UTTRANCHAL INDUSTRIAL POLICY- 2001

THE VISION

To create an environment conducive to the rapid and ecologically sustainable industrial development of the State of Uttranchal with a view to:-

   1.      Harnessing industrial resources of the State and putting them to productive use.
   2.      Enhancing the flow of investments into industry and infrastructure.
   3.      Generating additional employment opportunities.
   4.      Raising the per capita income levels and standards of living of the people.
   5.      Ensuring equitable industrial development of all regions of the State.
   6.      Putting the State of Uttranchal on a high growth path.
   7.      Above all, endeavouring to create an industry-friendly environment in the State with the State Government playing the role of a facilitator for industrial development.

      PREFACE

      The Industrial Policy outlined in this document has been prepared bearing in mind the constraints, strengths and potential for industrial development in the State of Uttaranchal. The strategy detailed in the Policy aims at ensuring rapid, balanced and sustainable industrial development of Uttaranchal. Special emphasis has been paid to the revival and growth of traditional industries with a view to ensuring the economic development of the remote and hill areas of the State. Development of infrastructure, enhanced private sector participation, human resource development, expansion of marketing facilities and above all protection of the environment have been identified as areas of focus. Importantly, this first ever policy for industrial development of this area, is the outcome of a consultative process involving industry associations, concerned government departments and organizations and public representatives. Above all, this policy endeavours to establish an industry friendly environment in the State with the State government playing the role of a facilitator in industrial development.

      Uttaranchal, the 27th State of India, came into being on 9th November, 2000. The main objective for the creation of this new State was to ensure rapid economic development of this area. Various factors have contributed to the economic backwardness of Uttaranchal, one of the foremost being slow industrial growth. The reasons for this include hilly and difficult terrain; gaps in infrastructure; lack of connectivity; problems of raw materials availability; limited access to markets and, most importantly, the absence of a specific policy for industrial development in the area keeping in view its special conditions. It is in this context that an Industrial policy for the State of Uttaranchal is being formulated.

In addition to this, there should some employement reservation for Uttarakhandi also.

यदि इस योजना का सही ढंग से क्रियान्वयन किया जाय तो निश्चित रुप से पहाड़ों का भला हो सकता है।

Situation is better today for plane districts (Udham Singh Nagar and Haridwar) but in Hill districts it is more or less same even after 7 years of formation of Uttarakhand

New industrial plot policy ups prices in Uttarakhand

After months of dithering, the Uttarakhand government has announced the new land allotment policy for industrial development, a move that has sent land prices soaring by nearly 200 per cent.
 

Under the new policy, the price of an industrial plot will now be 125 per cent more than the last highest bid price in that particular notified industrial area. This is being interpreted as nearly 200 per cent increase in industrial land prices since the last bidding process in 2006.

When one buys land in Pantnagar, the government will charge a premium of 125 per cent on the last highest bid price, which was Rs 3,600 per square metre in 2006.

Sources said a substantial chunk of land was still available at key industrial areas like Haridwar and Pantnagar, which are being developed by the State Industrial and Infrastructure Development Corporation of Uttarakhand Ltd (SIDCUL), a state government enterprise.

According to an estimate, nearly 300 acres is available in both the Haridwar and Pantnagar industrial estates, where top companies like Tata Motors, Hero Honda, Ashok Leyland, Nestle and others have set up shop.

With the concessional industrial package (CIP) coming to an end on March 31, 2010, the government is keen to make money since scores of industries are ready to buy more land.

Chief Minister B C Khanduri has indicated that his government would not go for open bidding as far as the allotment of industrial plots was concerned. Nearly 100 firms including Bajaj Auto, Nestle, and Tata Motors have approached the government to buy land in the notified areas of Pantnagar and Haridwar for their expansion programmes.

The existing base rates at both the Pantnagar and Haridwar industrial estates are Rs 2,500 per sq metre. The land prices in both the estates have appreciated 400 per cent since 2004. In 2004, the land price was Rs 560 per sq metre, which rose to Rs 1,500 per sq metre in 2006.

Ashok Leyland, the flagship company of the Hinduja Group, has decided to double its investment in the state from Rs 1000 crore to Rs 2000 crore as part of its expansion plan, a proposal already cleared by the government. Early this year, the company was allotted 17 acres of land at Pantnagar.

Similarly, Tata Motors, which is investing Rs 2,000 crore at its manufacturing facility in Pantnagar, is also planning to buy more land.

Meanwhile, the Uttarakhand government have started taking action against all those industries which are taking benefits of tax holiday scheme but have not begun any construction or production at the industrial plots given to them at Haridwar and Pantnagar industrial estates.

Scores of industrial plots have been cancelled so far and all others, which have not started their production, are being given notices. The sources said all these cancelled plots can also be given to all those industries which are interested in buying more land for their expansion programme

Uttarakhand keeps 25% land for small industry

The new land allotment policy for the industrial development in Uttarakhand has envisaged special focus on the marginal and small industries.
 

