I fully agree what you have quoted. Uttarahand has been victim of politics so far.  The basic need of people was never met. Most astonishing factor is that none of the govt which rules in UK had never took this capital issue seriously.

These 5 yrs tenure of BJP Govt will also elapsed the same way without any major development or shifting the capital.

The popular vote was kidnapped first by Nityanand Swami when he was just thrust on us from the BJP High Command.  Thereafter, Koshyari had his chance but he failed miserably which paved way for Congress victory.  During that election, Harish Rawat was the unifying factor over all the four regions, Garhwal, Kumayun, Jaunsaar and Pithoragarh.  But because he did not have a say in the RAAJMAATAA's darbaar, ND Tiwari was sent to Pahad.  People still remember Tiwari as the UP Chief Minister who was quite vocal against the Uttarakhand.  But give the devil its due.  He created a scene where Satpal Maharaj quite foolishly presented his candidature and then the question of Garhwal-Kumayun rivalry was unnecessarily raised.  It was just a bogey as there is no divide as such in political field.  But it was played very well by Tiwari and got himself the gaddi. 

So far as this election is concerned, I have been watching the scenario for a long time.  When Pramod Mahajan was alive, he had carried out an exercise to know the people's mood.  After getting feedback, he recommended Khanduri's name.  Lest we forget, he too was against Khanduri's nomination at first.  But he had also seen the Koshyari regime's performance.  Therefore, he had to recommend Khanduri.  Unfortunately, Mahajan died prematurely.  With the sudden demise of Tehri Maharaja also, Khanduri lost completely control over distribution of tickets.  Koshyari managed to distribute tickets to his own men.  Therefore, at this very moment all the MLAs of BJP in UK are pro-Koshyari.  Though, it was not a vote for Koshyari because all along Khanduri had been projected as CM-designate.  People also had seen Khanduri's performance as Central Minister and his penchant for developmental work.

आपने विषय तो अच्छा चुना है पर मेरा कहना है की इस विषय पर काम कम और राजनीति ज्यादा हो रही है.  दोनों पार्टियों की सरकारें इसके लिए बराबर जिम्मेदार हैं.  उ०क्रा०द० के अलावा कोई भी दल नारेबाजी के अलावा गैरसैन राजधानी नही चाहता.  उसमें उन सबके अपने स्वार्थ हैं, यह आरोप है की उ०क्रा०द० के लोगों ने राजधानी के लालच में वहाँ पर जमीनी खरीद ली थी.  आपने गैरसेन का नाम सुना है पर निकटतम रेलवे स्टेशन काठगोदाम/हल्द्वानी से करीब १५० किलोमीटर जाने में वहाँ तक कितना समय लगता है ये शायद कम लोग ही जानते हैं.  अगर सरकार की इच्छा लोगों के साथ होती तो अब तक कम से कम गैरसेन में कुछ विकास तो किया होता.  राजधानी नही तो वहाँ तक पहुँचने की सुविधा तो विकसित की होती, कोई जन सुविधाओं का विकास तो गैरसेन के लिए किया होता.   
राजनीतिज्ञ और नौकरशाह देहरादून जैसी फाइव स्तर सुविधाएं छोड़कर गैरसेन कभी जाने वाले नही हैं.  गैरसेन केवल एक राजनैतिक नारा बन कर रह गया है.  हमारे देश में जनतंत्र जैसी कोई चीज़ नही है यह जनता को महसूस करना होगा.  अंग्रेजों के जाने के बाद नौकरशाहों और राजनीतिज्ञों का गठजोड़ इस देश को बरबाद करने में लगा है.  जिसके लिए जनता पुरी तरह से जिम्मेदार है, क्योंकि हम ही अपने निजी स्वार्थों की वजह से इन लोगों की कठपुतली बने हुए हैं.  नौकरशाहों और राजनीतिज्ञों के गठजोड़ द्वारा भोली भाले पड़ी लोगों को गैरसेन राजधानी का सपना दिखाकर अपने स्वार्थ पूरे किए गए हैं.  उत्तराखंड राज्य बनने से राजनीतिज्ञों और नौकरशाहों के अलावा किसी को लाभ हुवा हो तो बताएं.  जिन नेताओं की हैसियत ग्राम प्रधान या ब्लाक प्रमुख बनने की नही थी वह विधायक बने हुए हैं.  नया जिला बनने से किसको लाभ होता है नौकरशाहों को क्योंकि जनता के लिए तो वह फ़िर भी अपनी सीट पर नही होते.  गैरसेन का नारा ये लोग भुना चुके हैं और अब यह देहरादून छोड़कर कहीं जाने वाले नही हैं.  अब सात साल तक मामला लटकाकर किसी दिन कोई भी आधार बताकर गैरसेन को राजधानी के लिए अनुपयुक्त बता देंगें और फ़िर देहरादून में बैठे रहेंगे.
जनता को अपने निजी स्वार्थ छोड़कर और इनके बहलावे न आकर अपने विवेक से काम करना होगा और इन नौकरशाहों और राजनीतिज्ञों को अपनी मांग पुरी करने के लिए मजबूर करना होगा.  ताकि ये टाई और खादी वाले वास्तव में जनतंत्र का अर्थ समझ सकें.   यह केवल गैरसेन राजधानी ही नही हमारी सभी समस्याओं के समाधान हेतु अति आवश्यक है.
अंत में मेरा कहना यही है की हर पहाड़ का वासी चाहता है की राजधानी गैरसैन बने तथा मैदान के लोग भी शायद इसके लिए कुछ शर्तों के साथ तैयार हो जाएं. पर इसके लिए हमारे राजनीतिज्ञों और नौकरशाहों का सहयोग कभी भी हमें आसानी से मिलने वाला नही है.

