 पर्वतारोही एतवाल का भव्य स्वागत  उत्तरकाशी। पर्वतारोही सुश्री चन्द्र प्रभा एतवाल को राष्ट्रपति की ओर से तेनजिंग नोर्गे एडवेंचर लाइफ टाइम अचीवमेंट पुरस्कार से सम्मानित किए जाने के बाद जनपद मुख्यालय उत्तरकाशी लौटने पर मुख्यालय के अघना माउंटेन एसोसिएशन की ओर से नागरिक अभिनंदन किया गया।
नगर पालिका सभागार में आयोजित नागरिक अभिनंदन कार्यक्रम में वक्ताओं ने सुश्री चन्द्र प्रभा ऐतवाल के अभी तक उपलब्धियों पर विस्तार से चर्चा की। वक्ताओं ने कहा कि उत्तराखंड के एक दर्जन से अधिक लोग एवरेस्ट शिखर पर पहुंचे हैं तो इसका श्रेय सुश्री ऐतवाल को जाता है। तीस से अधिक अभियानों की प्रमुख होने के साथ आपने नेपाल, तिब्वत, जापान, न्यूजीलैण्ड, कश्मीर, हिमाचल, लद्दाख में पर्वतारोहण किया। इसके लिए 1981 में अर्जुन पुरस्कार, 1991 में पदमश्री, 1994 में राष्ट्रीय साहसिक पुरस्कार, 2009 आईएमएफ, लाइफ टाइम अचीवमेंट अवार्ड, वर्ष 2010 में तेनजिंग नोर्गे एडवेंचर लाइफ टाइम अचीवमेंट अवार्ड से नवाजा गया है। इस मौके पर बोलते हुए सुश्री ऐतवाल ने अपने जीवन के विशेष अनुभवों को बताते हुए कहा कि आने वाली पीढ़ी को स्कूली शिक्षा के साथ ही पर्यावरण व पर्वतारोहण की भी शिक्षा स्कूलों में अनिवार्य हो।

घाना में अंजना करेगी देश का प्रतिनिधित्व     
 
पौड़ी गढ़वाल। पौड़ी जिले के ग्रामीण अंचल पट्टी गगवाड़स्यूं सुमेरपुर गाव की अंजना दक्षिण अफ्रीका के घाना में बाल अधिकारों पर आयोजित सेमिनार में भारतीय दल में उत्तराखंड का प्रतिनिधित्व करेगी। वह पौड़ी से रवाना हो चुकी हैं।
इंस्टीट्यूट फॉर डेवलपमेंट सपोर्ट संस्था बच्चों के लिए 'उमंग' कार्यक्रम संचालित करती है। उमंग बाल अधिकारों पर आधारित है। उमंग के समन्वयक भारत भूषण नेगी ने बताया कि जनता इंटर कालेज ल्वाली में कक्षा 12 विज्ञान वर्ग की छात्रा अंजना जुयाल का घाना में होने वाले सेमिनार के लिए चयन हुआ। एक से तीन सितंबर तक होने वाले सेमिनार में अंजना 'छोटे बच्चों के प्रति बड़े बच्चों का हिंसक व्यवहार' विषय पर मत रखेगी। अंजना घाना से चार सितंबर को वापस लौटेगी।

