 विडम्बना ही कहा जाएगा कि जिस राज्य का मुख्यमंत्री खुद को कवि, साहित्यकार और पत्रकार कहलाने में गौरवान्वित होता हो, उसी राज्य में कला, साहित्य व संस्कृति को संरक्षण देने का काम हाशिए पर है। इसका जीता-जागता सबूत प्रदेश में साहित्य, कला और संस्कृति परिषद का अब तक गठन न हो पाना है। 6 साल पहले तिवारी सरकार ने अपने कार्यकाल में राज्य में साहित्य-संस्कृति-कला परिषद का गठन किया था। हालाँकि नौकरशाही के दबाव में वह परिषद भी एक झुनझुना ही साबित हुई थी, मगर इस बार पहले बी.सी. खंडूरी और फिर निशंक की सरकार ने तो उस परिषद को भी ठण्डे बस्ते में डाल दिया है। इस बीच तमाम परिषदों और निगमों का गठन हुआ और सरकार ने दर्जनों दायित्वधारियों की नियुक्तियाँ कीं, मगर साहित्य-कला-संस्कृति परिषद को कोई तवज्जो नहीं मिल पायी। जिस राज्य गठन के आंदोलन में कलाकारों, साहित्यकारों व संस्कृतिकर्मियों ने सक्रिय योगदान देकर असीम ऊर्जा का संचार किया था, वहाँ राज्य निर्माण के बाद इस मोर्चे पर निराशा ही हाथ लगी है। राज्य गठन के दस साल बाद भी उत्तराखंड में साहित्य, संस्कृति व लोक विधाओं के संरक्षण को लेकर किसी ठोस नीति का ऐलान नहीं हुआ है।

गौरतलब है कि उत्तराखंड को अपनी सांस्कृतिक विरासत के नजरिये से धनी कहा जा सकता है। राज्य के मेले, तीज-त्यौहार, गीत-संगीत और परंपराएँ पहाड़ों के प्राकृतिक सौंदर्य की तरह ही अनुपम हैं। मगर राज्य निर्माण के बाद अपनी सांस्कृतिक पहचान और लोक विधाओं का संरक्षण सरकार की प्राथमिकताओं में नहीं रहा। एक दौर में एन.डी. तिवारी ने 22 लोगों की एक परिषद का गठन ‘साहित्य-संस्कृति-कला परिषद’ के नाम से किया, जिसके वे खुद अध्यक्ष थे। परिषद के उपाध्यक्ष को राज्यमंत्री का दर्जा भी प्राप्त था। तीन वर्ष के कार्यकाल में परिषद कुछ खास उपलब्धि हासिल नहीं कर सकी, जबकि इसमें राज्य के कई नामचीन व भारी भरकम लोग शामिल थे। तीन साल में परिषद में लीलाधर जगूड़ी, यशोधर मठपाल व जहूर आलम के रूप में तीन उपाध्यक्ष रहे। परिषद ने अंतिम दौर में कुछ काम भी किया, मगर शुरूआत से ही यह परिषद नेताओं की इच्छाशक्ति की कमी और नौकरशाहों के साथ शीतयुद्ध में जूझती रही। जिसके चलते परिषद का न ही स्थायी ढाँचा तैयार हो पाया और न ही इसके लिए फण्ड बजट या दूसरे स्थायी संसाधनों की व्यवस्था हो सकी। मामला बैठकों, टी.ए. डी.ए. खपाने और प्रस्तावों को पास करने तक ही सीमित रहा। और अब भाजपा सरकार ने तो इस महत्वपूर्ण मुद्दे से एकदम किनारा ही कर लिया है। उसने तीन साल के कार्यकाल में न तो नई परिषद का गठन किया और न ही पुरानी परिषद के बारे में कोई निर्णय लिया। इससे राज्य के संस्कृतिकर्मी मायूस हैं।

देश के करीब हरेक राज्य में संगीत नाटक अकादमी या साहित्य-संस्कृति या कला की परिषदें हैं, जिनका राज्य सरकार के संरक्षण में कामकाज चलता है। मगर उत्तराखंड की भाजपा सरकार फिलहाल साहित्य-संस्कृति-कला परिषद के वजूद को अहम नहीं मान रही।

