Dosto,

As you are aware, Industerial Tax holiday for Uttarakhand state has expired on 31 Mar 2010. Still, there is relief from Central Govt side to extend the Tax Holiday for the State.

Both BJP and Congress Parties are meeting PM and other Leaders in Centre separately for extension of Tax Holidays in the State but the good news is yet to come.

Do think there is some political game going on over this issue, keeping in view the upcoming poll in the State in 1.5 yrs?

Tax holiday scheme comes to an end in HP, Uttarakhand

The tax holiday scheme, announced by the Vajpayee-led BJP government at the Centre way back in 2002 to boost the sagging industrial activities in the hilly states like Himachal Pradesh and Uttarakhand, seems to have come to an end with the central government keeping mum on extending the date beyond March 31, 2010.

Though the state governments in Himachal Pradesh and Uttarakhand have been lobbying hard with the central government for quite some time to extend the deadline at least for another three years, all their noises in this regard fell on the deaf ears. The two hilly states, since the inception of the tax holiday scheme, had drawn millions in investments from a range of industries including pharmaceuticals. In fact, these states have over the years become the hub of pharmaceutical activity in the country.

Experts said that in spite of the intense political pressures being exerted from different quarters, Union finance minister Pranab Mukherjee decided to do away with the tax holiday as he looked to clean up the exemption-ridden tax regime in the run-up to the launch of a comprehensive goods and service tax (GST) regime which is proposed to come into effect from April 1, 2011.

As the government did not extend the tax holiday, any new investments in these states will not be eligible for 100 per cent excise duty holiday provided as a part of the industrial development package for the uplift of these industrially backward states. However, all investments made until March 31, 2010, will continue to enjoy the benefit for another 10 years.

The government's decision not to extend the tax holiday signals curtains for the sharp rivalry between the manufacturers of excise free zones and non-excise free zones. Ever since the government started the MRP-based excise collection in 2005, the pharma manufacturers in the non-excise free zones have been crying coarse for a level-playing field. Though the disparity between the excise free zones and non-excise free zones have come down to a large extent last year when the government slashed the excise duty periodically from 16 per cent to a meagre four per cent, the neighbouring states like Punjab and Haryana have been lobbying hard to end the tax holiday as they have lost a large chunk of their revenue due to the migration of industries to tax havens.

In fact, so disturbed was these states that Punjab had filed an SLP in supreme court asking the court to direct the central government to extend the tax holiday status to it also.

They came, they saw and they vanished. With the area-based exemptions all set to end tomorrow in Uttarakhand, a series of top companies has now given up the idea of setting up new units in the hill state.

Although, top government officials claimed that the uncertainty over the extension of concessional industrial package (CIP) was the one big reason that discouraged these companies from moving towards the hill state, sources said several other reasons like recession also deterred them from going for further expansion.

ACC Ltd tops the list of all those companies which did not establish new units despite having such plans. The cement giant was looking for land in the industrial town of Kashipur in Kumaon region and had held talks with the state government in this regard. The company had proposed to invest Rs 379 crore.

Other companies like Borosil Glass, BOC India, Tube investment, Amara Raja Batteries, Annpurna Rolling Mill remained hesitant in coming to the hill state. "We are not saying the industrial package is the only reason. But yes, the uncertainty surrounding the package remained one big reason that discouraged these companies to come to Uttarakhand," said Additional Secretary Industries S C Nautiyal here.

A total of 10 to 15 such top-notich companies backed out at the eleventh hour. "Had we got some more time, some of them surely would have come to Uttarakhand," said Nautiyal. Following this, the investments worth Rs 6,000-10,000 crore were affected, he said.

Chief Minister Ramesh Pokhriyal Nishank, who is seeking the extension of package till 2013, if not 2020, has maintained that the expiry of the industrial package would affect investments worth Rs 30,000 crore, which are already in pipeline in the state.