A tale of toil and triumph



  Mamta Devi, a gram pradhan from Uttarakhand, files a complaint against her husband for misusing her powers
   In a male-dominated society like ours, being a woman   pradhan of a gram panchayat has never been easy. Raised to bow to their   husband's wishes, these village women — willing or not — often end up   relinquishing their powers and responsibilities to their husbands after   winning elections. Such examples are many, leading to the coinage of the   now familiar term, ‘Pati Pradhan'.
However, there   have always been exceptions to the norm in every sphere, and here too is   one — 24-year-old Mamta Devi, a mother of four children, “Class V   pass”.
Mamta, pradhan of Singhor gram panchayat in   Uttarakhand's Dehra Dun district, has recently lodged a complaint in   Kalsi block police station against her husband, Mahavir Singh, for   procuring a duplicate stamp of the pradhan. In her report, she says   despite her objection, he misuses the stamp and also forges her   signature to embezzle public funds in her name. In a letter to the   district magistrate, Mamta has written about her husband misusing her   position to even collect money from the villagers.
“I   have now told everyone that I will return their money. I will work hard   for that. I have already borrowed money from relatives to give back to   some of them. In all, he took from people about two-three lakhs,” says   Mamta over the telephone from her village. Since she has lodged the   police complaint, she says, “He has not returned home.” With the eldest   of her children only four years old, and her husband being “always a   drunkard and a compulsive gambler”, Mamta says, “I have been looking   after the house, working in the fields besides being the pradhan.   Whatever you become, a woman is expected to do her household duties,   always.”
Mamta says she found out about his illegal   activities only when she started visiting the block office. “Initially,   all panchayat work was done by him because he said I don't know how to   do office work.”
Reserved for scheduled tribe   candidates, the Singhor pradhan's seat saw a formidable battle in the   last elections. Mamta won it by just seven votes against another woman   candidate. “The villagers, like always, are with me,” she says. With   water being scarce in the hills, Mamta has recently spent Rs.50,000 from   her funds to invest in a water generating project in her village. “Yet   another job I need to do is to open a school in the village. There is a   school building here but its walls are crumbling, also because we got a   lot more rain this year. So children, including my eldest one, have to   walk six kms every day to Narkhap to attend school,” she says.
Mamta's   story has the potential to inspire other women pradhans to assert their   rights, and the Dehra Dun-based Rural Litigation and Entitlement Kendra   (RLEK) has written a letter to Sudha Pillai, Member Secretary, Planning   Commission, to take note of it. RLEK has been at the forefront of the   movement in Uttarakhand to promote the rights of elected women   representatives.
RLEK head Avdesh Kaushal takes the   opportunity to give an example of a woman pradhan who had to face arrest   since her husband embezzled funds in her name. “Pradhan Sitara Bano was   jailed last year due to her husband's interfering and illegal   activities. She is currently on bail. Our women do not often raise a   voice against the existing male dominated society, and that is why Mamta   deserves praise,” says the Padma Shri recipient. RLEK recently invited   Mamta to Dehra Dun “to felicitate her for her exemplary courage.”

सबसे बड़ी बात उन हो ने इतने बड़े मंच मे जो दिल्ली  के विज्ञानं भवन मे आयोजित एक कार्यक्रम  मे भी अपना पहनावा नहीं छोड़ा .

 राष्ट्रपति करेंगी ज्योलीकोट की प्रधान को पुरस्कृत
 नैनीताल (एसएनबी)। जनपद की ज्योलीकोट ग्राम पंचायत का नाम प्रदेश के उन आठ निर्मल ग्रामों में शुमार होने जा रहा है जिन्हें देश की राष्ट्रपति अपने हाथों से निर्मल ग्राम पुरस्कार प्रदान करेंगी। उत्तराखंड की कुल 63 ग्राम पंचायतें इस पुरस्कार हेतु चयनित हुई हैं जिनमें से शेष 55 ग्राम पंचायतों को राज्य में पुरस्कार देकर सम्मानित किया जाएगा। ज्योलीकोट की ग्राम प्रधान भावना रावत यह पुरस्कार लेंगी। जनपद के भीमताल स्थित स्वजल कार्यालय में प्राप्त सूचना के अनुसार ज्योलीकोट ग्राम पंचायत को प्रदेश की उन आठ ग्राम पंचायतों में शुमार किया गया है जिनकी प्रधान को राष्ट्रपति के हाथों पुरस्कार प्रदान किया जाएगा। सूची में ज्योलीकोट भीमताल विकास खंड की एकमात्र ग्राम पंचायत है जिसे पक्के शौचालय, पेयजल, शिक्षा, सीवरेज व स्वच्छता आदि सुविधाएं प्रदान करने के लिये निर्मल ग्राम पुरस्कार से चयनित किया गया है। जनपद की कुल आठ ग्राम पंचायतों को निर्मल ग्राम पुरस्कार हेतु चयनित किया गया है, इनमें से शेष सात प्रदेश की अन्य 55 ग्राम पंचायतों के साथ पुरस्कार ग्रहण करेंगी। ग्राम प्रधान भावना रावत ने कहा कि ग्राम पंयायत के लोगों के सहयोग से उन्हें यह पुरस्कार मिल रहा है। उनके पति सांसद प्रतिनिधि भाजपा नेता हरगोविंद रावत, भाजपा विधायक प्रत्याशी हेम आर्य, स्वजल परियोजना प्रबंधक भीमताल बीसी तिवाड़ी, बीडीओ तारा ह्यांकी, जिपं सदस्य नीमा आर्या, गीता बिष्ट, ललित जोशी ने बधाई दी है