    नई दिल्ली। अमरीकी मुद्रा डॉलर की भांति अब रूपए पर भी प्रतीक चिन्ह अंकित होगा। इस प्रतीक चिन्ह को उदय कुमार डिजाइन किया है, जिस पर पांच सदस्यीय कमेटी ने मुहर लगा दी है। सूचना एवं प्रसारण मंत्री अंबिका सोनी ने गुरूवार को यहां कहा कि नया प्रतीक चिन्ह हमारी मुद्रा को दूसरे देशों की मुद्रा से अलग कर सकेगा।
यह भारतीय मुद्रा की पहचान है। इसकी सभी देशों में स्वीकार्यता होगी। उन्होंने कहा कि जितनी जल्दी हम लोग इसे अपना लेंगे, तब इसे अपने देश और अंतरराष्ट्रीय स्तर पर प्रचलित कर देंगे। मालूम हो कि भारतीय रूपए के चरित्र को बरकरार रखने के लिए इसे अंतरराष्ट्रीय पहचान दी गई है। आईआईटी पोस्ट ग्रेजुएट डी. उदय कुमार ने भारतीय रूपए को नई पहचान दी है। उन्होंने रूपए का सिम्बल तैयार किया है। रूपए का प्रतीक चिन्ह देवनागरी रा और रोमन शब्द आर का मिश्रण है। इसे कैबिनेट ने मंजूरी दे दी है। इसके लिए तीन हजार एंट्रीज आई थी, जिसमें पांच को चुना गया था। उसमें डी. उदय कुमार द्वारा बना गया सिम्बल चुना गया।

Telecommunication brings world at the doorstep of rural households

Village Hardha in Almorha district of  Uttarakhand is about 60 kilometres from the nearest town. Till about six years  back, people had to travel all that distance to make a phone call or buy  essentials. The terrestrial government channel Doordarshan was their only other  link to the outside world as newspapers reached almost a day late. The village  pradhan and the schoolteacher were their only source of information about  government schemes.             
             
              All this was till the government started the  Mobile Postman scheme in which the village postman would carry a WLL phone in  his bag and villagers could make a call for a charge. With the telecom growth  sweeping the entire nation in the following years, direct-to-home television and  private mobile networks made their way in Hardha, changing the face of the  remote village for better. There are several local groceries stores that even  stock Pepsi and Coke bottles, Cadbury’s chocolates, aftershave lotions and  branded innerwear.             
             
              Most villagers use CFL bulbs while some have  installed solar panels to beat erratic power supply after they came to know  about subsidy schemes on TV. Jai Ballabh, a resident of the village has upgraded  to a colour TV with a DTH connection, and his family and neighbours know a lot  more about different models of cars, soaps, toothpaste, bicycles, chips and  other FMCG and durable products.             
             
              This is the power of communication.  The village consumer is now empowered because of the kind of media he is             
              exposed to. He is now the target of ads, television serials, car  companies, food majors, telecom and durable firms. “DTH is going to those  areas where there was no TV hitherto. This also meant that people didn’t  buy colour TVs,” says Sugato Banerji, chief marketing officer, DTH  services at Bharti Airtel. The villager instead bought a black & white TV  with a local DVD player and watched pirated movies. With DTH, he now gets 125  channels at almost the same cost. Statistics back Mr Banerji’s argument.  For, about 60% of Airtel DTH’s sales comes from tier-III and below  towns.

हयात दा हैं बिलकुल गिर्दा की तरह



       ये हयात दा हैं। गिर्दा की तरह हैं, गीत गाते हैं। ‘शेरदा अनपढ़’ की तरह हैं, कविताएं लिखते हैं। नरेंद्र नेगी की तरह हैं, गीत लिखते भी हैं, गाते भी हैं। इन सब उपलब्धियों के बावजूद पेट भरने के लिए पत्थर तोड़ने पड़ते हैं। क्योंकि हयात दा एक ऐसे लोक कलाकार हैं जो गांव के जनमानस के मन में बसते हैं। लोक कलाकारों के हिसाब से तो यह दशक वैसे भी निराशाजनक ही रहा है। राज्य गठन की शुरुआत में ही झूसिया दमाई, उसके बाद पिछले दिनों गिर्दा चले गए तो लोककला की दुनिया में एक बहुत बड़ा शून्य बन गया। इसे भरने के लिए प्रयास अभी शुरू नहीं हुए वरना हयात दा पत्थर नहीं तोड़ रहे होते।

नौगांव के रहने वाले हयात दा की यह कविता जनता की उपेक्षा करने वाले जनप्रतिनिधियों पर एक कटाक्ष है। इस तरह की बहुत सी कविताएं हैं जो मैट्रिक पास हयात दा ने लिखीं हैं। पुंगरघाटी के हजारों लोगों के बीच वह किसी अभिनेता से कम नहीं हैं। बिजली, पानी, शिक्षा, स्वास्थ्य, आपदा जैसी समस्याओं से साल भर जूझने वाले ग्रामीणों को हयात दा के गीतों और कविताओं में नई उम्मीद नजर आती है। पहले इस कलाकारी के एवज में मिलने वाले इनाम से पेट भर जाया करता था। पर अब हयात दा गांव-गांव नहीं घूम पाते, एक जगह बैठकर पत्थर तोड़ते हैं और इस तरह होता है शाम के खाने का जुगाड़। उम्र के अंतिम पड़ाव में पहुंच चुके हयात दा को गिर्दा की तरह जागरूक लोगों का साथ नहीं मिला। शेरदा अनपढ़ की तरह साथी भी नहीं मिले जिन्होंने उनकी प्रतिभा को समझा होता। नरेंद्र नेगी की तरह शिक्षित और जागरूक भी वह नहीं हैं। इसलिए उनकी लोककला ने जहां जन्म लिया वहीं दम तोड़ने वाली है।
हयात दा जीवन के 83 बसंत देख चुके हैं। पर सरकार ने उन्हें कभी कोई सांस्कृतिक मंच नहीं दिखाया। वृद्धावस्था पेंशन के लिए भी बड़े धक्के खाए। धक्के खाते-खाते डेढ़ सौ कविताएं लिख डालीं हैं। लोककला के संरक्षण में जुटे कुछ लोग इन कविताओं को पत्रिकाओं में स्थान दे रहे हैं। महिला उत्पीड़न, दहेज उत्पीड़न, पर्यावरण, महंगाई, भ्रष्टाचार तथा आतंकवाद जैसे विषयों पर हयात दा की कलम चलती है। इस तरह के हयात दा बागेश्वर में ही नहीं उत्तराखंड के हर जिले में हैं। इसलिए लोक कला को बचाना है तो हयात दा को भर पेट खाना मिलना ही चाहिए।