औद्योगिक पैकेज पर निशंक मंत्रिमंडल प्रधानमंत्री से मिला

नई दिल्ली। उत्तराखंड के मुख्यमंत्री रमेश पोखरियाल निशंक ने अपने सभी मंत्रिमंडलीय सहयोगियों के साथ आज यहां प्रधानमंत्री मनमोहन सिंह से मुलाकात कर राज्य के लिये औद्योगिक पैकेज की अवधि 2020 तक बढाने की मांग की। पैकेज की अवधि 31 मार्च को समाप्त हो रही है। श्री निशंक ने प्रधानमंत्री से मुलाकात के बाद भरोसा जताया कि उनकी मांग स्वीकार कर ली जायेगी। उन्होंने संवाददाता सम्मेलन में कहा कि प्रधानमंत्री को इस तथ्य से अवगत कराया गया कि यदि पैकेज नहीं बढाया गया तो राज्य से 30 हजार करोड रपये के निवेश प्रस्ताव वापस चले जायेंगे और इससे करीब दो लाख नौजवानों के लिये रोजगार के अवसर खत्म हो जायेंगे। उन्होंने कहा कि उत्तराखंड संवेदनशील राज्य है और वहां के लोग भावुक हैं। यह सीमावर्ती राज्य है और इसकी परिस्थितियां अन्य राज्यों से भिन्न हैं . इसलिये केन्द्र सरकार को इस ओर विशेष ध्यान देना चाहिये।  उन्होंने इस बात पर अफसोस जताया कि प्रधानमंत्री वित्त मंत्री तथा वाणिज्य मंत्री से पहले भी मिलकर और पत्र भेजकर अनुरोध करने के बावजूद अभी तक औद्योगिक पैकेज की अवधि नहीं बढायी गयी। श्री निशंक ने कहा कि वाजपेयी सरकार ने 2003 में उत्तराखंड के लिये 2013 तक औद्योगिक पैकेज घोषित किया था लेकिन संयुक्त प्रगतिशील गठबंधन सरकार ने केन्द्र में सत्तारढ होने पर पैकेज की अवधि घटाकर 2010 तक कर दी।
मुख्यमंत्री ने कहा कि ऐसा पहली बार हुआ है कि किसी राज्य के लिये घोषित पैकेज की अवधि इस तरह घटायी गयी है। इस सवाल पर कि क्या केंद्र की संप्रग सरकार भारतीय जनता पार्टी शासित राज्यों के साथ भेदभाव कर रही है उन्होंने कहा.. प्रत्यक्ष को प्रमाण की जरूरत नहीं है। उन्होंने कहा कि दूसरी ओर भाजपा नीत राष्ट्रीय जनतांत्रिक गठबंधन सरकार ने जब पैकेज घोषित किया था तो उस समय उत्तराखंड में कांग्रेस की सरकार थी। श्री निश्कां ने कहा कि उन्होंने प्रधानमंत्री को बताया कि पृथक उत्तराखंड राज्य का आंदोलन बेराजगारी से भी जुडा हुआ था।अब यदि पैकेज की अवधि नहीं बढाई गयी तो बेरोजगार बढेगी और नौजवानों में अंसतोष पैदा होगा। उन्होंने कहा कि राज्य की 375 किलोमीटर सीमा चीन से तथा 250 किलोमीटर सीमा नेपाल से लगती है।उनका कहना था कि चीन सीमा तक पहुंच चुका है और राज्य के सीमावर्ती गांवों के लोग पलायन के कगार पर हैं। ग्र्रामीण यदि पलायन करेंगे तो सीमा पर कठिनाईयां पैदा होंगी।राज्य के हर परिवार से औसतन एक नौजवान सेना में जाता है उस स्थिति में सेना के लिये लोग भी नहीं मिल पायेंगे। मुख्यमंत्री ने कहा कि ऐसा कहा जाता है कि उत्तराखंड के लिये औद्योगिक पैकेज का दूसरे राज्य विरोध करते हैं।उन्होंने कहा कि इस राज्य की स्थिति दूसरों से अलग है इसलिये उनसे तुलना नहीं की जा सकती।उत्तराखंड का 65 से 70 प्रतिशत हिस्सा वन क्षेत्र है और यह अरबों खरबों की वन संपदा देश की पर्यावरण रक्षा के काम आती है।
श्री निशंक ने कहा कि केन्द्र ने पूर्वोत्तर राज्यों के लिये 2017 तक तथा जम्मू कश्मीर के लिये 2012 तक पैकेज घोषित कर रखा है। फिर उत्तराखंड के लिये ही यह अवधि घटाकर अन्याय क्यों किया गया।  उन्होंने कहा कि 2013 तक तो यह घोषित किया गया था इसलिये तब तक यह हमारा अधिकार बनता है और हम चाहते हैं कि इसे 2013 नहीं बल्कि 2020 तक बढाया जाये। मुख्यमंत्री ने कहा कि पैकेज की अवधि अब तक नहीं बढाये जाने से उत्तराखंड की जनता में असंतोष और आक्रोश है। राज्य के सभी राजनीतिक दल इसे बढाने की मांग पर एकजुट हैं। उन्होंने बताया कि राज्य से सभी पांच सांसद कांग्रेस से हैं और वह उनके साथ भी प्रधानमंत्री से मिलकर पैकेज की अवधि बढाने की मांग कर चुके हैं। उन्होंने कहा कि प्रधानमंत्री ने आज आश्वासन दिया कि वह इस संबंध में वित्त मंत्री प्रणव मुखर्जी से बात करेंगे। श्री निशंक ने कहा कि वाणिज्य मंत्री ने पैकेज की अवधि बढाने की संतुति की हुयी है और उन्होंने प्रधानमंत्री को भी इससे अवगत कराया है। उद्योग मंत्री भी इससे सहमत हैं। अब प्रधानंत्री को ही निर्णय लेना होगा। उन्होंने बताया कि राज्य विधानसभा ने सर्वसम्मति से पैकेज की अवधि बढाने का प्रस्ताव पारित किया है। इसमें कांग्रेस . बहुजन समाज पार्टी तथा सरकार के सहयोगी उत्तराखंड क्रांति दल का पूरा समर्थन है।

Shimla, May 8 (PTI) Union Minister for Commerce andIndustry Anand Sharma today said that the special industrialpackage announced for Himachal Pradesh and Uttarakhand in 2003has not been withdrawn.

