१- बहुत से IAS /UPSC परीक्षा परीक्षार्थी कोचिंग क्लास से पढाई नही कर सकते हैं तो उन्हें स्वाध्याय याने सेल्फ कोचिंग से IAS /UPSC परीक्षा की तैयारी अनिवार्य रूप से करनी पड़ती है
२- IAS /UPSC परीक्षा की  स्वाध्याय या सेल्फ कोचिंग द्वारा तैयारी हेतु सर्व प्रथम परीक्षार्थी को अपने आप को मानसिक रूप से तइयार करना आवश्यक है और अनुशासन आवश्यक है
३- कृपया सक्षत अनुशासन को पहले दिन से अपना लें आपना टाइम टेबल लिखित रूप से  और फिर उस पर टिके रहिये
४- पहले दिन से ही यह समझ लें कि IAS /UPSC परीक्षा सामान्य कॉलेज /विश्व विद्यालय की परिक्षा कतई नही है अतः विश्वविद्यालयी पढाई व उसके उद्देश्यकी मानसिकता को बदलना आवश्यक है
५- पहले एक या दो दिन आपको  IAS /UPSC परीक्षा के सिलेबस को पूर्ण रूप से समझना आवश्यक है
६- सिलेबस को लिख लीजिये
७-IAS /UPSC परीक्षा के प्रत्येक विषय के पुराने प्रश्न पत्रों को लिख कर पढिये बार बार पढिये, याद कीजिये की प्रश्न किस तरह पूछे गए हैं।   फिर जानिये कि IAS /UPSC परीक्षा में किस ढर्रे के प्रश्न  पूछे जाते हैं
८- IAS /UPSC परीक्षा में सपाट प्रश्न ही पूछे जाते हैं
९- IAS /UPSC परीक्षा के अनसाल्वड प्रश्नों को समझने के बाद आप पढाई शुरू कीजिये तो स्वयमेव आप प्रश्नों के उत्तर भी याद करते जाएंगे
१०-  प्रश्नों के उत्तर को बार बार पढिये, बार बार पुस्तक देखकर उत्तर लिखिए  और उत्तर के अनुसार अपनी मानसिकता बनाइये
११- फिर प्रश्नों के उत्तर बिना किताब देखकर लिखिए और ऐनालिसिस कीजिये कि क्या  तकर्पूर्ण  किताब में लिखे उत्तर से सत प्रतिशत मेल खाते हैं कि नही
१२- बीच बीच में बन भी आती हो तो ऊब मिटाने की प्रक्रिया को समझिये और आनन्द लेना सीखिये
१३- अपने उत्तर किसी अनुभवी प्रोफ़ेसर को भी दिखाईये
१४- यदि आपका परीक्षार्थियों का कोई ग्रुप है तो  डिस्कस कीजिये

                          Old Custom of Forest Management in Garhwal



   The Garhwal Forests had two major types –
1-Shivalik and Bhabhar Forests
2--Hill Forests
              Though, the forests were state property, Garhwal Kings used to get income from Shivalik and Bhabhar forests.  Anybody could cut trees from Bhabhar –Shivalik forests and could make furniture, coal or could uses for fuel. When the person used to export furniture or wood, the sate used to levy export tax (Nikasi kar). There was tax on extraction of Katha. State used to offer contract for collecting export tax on forest goods produces.
                 In hills, the villagers used to consume forest products without paying any tax. State used to take tax from mines only.

     Change in Forest Management in Garhwal in British Rule

     For three years of initial British rule, British administration kept same custom of forest management.
   In 1817, the administration ended ‘Nikasi kar’ (export tax) and government instructed Trail for levying tax on Bhabhar and Shivalik forests as ‘Kath –Bans –Malhas’ tax.
 The forest tax income from 1818 till 1829 in Rs. was as follows (Atkinson)-

  There had been continuous conflicts in bordering south region of Garhwal-Kumaon and north bordering regions of Moradabad and Barrely. In 1824, the south region were handed over to Moradabad and Barelly.
  In 1826, the order was reversed and Garhwal Bhabhar –Kumaon Bhabhar came under Kumaon division. 
  Before, 1828, Charai kar (Grazing tax)  in Bhabhar was separate than Kath-Bans Malhas tax . In 1828, The administration offered contract of wood to contractors of ‘Chrai’ too.

