Translation
The king should have same emotion for all employees or his own staff. King should not lets come up more than he deserves (that becomes challenge for the Kingdom). On all top osts , the King should appoint three top officers in administration, one wise as top most officers and other two as his deputies. Then watching the capabilities, within three to ten years, the King should rotate the positions of officers. No officer should be there for one position for long. Analysing the capabilities the position should be changes of each officer. Because by getting power, person become arrogant . Therefore according to ability there should be job transfer. When a person become over qualifies or more than capabilities that officer should be transferred. If the son of any officer is capable, he should be put on the position of father.

Translation –
If an employee becomes extra skilled or does high performance or gets expert that employee should be promoted at higher position. When the employee becomes total expert he should be promoted as head of department. When there is more work at that point, the employees should be more as per work load or there should be one skilled person than non-skilled workers. .

 CEO (Chief Executive Officer) should have right  procedure for promoting the employees and should be informed all employees.
Usually following criteria is fixed for promoting the employees-
Experience in Job tenure
High performances levels in recent reviews
Improved skill than the required one or employee enhanced the skill while in present job .
Self-Motivating and capable for sustaining changes  in new position

Dwarpal .
 The King should also arrange yearly or monthly income for tapaswi, donors, Knowledgeable of Vedas and Smritis, Puranas , Shashtras, Astrologers, Doctors, Tantric, Mantriks, Karmakand Ritual performers, Scholars, Shaivya performers  etc. If a King does not do acts as above he will get defame and lose kingdom . The king should appoint staff as per their capabilities.

Translation –
As all letters are mantra in themselves and tree roots are medicines same way, there is no human being is not capable/skilful for  a certain job. By all means, the human being is capable /skilful but  the person does not get job as per his  skill.

The chief executive officer should take note about human potentiality –
  There should be tools in the organization for recognizing individual potentiality and offering the work as per potentiality.
The word “You are Worthless” should be out from the organization.
The word ‘Everybody is Worthy’ should be the mantra of organization.
There should be system in organization to unlocking the real potentiality in each employee.
There should be mechanism in the organization for turning ordinary person into extraordinary performer.

That knows of illnesses of elephants and  curing .
That knows raising Elephants.
That knows very well about the various qualities of baroness, tongue, nostrils etc.
That can control elephants by riding and while riding 
The King should appoint Superintendent   of Army horses that knows –
Knows classes of horses
That knows about mind of horses, colour, hair, qualities, speed and galloping, horses illnesses and curing; training horse riding. Knowledge of knowing the horse age by teeth; strategies of horse riding in war and is wise man.

 When the King calls his subordinate /assistant, the duties of the servant are as follows –
The servant of King should salute, stands before the King with full dress, and should listen  the king attentively .  Then the servants should act upon the order of the king. Then after saluting the king , the servant should take his seat politely. The servant never should --laugh, cough, perform disgustful acts , criticize others, yawn,  bending the body, etc.   before or nearby the king. The servant should sit where the king instructs for sitting and should leave the ego of knowledge.
