This is the news of electricity breakdown in Uttarakhand. Even during my recent visit to my native, there was electricity cut in evenging from 6 to 8 pm at the right time.

जी का जंजाल बनीं विद्युत कटौती

चम्पावत: जनपद की विद्युत व्यवस्था उपभोक्ताओं के लिए जी का जंजाल बन चुकी है। बिना पूर्व सूचना के हर रोज हो रही कटौती के चलते व्यापारी वर्ग आर्थिक नुकसान झेलने को मजबूर है। विद्युत विभाग के अधिकारियों पर लोगों के विरोध प्रदर्शनों का भी असर नहीं पड़ रहा है।

कटौती की तगड़ी मार झेल रहे लोगों का कहना है कि जब मुख्यालय में ही ये हाल है तो दूरस्थ क्षेत्रों की स्थिति का स्वयं ही अंदाजा लगाया जा सकता है। मंगलवार को दिन में चार घंटे बिजली गुल रही। लोगों की चेतावनी का भी विभागीय अधिकारियों पर कोई असर पड़ता नहीं दिख रहा है। कांग्रेस के मीडिया प्रभारी एडवोकेट जगदीश वर्मा ने कटौती के लिए सूबे की भाजपा सरकार को कठघरे में खड़ा करते हुए कहा कि नागरिकों को अपने ही राज्य में जरूरी सुविधाओं से वंचित होना पड़ रहा है। उनका कहना है कि प्रदेश सरकार नदियों का जलस्तर कम होने के कारण विद्युत उत्पादन में कमी की बात कहकर लोगों को बहला रही है। उन्होंने आरोप लगाया कि वर्तमान सरकार ने ऊर्जा प्रदेश को अंधेरा प्रदेश बना दिया है।

इधर विद्युत विभाग के अधिशासी अभियंता नवीन मिश्रा ने बताया कि पोलों में मरम्मत कार्य के चलते कुछ स्थानों पर शटडाउन लेना पड़ा। अलबत्ता कटौती ग्रिड से हो रही है।

Radha Behan , a senior Gandhian social activist and chairperson of the Gandhi Peace Foundation, has been coordinating several recent efforts to protect Himalayan rivers. Here she speaks to Reshma Bharti about these efforts as well as how these are linked to villagers' survival struggle:


How were you drawn to the movements for protection of Himalayan rivers?

Kumaon region has been the main area of my work for several years. More recently we have been hearing complaints from women in these villages about how they can't obtain water for sheer survival needs. On the one hand, water in the Kosi river has reduced considerably and recent research has warned that if the present trend continues then the river could dry up. On the other hand, village women told us that hotels were taking away such huge quantities of water that the basic needs of villagers could not be met. Similarly, police were sent in to ensure that urban needs would be prioritised. For us the protection of rivers is also tied up with the water rights of villagers as we feel that their essential supplies should be protected as a priority. Protection of Himalayan rivers is crucial not just for the hill villages but also for the vast plains below.

What steps have villagers taken to protect rivers?

Protection of Himalayan rivers is closely related to the protection of forests. Our mahila mandals in the Kosi river basin have been active in protecting forests. Starting with themselves, they are now careful that collection of fuel and fodder do not damage the forests. They are determined to protect forests from fires. At the same time forest officials have to change their management practices so that broad leaf species of trees get their due place in the Himalayas. Those tree species that are better for soil and water conservation and also provide more and better fodder to villagers should be planted.

How did such local struggles evolve into a wider movement to save Himalayan rivers?

Villagers in Uttarakhand have suffered greatly due to the dam-construction work. You can't imagine the enormous scale of the construction of dams, tunnel-dams and other hydel projects in remote villages. These have been undertaken without any prior consultation with the affected people. Villagers and their environment have been devastated by the blasting of the hills, takeover of their farmland, pastures and forests as well as disruption of community life. When villagers and activists from various parts of Uttarakhand met and exchanged notes on the situation of their area, a fuller picture of the devastation emerged and it was to check this devastation that we started a statewide campaign for protection of rivers.

This Nadi Bachao Abhiyan (campaign to protect rivers) has taken the form of yatras in affected areas and also led to a high-level dialogue with government representatives. But it appears that very powerful vested interests - and a lot of corruption - are involved in these deals.

रायशुमारी के साथ ही पंचेश्वर बांध का विरोध शुरू

झूलाघाट(पिथौरागढ़): पंचेश्वर बांध की रायशुमारी के बीच विरोध के स्वर भी मुखर होने लगे हैं। झूलाघाट कस्बे के लोगों ने सोमवार को बांध के विरोध में जोरदार प्रदर्शन किया और बांध किसी भी सूरत में नहीं बनने देने की घोषणा की। कस्बे के लोगों ने शीघ्र ही नेपाल के प्रभावितों के साथ मिलकर संयुक्त संघर्ष समिति गठित करने का निर्णय लिया है। मालूम हो भारत और नेपाल संयुक्त रुप से काली नदी में पंचेश्वर बांध बनाने की कार्रवाई कर रहे हैं। नेपाल ने प्रभावित होने वाले गांवों में रायशुमारी कर दी है। रायशुमारी शुरू होने की भनक लगते ही बांध निर्माण का विरोध भी शुरू हो गया है। सोमवार को झूलाघाट कस्बे के लोगों ने क्षेत्रीय युवक समिति के शंकर खड़ायत की अगुवाई में रैली निकालकर बांध के विरोध में प्रदर्शन किया। प्रदर्शनकारियों ने एक सभा की जिसमें वक्ताओं ने कहा संवेदनशील हिमालयी क्षेत्र में इतने बड़े बांध का कोई औचित्य नहीं है। इस बांध के बनने से सैकड़ों गांव जलमग्न हो जायेंगे और हजारों लोग प्रभावित होंगे। वक्ताओं ने कहा कि सरकार बांध बनाने की जगह रोजगार के अवसर लोगों को मुहैया कराये। प्रदर्शनकारियों ने पंचेश्वर बांध को किसी भी हालत में न बनने देने की घोषणा की। बांध समर्थकों की प्रदर्शनकारियों ने कड़ी निन्दा की। प्रदर्शन के दौरान ही तय किया गया कि शीघ्र ही नेपाल के प्रभावितों के साथ बैठक कर बांध के विरोध के लिए एक संयुक्त संघर्ष समिति का गठन किया जायेगा।

Uttarakhand Assembly adjourned following uproar over projects

Dehradun: The Uttarakhand assembly was adjourned on Tuesday following an uproar over the issue of allotment of 56 hydel projects to new companies with the Congress seeking a CBI probe.

 
Soon after Question Hour, Congress along with BSP members trooped into the well of the House raising slogans against the government over the issue.

Opposition members led by Leader of Opposition Harak Singh Rawat alleged widespread irregularities in the allotment process and sought CBI probe to unravel the truth. "Let there be a CBI inquiry to unearth the whole truth," Rawat said.

The uproar in the House took place despite Uttarakhand Chief Minister Ramesh Pokhariyal Nishank asserting there were no irregularities in the allotment process which was done in a transparent manner.

 Later, at a press conference, Rawat alleged "eight companies, whose credentials are not well known, are headed by five persons only. All these five persons managed to get projects worth 377 Mw of power which is very strange."
