एसआरडीपी: करोड़ों रुपये दिए एडवांस

  देहरादून। एशियन डेवलपमेंट बैंक से पोषित उत्तराखंड स्टेट रोड डेवलपमेंट प्रोग्राम (एसआरडीपी) पहले ही चरण में गड़बड़ियों की भेंट चढ़ता दिख रहा है। इस योजना में एक अधिशासी अभियंता की प्रोजेक्ट मैनेजर के रूप में नियुक्ति की गई। इस अफसर ने मोबलाइजेशन एडवांस के नाम पर कांट्रेक्टरों को आनन-फानन में 16 करोड़ रुपये जारी किए और मूल विभाग में लौट गया।
   एसआरडीपी के तहत एडीबी ने वर्ष 2007-17 के लिए 2466 करोड़ रुपये स्वीकृत किए हैं। सात फेज में चलने वाली इस योजना के पहले फेज में राज्य में 23 सड़कों का निर्माण होना है। इस परियोजना में अनुदान और ऋण का अनुपात 90:10 है। पहले चरण में चार कांट्रेक्टरों को मोबलाइजेशन एडवांस के रूप में करीब 16 करोड़ रुपये जारी करना तमाम सवाल खड़े कर रहा है। पहली नजर में यह कहीं से भ्ज्ञी गलत नही लगता और लोक निर्माण विभाग के मुख्य अभियंता स्तर-1 आरसी मित्तल का भी यही दावा है पर अधिकांश मामलों में जिस दिन बांड बने, उसी दिन कांट्रेक्टर को एडवांस जारी कर दिया गया। सूत्रों का कहना है कि किसी भी अनुबंध में मोबलाइजेशन एडवांस की भी शर्त निहित होती है। मौके पर काम शुरू होने के बाद विभाग देखता है कि कांट्रेक्टर को मशीनरी या निर्माण से संबंधित कौन सी सामग्री खरीदने के लिए धन की जरूरत है। इसके बाद ही एडवांस जारी किया जाता है। यहां स्थिति एकदम उलट है। ठेकेदारों के बांड सील कर फंडिंग एजेंसी को अभी तक नहीं भेजे जा सके हैं पर चार ठेकेदारों को 14 से 26 सितंबर के बीच 16 करोड़ का एडवांस दे दिया गया है। इसके बावजूद कहीं भी किसी साइट में अभी तक एक गेंती नहीं चली। खास बात यह भी है कि जिस दिन अनुबंध हुआ उसी दिन ठेकेदार को चेक दिए गए। इतना ही नहीं करोड़ों के चेक संविदा पर रखे गए सहायक फाइनेंस मैनेजर के हस्ताक्षरों से जारी कर दिए गए। यह पूरा मामला लोनिवि से एडीबी में प्रतिनियुक्ति पर भेजे गए प्रोजेक्ट डायरेक्टर के इर्द-गिर्द घूम रहा है। गत 26 अप्रैल 07 को लोनिवि के अधिशासी अभियंता केके जैन को प्रभारी अधीक्षण अभियंता बनाकर देहरादून भेजा गया था। उन्हें इस पद पर दस दिन भी नहीं हुए थे कि एडीबी में प्रोजेक्ट डायरेक्टर के पद पर प्रतिनियुक्ति पर भेज दिया गया। चंद रोज तक ही यहां तैनात रहे श्री जैन ने करोड़ों बांटे और फिर से अधिशासी अभियंता बनकर हरिद्वार चले गए। सूत्रों का कहना है कि इस पूरे प्रकरण में लोनिवि के साथ ही शासन में बैठे एक अधिकारी की भूमिका संदिग्ध है। शासन में बैठे इस अधिकारी ने टेक्निकल आडिट सेल (टीएसी) से क्लीयरेंस कराने में महत्वपूर्ण भूमिका निभाई। अब प्रोजेक्ट डायरेक्टर के फिर लोनिवि में जाने के बाद से यह मामला खासा चर्चा में बना हुआ है।

