Rajesh Ji,

I fully agree with you.

I have not yet understood why Govt of Uttarakhand is heisting to award those people who have brought a good name for Uttarkahand as well as India. Apart from M S Dhoni and Dr Pachuri, there must many such people who needs to be honored by the Govt. Of course by honoring them, Uttarakhand would get some benefits also with their name & fame. This would further generate a love and affection in heart of these people who are presenting living in other state of India.

relations in Uttarakhand and it is for the
Uttarakhandis to make use of his Nobel Peace Prize.

भारतीय पर्यावरणविद राजेन्द्र कुमार पचौरी ( जन्म- २० अगस्त १९४० -- ) की अध्यक्षता वाले आईपीसीसी (इंटरगवर्नमेंटल पैनल ऑन क्लाइमेट चेंज) को इस साल नोबेल शांति पुरस्कार से सम्मानित किया गया है। यह पुरस्कार आईपीसीसी को अमेरिका के पूर्व उपराष्ट्रपति अल गोर के साथ संयुक्त रूप से मिला है।

आर.के. पचौरी का जन्म 20 अगस्त 1940 को नैनीताल में हुआ था। 1981 में वह टेरी (द एनर्जी रिसर्च इंस्टीट्यूट) के डाइरेक्टर बने। 2001 में पचौरी ने इस संस्थान के डाइरेक्टर जनरल का पद संभाला।

अब तक विविध सब्जेक्ट्स पर 21 किताबें लिख चुके पचौरी 20 अप्रैल 2002 को आईपीसीसी के अध्यक्ष चुने गए। तबसे वह इस पद पर कार्य कर रहे हैं। अब तक जलवायु परिवर्तन और पर्यावरण से जुड़े तमाम संस्थानों और फोरम में पचौरी ने एक्टिव भूमिका निभाई है। पर्यावरण के क्षेत्र में उनके महत्वूपर्ण योगदान को देखते हुए भारत सरकार ने उन्हें 2001 में पद्म भूषण अवॉर्ड से सम्मानित किया।

डीएलडब्ल्यू वाराणसी से अपने करियर की शुरुआत करनेवाले राजेन्द्र कुमार पचौरी ने अमेरिका के करोलिना स्टेट यूनिवर्सिटी, रेलिग से इंडस्ट्रियल इंजीनियरिंग और इकोनॉमिक्स में डॉक्ट्रेट की डिग्री हासिल की है। 1974 से 1975 तक को वह इसी यूनिवर्सिटी में इंडस्ट्रियल इंजीनियरिंग विभाग में असिस्टेंट प्रफेसर रहे।

अमेरिका से भारत लौटने के बाद पचौरी ने कई महत्वूपर्ण सरकारी पदों पर काम किया। जनवरी 1999 में वह इंडियन ऑयल कार्पोरेशन के अध्यक्ष बने और तीन साल तक इस पद पर रहे। पर्यावरण से जुड़े तमाम मुद्दो पर इनके बहुत सारे आर्टिकल देश-विदेश के महत्वपूर्ण न्यूजपेपर्स और साइंस मैगजीन में छप चुके हैं।

