first issue. Vilam also appraise us about the contribution of Garhwali writers and readers, he also tells us that there have been discussion and Ghaprol (hot discussion ) on various subjects.
Usually, Garhwali language creative avoid controversial subjects or avoid direct confrontation with other Garhwali creative. Uttarakhand Khabar Sar became a strong and motivating platform for Ghaprol (confronting discussion) . Negi provides  the list of confronting discussion among many creative. The lengthy write up of Bhishma Kukreti , “ Ava Garhwali Bhasha tain Moran se Bachava “ invited more than ten writers to put their views in this burning issues of protection of Garhwali language. The discussion between veerendra Panwar and Bhagwati Prasad Nautiyal for “Harvi-Harvi” by Madhsudan Thapliyal , successfully became a factor of knowledge of Gazal in Garhwali literature. The comments of Dr Virendra Panawr “ garhwali man kam karik kya meel” also received many comments from various sects of writer of Garhwali. There was hot discussion on Bhishma Kukreti’s comments on Narendra Kathait.
Vimal severely criticizes state government for ignoring the protection and of Kumauni and Garhwali language . He states that the politicians and bureaucrats are ashamedly avoiding to listen and discussion of development of these fewer oldest languages in India.  Vimal explained brilliantly the problems of publishing a Garhwali language newspaper and focused on the hassles of getting literature from Garhwali  writers, difficulties of publications, distribution and unresponsiveness or lack of interest among Garhwalis for their literature and language.
Gad Mmyaleki Ganga and Boli Milyaki Bhasha: Though unfocused, Shiv Raj Singh Nisang narrated some historical evidences of existence of written Garhwali literature from 1586. In this write up , he tried explaining many matters together.
Garhwali -Kumauni samet Uttarakhand ki Das Boli Khatra man: This  write-up/news-views was published in Uttarakhand Khabar Sar (UKS) on February 2006 and informed readers about the survey of UNASCO that Bangani, Ranwalti, Jaunsari, Jad, Darman, Byansi, and Rangpa bolis are in endangered group. The editor demands for inclusion of Garhwali and Kumaini as constitutional languages.
Lok Bhasha ka Mudda par Ek Bada andolan ki Jarvat cha: This write up is an editorial portion of UKS published in Novemebr, 2007. Vimal expresses frustration on the apathy of state government towards Garhwali and Kumauni language.
Garhwali: Ganga Jamuna ka Maiti Deshai ki Samridh Bhasha:  Satya Prasad Raturi provides the initial stage of written Garhwali literature and proves that Garhwali is complete language.
Apna Likhit Sahitya ki Khoj Khabar Jaroori: The prominent Garhwali language critic Bhagwati Prasad Nautiyal (Though Rajendra Dhashmana and Bhishma Kukreti have apprehension about  competence as critic and knowledge  of Garhwali words respectively) suggests for researches on old manuscripts of written Garhwali literature.                Three Types of Tax Determination in Ibbetson Settlement in Garhwal

There were three types of tax determination in Ibbetson settlement.

1-Barasyun Pargana- Officials measured land for 796 villages with proper paintable process. The land was 93999 Beesee/Bisi. There was measurement by paintable process in Pauw time too. The officials corrected maps measurement, Khasra (records), Muntkhif and Fant. The date was written 1925. (Ibbetson, pp7)
2- Tax determination on the Pauw settlement base and Beckett rope way measurement bases. In Ibbetson settlement, there was assumption for new agriculture land acquired by villagers. Patwari took the details from villagers and Kanungo verified the new land area and the assistant record officer recorded the new area. That area of newly cultivated area was added with the past land area as determined in Pauw and Beckett settlement.
The area acquired by farmers was as per farmer’s information and there was no physical verification for the same. (Ibbetson, page 7, 8, 9)
Ibbetson wrote that Garhwalis were hungry for land ownership. People wanted ownership and were not bothered whether they were capable of cultivating the land or not. Ibbetson assumed that the land area details offered by the owners could not be less. Ibbetson showed doubt that many owners might have shown the ownership on other’s area too. (page 9)
3- Specific Pattis –
Ibbetson kept same land area for following Parganas and Pattis as was in Beckett settlement-
Nagpur (Pattis- Talla Kalifat, Malla Kalifat, Kalipar, Bamsu-Maikhanda, Malla Nagpur)
Badhan (Pattis - Pindwar Valla, Pindwar Palla and Nadnak)
Painkhanda (all Pattis)
Dasauli all Pattis
In the above region, the measurement and tax determination was based on assumption more and less logical. Hence, in 1930, the land measurement was conducted in the above area through paintable process.