Manoj Rawat ‘Anjul’: A Lyrical Garhwali Poet

                  Manoj Rawat is born in 1971 in Chweencha village, Nadalsyun of Pauri Garhwal, Uttarakhand.  Manoj Rawat ‘Anjul’ has been publishing his Garhwali lyrics in various periodicals for long time. Manoj Rawat ‘Anjul’ also has been relaying his Garhwali lyrics through All India radio and Doordarshan.
              Manoj Rawat ‘Anjul’ already released two Garhwali Music Albums. Critics and Audience appreciated albums very much.
 The subjects of Manoj Rawat ‘Anjul’ are contemporary and customary both.
  Editor and famous poet Madan Duklan appreciated his uses of figures of speeches and symbols those creates Garhwal images very well as –रूसड़ा की छौंक्याण, गौली रै सुखौं, सौ कु नोट सुट्ट करी etc

IAS/  UPSC परीक्षा के निम्न तीन अंग हैं -

१- प्रिलिमनरी परीक्षा CSAT (ऑब्जेक्टिव रूप में )
२- मुख्य परीक्षा (सब्जेक्टिव रूप में )
३- इंटरव्यू /वार्तालाप द्वारा

                       १- प्रिलिमनरी परीक्षा
प्रिलमनरी परीक्षा का उद्देश्य परीक्षार्थी के न्यायिक /तार्किक /संश्लेषणात्मक /विश्लेषणात्मक गुणों को जानना होता है।
प्रिलिमनरी परीक्षा के दोनों पेपर ऑब्जेक्टिव टाइप के होते हैं और तभी परीक्षार्थी मुख्य परीक्षा में बैठ सकता है।  प्रिलिमनरी परीक्षा के अंक अंत में नही गिने जाते।  वास्तव में यह छंटनी परीक्षा जैसी परीक्षा है।
१- प्रिलिमनरी परीक्षा में 200 , 200 अंकों के दो पेपर होते हैं (कुल 400 अंक ) और दोनों पेपर देने आवश्यक होते हैं।  समय दो घण्टे प्रति परीक्षा।

च - अर्थ शास्त्र और सामाजिक विकास
छ- पर्यावरण सम्बन्धी सामान्य ज्ञान

                                     Ghee Kar in Old Garhwal

  Garhwali or Kumaoni Kings used to levy Sauni or Ghee tax on citizens. Garhwali Village chiefs used to collect Ghee as tax from villagers and used to deposit in Shrinagar store. This tax was in fact a grazing tax.
       Trail stopped the Ghee tax from Garhwal and Kumaon. However, Ghee tax was there in Tarai and Bhabhar.
  In summer there was shortage of fodders in hills and plains of Bijnor and Rohilkhand.
   People used to bring their domestic animals for grazing in Tarai and Bhabhar and state used to take grazing tax in Garhwal and Kumaon Kingdoms. However, state did not take tax from Garhwalis of hills.
                              Grazing Tax

 British confirmed taking grazing tax from all those brought animals for grazing in Bhabhar and Tarai.
 The grazing tax structure rate was as follows-
 Female buffalo – 3 anas annual
Caw- 2 ana annual
Bull – 1 ana annaul
 In 1812, British offered the grazing tax collection to three contractors and income was Rs.2070. British levied tax in Kumaon Bhabhar and Rohilkhand Tarai.
  In 1823, British government freed Garhwal hills grazers and Bhabhar inhabitants for paying grazing tax.
 Garhwal hill inhabitants used to build Chhani (kettle house) in Bhabhar and used to graze animals. British took tax for Chhani and not on numbers of animals. The tax was two ruppes per Chhani annually.

Bhavani Shankar Thapliyal: An Editor and Poet

              Many Garhwali language modern poets of twenty and twenty centuries as Bhavani Shankar Thapliyal (born Bhalgaon, Shrinagar, 1972) do not believe on mild tone in their expression. The poets as Bhavani Shankar Thapliyal believe that in twenty first century, the suppression, oppression, centralized authority oriented injustice should be expressed with anger, rage.    Bhavani Shankar is no more with us. Bhavani Shankar was editor of Regional reporter a weekly.
         The following poem of Thapliyal criticizes the centralized system of planning, execution and then diverting benefits to non local people. The poem shows its concern for local people of Uttarakhand for the central forces exploiting the local resources and diverting benefits to other regions and central authorities not returning benefits to Uttarakhandis from the resources.

