देहरादून: उत्तराखंड की राजधानी गैरसैण बनने से जहां नई सभ्यता विकसित होगी, वहीं विकास की गंगा दोनों मंडलों में समान रूप से बहेगी। गैरसैण उत्तराखंड आंदोलन की आवाज था और इसे पूरा करना सभी का दायित्व है। इसे मुकाम तक पहंुचाने के लिए जोरदार संघर्ष की जरूरत है। उत्तराखंड क्रांति दल की ओर से मंगलवार को आयोजित गोष्ठी में उक्त बातें उभरकर सामने आई। उक्रांद के वरिष्ठ नेता पीडी कोठियाल ने कहा कि गैरसैण दोनों मंडलों के मध्य में है, जहां से विकास की गंगा सूबे के प्रत्येक हिस्से तक पहंुचेगी। पीडी डंडरियाल व प्रो.शर्मा ने कहा कि गैरसैण उत्तराखंड आंदोलन की आवाज था और इसे मुकाम तक पहंुचाकर ही दम लिया जाएगा। उक्रांद के उपाध्यक्ष डा.शक्तिशैल कपरवाण ने कहा कि राजधानी के नाम पर नेता और ब्यूरोक्रेट्स षडयंत्र रच रहे हैं। राजधानी गैरसैण बनाने के लिए ग्राम स्तर तक संघर्ष की धार तेज करने की जरूरत है। अध्यक्षता करते हुए महानगर अध्यक्ष शैलेश गुलेरी ने कहा कि सभी को दलगत राजनीति से ऊपर उठकर गैरसैण का समर्थन करना चाहिए। युवा नेता सुनील ध्यानी ने कहा कि गैरसैण ही पहाड़ी राज्य की अवधारणा का केंद्र है।

Not the only solution, but a visible & practical solution particularly in Indian political system. It’s always seen that most trains will run to bihar b'coz most of the time railway ministers were from Bihar. See the infrastructure of Simla, you will have the answer. Compare Dehradun before & after its capital status. You see in & around of any capital region, you can feel the difference. Its mainly because of Political class which makes the difference .Business houses are also willing to invest where they find clients. Who will & for whom any body will invest in "Gairsain" or for that matter any other place in upper region of Uttankhand? Development does take place in other then capital regions as well but in root you will find political reasons, either politician is strong enough or has will to grab projects for his constituency(Pantnagar/Rudrapur by NDT) or has a vision( Naidu for AP).
 
And by the way WE  do  pay taxes to feed the political fancies of the hypocrate politicians.

Dear Ashok ji.

Nobody has answers of your points. Your points are very logically & I agree with you. I think there are numbers of silent members of this group, who are reading all mails but not replying. The concentration should be on further development programs, higher education, and medical. Thousands our brothers & sisters can not complete their higher education due to non-availability of degree colleges, technical institutes etc in their nearby   areas. The governments, political parties, societies should focus on all these type of issues. thousans are going towards Delhi, Bombay, Gujrat, Punjab etc for their employment.

My basic question still remains unanswered :-
 
1. Is making capital the only solution to the development question???
 
2. Why can't devlopment take place without making Gairsain region as capital???

3. After changing the capital,What drastic change will happen to the political will of the parties that will lead to the magical development in that region?
 
4. Where is the law which states that the develpment grants are subject to the status of an perticular region???
 
Now coming to the facts only MP, Gujarat, to some extent AP, Assam and Bihar have there capital which is centrally located. Even for that matter Delhi is also not centrally located as capital.
 
So let us all propose Bhopal as capital of our country as people in down south are facing difficulties coming to Delhi for admin work?? And it will lead to the develpoment also?? What do u say Group?
 
If anyone have an answer to my questions listed above, i welcome their point of view but please for heaven's sake do not indulge in emotional speeches. I am up for the devlepment of the state but i am against the unwanted duplication of state infrastucture and machinery. I do not pay taxes to feed the political fancies of the hypocrate politicians! !!!

Dear All,
Grant of statehood is due to the joint efforts by students, social activists, political parties except of course Samajwadi Party and the beneficiaries are politicians at the helm of affairs. The people at large are yet to reap its benefits.

Capital certainly plays a vital role. Places like Gairsain would be ideal places if not a capital provided a pro-people policies are adopted. Places like Gairsain are in dire necessity of necessary infrastructure.

The One-man Commission on State Capital all through kept the issue boiling.
Every place has its right to be developed.

USSS will certainly rake the question, no political power will decide on it, they will linger on. Lots of resources will be wasted.

The main question is all round development, welfare of all places whichever be the capital. But in reality development centers round the capital or places where the people are politically awakened , the far flung areas are left behind and ignored.

Present Dehradun is soon becoming a hell. It was not built for Capital. On becoming capital only cosmetic changes were made. Congestion , traffic jams, pollution, etc. are too common.

State will have to chose its capital by consensus taking all parameters into consideration and that place will have to be nurtured from infrastructure point of view. Till that period we may continue with Dehradun.

Let all of us share our views and form a common view. Forward the same to Govt.