                     आधुनिक  गढवाळी साहित्य में महिला साहित्यकारों की महत्वपूर्ण  भूमिका

             आधुनिक गढवाली साहित्य प्रकाशन का कार्य सन १८२५  के आसपास बाइबल के अनुवाद से प्रारम्भ हुआ सन १९०० ई. से पहले पंडित गोविन्द प्रस्स्द घिल्डियाल  ने  संस्कृत सहित के 'हितोपदेश ' का गढवाली भाषा में अनुबाद किया . कविता में सन १८६०  -८० के करीब त्रिमूर्ति -लीलानन्द कोटनाला , हरिकृष्ण दौर्गादत्ति  रुडोला, हर्ष पुरी 
  णे कविताएँ रचीं व प्रकाशित भी हुईं जो बाद में गढवाली समाचार पत्र  में भी छपीं . विश्वम्बर दत्त चंदोला ने गैरोला के संपादकत्व में गढवाली भाषा का प्रथम काव्य संग्रह 'गढवाली कवितावली ' नाम से सन १९३२ में प्रकाशित किया जिसमे कई कवियों की कविताये प्रकाशित हुईं. यह संग्रह ऐतिहासिक संग्रह है और बाद में चंदोला की सुपुत्री श्रीमती ललित वैष्णव ने गढवाली कवितावली का पुनर्प्रकाशन भी किया . अब तक लगभग २५० से अधिक कवियों का पदार्पण गढवाली काव्य क्षेत्र में हो चुका है . चार महाकव्य भी प्रकाशित हो चुके हैं

               सदानंद कुकरेती ने गढवाली में सर्वप्रथम आधुनिक कथा लिखी और यह कहानी सन १९१३ में विशाल कीर्ति में प्रकाशित हुयी . तब से कई कथाकार गढवाली में अवतरित हुए हैं . उपन्यास  भी छप चुके हैं.

         सन १९१४ में भवानी दत्त थपलियाल ने भक्त प्रहलाद  नाटक लिखा जो १९२४ में प्रकाशित हुआ और कई बार इसका मंचन भी हो चुका है   गढवाली नाटक में भी गढवाली भाषा पीछे नही रही . अब तक सौ से अधिक नाटक प्रकाश में आचुके हैं यद्यपि इनका प्रकाशन कं ही हुआ व बहुत से नाटककारों की रचनाएँ काल ग्रसित भी हो गयी है

              आज गढवाली भाषा में साप्ताहिक, व पाक्षिक  दिन में छपने वाले समाचार पत्रों का प्रकाशन  हो रहा है तथापि पत्र पत्रिकाओं का भी प्रकाशन हो रहा है. इन्टरनेट में भी  से भी गढवाली साहित्य समुचित माता में प्रकाशित हो रहा है

     यह सर्वविदित है की गढवाली भाषा साहित्य में भी अन्य भाषाओँ की ही भांति पुरुष रचनाकारों का वर्चस्व अधिक रहा है तथापि महिला साहित्यकारों ने  गढवाली भाषाई साहित्य में कई साहित्यिक  विधाओं में महत्वपूर्ण योगदान दिया है. चूँकि स्वतंत्रता  से पहले बालिकाओं के अध्ययन   का समाज में कम ही प्रचलन रहा था एवम ग्रामीण क्षेत्रों  में विद्यालयों व महाविद्यालयों की कमी से भी स्वतंत्रता से पहले गढ़वाली साहित्य में महिलाओं का पदार्पण सम्भव भी न था . किन्तु बालिकाओं में शिक्षा प्रसार व  ग्रामीण क्षेत्रों में विद्यालयों की स्थापना ने गढवाली साहित्य में महिलाओं के योगदान को प्रश्रय दिया व महिलाएं इस दिशा में आगे आयीं

          देहरादून की प्रसिद्ध सामजिक कार्यकर्ती विद्यावती डोभाल 'समाज पीडिता '( सैंज टिहरी गढवाल, १९०२ -अब दिवंगत ) ने  . हिंदी व गढवाली में कविताएँ रची हैं. विद्यावती के तीन कविता संग्रह प्रकाशित हए हैं. उनकी कविताओं में उद्देश्यात्मक विषयों की भरमार है . महिला जागरण की कवितायें  भी मुख्य विष्ट रहे हैं. महिलाओं पर अत्याचार, गरीबों के दुःख भी विद्यावती कविता विषय रहे हैं.                   

