You are right. This is exact picture of our education system. There are thousands of educated youth in hill areas who are un-employed but Govt any paid any attention towards filling-up the vacancies.

Poor education system is leading high rate of migration from hills..

But who cares ?

(जागरण समाचार) निप्र, सोमेश्वर (अल्मोड़ा): विकासखंड ताकुला में राजकीय प्राथमिक विद्यालयों में शिक्षकों के पद रिक्त होने से एकल शिक्षक वाले विद्यालयों की संख्या बढ़ रही है। निरंतर वृद्धि के चलते बुनियादी शिक्षा के केंद्रों की स्थिति भी निरंतर बदतर होती जा रही है। हालात यह हैं कि यहां के 83 सरकारी प्राथमिक विद्यालयों में से तीन दर्जन से अधिक 38 विद्यालय मात्र एक-एक शिक्षकों के जिम्मे संचालित हैं। गत 4 वर्षो में एकल शिक्षक वाले विद्यालयों की संख्या में जो बेतहाशा वृद्धि हुई है, उससे राज्य गठन के बाद ग्रामीण क्षेत्रों में राजकीय शिक्षा की बदहाल हो रही तस्वीर सामने आती है। वर्ष 2007 में विकासखंड के अंतर्गत 13 विद्यालय एकल शिक्षक पर चल रहे थे। वर्ष 2008 में यह संख्या 17 तक पहुंची एवं वर्ष 2009 में 23, वर्ष 2010 में 33 तथा पूर्व खंड शिक्षाधिकारी केएस नयाल के अनुसार वर्तमान में विकासखंड के अंतर्गत एकल शिक्षक वाले विद्यालयों का आंकड़ा तीन दर्जन को भी पार कर गया है।

शासन-प्रशासन जहां एक ओर शिक्षण, शैक्षिक उन्नयन एवं गुणात्मक शिक्षा का लाभ आम नौनिहाल तक पहुंचाने एवं शिक्षा व्यवस्था में आमूलचूल परिवर्तन के दावे करता है, वहीं दूसरी ओर राज्य गठन के बाद पर्वतीय ग्रामीण क्षेत्रों में सरकारी शिक्षण संस्थानों की दशा दयनीय बनती जा रही है। इसका खामियाजा अक्सर गरीब वर्ग के बच्चों को भुगतना पड़ता है एवं विद्यालयों की इस दशा के कारण बढ़ती जनसंख्या के बावजूद राजकीय प्राथमिक विद्यालयों में छात्र संख्या भी निरंतर घटती जा रही है। इसी स्थिति के चलते विभाग को मझेड़ामाफी के प्राथमिक विद्यालय को बंद करना पड़ा है। चूंकि वहां छात्र संख्या मात्र 2 रह गई थी क्षेत्र की अनेक शिक्षा समितियों व अभिभावकों ने शासन-प्रशासन से प्राथमिक विद्यालयों की बदहाली पर नजर डालने की मांग की है।

Thanks for the information. You too can join in my compaign to get establish an education system that trains a large number of youth to start self employment by way of setting up units to utilise the raw material potential of Uttarakhand (UK) and produce marketable commodities in hugely large quantities that  can provide them a desired level of income that assures  good life  to the families in UK itself.
This is the only way to curtail excessive migration resulting in drastic reduction in the number of able bodied capable manpower. VOICE  has taken up the first step,training teachers to teach the traditional subjects is one thing and changing the syllabi to vocational courses and creating a B.Ed. (Technical) College is another.
I very much appreciate the efforts of VOICE and have a suggestion : Please incorporate a talk in the teacher's training imparted by UANA+VOICE on spreading awareness among the children about importance of self employment. Once the children see the benefits, they will find ways to get trained. At present, I understand, these courses are aimed at increasing the performance efficiency of the already employed. (This benefit needs to be measured by a follow up prgramme). My proposal is to generate self-employment for the unemployed. These two streams can, at a later stage, become complimentary and supplementary to each other.
In case you agree, we can cooperate further. I am here at Dehradun.

    Currently UANA(www.uttaranchal.org)  major focus is Education. We are doing 20 Camps across Uttarakhand in partnership with VOICE(www.voice4girls.org).

    In Winter we have:

    3 Days Counselor/Teacher Training at Dehradoon followed with 6 - 1 Week Coed Camps.

    6 Days Counselor/Teacher Training at Pithoragarh followed with 4 - 3 Weeks Girls Camps.

    This will followed by Summer camps.

    Also we have sponsored 1 Week Training Program for 15 Mid Wives at Uttarkashi.
