Community Cabinet is what Vijay ji is embarking on in Uttarakhand. Community cabinet involves hosting cabinet meetings in various parts of the country and states. Community cabinet is often used in developed developed countries. Such a practice signifies the democratic principle of "of the people, for the people and by the people".
With regard to moving state capital to Gairsain, I believe that at current level of infrastructure, communication and connectivity it is not possible. Vijai ji can develop Gairsain as a planed city first with network of transpotation and communication systems which will pave way for infrastructure, and services to emerge and thereby set the foundation for the State capital there.
In fact if the political leadership was committed to respect the sentiments of people like bhai Thapliyal ji, then the panned city of Gairsain should have already been up and coming up.
Did you know that China is developing 70 planned citied through out the country?

मेरे एक मित्र ने बताया कि मुख्यमंत्री विजय बहुगुणा ने किसी से कहा कि उनके
पिता मात्र १८ महीने के लिए उत्तर प्रदेश के मुख्यमंत्री बने थे लेकिन लोग उन्हें आज भी याद करते हैं; लिहाजा वह भी कोई ऐसा काम कर जायेंगे कि उत्तराखंडी लोग उन्हें याद रखें. ऐसे विचारों का स्वागत है; लेकिन क्या गैरसैण में विधान सभा का अधिवेशन बुलाने भर से लोग उन्हें याद रखेंगे? मेरा मानना है कि नहीं. यदि वह इतिहास में पक्के तौर पर रहना चाहते हैं और आज तक के तमाम मुख्यमंत्रियों से आगे निकलना चाहते हैं, तो उन्हें राज्य की राजधानी गैरसैण में बनाने की घोषणा कर देनी चाहिए. यदि वह ऐसा करते हैं तो सचमुच में हम उन्हें याद करते रहेंगे. मैं तो उनके साथ अस्सी के दशक में एच एन बहुगुणा के चुनाव के दौरान उनके साथ कुछ दिन रहा था. उसके बाद कुछ छोटी-छोटी मुलाकातें हैं. शायद उन्हें याद भी नहीं होगा. क्या कोई यह विचार उन तक पहुंचा सकता है? क्या कोई सुन रहा है? भाई धीरेन्द्र क्या आप सुन रहे हैं?