       . वसुंधरा डोभाल (१९२०-दिवंगत  ) एक सामजिक कार्यकर्ता भी थीं और वसुंधरा की कविताओं में सामजिक जागरण , आदर्श, देशभक्ति, भक्ति, , देव पूजा विषय मुख्य विषय रहे हैं. वसुंधरा डोभाल की कविताओं में करुण रस की कविताएँ व महिलाओं के अंतर्मन युक्त रस उभर कर आता है. कविताये पारम्परिक शैली में रची गईं हैं.

                      वीणा  पाणी जोशी (देहरादून, १९३७) : वीणा पाणी जोशी गढवाली, कुमाउनी, हिंदी व पंजाबी भाषा की साहित्यकार हैं . गढवाली में उन्होंने दो सौ से भी अधिक रचनाये प्रकाशित कीं हैं . वीणा जोशी का कविता संग्रह पिठे पैरोला बुरांश एक बहु चर्चित, प्रशंसित कविता संग्रह  है.. वीणा पाणी ने  कोई भी औचित्य पूर्ण क्षेत्र नही छोड़ा जिस पर गढ़वाली में कविता नही रचीं हो . वीणा पाणी ने पारम्परिक शैली व नई शैली दोनों में कविताएँ रची हैं. कोमलता वीणा पाणी जोशी का मुख्य काव्य रस रहा है तो व्यंग्यात्मक कविताओं में कटाक्ष की कमी नही है . गाँव के चूल्हे से लेकर ओजोन लेयर  फटने तक की कविताएँ वीणा ने रचीं हैं गढवाल की प्रकृति वर्णन में वीणा जोशी एक सशक्त हस्ताक्षर है.

                    नीता कुकरेती ( सुमाडी, पौ.ग, १९५२ ) की अब तक डेढ़ सौ से अधिक कविताएँ प्रकाशित हो चुकी हैं और आधुनिक गढवाली कविता विकाश में नीता का स्थान महत्वपूर्ण है नीता  कुकरेती की कविताएँ बहु विषयक हैं एवम शैली, भाव, रस की दृष्टि से भी बहु दिशाई हैं फिर भी  , महिला व्यथा , धार्मिकता, धार्मिक स्थान, प्रकृति चित्रण , पर्यावरण विषय महत्वपूर्ण हैं . कविताओं में गेयता भरपूर है एवम शैल्ग्त प्रयोग भी नीता कुकरेती करती आयी है.   

                     
                   शकुन्तला इस्टवाल ( धारकोट, कपोळस्यूं , पौ ग. १९६० ) शकुन्तला की कविताये पारम्परिक शैली में हैं व प्रेरणा दायक या कहे की शिक्षा पूरक  हैं स्युन्सी  बैजरों क्षेत्र में ग्रामीण क्षेत्र के आम जन के मध्य कविता प्रेम जगाने में शकुन्तला का महत योगदान है.

उमा भट्ट (अन्द्र्वदी गुप्तकाशी, १९६०) उमा भट्ट हिंदी व गढवाली में कविता रचती है. उमा भट्ट का 'द्वी आखर ' कविता संग्रह की समालोचकों ने प्रशंशा की.  , उमा भट्ट की कवितायों में ग्रामीण प्रतीकों व बिम्बों का सफलता पूर्बक प्रयोग हुआ है.               
       रजनी कुकरेती ( रणाकोट , क्न्द्वाल्स्युं , १९६२ ) ने कुछ ही कविताये प्रकाशित कीं हैं. कविताएँ शैली तोडक हैं और स्वछन्द शैली की कही जा सकतीं  हैं  She published abook Garhwali Vyakaran
 
                       बीणा  कंडारी (कसाना, धुमाकोट, पौ.ग. १९६७ ) की अब तक दस से अधिक कविताएँ प्रकाशित हो चुकीं हैं बीणा की कविताओं में स्त्री -दुःख, वृद्धों   के दुःख , पलायन  की पीड़ा अधिक झलकतीं हैं

          बीना बेंजवाल (देव्शाल, रुद्रप्रयाग, १९६९ ) आधुनिक  गढवाली कविता  संसार  में एक सशक्त हस्ताक्षर है . बीणा के दो काव्य संग्रह छप चुके हैं . यद्यपि बीना की कविताओं के विषय कई पहलुओं को उजागर करते हैं किन्तु बेंजवाल की कविताओं   में महिला विषय, प्रकृति चित्रण , समाज में व्याप्त अनाचार , धार्मिक स्थान, व परम्परा मुखर विषय हैं. शैली दोनों प्रकार की हैं यथा-पारम्परिक व आधुनिक शैली         

            कहानी क्षेत्र में कुसुम नौटियाल (कथा प्रकाशन काल -१९८० से १९९० ई तक ) का नाम प्रमुख है. कुसुम नौटियाल ने कथाओं में ग्रामीण गढवाल का   सुन्दर वर्णन हुआ है.