Under this policy, 25 per cent of the available land in any particular area would now be reserved for marginal and small industries, official sources said here today.

Besides this, 25 percent of the available land would also be reserved for industries which can promote special industrial products and give impetus to the scientific entrepreneurship and technology development of the backward areas.

Remaining 50 per cent of the land would be allotted through "selective lottery" system with certain clauses.

The sanctioning authority for the land allotment will be a board headed by the industries minister.

उत्तराखंड में 1250 उद्योग स्थापितJul 19, 12:50 am

देहरादून। नई औद्योगिक नीति के तहत उत्तराखंड में अब तक 1250 उद्योग स्थापित हो चुके हैं। महकमे का दावा है कि इन उद्योगों में 71 प्रतिशत स्थानीय लोगों को रोजगार मिला है।

प्रमुख सचिव उद्योग पीसी शर्मा के अनुसार राज्य को औद्योगिक पैकेज मिलने के बाद उत्तराखंड में सात औद्योगिक क्षेत्रों में इन उद्योगों की स्थापना हुई है। इनमें 9115 करोड़ रुपये का पूंजी निवेश और 65000 लोगों को रोजगार मिला है। श्री शर्मा कहते हैं कि इस औद्योगिक पैकेज के तहत राज्य में 3500 उद्योग लगाए जाने का प्रस्ताव है। जिन पर 30600 करोड़ रुपये का पूंजी निवेश होना प्रस्तावित है। इससे दो लाख तीस हजार लोगों को रोजगार मिलेगा। प्रमुख सचिव बताते हैं कि अभी 1280 उद्योगों के प्रस्ताव विभिन्न स्तरों पर लंबित हैं। राज्य में अब तक 42 निजी इंडस्ट्रीयल स्टेट नोटिफाइड हो चुके हैं और कई प्रस्ताव विचाराधीन हैं। ये निजी मेगा प्रोजेक्ट कम से कम 30 एकड़ भूमि पर होंगे। श्री शर्मा दावा करते हैं कि इन उद्योगों में सृजित रोजगार में 71 प्रतिशत राज्य के निवासियों को मिला है। उद्योगों में कम से कम 70 प्रतिशत स्थानीय लोगों को रोजगार दिलाने के लिए 2006 में एक शासनादेश हुआ था। विभाग उद्योगों से शासनादेश का अनुपालन कराने के लिए कुछ तरीके अपनाता है। सिडकुल इंडस्ट्रीयल स्टेट में लीज डीड करते समय उद्योगों में कम से कम 70 प्रतिशत स्थानीय लोगों को रोजगार दिलाने की व्यवस्था की जाती है। साथ ही केंद्रीय अनुदान दिलाने के लिए एक कमेटी की सिफारिश भेजते समय उद्योगों से स्थानीय लोगों को रोजगार देने के बारे में शर्ते तय कर ली जाती हैं। श्री शर्मा ने स्वीकार किया कि राज्य में टेक्निकल हैंड की कमी है। इसलिए उद्योग अब आईटीआई को गोद ले रहे हैं। जहां से उन्हें तकनीकी रूप से दक्ष लोग मिलेंगे। प्रमुख सचिव के अनुसार राज्य में 37000 एकड़ भूमि उद्योगों के लिए नोटिफाइड की गई है, जिनमें से अभी सिर्फ 15000 एकड़ भूमि का ही उपयोग किया जा सका है। अभी 22000 एकड़ एरिया उपयोग में लाया जाना बाकी है।

A total of 1,665 micro and small industrial units with an investment of Rs 188.38 crore have set up shops in the hilly areas of Uttarakhand since April 1, 2008 when the integrated hill industrial policy was notified by the state government.

These industries have so far provided employment to nearly 6,061 people, said an official report. Most of these units have come up in various mini-industrial areas where the industrialisation process had remained a distant dream.

The new units which are coming up in the hills are in different sectors like food processing, ayurvedic medicines, mineral water, steel fabrication, furniture, herbal products. The government is offering a series of incentives like special VAT rebate up to 90 per cent in the hill policy. Interest subsidy is also available to eligible enterprises on loans extended by banks and financial institutions.

Scores of companies and individuals have been allotted plots in mini-industrial estates which are now being developed by the government. According to an official estimate, about 28 entrepreneurs have been allotted plots in Bhatwanisain in Rudraprayag district. Bhatwanisain is among all those mini-industrial estates where investments have finally started pouring in after a long gap. All these estates were created more than 30 years ago when the hill state was part of the undivided Uttar Pradesh. A host of such estates like Dunda and Gawana in Uttarkashi, Lachhmoli in Tehri, Chilianaula, Bhikiasain and Dwarahaat in Almora are for the first time witnessing industrial activities.