In case you are using ATM and some robbers enter in ATM room to loot you. just enter your PIN in reverse eg. your pin is 1234 enter 4321. A call will reach to @ 100. Now depends on Local Police.  Please change your PIN, if it is like 1111/2222/3333 etc . etc.

NEW DELHI: Prime Minister Manmohan Singh is slated to flag off the nationwide roll-out of mobile number portability on Thursday, a move that will allow users to switch operators without losing their phone numbers and will force telecom providers to improve the quality of their services.

"I think its a great step forward for the consumer, as it enhances choice and brings in more competition because the more efficient you are as a service provider, the more likely that consumers will choose you," telecom minister Kapil Sibal said.

MNP services were first launched in Haryana in November last. Companies like Idea Cellular and Vodafone started marketing their services to subscribers in other parts of the country that are looking at switching operators even before MNP services were rolled out.

जनगड़ना में (खासकर प्रवासी) और सभी भाई कृपया "पहले कहाँ रहते थे" वाले कोलम में १० वर्ष पूर्व (क्योंकि जनगड़ना १० वर्ष बाद हो रही है) रहने का स्थान सही लिखें. शायद अधिकाँश का पूर्व स्थान उनका पहाड़ी गाँव ही होगा. इस से पहाड़ से हुए पलायन की भी सही जानकारी लग सकती है.

Pristine nature in all its glory

 To escape the cacophony of city life, I boarded an overnight sleeper bus at Delhi heading to the hills.
  The destination was Nainital in Uttarakhand. As I reached Nainital, a cool breeze woke me up from my deep slumber. I opened my eyes to a dreamy vista — a vast lake surrounded by a ring of hills. I stood there, spellbound, and after a while, I checked into a  hotel.

Perched at an altitude of 1,930 metres, Nainital is a tailor-made destination for tourists. It is pristine nature in all its glory — beautiful lakes, mountains, vantage points and wildlife. Like any other popular hill station, there are many places to see in Nainital. To soak up the local culture, I decided to explore the place on foot. The morning being still young, it was a perfect time to take a look at the Himalayan peaks from the famed Snow View Point. The aerial ropeway is surely an enjoyable way of going up the mountain, known as Sher ka Danda or Tiger’s Ridge. Sitting in the cable car, as I went higher, the town became smaller to the eye, dominated by the emerald lake, reflecting the green of the tall pines surrounding it.

The shape of an eye that the lake had assumed made me wonder if this was what gave the place its name (Nain in Hindi means eye). But my guide explained quickly that Nainital is named so because, according to a legend, an eye of Sati (Parvathi, also worshipped as Nainadevi) had fallen here while she was being carried by Shiva.

At the viewpoint, we were rewarded with a panoramic view of the Himalayas and its towering peaks Nanda Devi, Nandakot and Trishul. The next attraction was the Govind Ballabh Pant High Altitude Zoo, named after the great statesman. What makes this place unique is that one gets to see rare mammals like the snow leopard, Siberian tiger and a variety of pheasants. Also, a boating excursion on the lake is a must-do. Late afternoons are ideal for the same. The vivid array of boats lends charm to the scenery. Little wonder that Nainital is a honeymooners’ paradise.

Spread around Nainital in close proximity are many more lakes, which is why it is also known as the lake district. I decided to visit most of them. Sat Tal, the first I arrived at, is an amalgamation of seven small lakes. On the other hand, Bhimtal  has an island which houses an aquarium and a restaurant. The last lake I visited was Naukuchia Tal with seven corners. On my way back, I paid a visit to Hanuman Garhi. A tall statue of Hanuman, standing on a ridge, greeted me. The view of the valley, soaked in golden light, left me in awe.

Back in Nainital, it was time for a stroll on Mall Road. Walking alongside colonial-styled buildings, hotels and eateries, informed me a lot about the local culture. As night fell, the hills around the lake turned into silhouettes and the colourful neon lights cast columns of reflections on the lake. A sight to behold, indeed.