जमीन हमारी अर जब्ती तुम्हारी।  --The Land is ours and ownership is yours.
जंगल हमारू अर हक तुमारु --- The forest is ours and right on forest is yours
लड़ै हमारी अर जीत तुम्हारी।. The fight is ours and win is yours
पाणी हमारू अर परियोजना तुम्हारी The water is ours and planning (to get water) is yours
विकास हमारू अर विजली तुम्हारी। The electricity developmental (spending) is ours and electricity is yours
लड़ै हमारी अर जीत तुम्हारी The fight is ours and win is yours
चिपको हमारू और चांट तुम्हारी। Forest protection duties  are ours and benefits are yours
राज्य हमारू बाँट तुम्हारी  The state is ours and distribution rights (recourses) are yours
लड़ै हमारी अर जीत तुम्हारी। The fight is ours and win is yours
विकास हमारू अर ठेका तुम्हारु The developmental work is ours and contracts are yours
गारेंटी हमारी अर रोजगार तुम्हारु। Guarantees are ours and right on  employments are yours
लड़ै हमारी अर जीत तुम्हारी The fight is ours and win is yours
गाणी हमारी अर धीत तुम्हारी। The aspirations are ours and satisfactions are yours
माया हमारी अर प्रीत तुम्हारी  Perceptions are our ours and right on  love are yours
लड़ै हमारी अर जीत तुम्हारी। The fight is ours and win is yours
The above poem is satirical and Garhwali readers feel rage on injustice by centralized system for planning, execution and getting benefits by others and benefits not going to local people.
 Madan Duklan the famous Garhwali literature editor comments that ‘Ladai Hmari Jeet Tumhari’ poem By Bhavani Shankar Thapliyal is one of the remarkable Garhwali poems of twenty first century in its tone and using phrases.

                In 1826, Trail suggested that apart from Thapli (village forests nearby village), there were forests those could be used for fulfilling the requirement for state for furniture wood etc. He suggested reserving such forests. In 1826, British government banned cutting Sal trees from Thapli forests. Thapli were kept aside than state forests for contracts. That was the initiation of state forests in Uttarakhand.
   British government sold forests on contract for four years in 1828. The forest income in Rs from contract was as follows (Atkinson) –

 The contract calculation was based on the outcome from forests. Government did not pay attention on developing forests after deforestation.

  The medium for studying Garhwalis is not Garhwalis and that is biggest challenge for Garhwalis reading Garhwali language literature. Therefore, it is necessary that Garhwali literature create such literature that Garhwalis are compelled Garhwali and make habit for reading Garhwali. Lal Chand Nirala is one of the creative that compelling Garhwalis reading Garhwali.
Lal Chand Nirala came on Garhwali literature through new medium Internet. Lal Chand is versatile creative. Lal Chand Nirala creates humor, satire and poetries. However, his contribution is the most on Internet is for creating funny stories, gags, or jokes.
  On Facebook, Lal Chand Nirala post his humor on daily basis and he has large following due to readers are compelled for reading and smiling, laughing or laud laugh.
Since, average Garhwali does not have habits for reading in Garhwali; the humor by Lal Chand Nirala is easy for reading by such Garhwali. Compelling average Garhwalis for reading Garhwali is the real contribution by Lal Chand Nirala for developing Garhwali language
  Broadly, Lal Chand Nirala creates two types of humor – one line humor (mostly satirical) and  jokes.

                     One Line Satirical Humor
 Lal Chand Nirala uses one line humor and that line comes from life or soil. The following humorous line is now a reality not only in rural Garhwal but in pan India. Due to husband and wife getting employment in different zones, the pair had to live at different places and one of partner can’t leave the job as economic does not allow so.
ह्ये गरीबी , पापी नौकरी ..कन्न बिछड़ौ कर्युं तेरु द्वी झणो माँ ll
The above humorous line has deep tragedy an important ingredient for satire and humor.
His following humorous line is a truth –
हैंसणा कु ओर हैंसाणा कु सिलसिला बदस्तुर जारी रालू , भाई एक बात ज़रूर ध्यान रख्याँ साल बदल्यायी मी ना l
The following line is not from any other world but from our daily life and readers don’t take time for reading it too –
भाई रे ठण्ड ज्यादा च , कचर ,पचर न खाएं , बाद में उकल , तकल हो जाती हैं !! और तब्ब बिगा देते हो लोगों का फुंगड़ा ,,
.
हा हा हा ,,हा हा हा हा हा ..
Following lines compel average Garhwali for reading Garhwali and that way Lal Chand encourage Garhwalis for reading Garhwali language literature –

Those one liner humors are from real life and attract Garhwalis for making habit for reading their own language literature.