Ramnagar, 21 Sept: A ‘padyatra’ is being organised from Dhumakot to Muzaffarnagar Rampur-Tiraha by the ‘Yuva Berozgar Sangathan’ and USP. The aim of the Padyatra is to persuade government to declare Gairsen as the permanent capital of the state. This padyatra will arrive at ‘Shahid Smarak Rampur-Tiraha’ on 2 October. 
The coordinator of the ‘Yuva Berozgar Sangathan’, Manish Sundriyal, said that the padyatra would begin from Dhumakot and would reach Rampur-Tiraha via Khalundanda, Rikhinikhal, Lansdowne, Kotdwar, Laldhang, Haridwar, etc. They intend to submit a memorandum to the Chief Minister in this regard.
He claimed that all the people of Uttarakhand wanted Gairsen to be the permanent capital as soon as possible. It was the dream of all the martyrs of the statehood movement. He also demanded that the Dixit Commission report be scrapped.
The General Secretary of USP, Narayan Singh Rawat, said that the CM’s reported statement that Gairsen would be the summer capital was not acceptable.

Gairsen-The Dream Capital of Uttarakhand


*Location of Gairsen is in the centre of Uttarakhand

            Gairsen was conceived as the Capital of the Uttarakhand, well before the establishment of Uttaranchal. Now Uttaranchal has rightly been renamed as Uttarakhand, but the topic of Gairsen becoming the Capital of Uttarakhand seems to be vanishing away into the oblivion. Uttarakhand was conceived as a hill State and the Uttarakhand Kranti Dal wanted only the Kumbh area of Haridwar and Udham Singh Nagar as part of Uttarakhand. But entire Haridwar District was included in Uttaranchal. People wanted Uttarakhand to be a purely Hill State. The political parties including the UKD reasoned that a pure Hill State may not be viable and self sufficient, hence the inclusion of the plain area was considered essential. UKD leaders used to say that Haridwar is the Dwar (Gateway) to Uttarakhand and Udham Singh Nagar, the Angan (courtyard). Hence both Udham Singh Nagar and Haridwar were included in Uttaranchal. As a natural corollary to the inclusion of the Dwar and the Angan, development work started outside the Dwar and in and around the Angan. Thus began the story of the utter neglect of development of hill areas and today spate of dissatisfaction prevails in the hill areas of Uttarakhand.

            As per the Census 2001 the population graph has tilted in favour of the plains drastically. Thus the concept of the hill State has started dwindling. In the coming decades things would be heavily tilted in favour of the plains. People from the hills are continuously migrating into the foothills. Once they migrate to the plains in search of livelihood, they call for their families as well. These hill people now actually living in the plains area of Uttarakhand were deeply involved and were instrumental in spearheading the Uttarakhand agitation. They cherished the establishment of a hill state and agitated for the same. Some even sacrificed their lives. They are now settled in the foothills. They talk about Uttarakhand and are great well-wishers of the hill areas even today, but are not in a position to come back to the hills and they have now submerged themselves into the main stream of plains’ conveniences and comforts. Recently I had been to Haldwani to meet my brother. I heard one of my cousins saying Dajyoo Pahar se Aye Hain (The elder brother has come from the hills). I was startled to hear this. I felt that geographically Uttarakhand has two separate entitles, i.e. the hills and the plains. I put a question to them. How about Gairsen as the Capital of Uttarakhand? Almost all of them said if the Capital can be established between Dehradun and Haldwani it will be better, other wise Dehradun is O.K.
 
            Now that UKD has joined the Bharatiya Janta Party Government. Diwakar Bhatt, Minister in the BJP Government has been confusing the people by giving contradictory statements. Sometimes he says Gairsen is in the agenda of UKD and sometimes he says that Gairsen may or may not be considered as State Capital for various reasons.  People of Uttarakhand wanted to nurse Gairsen as the future Capital of Uttarakhand, but the population graph has now tilted in favour of plains and it has become very difficult to project Gairsen as the future Capital.  Now Hill people living in the plains feel it uncomfortable to come to the Hills even for community Puja celebrations. They send their share of the Puja to their brethren living in the hills and forget about the hills. UKD which was instrumental in spearheading the Uttarakhand Movement must consider whether now is it possible to convince the people and lead a mass movement for the establishment of Capital at Gairsen? Otherwise, I am afraid, Gairsen is destined to remain the dream capital of Uttarakhand and the posterities will only find a mention of Gairsen as the conceived Capital of Uttarakhand in the books of the Historians.

   The report of commission to settle the issue of Capital of Uttarakhand has been received by the Chief Minister. But the CM is sitting tight over the report. He has not thought it proper to take into confidence at least the MLAs or the Legislative Assembly. On an enquiry whether Gairsen can be the summer capital of Uttarakhand, he said that such a proposal is not in consideration of the Government. Does it mean that Gairsen, the dream capital of Uttarakhand is destined to remain the dream capital only and nothing else. This is a big question mark and the people of Uttarakhand have to look for an answer to this.(D.N.Barola)
   

राज्य में सत्तारूढ भाजपा के शीर्ष नेताओं ने जिस तरह से आतंकवाद के खिलाफ लड़ने वाले इन्सपेक्टर मोहन चन्द्र शर्मा (मासीवाल) की शहादत को नमन किया है उससे उम्मीद की जानी चाहिये कि वह यहां के लोगों की भावना के अनुरूप गैरसैंण को राजधानी घोषित करेंगे, यहीं इस जांबाज के प्रति उनकी सच्ची श्रद्धाजंलि होगी। यह इसलिये जरूरी है क्योंकि शहीद मासीवाल का घर प्रस्तावित राजधानी क्षेत्र में ही पड़ता है। यही इंस्पेक्टर मोहन चन्द्र और पहाड़ के अन्य शहीदों का श्रद्धांजलि होगी।

I fully endorse your views. However, the mistake made at initial at the time formation of state, this issue has become more complicated now.