    "Industrial package to Himachal and Uttarakhand has notbeen withdrawn but for the sunset clause of excise department,which ended the excise exemption, other incentives like incometax holiday, capital subsidy and transport subsidy continues,"Sharma said.

    The special industrial package with several concessionsfor setting up new units was provided in 2003 by the NDAgovernment and was due to expire on March 31, this year.

    But in January, the commerce ministry had recommended tothe Prime Minister and the finance ministry that the packagebe extended till 2013.

No excise duty waiver in hill states beyond 2010: Anand Sharma

Commerce and Industry Minister Anand Sharma Saturday said there will be no extension of the central excise duty exemption granted to hill states under a special industrial package that expired in March this year.

'There would be no extension of the central excise duty exemption beyond March 2010 granted under a special industrial package to northern hill states (Himachal Pradesh, Uttarakhand and Jammu and Kashmir) and northeastern hill states after the expiry of the sunset clause,' he said.

The National Democratic Alliance government had granted a special industrial development package to these states in 2003 for 10 years that provided 100 percent excise duty exemption also. But the period was later curtailed to 2010.

'Three major components of the package - income tax benefits and capital and transport subsidies - will continue as per the original time frame in these states,' Sharma told reporters here.

He was here to attend an interactive session organised by the Confederation of Indian Industry (CII).

Sharma refuted the allegations of chief ministers of Himachal Pradesh and Uttarakhand that the central government has discriminated against the Bharatiya Janata Party (BJP)-ruled states by not extending the package till its original time frame of 2013.

Sharma said: 'Let me clarify here that the industrial package is alive till March 2013. It's not dead...(except for the central excise duty exemption) the industry will continue to get other benefits

The Centre has extended the central industrial package for Himachal Pradesh and Uttarakhand till March 2013. This was announced by Union Commerce and Industries minister Anand Sharma here.
 
 
“After my talk with the PM it was decided to continue the industrial package till 2013. Only one clause (excise) has been changed,” Sharma said here at a CII meet.

“The UPA is a fair and judicious government.The package is being extended despite protests by Punjab and Gujarat,” he said.
The decision came hours before the BJP’s proposed ‘injustice rally’ led by party president Nitin Gadkari in Shimla on Sunday in protest against the expiry of the industrial package after March 2010. The package had been announced by the NDA government in 2003.
Meanwhile, the state is also going to have a spice park at Nadaun in Hamirpur district soon, Sharma said.
“The park will have a storage capacity of 1,000 million tonnes. Rs 27 crore has already been released for this park,” added the minister.
The minister clarified that all benefits of the Centre’s concessional industrial package 2003, other than excise exemption, still stood.
 
The minister inaugurated an effluent treatment plant in the industrial town of Baddi, which has a capacity of treating 60 million gallons of water.
The Centre has also decided to revive the dying Kangra tea industry through the tea board.
“We are going to rehabiliate 10,000 hectares tea growing area through the tea board,” Sharma said.
“Since the demand of organic tea is very high, we also plan to promote organic tea. The tea board will soon open an office in Palampur,” he said.
The British began cultivation of the Kangra tea in 1882 in and around the Palampur foothills in the Kangra valley some 260-km from here.

Special industrial package: Nishank meets Dhumal to draw common strategy

The chief ministers of two BJP-ruled hill states — Himachal Pradesh’s Prem Kumar Dhumal and Uttarakhand’s Ramesh Pokhriyal Nishank — on Wednesday wrote a joint letter to Prime Minister Manmohan Singh, seeking extension of the Central excise exemptions. The benefits were granted up to 2013 under a special industrial package by the NDA government in 2003 but ended abruptly on March 31 this year.

Pokhriyal, who flew down Wednesday morning, held a meeting with Dhumal to draw a common strategy to get the Central excise exemptions restored for the two special category states, the withdrawal of which has triggered widespread resentment in the two states.

“We will wait for the Prime Minister’s response to the letter. This is first step we have taken together. We really want to know the reasons why the Centre has chosen to withdraw the benefits, which were granted by the NDA government for 10 years. It is totally unwarranted and unprecedented action of the Centre, which the two states will resist together,” Pokhriyal told a joint press conference with Dhumal here.

Dehradun, Jun 27 (PTI) Supporting the demand of Uttarakhand and Himachal Pradesh for extension of Concessional Industrial Package (CIP), senior BJP leader Sushma Swaraj today said the party had asked Punjab and Gujarat governments not to oppose incentives to the two hill states.

"We have asked these states (Punjab and Gujarat) to make progress on the basis of what they are getting, and not to oppose the package to Uttarakhand and Himachal Pradesh," Swaraj told reporters after releasing a booklet on the completion of one year of Nishank Government in office here.

The BJP leader said that the Centre's decision to curtail the CIP to the two states was "totally unjustified."

"Industries had started to come to Uttarakhand and Himachal Pradesh keeping in view the long period of industrial package, which was scheduled to expire in 2013.