उत्तरकाशी में कुटीर उद्योगों की अपार संभावनाएं

 उत्तरकाशी। जनपद में कुटीर उद्योग-धंधों के विकास की अत्यधिक संभावनाएं हैं। इनके विकास के लिए युवक-युवतियों को प्रशिक्षित किया जाना जरूरी है।
   यह बात जिलाधिकारी आर मीनाक्षी सुंदरम ने जिला उद्यान मित्रों की बैठक में कही। उन्होंने कहा कि स्थानीय स्तर पर उपलब्ध होने वाली सामग्री से संबंधित कुटीर उद्योगों को बढ़ावा दिया जाए। उन्होंने उद्यमियों का आह्वान किया कि यात्रा मार्गो पर स्थानीय सामग्री से तैयार होने वाले उत्पादों बुराश के फूल से तैयार जूस, रिंगाल से बनी टोकरियां तथा इसी प्रकार की अन्य सामग्री से संबंधित कुटीर उद्योग स्थापित करें। बैठक में महाप्रबंधक उद्योग केंद्र ने बताया कि जनपद की 18 इकाइयों को एकमुश्त समाधान योजना के अंर्तगत अवशेष वसूली में 14 इकाइयों ने समयांतर्गत किश्तें जमा की, लेकिन चार इकाईयां ऐसा नहीं कर पाई। उप वन संरक्षक सुशांत पटनायक ने कहा कि जनपद में चीड़ के पेड़ के पीरूल बहुतायात में हैं, उसका कोलब्रीक के रूप में उत्पाद तैयार करने के लिए उद्योग स्थापित हो तो उससे जंगलों को भी आग से बचाया जा सकता है। ऐसे उद्योगों के लिए वन विभाग से सब्सिडी के लिए शासन को प्रस्ताव किया जा सकता है।

New Delhi, Oct. 5: Mahindra & Mahindra today sprang a surprise by indicating that the utility vehicle manufacturer may be interested in two-wheelers.

Company sources said Mahindra was “looking around for a lot of opportunities and talking to many people for expansion”.

Last year, Mahindra reportedly held negotiations with two Chinese companies — Chongqing Lifan and Loncin — for separate motorcycle projects.

The talks with Lifan were for a joint venture in India and meetings were held to finalise the modalities for a tie-up.

Initially, Mahindra may only allow bikes to be manufactured at one of its facilities. It will not extend its brand name to the two-wheelers, the sources said.

A possible manufacturing site is the company’s Hardwar plant in Uttarakhand.

On whether Mahindra was interested in two-wheelers, a spokesperson for the company said, “We do not respond to market speculation. We have, however, always maintained that the company is looking at growth avenues.”

Motorcycle sales fell 25 per cent between January and August. Sales in January were 560,000 units, while in August, sales had plummeted to 418,000 units.

Over the eight-month period, sales were down 7.5 per cent to 3,766,000 units compared with 4,070,000 units in the corresponding period of the previous year.

Mahindra has reported a rise of 25 per cent in September sales to 19,871 units against 15,920 units a year earlier.

Domestic sales in utility vehicles, light commercial vehicles and three-wheelers increased 25 per cent to 18,569 units from 14,865 units.

Exports climbed 23 per cent to 1,302 units from 1,055 units.

The company sold 2,185 units of its sedan, the Logan, which it makes in a joint venture with France’s Renault.

Reckitt Benckiser to launch 3 global brands in India.


NEW DELHI: Reckitt Benckiser India, a subsidiary of UK-based fast-moving consumer goods major Reckitt Benckiser, is planning to launch three of its global brands in India by the first quarter of 2008. The company is also expecting its new manufacturing facilities in Jammu and Uttarakhand to contribute Rs 1,500 crore to its top line by 2009.

“In the last two years, we have launched 19 of our global products in India and over the next 6 months, we will launch three more,” said Reckitt Benckiser managing director Chander Mohan Sethi, on the sidelines of a seminar.

The company has set up two manufacturing facilities at an investment of Rs 125 crore that will be fully operational in another 6-9 months. “While the Jammu facility will produce pest control products, the unit in Uttarakhand will produce multiple products such as Dettol, Lizol, Harpic and shaving creams,” added Mr Sethi.

Over the next three years, the company is hoping to double its turn-over to Rs 2,500 crore from Rs 1,200 crore in 2006-07. While the unit in Jammu is expected to generate Rs 500 crore of revenue, the company’s Uttarakhand facility is expected to add Rs 1,000 crore to the company’s top line by 2010.

Reckitt Benckiser India, which has seven manufacturing facilities in India, distributes a wide range of household cleaning and personal products including Dettol, Cherry Blossom, Harpic, Mortein and Robin Blue.