 'मुझे कोई उत्कंठा नहीं हो रही, पुरस्कार मिलता है तो ठीक, नहीं मिलता तो भी कोई बात नहीं। दुनिया में मुझसे भी अधिक योग्य लोग हैं जिन्हें यह पुरस्कार मिलना चाहिए।' डा. आरके पचौरी का यह जवाब उस विदेशी पत्रकार को था जो नोबेल पुरस्कार की घोषणा होने से थोड़ी देर पहले उनकी प्रतिक्रिया जानना चाहता था। उनका कहना था सबको सिर्फ अपने काम की चिंता करनी चाहिए।
   इस जवाब के जैसा ही सहज माहौल शुक्रवार दोपहर को इंडिया हैबिटेट सेंटर के चौथे तल पर स्थित टेरी के दफ्तर में था। मीडिया में सुबह से चर्चा थी कि डा. पचौरी का नाम पुरस्कार की दौड़ में काफी आगे चल रहा है लेकिन टेरी में इसका असर नहीं दिखा। टेरी की एक उच्चाधिकारी ने कहा भी कि डा. पचौरी ने इस बारे में बात करने से ही मना कर दिया है। उन्होंने कहा कि हम लोग डा. पचौरी को बधाई देना चाहते हैं लेकिन वह हैं कि सबसे अपने काम पर ध्यान देने को कह रहे हैं। नोबेल पुरस्कार की घोषणा होने के महज एक घंटे पहले डा. पचौरी बिल्कुल शांत थे। मोबाइल फोन नहीं, कोई हड़बड़ी नहीं, नोबेल की दौड़ में आ जाने का गर्व भी नहीं। नैनीताल में जन्मे डा. पचौरी ने इस संवाददाता से उत्तराखंड के पर्यावरण और प्रदूषण पर तैयार अपनी वृहद रिपोर्ट का उल्लेख किया, पर्यावरण के खराब होते हालात पर बात की, टेरी के भावी आयोजनों पर चर्चा की लेकिन नोबेल पर बात करने से बचते रहे। उनका सहज उत्तर था कि यदि पुरस्कार मिलता है तो यह पर्यावरण सुधार के क्षेत्र में भारत के प्रयासों का सम्मान होगा। हां, दूसरे विषयों पर उनकी राय एकदम साफ और बेलाग थी।
   केंद्र सरकार को पर्यावरण सुधार पर हाल ही में अपनी रिपोर्ट सौंप चुके डा. पचौरी ने देश में आटोमोबाइल उद्योग के बढ़ते वर्चस्व पर चिंता जताई। उन्होंने कहा भारत इस मामले में अमेरिका की राह जा रहा है। बजाय इसके कि सार्वजनिक परिवहन को मजबूती दी जाए, आटोमोबाइल इंडस्ट्री अपनी शर्तें मनवा रही है। 'मैं कारों के खिलाफ नहीं हूं लेकिन इन कंपनियों को भी बस, मोनो रेल या मेट्रो बनाने की तरफ ध्यान देना चाहिए। अपने देश में हर आदमी कार नहीं खरीद सकता।' डा. पचौरी ने यूरोप को भारत के लिए आदर्श माडल बताया जहां सार्वजनिक परिवहन के साधन बहुत अच्छे कर दिए गए हैं और जहां लोग कारें घर पर छोड़कर बस या ट्रेन से दफ्तर जाते हैं। कृषि क्षेत्र में भी उन्होंने पर्यावरण के तेजी से बदल रहे परिदृश्य के मद्देनजर शोधकार्यो की जरूरत बताई। उन्होंने माना कि मीडिया के कारण पर्यावरण के प्रति जागरूकता बढ़ी है लेकिन यह तो महज शुरुआत है, मंजिल अभी बहुत दूर है।
   
   डा. पचौरी ने याद दिलाई 2015 की लक्ष्मण रेखा
   नई दिल्ली। विश्व पर्यावरण की दिशा में अभूतपूर्व काम करने के लिए शांति के नोबेल पुरस्कार से नवाजे गए इंटरगवर्नमेंटल पैनेल आन क्लाइमेट चेंज के अध्यक्ष डा राजेंद्र पचौरी ने संस्था को दिए गए पुरस्कार के लिए अपनी खुशी और आभार प्रकट करते हुए यह चिंता भी दोहरा दी है कि अगले सात आठ वर्षो में पर्यावरण में हानिकारक तत्वों का उत्सर्जन नहीं घटा तो भारी संकट उत्पन्न होना तय है। खास तौर पर उन्होंने विकासशील देशों को आगाह किया है कि उन रास्तों पर न चलें जिस पर चल कर विकसित देशों ने पर्यावरण के संकट को पैदा किया है।
   विश्व प्रसिद्ध नोबेल पुरस्कार की घोषणा के बाद पत्रकारों से बात करते हुए डा. पचौरी ने इसे आईपीसीसी से जुड़े सभी वैज्ञानिकों की जीत करार देते हुए कहा कि एक अध्यक्ष के रूप में उनका अनुभव अभूतपूर्व रहा है। उन्होंने कहा कि पिछले वर्षो में वह पैनल के अंदर एक राय बनाने में सफल रहे हैं और इसका प्रभाव रिपोर्ट पर दिखा है। साथ ही उन्होंने यह भी माना कि अब उनकी और पैनल की जिम्मेदारी और ज्यादा बढ़ गई है। उन्होंने आशा जताई कि विश्व स्तर पर आईपीसीसी की रिपोर्ट को ध्यान में रखते हुए विकास कार्य किया जाएगा। यह पूछे जाने पर कि क्या वह व्यक्तिगत रूप से पुरस्कृत न किए जाने से निराश हैं, उन्होंने कहा कि पुरस्कार आईपीसीसी के सभी लोगों के लिए है। यह बड़ी बात है। अमेरिका के पूर्व उपराष्ट्रपति अल गोर के साथ संयुक्त रूप से पुरस्कृत किए जाने पर खुशी जाहिर करते हुए उन्होंने कहा कि गोर को वह लंबे समय से जानते हैं और उन्होंने खास तौर पर पिछले दो वर्षो में पर्यावरण के लिए काफी काम किया है।
   डा. पचौरी ने आईपीसीसी की रिपोर्टो का हवाला देते हुए कहा कि किसी भी दशा में 2015 के बाद पर्यावरण में प्रदूषण के स्तर को घटाना होगा। वरना इसके अंजाम खतरनाक होंगे। एक सवाल के जवाब में उन्होंने कहा कि विकसित देशों ने आशानुरूप इस दिशा में काम नहीं किया है। लेकिन विकासशील देशों को चेतना होगा। उन्होंने कहा कि इसके लिए बहुत ज्यादा तकनीक की नहीं बल्कि योजना की जरूरत है।
   आईपीसीसी की रिपोर्टो के बाबत भारत के प्रधानमंत्री को सलाह देने के लिए बनाई गई समिति का हवाला देते हुए उन्होंने सरकार के प्रति आभार प्रकट किया और आशा जताई कि यहां पर्यावरण को लेकर विशेष इंतजाम किए जाएंगे।

