IAS बनने के लिए अभ्यार्थी की योग्यता से अधिक महत्वपूर्ण IAS बनने के लिए योग्यता अख्तियार करना अधिक आवश्यक है।
IAS बनने के लिए तन , मन , बौद्धिक और अहम् सभी अंगों की सहायता से सांगोपांग तैयारी आवश्यक है।
IAS बनने के लिए आधारभूत योग्यता में नियमित रूप से निखार लाना आवश्यक होता है।
IAS बनने के लिए प्रश्नों के सटीक उत्तर लिखना अति आवश्यक है और सटीक उत्तर लिखने हेतु आदत बनाना आवश्यक है। सटीक उत्तर की आदत हेतु हर पहलुओं में नियमित व वैज्ञानिक ढंग से तयारी आवश्यक है।

There is a strip in Garhwal and Kumaon below foothills at south a plain region. That plain region is called Bhabhar. There are of Bhabhar is 58x3 miles. Dr Dabral states that it is 12 miles wide in some places.
It is said that at initial stage of British rule, Bhabhar was human less or no establishment was there in Bhabhar. However, the historian found ruins near Mawakot pond and at a couple of other places. It means there were scanty human establishments in Bhabhar before British took over. Joshi reported that there were few villages in east Garhwal Bhabhar – south of Pataldun in nineteenth century. There were a few villages in west of Garhwal Bhabhar too. There were scanty establishments in Haldukhata region too.
Garhwal district magistrate Colonel Grasin started establishing temporary human settlement in 1869. A few human settlements were established in Bhabhar before 1869. In 1860, British built a road named Knadi road. In north of Kandi road was called Bhabhar region.

जख धर्म मानव मानेंदु येक
कर्मण्यता श्रम , शिक्षा विवेक ,
सभि लोग जग का गुण्या पढ्यां होन
जना चौंळ साठी छण्या पुण्या होन।
कखि नांग भूख रौ ना जरा भर ,
अधिकार सबका बट्यां बराबर
आदर व आदर्श हर कै जगा हो
आपस को झगड़ा कखि ना जरा रौ।
जनता जनार्दन मानेन्दि जख हो
मानवता सचमुच पालेन्दि तख हो।
जख जाती धर्म बिलकुल मिट्यूं हो
समानता को माथो उठ्युं हो।
छुवा छूत का होन विरोधी
मनखी समाज बणो सोधी सोधी।
सुखी सभी होन दुःख ना कखि रौ
बणी सुणाणी सबुमा भली हो।
स्वालम्ब साधन को जब होलो सोध
मांगण्या प्रथा को होलो विरोध
खेती किसाणी का शास्त्री धुरेन्द्र
सभी सभा होन उद्योग केंद्र।

Bhabhar settlement was called ‘Kham’ settlement. The lower layer of land was stony but upper layers had soil due to soil coming from hills through rivers and rivulets and humus due to putrification of tree leaves etc. There was shortage of water. Human beings dig ponds here and there but not wells.
Initially after encouragement from British administration, the settlers dig raw canal for irrigation. The soil was so dry that soil used to soak water from canals.
British started building durable canal of lime from 1877-78. The canal was started from east of Khoh river and it used to fetch water for Kotdwara and nearby region.
Sirgoh Farmers
After encouraging digging mud canals, British encouraged people for settling in Bhabhar. A farmer easily used to get permission for settling in Bhabhar by cutting trees and shrubs. Such farmer was called Sirgoh. He used to call other farmers and used to offer them land for agriculture. He used to pay wages etc to them. Sirgoh also used to hire Halya on barter system or used to offer land on getting one third of crops (tihar) from real farmer. Those farmers were called Sakhi of Sirgoh. British administration used to rent land to Sirgoh on rent. There was no permanent settlement as was done in hills of Garhwal. Sirgoh used sublet the land.
Kham Settlement
Bhabhar was called British estate. Therefore, government offered land on rent to farmers. This offering land to Sirgoh was called Kham settlement. British used to revive renting after every five years.

अब बदल्यलीं मिन अपड़ी आँखी
त्यार आख्यूंन अब दुन्या थैं दिखणु छौं।
घृणा , बैर , ईर्ष्या का कांडा अळझणा छन जख झगुला पर
त्यार सहारा कु टुक्या ले अब वख रस्ता बणाणूछौं।
मि नि लड़दु अब कै से बड़ु आदिम बणना का
हर कैथें अंग्वाळ बोटि भिटिन्दु अब प्यार फैलाणू छौं।
भंड्या डैर गौं बाटूं म अन्ध्यरू छ बिरिड़ि नि जै क्वी
अफु तैं सुलगाणू छौं ज्ञानै फूंकल अब उज्यळउ घुरकाणू छौं।
म्वरणा की डैर से खरीदणा छन ग्वाळा तोप
देशभक्तूं बटि सीखि लेऔं समर्पण अब जीणा आस बंटणू छौं।
धूळ माटु म भवरेकी की भी नि खुजै सकीं परमात्मा वो लोग
अपर विश्वासै आंख्यूं मा वै थैं अब पलकों मा सजाणू छौं।
सुण्यूं म्यारू कि प्यार म छोड़ि दिन्दी दुन्या लोग
कि दुन्या म रळीणो छौं हर दिल मा प्यार पैटाणू छौं।
