    In Garhwali Kingdom and Gurkha rule, Kamin or Sayana were supposed to do same work as Jamindar or Thekedar used to collect tax from cultivators or land owners. Ramsay stated that in Garhwal Kingdom, the king was free for appointing Sayana/Kamin for a particular region that used to collect tax from Khaikar (actual cultivators). Ramsay commented that due to that Sayana/Kamin system, the moral esteem of cultivators was nil in Garhwal. Garhwalis assumed themselves as slave of tax collectors.
 In Traill settlement, British had agreement (Kaul Karar) with Sayana and Kamin. Those Sayana and Kamin were called Thokdar or landlord of the region.  Those Thokdar started collecting ‘Hak-Dastur’ from those villages too those were not under them in Garhwali Kingdom-Gurkha periods
   At British initial period, Kamin or Sayana were very powerful as they were in previous regimes. Kamin or Sayana used to collect tax either themselves or they appointed ‘Padhan’ for collecting tax.
  Thokdars were very cunning. There is a folk story about Thokdar-
  One day, settlement officer reached to a village. Thokdar called his shareholders or cultivators before the settlement officer. Thokdar asked the cultivator, “How are you?” The farmer answered either by force from Thokdar or in his simple way, “Malik Tumari diyun Khana Chhanvan –Master! We are living on your offerings”. Thokdar told to settlement officer, “See he is calling me Master (Malik)”. That way, Thokdar proved that he (Thokdar) was owner of whole region. (Dabral, page 228-29)
  Pauw stated that he got Garhwal Kingdom records of words ‘Kamin from South Garhwal and ‘Sayana’ from north Garhwal. Pauw stated that he did not get any written record for Thokdar word.
Though Kamin and Sayana were having same meaning but those have differences too. Kamin used to collect tax but he did not have any shareholding on the land. Sayana was having shareholdings on some villages and from other villages, Sayana used to collect tax too without shareholding on land.
 Sayana were of two types- small and big. Big Sayana were usually the heirs of ministers or higher cadre officers in the Garhwal Kingdom (Batten). Those proved in initial British period that they were Sayana they used to get ‘hak-dastur’ directly or through Padhan.

Uma Bhatt: Expert of Creating Images of Rural Garhwali Females in Poetries

After initiation of Uttarakhand movement, many female poets came in Garhwali poetic field. Uma Bhatt is one of the female poets who impressed the intellectual thinkers by her portraying a common Garhwali village, the social, religious and spiritual culture of Kedar valley and Nagpur area of upper Garhwal. Uma Bhatt has a specialty as Beena Benjwal that she uses the dialects of upper Garhwal in her literature and this makes her different than others.
Uma Bhatt was born in village, Andrvadi, Guptkashi , Rudraprayag Garhwal as Saklani girl in 1960. Now She is in Dehradun
After passing Shashtri and M A degree, she joined education department and she teaches in a school. She is also editor of two magazines and writes Hindi poetry in Hindi language.
             Recently, she published her poetry collection Dwi Akhar a Garhwali language. Learned critics and writers as Dr Data Ram Purohit, Shri Dhar Khali, Om Prakash Semwal and Prem Singh Gusain appreciated her efforts. Dr Purohit remarks that she is the expert of creating real images of a Garhwali women engaged in her struggle for benefiting her family and the society. Uma Bhatt uses symbols of rural Garhwal and those were not used in Garhwali poets before Uma could do so. The experts of folk literature of upper Garhwal Dr Purohit further elaborates that she is remarkable in using proverbs and figures of speech effectively to describe her subject in poetic form.

भात पकाण बट्टि भांडा मंजाण तक
करछि दाथडु कुच्याण बटि कुटळ चलाण तक
घास पूळि  बट्टि लखड़ भारा  तक

There are sixty poems in the volume Dwi Akhar a first Garhwali poetry collection by Uma Bhatt . The poems are of varied subject and nature , insight, emontions but one thing is common in all the poems that all poems are regarding rural Garhwal or hills of Uttarakhand. However, most of the poems are related to a common rural Garhwali woman and the subjects surrounding her .
The readers may find the spiritual inclination of a female poet when Uma Bhatt prays Jalmukhi god (Village deity) for her creation and for benefiting the human beings and living organisms. The readers enjoy the symbolic and imagery poems of Uma Bhatt about villages, geographical description of Upper Garhwal and Kedar valley. The readers start viewing the hills, springs, woods, scanty or dense bushes, xerophytes and other plants of Upper Garhwal, valleys, rivers and rivulets, birds and Himalayan animals, tracking lanes of villages, hilly farming fields, all types of seasons in verses as ‘ Ar Hyun Galni ‘, Gham , Veen Barkha Ma’, Matu Dharti, Ganga Jamuna.
The poet is successful in portraying the life sketch of female from child to being mother or grand mother in her as poems Myar Balpan , Gon Mudi Dhari’