                       डा. आशा रावत ( लखनऊ , १९५४ ) का नाम गढवाली महिला कथाकारों में महत्वपूर्ण नाम है .डा. आशा रावत का गढवाली व्यंग्य संग्रह ' जस की तस' छप चुका है, व कहानी संग्रह ' मैत की खुद ' प्रकाशाधीन हैं डा रावत की कहानियों में विविध विषयों पर कथाएँ हैं

                 बीणा बेंजवाल का एक महत्वपूर्ण योगदान को गढवाली समाज सदा ही स्मरण करता रहेगा . बीना बेंजवाल ने अरविन्द पुरोहित के साथ 'गढवाली हिंदी  शब्दकोश' प्रकाशित की .
 
                    बीना पाणी जोशी 'गढ़वाली जागर'   पाक्षिक समाचार पत्र में ज्ञान परिक्षा  स्तम्भ (बथा धौं) की संयोजिका   भी है.
 
                       रजनी  कुकरेती का योगदान गढवाली भाषा विज्ञानं में महत्वपूर्ण योगदान है . रजनी कुकरेती ने  ' गढवाली व्याकरण ' पुस्तक प्रकाशित कर गढवाली भाषा विज्ञानं को विकसित करने में अथक व अविस्मरणीय   योगदान  दिया.

             अतः कह सकते हैं क़ि जैसे ही महिलाओं में शिक्षा प्रसार में गति आयी गढवाली साहित्य में महिलाओं का योदान शुरू ही नही हुआ अपितु कई विधाओं में महिला साहित्यकारों ने गढवाली साहित्य विकास सभी दृष्टि से  में महत्वपूर्ण  योगदान दिया

महिला आंदोलनों की भूमि है उत्तराखंड

उत्तराखंड आंदोलनों की भूमि है, जिनमें से बहुत से अनेक आंदोलनों का नेतृत्व करने का श्रेय महिलाओं को ही जाता है। वर्तमान समय में भी महिलाएं विभिन्न आंदोलनों का नेतृत्व कर समाज को दिशा देने का कार्य कर रही हैं।

गढ़वाल विवि में 'उत्तराखंड में महिला नेतृत्व' विषय पर एक दिवसीय विचार गोष्ठी का आयोजन किया गया। गोष्ठी को संबोधित करते हुए वक्ताओं ने कहा कि महिलाओं की भागीदारी के बिना विकास संभव नहीं।


विवि के डीन सभागार में आयोजित गोष्ठी को संबोधित करते हुए मुख्य वक्ता और विवि में समाजशास्त्र विभाग के अध्यक्ष प्रो. जेपी पचौरी ने कहा कि अलग राज्य निर्माण आंदोलन भी महिलाओं की एकजुटता और नेतृत्व के कारण ही सफल हो सका।

उन्होंने कहा कि राज्य में पूर्व में चले चिपको आंदोलन, नशा नहीं रोजगार दो जैसे आंदोलन भी महिलाओं के कुशल नेतृत्व में संपन्न हुए। मुख्य अतिथि बीना चौधरी ने कहा कि गौरा देवी से लेकर टिंचरी माई तक ने राज्य में आंदोलनों का नेतृत्व किया।

 उन्होंने कहा कि समाज और राष्ट्र के निर्माण में महत्वपूर्ण भूमिका निभाने वाली महिला आज भी अपनी पहचान बनाने के लिए संघर्ष कर रही है। विशिष्ट अतिथि प्रो. अंजलि बहुगुणा ने कहा कि महिलाओं के शिक्षित किए बिना समाज के विकास की कल्पना भी नहीं की जा सकती है।

Kalavati Devi Rawat gave an opportunity to the women in her village to dream big

Can a woman who is unlettered and from a poor family dare take on the dangerous forest mafia in a fiercely male dominated society? Kalavati Devi Rawat, a resident of Bacher, a remote village in Uttarakhand’s border district of Chamoli dared and succeeded. Now in her mid-forties,
     

Kalavati Devi was barely 17 when she took on the timber criminals, out to destroy the forests of Bacher. She tamed the out-of-control  alcoholics in the mountain village, once a prototype of Uttarakhand’s brutally male-dominated hill society.