Warming up to climate debate

New Delhi: For the past several years Rajendra Kumar Pachauri has been spending more time flying above 10,000 metres than with his family in his New Delhi residence.

His hard work has helped place climate change centre stage in world politics.

Its proof has been this year's Nobel recognition of the UN's Intergovernmental Panel on Climate Change (IPCC) that he chairs along with former US vice-president Al Gore.

As chairman of IPCC, Pachauri's day starts by 3:30am. And there is every chance of catching him before daybreak at the India Habitat Centre office of The Energy and Resources Institute (TERI) which he leads as director-general.

An engineer, scientist and economist, Pachauri has overseen the creation of a series of reports over the past few years exploring human role in causing climate change. They have helped move the issue up the global political agenda.

The visibly happy 67-year-old former railway engineer and energy specialist attributes the Nobel Peace Prize award to the scientific community of the IPCC. "I am merely a symbol," Pachauri said.

"Climate concerns are reaching a crescendo and the world is hurtling towards discord and dispute," he says.

Tragic part

"The tragic part is that India is being projected as one of the major contributors of pollution. And little is said about how Europe's emissions have risen in the past year or how other countries are treating the environment.

"Globally, our contribution has been very small thus far in terms of emissions of greenhouse gases, whereas the developed countries have had huge share. But this is not the time for the blame game. It is time to act before it becomes too late for any of us for damage control. The world must act decisively keeping in mind that all countries will be victims of climate change," he warns.

Pachauri remarks: "The earth's resources are taken for granted, which is a big mistake. We need to save the environment by using energy more efficiently. And we do not need rocket science to make this happen, as technologies are all around."

Biofuel, carbon storage and nuclear power are options to save the world. In addition, there needs to be a major change in global the consumption pattern, he says. What economists and scientists are informing us is something that we have read in our school textbooks. Even a slight lifestyle change of a whole population can make a difference.

Instrumental

Pachauri has been instrumental in steering the UN climate panel to dizzying heights. The panel's reports summarise two decades' scientific studies explaining the connection between human activities and global warming. The report, published this year, provided a stark view of global warming and cautioned that climate change was already on the march and rising temperatures fuelled the risk of drought, flooding and violent storms.

IPCC, comprising 3,000 scientists drawn from a range of disciplines, is the world's top scientific authority on global warming and its impact on the planet.

Pachauri, who spent his childhood in the misty mountains of Nainital in Uttarakhand, says: "Nature has left a deep impact on my psyche and it pains and bothers me to see it being ruined and the hills turning into sprawling slums."

Thinking

"On its front, TERI goes about working with the industries and the corporate sector trying to bring about a change in their thinking. Thus, more and more people are getting conscious about these issues than before and there is definitely a distinct change.

Pachauri, with his wide-ranging expertise feels that India can get over the "fatal attraction" with fossil fuels. Among his solutions are promotion of public transport, energy-efficient buildings and renewable energy. He said the country needs to pay more attention to its forests, rivers, lakes and fresh water resources.