दशहरा महोत्सव समिति की बैठक में मंगलवार को होने वाले दशहरा पर्व पर कार्यक्रमों की रूपरेखा तय की गई। इस बार दशहरा महोत्सव में दर्शकों के लिए लेजर लाइट शो विशेष आकर्षण का केंद्र रहेगा।

तय हुआ कि 11.30 बजे जीजीआइसी तिराहे पर मां दुर्गा की शोभा यात्रा में शामिल दुर्गा प्रतिमाओं की महाआरती होगी। 12.30 बजे माल रोड स्थित पालिका कांप्लेक्स में दशहरा महोत्सव का शुभारंभ होगा। जिसमें रावण परिवार के पुतलों समेत रामडोला शामिल होगा। इसका शुभारंभ मुख्य अतिथि वरिष्ठ रंगकर्मी सदानंद पांडे करेंगे। तत्पश्चात सायं 7 बजे से स्थानीय स्टेडियम में सांस्कृतिक कार्यक्रम, रंगारंग आतिशबाजी व लेजर लाइट शो का आयोजन किया जाएगा। इस कार्यक्रम के मुख्य अतिथि मुख्यमंत्री हरीश रावत होंगे। अति विशिष्ट अतिथि के तौर पर केंद्रीय रक्षा राज्य मंत्री किरण रिजिजू व केंद्रीय कपड़ा राज्य मंत्री अजय टम्टा, तथा विशिष्ट अतिथि जिला पंचायत अध्यक्ष पार्वती महरा व पालिकाध्यक्ष प्रकाश जोशी होंगे। विधायक मनोज तिवारी, पूर्व विधायक रघुनाथ चौहान व कैलाश शर्मा, जिलाधिकारी सविन बंसल, एसएसपी डीएस कुंवर मौजूद रहेंगे। बैठक की अध्यक्षता विनोद वैष्णव व संचालन अशोक पांडे ने किया। इस मौके पर समिति के अनेक पदाधिकारी व सदस्य मौजूद थे।

   ‘Hakk Dastur ’means the culture, tradition or system for getting gift as right.  Khaykar (the cultivators but not owners of land) used to pay gift to owners, owners used to pay gifts to Padhan and Padhan used to pay gifts to Thokdar (old version -Sayana, Kamin) and that gift was called “Hakk Dastur’.
  The Hakk Dastur was as-
A thigh to owner , Padhan or Thokdar on killing lamb for meat
One Mana (app kilo) Ghee or edible oil in Shravan month
One basket (Kandi) maize in maiz season
One or two Rupees as Pithai in daughter’s marriage

In Bhabhar, the following Dastur was there –
Koot- 1/3 of production
Sirti- normal land tax
Hal Kar- tax on plough
Apart from the above the land cultivators used to pay tribute as gifts, najarana, Saugpatt etc.
  Traill declared three % tax for Thokdar from land owners but ‘Hakk Dastur’ culture remained there for long. Beckett changed Hakk Dastur in rupees. (Batten)

                 Rights of Thokdar
    Beckett wrote-
        Initially, government handed over responsibilities to Thokdar/Sayana/Kamin for collecting tax, maintaining law and orders/judiciary. However, from police activities point, all failed miserably. They used to pave way for criminals escape.
           In 1856, the assistant commissioner suggested for abolishing rights of Thokdars for police activities. Therefore, in Pauw settlement, there were no names of many Thokdars on ‘Dastur’ list. On that time, Thokdars were paid 3, 6 or 20% from tax (Batten).
 The 1857 revolution affected the administration system. Henry Ramsay suggested for abolishing Thokdar system. However, Ramsey wrote in 1874, “Now I am changing my views on abolishing Thokdar positions. It is now, essential for keeping Thokdar post for keeping eyes on Padhan for law and order. Only Swarajvadi (freedom fighters) are against Thokdar and not common people. Thokdars are essential for controlling ‘Freedom Fighters’. Many Thokdars are gentleman and people respect them as King.
  In Traill settlement, the importance of Thokdar came down as agreement was with Padhan (village chiefs). By first part of twentieth century, the Thokdar position became as decorative post. The position was on heir based system. Elder son used to take the post after his father death. Jethunda (extra land for elder) was offered to Thokdar at initial time for their tax collection and law and order jobs.

   Though, Omprakash is Physics teacher but by heart, he is very tender and creates various types of Garhwali poetries. His subject varies from the pain of a Garhwali woman of Garhwal to natural beauty of rural Garhwal. Simplicity is his way of narrating poems but keeps a mystery too.
  His subjects fo poems are mainly philosophy, nature, images, love, wrong happenings in the society, administration and cultural.
 Twee, aige samo, Vasant, Bhol, Pahadai Nari, Baudik Aijai, Nayo saal are his reprehensive poems in Garhwali language

Writing: Published poems, articles, stories, lyrics in Garhwali in many local periodicals.