When there was Govt of Congress in the State, BJP used to accuse them for delay and now they are ruling there but the this issue is again going pending & pening.

Only one thing is being done i..e mudsluding politics. In case capital is not shifted during BJP Tenure, people of Uttarkhand should give their mandate to UKD who deserve the rule in the state.

Sorry slight late to wite on this issue as i had struck in a urgent work.

Ok.. sir.. I do agree with you that at present i also do not see any strong leader from UKD to strongly take up this issue. UKD is the party and only regional party which had taken up the new state matter and continously striving on captial issue now.

We must support tht notion of this party which has been fighting over this issue.

Though most of the UKD leaders are more known to me, but my view is that UKD is not a substitute of Congress or BJP, Politically UKD people are very immature, there is no leadership at all or other words there is no member.  All the member of UKD are leader of the party, there attitude as political party is very irresponsible.  UKD people are not mature enough to run the Uttarakhand government.
Other point is that UKD is never in a position to get absolute majority on its own as they have no base in plains and in next settlement of MLA seats the seat of hill area are decreasing.  It does not matter which party, it matters the mandate of the people, since those politicians and bureaucrates also change their side according to the mandate of people secure them.  Public have to compel them to shift the capital from Dehradun to Gairsain.

At present we do not have system or procedure to reach our voice to the authorities concnered. We will thik over this issue and try to find out some sources to reach upto them.

जोशी जी के विचार बहुत अच्छे लगे.  इस विषय में मेरी एक जिज्ञासा है -(१) क्या हम लोग जो इन इंटरनेट फोरा में लिखते रहते हैं और अपने विचार प्रकट करते हैं वो हमारे खद्दर-धारियों और अफसरों को पता चलते हैं?  (२)क्या इन लोगों ने कभी जन भावना को जानने का कोई प्रयास नहीं किया?

यदि पहले सवाल का जवाब हाँ है तो प्रश्न है कि फिर इन्होने क्या किया.  यदि प्रश्न का उत्तर नहीं में है, तो क्या हम अपने विचार उन तक पहुंचाने के लिए कुछ कर सकते हैं. 

यदि दूसरे प्रश्न का उत्तर हाँ में है तो क्या इन लोगों से ये पूछने का कोई तरीका है कि उन तक क्या जानकारी पहुँची जन भावना के बारे में.  यदि दूसरे प्रश्न का उत्तर नहीं है तो क्या हम लोगों के पास कोई तरीका है इन तक अपनी बात पहुंचाने का?

मेरा सभी माननीय सदस्यों से अनुरोध है कि इस विषय में वे क्या सोचते हैं अवश्य लिखें?