लंदन। नामचीन पत्रिका 'नेचर' ने अपने ताजा अंक में मुख पृष्ठ पर राजेंद्र पचौरी की तस्वीर छापी है। पचौरी इंटरगवर्नमेंटल पैनल आन क्लाइमेट चेंज [आईपीसीसी] के मुखिया हैं। उनकी अगुवाई में पैनल को इस साल का नोबेल शांति पुरस्कार मिला है।

'नेचर' पत्रिका ने विज्ञान के क्षेत्र में उल्लेखनीय भूमिका अदा करने वाली किसी एक शख्सियत को लोगों की नजरों में चमकाने के लिए एक नई मुहिम छेड़ी है। अब से वह हर साल विज्ञान के क्षेत्र में अभूतपूर्व योगदान देने वाले को 'न्यूजमेकर आफ द ईयर' अवार्ड प्रदान किया करेगी। इस बार यह सम्मान पचौरी को मिला है। पचौरी की अगुवाई वाले पैनल की रिपोर्ट के बाद ग्लोबल वार्मिग के खतरे को लेकर दुनिया सावधान हुई।

एक लेख में पचौरी के लिए कहा गया है कि वैसे तो आईपीसीसी बीते कई साल से ग्लोबल वार्मिग के असर पर निगाह गड़ाए था, पर राजेंद्र के कमान संभालने के बाद इसने दुनिया का ध्यान मौसमी बदलावों की ओर दिलाया। पैनल ने अपनी चौथी रिपोर्ट को तैयार करने में व्यापक स्तर पर काफी मेहनत की। इसमें दुनिया के भिन्न कोनों में आ रहे बदलावों का अध्ययन किया गया। साथ ही पर्यावरण का संतुलन बनाए रखने में मददगार कोरल रीफ [प्रवाल भित्ति] व अन्य महत्वपूर्ण कारकों पर मंडरा रहे खतरों के बारे में बताया। पचौरी के नेतृत्व से पैनल को बड़ा गौरव हासिल हुआ है। हम पचौरी के इस योगदान के लिए उन्हें सलाम करते हैं।

Pachauri set to become IPCC head again

NEW DELHI: Rajendra Kumar Pachauri, the chairman of the Intergovernmental Panel on Climate Change (IPCC) that shared last year's Nobel Peace Prize with former US vice president Al Gore, is set to become its chairman for a second term, official sources said.

His current term ends July 31. Pachauri has agreed to put in his candidature for a second term, government sources confirmed here on Monday. Pachauri is based in the Indian capital, where he also heads The Energy and Resources Institute (TERI), a think tank.

Pachauri's name for a second term as head of the influential IPCC was endorsed at an executive committee meeting of the World Meteorological Organisation (WMO) in Geneva late last month, the sources said.

The WMO is one of the parents of the IPCC. Top officials in the other parent body, the UN Environmental Programme (UNEP), had made it known that Pachauri would be elected chairman "unanimously" if he agreed to put in his name.

Pachauri was reportedly waiting for the WMO executive committee meeting before agreeing to have his name put forward. He has now agreed, the sources said, adding that the government would now formally propose his name to head the UN body once more.

Pachauri is also a member of the prime minister's task force on climate change, which is expected to outline this June India's strategy to tackle climate change.

Since Pachauri took over as chairman of the IPCC on April 20, 2002 for his first term, the group of over 2,500 scientists worldwide has come into global focus because they have been carrying out the benchmark studies on climate change, the crisis that has been described as the "defining challenge of our times".

The fourth assessment report of the IPCC brought out in 2007 under Pachauri's stewardship woke up the world to the imminence of climate change, a phenomenon that is already affecting farm output, leading to more frequent and more severe droughts, floods and storms and raising the sea level, with the worst impacts on the tropics and sub-tropics.

Born on Aug 20, 1940 in Nainital, Padma Bhushan awardee Pachauri started his career at Diesel Locomotive Works, Varanasi. He moved on to teach at North Carolina State University in Raleigh (North Carolina), where he also got two doctorates - in industrial engineering and economics. Then he taught at Administrative Staff College of India in Hyderabad and was the director of Consulting and Applied Research Division before starting to head TERI in August 1981.

Pachauri has authored 21 books apart from a number of academic papers and articles. One of the books is on cricket, a game he follows keenly.