    Om Prakash Semwal published two Garhwali short story collections too.
Om Prakash Semwal  is a famous literature movement activist of Rudraprayag.
Om Prakash Semwal created dozens of dramas in Garhwali.
Singer: He is also famous singer and released an audio cassette of Falasi Devi is available in market and this cassette became a rage when it was released.
Profession: Physics lecturer in Inter College, Chopta -Jakhani, Rudra Prayag

           In Traill settlement, government used to fix tax for a region (Thok) for Kamin or Sayana. Sayana or Kamin used to collect tax from cultivators or used to appoint Padhan for a particular area (village or villages). Padhan used to collect tax from villagers and used to pay to Kamin/Sayana. Sayana/Kamin had rights for appointing and dismissing Padhan.
  In third Traill settlement, government had agreement (Kaul-Karar- Patta) directly with Padhans. Now, the Padhan position in administration and among villagers increased. Padhan became free from Kamin/Sayana and was reporting directly with the government. However, due to old custom, Thokdar or Kamin/Sayana were getting Hakk-Dastur. Padhan was called Malgujar (tax collector). In initial Traill period, Malgujar word was also used for Sayana and Kamin. Later on in Becket and Ramsey settlements, each owner became Malgujar and Padhan was named as ‘Sadar Malgujar’.
  Traill wrote (Stowellpage18) –
  “Padhan is for tax collection and keeping law and order in the village. In a way Padhan is government servant.
  Padhan collects tax from owners and also pay his land tax. Padhan is given extra land (Jithana) for his services. Villagers pay tribute to Padhan at festive, auspicious or marriage time. Though, Padhan is not offered as per dynasty system but the custom is that the eldest son gets Padhan position.
    Padhan had many Khaykars (cultivators but not owners). If there are all Khaykars in a particular village, Khaykar choose their Khaykar Padhan. However, when there are owners and Khaykar in a village, Khaykar can’t be Padhan.
  Padhan is also responsible for looking after Banjar land. He can offer land to ‘Paykast’ for cultivating the land. Padhan also manages the Kuli begar for officials. “
  Batten offered free hand for choosing two Padhans from big village (as till 60, there were two Padhans in Kathur Bara, Malla Dhangu, Pauri Garhwal). A Padhan could be Padhan for many villages (Example, Gweel Padhan (Malla Dhangu) was having eight nine villages (Gweel, Jaspur, Saur, Chhatinda, Metha, Kharik) under him).
            Deputy Commissioner had rights for dismissing Padhan on following grounds (Stowell, page 113)-
Criminals proved by court
Under heavy debts
Pledging  villages to money lenders
Sold villages land
Bad character
Making losses to government resources

                  Padhan Hakk (rights)

   Government offered Padhan a tax free land (Jithanu, Jethunda or Padhanchari khet) in exchange of tax collection. Padhan was Sirtan of Kesar –E-Hind for that land. If the tax calculation on ‘Jethunda’ land was less than five percent of total determined tax by Padhan, the Padhan used to get balance money from tax (to make five percent). Padhan family was free from Kuli Bardayast. It was great honor for Padhan family.  Thokdar were free from kuli Bardayast too.

                              Gharpadhan of Khaykar villages


       If in a village, all are Khaykar and no owners were there, villagers had a Gharpadhan in such villages. Gharpadhan was elected by concurrences of all villagers. Usually, deputy commissioner and Malgujar used to select ‘Gharpadhan’. He used to collect tax from Khaykars (non owners but had right on land) and deposited to Patwari.  Gharpadhan was exempted from Kuli Begar.
          Where, Hiissedar (owners) and Khaykar were there in a village, Malgujar /Padhan used to select a person as Gharpadhan. However, his position was more than Khaykar Gharpadhan as he was owner of land too.

 Shiv Dayal Shailaj has been publishing his Garhwali poems in periodicals and poetry collections.
  Shiv Dayal Shailaj was born in 1965, in Meldhar village of Dhoundhiyalsyun, Pauri Garhwal.  The poems by Shiv Dayal Shailaj deal with today’s social and administrative issues, psychology, and confusion in sub conscious and unconscious mind.
  Shiv Dayal create Gazal too. His style is conventional and free verses. Totaram Dhoundiyal appreciated poems by Shiv Dayal in terms of serious issues in his poems and poetry style. Shiv Dayal uses common symbols for creating images. His many poems are symbolic in a sense that the symbols create psychological images.

गौं -गौळा - गोरबटा
बsणौ   -बुज्याsणा
 छान्यूं कोल्यणा
मेरी चखुली जनी माया
वीं तैं खुज्याणी रे ,
सेरा   गौं
म्यरा नौ का पिछाड़ी
बौड्या लगाणी रे ,
रात त सद्यनी आंद पर
'आजाद ' तैं जनू नि दिखे।
