Uttarakhand opened to foreign-backed miner

Some 14 years after opening the mining sector to private investment, the Union mining ministry awarded its first approval to a foreign-backed company seeking to tap an area in Uttarakhand, about 5km from the Nepal border.
Mineral exploration company Adi Gold Mining Pvt. Ltd has been waiting 12 years for this. Its struggle against red tape, along with India’s poor spending record on mineral exploration, was the subject of a front-page story in Mint on 21 September.
Long wait: A view of Askot, where Adi Gold is exploring for copper and zinc. The location is 5km from the border with NepalDays after the Mint story, Adi received approval, along with 17 domestic companies that also gained clearance to prospect in seven states. Adi Gold is the Indian subsidiary of Vancouver-based Pebble Creek Mining Ltd, and has been exploring for copper, zinc, gold and lead ore deposits in the country since 1996. It is listed on the Toronto Stock Exchange.
Adi conducted preliminary exploration work for copper and zinc in Askot in the Pithoragarh district. Government agencies also had carried out exploration activities with assistance from the United Nations Development Programme between 1965 and 1988. Satellite surveys conducted in the area show that the location has rich mineral deposits, said Puran Chandra Sharma, Uttarakhand’s principal secretary for industries and mines.
A mine developed in Askot represents great potential for the region, he said. “It will bring revenue in the form of royalty.” Last year, the state earned around Rs70-80 crore from minerals.
In September, two steel companies—Bhushan Power & Steel Ltd and Jindal Steel & Power Ltd—received approvals to mine for iron ore in Jharkhand. Jindal Saw Ltd, which is also part of the $4 billion (Rs15,720 crore) Jindal group, has received mining approvals for gold, silver and copper ore in Rajasthan.
Despite securing a green signal from the Centre, the companies will now need forest department clearances before they can start excavating minerals.
“We are processing the applications that have received Centre’s approval, but it may take longer than the stipulated three months,” said a senior mining official in Jharkhand, who didn’t want to be named.
Delays have resulted in foreign direct investment in the sector dropping from $18 million in 2004 to $3 million last year. Other requests continue to languish among office files or get caught in conflicts over licence rights due to loopholes in the mining act. The act is currently being amended.
Domestic companies don’t fare much better. After waiting for a decade, Hutti Gold Mines Ltd, the country’s single gold miner, received permission to mine in Karnataka’s Raichur district, 22km from its current mining area. “Preliminary investigations show that the area has 2.5 tonnes of gold. But the reserves will increase once we do detailed investigations,” said M.L. Patil, Hutti Gold deputy general manager.
“We have been lethargic in joining this highway,” says Shailendra Kumar, commodity research head at broking firm Sharekhan Ltd. “We have lost a lot of investments before. We will lose further if delays persist.”

DNA Money
NRB Thai kick-off ahead, bet's big
Murali Gopalan | Friday, 12 October , 2007, 09:22

NRB Bearings is betting big on its Thailand operations, set to kick off early next fiscal. This would eventually become the gateway for exports to the ASEAN region.

"NRB Bearings (Thailand), our 100 per cent arm, is extremely important to us from the viewpoint of increasing our international business. We will primarily look at one-tonne pickups as well as two-wheelers," company president, Harshbeena S Zaveri told DNA Money.

NRB (Thailand) will also look at the non-automotive business and plans to manufacture spares for textile machinery.

The plant is located in the busy auto hub at Rayong and will make needle bearing products and other auto parts. The investment, planned in phases, will be in the region of Rs 40 crore.

The production capacity is about 32 million bearings annually. Nearly 70 per cent of the production will be exported and the balance supplied to the Thai market.

According to Zaveri, the fact that important Indian vehicle manufacturers are setting up shop in ASEAN could also translate into potential business for NRB (Thailand).

For instance, TVS has already started production of its step-thru, Neo, in Indonesia, while Bajaj Auto is planning to follow suit next year with motorcycles. Tata Motors has already announced its intent to roll out its pickup, the Sprint, in Thailand soon.

Interestingly, NRB is the first Indian automotive company to be registered in Thailand. Other big component makers like Endurance, Subros, Tata Auto Plastics and Lumax are also looking at the country in a big way.

A compelling factor for most of them is the Tata project, though Zaveri was categorical that in the case of NRB (Thailand), the prime target was the pickup and two-wheeler markets, which are dominated by the Japanese.

Toyota and Isuzu control over 80 per cent of the pickups market with Nissan, General Motors and others accounting for the rest. In the two-wheeler space, the likes of Honda and Yamaha are the lead players in ASEAN.

