Can leader / gov can correct this sentence. This is very old saying.  The true development will only be assumed Uttarakhand these two things are change. Water of rivers originating from Uttarakhand used for development and drinking water purpose. Development opportunities to be generated for the youth so that migration can be mitigated from there.

Can any Govt change this proverb by making extra ordinary efforts.