Devi’s success lies, perhaps in her inherent honesty. “I am absolutely unlettered, I can’t read or write and my parents were too poor to send me to school,” she admits rather disarmingly. The same unlettered but fiercely passionate Devi went on to win the Women's World Summit Foundation's prestigious ‘Prize for women's creativity in rural life.’The secret behind the success story of this peasant woman, as one soon discovers, is her open-mindedness and inherent keenness to learn. She considers ‘Chipko’ leader Chandi Prasad Bhatt her inspiration.
The Chipko movement, the world’s pioneering green campaign, began in Uttarakhand sometime in 1970. It presented a unique sight with the hill women hugging trees to save forests from the forest mafia’s onslaught. Kalavati Devi’s crusade against timber criminals was inspired by the same campaign. But she discovered only later that a ‘Chipko’-like non-violent struggle could also help humble the forest mafia.
She had the realisation during her informal training as a budding social activist when she went about trying to solve the day-to-day problems of the village. The first problem she confronted when she arrived in Bacher after getting married was the lack of electricity. Power was yet to reach the remote village and caused discontent among residents. “We started looking for a solution and, one day, my village sarpanch and I trekked 25km to Gopeshwar where we met Bhattji (Chipko leader) at his residence and discussed our problem with him”, recalls Devi. He took them to the officer concerned and reasoned with him. In a few days, the entire village was bathed in light; it had been connected to an electrical grid. “I had learnt my lessons: Never give up and keep pursuing things doggedly,” says Kalawati Devi animatedly.Experiences such as these were, in fact, gradually preparing her for future challenges, she says. One such challenge presented itself soon. The year was 1985. One morning, a group of women from Bacher set out on the five-km trek up to the panchayat forest of Taantri to bring fodder. “As we entered the jungle we were shocked to see a strange sight,” recollects Devi. “The foresters present there had marked rows and rows of dead trees for felling. They were around 1000 in number”, she adds. “That's the last thing we wanted", recalls Radha Devi Rawat, a village forest panchayat member. “For, in the absence of deadwood, we would be forced to cut green trees for fuel and our forests — the only source of sustenance for us-would be finished,”she adds. The foresters were, therefore, repeatedly urged to not fell trees, but to no effect. There was a heated exchange of words between both sides. “The foresters tried all tricks to browbeat us", recalls Kalavati Devi. “They tried to offer us a bribe and even threatened to kill us but we refused to be cowed down.” As the impasse continued, the village women decided to launch an agitation in favour of their demand.“One morning, we women set out on a 25-km hilly trek to the district headquarters' town (Gopeshwar) chanting slogans ‘Chipko Andolan Jindabad’ (Hail the Chipko Movement), Ped Lagao, Desh Bachao (Plant Trees, Save the Nation)”, recalls Radha Devi. A 12-hour dharna later, the administration acquiesced. Trees won’t be felled in the Taantari forest, the district magistrate announced. A war had been won.But a bigger problem persisted: the nexus between the forest mafia and the ‘alcoholics’ of Bacher. It continued to torment
the women. “Kalavati Devi had a novel solution to that problem too”, recalls Chandi Prasad Bhatt. “She knew the only way to break this nexus was by controlling the village forest panchayat,” he adds.
The then sub-divisional magistrate did put up some resistance to Kalavati Devi’s demand that women be allowed to contest the panchayat election. “The official concerned fell in line when I forcefully argued that women had been legally empowered to contest the panchayat elections”, she recalls. Kalavati Devi was, in fact, referring to the 73rd and 74th constitutional amendments enacted in the early nineties. The panchayat polls were soon announced. The long tormented women of Bacher contested and literally swept the village forest panchayat election.Since then, their hold over the local body has been intact. Now, armed with power, the women act tough with the alcoholics. “Earlier, the women confined themselves to breaking their crude distilleries. After their entry into the panchayats, they became tougher… and started hitting them with stinging nettle grass”, says Kalavati Devi who has been the president of the Mahila Mangal Dal, (an all-women group) of her village for the past three decades. “Almost all our menfolk have now given up liquor,” she adds with her trademark smile, “There is also no trace of the timber mafia.”http://www.hindustantimes.com/News-Feed/Uttarakhand/An-unlettered-revolution-in-the-hills/Article1-1022309.aspx