Zaveri said the biggest challenge ahead was to understand the industry and export products successfully with the 'Made in Thailand' tag. "Our export focus is ASEAN and Europe and it is our endeavour to promote the NRB brand aggressively while taking one step at a time," she added.

Clearly, the free trade agreement between India and Thailand will also create greater synergies in operations for a host of Indian auto companies heading outwards. It is equally significant that companies like Tata Daewoo Commercial Vehicles could exercise the option of using the FTA for exports from Korea to say, South America or Pakistan.

Back home, NRB is also getting ready to commission its new plant in Uttarakhand, which will meet the needs of Tata Motors, Ashok Leyland, Mahindra & Mahindra, Hero Honda and Bajaj Auto located nearby.

Priyagold plans IPO by next year; 100 cr Plant in Haridwar Uttarakhand. (See the news in red at the bottom).

NEW DELHI: Biscuit major Surya Foods and Agro, that owns 'Priyagold' brand, is planning to tap the capital market early next year with a Rs 150-crore maiden public offer to part fund its expansions.

The company, which announced its foray into the carbonated drinks segment with the launch of 'Fresh Fizzy', also plans to enter the chocolate segment, for which it has already set up a Rs 100 crore facility at Haridwar, Uttarakhand.

"We plan to come out with an IPO early next year," Surya Foods & Agro chairman and managing director BP Agarwal told reporters here.

He declined to disclose the details. Sources, however, said the company plans to raise over Rs 150 crore from the bourses which could happen between January and April.

The company is looking at utilising the funds raised from the IPO to part fund expansion such as setting up of a unit in South India, preferably in Bangalore for 'Fresh Fizzy'.

It has already invested Rs 15 crore to build a capacity of one lakh litre per day for the new brand at its current unit at Greater Noida, where 'Freshgold' brand of juices are produced. The combined investment in food drinks business has reached to Rs 40 crore, he said.

Surya Foods is also planning to hike the capacity of its Greater Noida unit to 400 tonnes per day from the current 300 tonnes a day, Agarwal said.

Commenting on enhancing the company's product portfolio, he said by April next year, the company would be launching its chocolate brand.

"Already about Rs 100 crore has been invested to set up a 25-30 tonnes per day capacity chocolate plant at Haridwar in Uttarakhand," he said.

Emaar-MGF partners Marriot for luxury hotels (see the related news on red below)

NEW DELHI: Emaar-MGF has signed up with the US-based Marriot group as its partner for the foray in the luxury and business hotel segments. Initially the companies will together develop two properties in Kolkata and Amritsar.

As per the deal, Emaar-MGF will develop a 250-room JW Marriott property, considered the most luxurious brand of the Marriot group, in Kolkata. The project is likely to be functional by 2010.

At present, there are only 39 JW Marriott hotels worldwide. The second property that Emaar-MGF has lined up with the hospitality major is a 150-room business hotel in Amritsar, Courtyard by Marriot. At present, this brand has a presence across 740 properties worldwide.

Emaar-MGF is also giving final touches to a deal for developing super-luxury hotel in Goa. It is understood that hospitality will be an important area of focus for the company, which had entered into a joint-venture with the Accor group, earlier this year, for a chain of budget hotels called Formule 1.

Recently, it also entered into a public private partnership with the Uttarakhand government for developing a 200-room integrated hotel and convention centre in Dehradun. “The idea is to have a presence across the value chain,” a company official told ET.

Till now, Emaar-MGF’s major has been on development in the residential and retail space. In addition to hospitality, the company is now planning to diversify into healthcare, education and infrastructure businesses as well.

To part finance its ongoing projects, Emaar-MGF plans to hit the capital markets to raise about $1.5 billion through an initial public offer (IPO). The company has recently filed its draft prospectus with the market regulator Sebi.

Road to China, finally...

Statesman News Service
DEHRADUN, Oct.13: Reaching the Indo-Chinese border in Uttarakhand will be easier as the Centre has decided to build a road.
State chief secretary Mr SK Das said the road will be 70 km and lead to Lipulekh via Gunji in Pithoragarh. The project has been taken up by the Union home ministry.
A few weeks ago, a Central committee headed by foreign secretary Mr Shyam Saran had inspected the area. Road construction will soon be started by the CPWD and BRO. The Indo-Chinese border lies in Pithoragarh and is a tough mountainous terrain. People living in the area have to walk for hours to cover several kilometres in the absence of proper roads.
There is a fine road till the border in Chinese territory. But on the Indian side, during any emergency, it takes a long time to reach the border.
The new road will facilitate the movement of Defence force vehicles. Besides, it will also give relief to the residents and change their lives. The area, where flight of people is a major concern, would have some comfort due to better connectivity.
