पीटीआई ॥ देहरादून : उत्तराखंड सरकार ने अंतरराष्ट्रीय महिला दिवस के मौके पर राज्य की महिला कर्मचारियों को तोहफा दिया है। सरकार ने उन्हें दो साल की चाइल्ड केयर लीव प्रदान की है। राज्य की सत्ता में चार साल पूरे कर चुके मुख्यमंत्री रमेश पोखरियाल निशंक ने मंगलवार को कहा कि हमने प्रदेश की महिला कर्मचारियों को दो साल की चाइल्ड केयर लीव देने का फैसला किया है, ताकि वे बगैर किसी दिक्कत के अपने बच्चों का पालन-पोषण कर सकें।

With the aim of women empowerment, the gender budget now stands at Rs 1851.55 crore.
The stamp duty has been reduced to 5 per cent from the pervious 6 per cent.
To minimise the evasion of stamp duty, e-stamping facility will be introduced in 4 districts of Haridwar, Dehradun, Udhamsingh Nagar and Nainital.
For small and non-AC restaurants VAT will be reduced from 13.5 per cent to 4 per cent.
The existing tax rate on cinema tickets will be reduced in a range of 25 to 50 per cent.
Students of Uttarkahand education board securing 80 per cent and above marks would be given laptops. First state women engineering college will also be established.
Air ambulance facility will be started soon to cater to emergency disaster situation in far flung areas.

Chief Minister Ramesh Pokhriyal Nishank presents a Rs. 2,618-crore deficit budget

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank on Tuesday presented a Rs.19,366.91-crore budget for the coming financial year with a fiscal deficit of Rs.2,618 crore amid unprecedented chaos by Opposition members.

The Congress and Bahujan Samaj Party members were seen throwing up torn copies of the budget speech and raising loud slogans in the well of the House. This was countered by loud thumping of desks by the Treasury benches. The commotion continued throughout the Chief Minister's budget speech.

Talking to newspersons later, Leader of the Opposition Harak Singh Rawat charged the Nishank Government with promoting corruption and ensuring a zero development rate in the State. “Many heads will roll if there is a CBI probe into the major scams that had surfaced lately,” Mr. Rawat said.

Mohd. Shahjad of the BSP wondered how the Chief Minister was claiming all-round success when the people who were badly hit by the monsoon fury were still awaiting rehabilitation or compensation.

Expressing deep anguish over the behaviour of the Opposition, the Chief Minister said this was perhaps the first time that a budget speech had been disrupted in such a blatant manner. “Everyone knows that we are going in for elections soon, but that does not allow the Opposition to behave in an irresponsible way,” Mr. Nishank said.

A highlight of the budget was an unprecedented 55 per cent increment in capital expenditure. Similarly an increase of 28.2 per cent had been made under the Plan expenditure head and a 24 per cent increase under the non-Plan expenditure head. The increment in capital expenditure in addition to the other expenses speaks for the sound financial health of the State, Mr. Nishank said.

Uttarakhand sets up separate Sanskrit education board

Dehra Dun, Apr 28 (PTI) Uttarakhand government, which had accorded Sanskrit the status of second official language of the state last year, has set up a separate Sanskrit education board for giving recognition to language schools. Uttarakhand Sanskrit Education Board (USEB) would prepare the syllabus and publish books for class I to class 12 besides holding examinations and evaluating their answer-sheets, said Dr Vachaspati Maithani, Director of Sanskrit education. The board would also arrange for training of Acharyas (teachers) and Pracharyas (headmasters) of the schools, he said. Maithani said a notification to this effect has already been issued by the government.

टिहरी जिला मुख्यालय से अब जिले के सभी ब्लाकों के बीच वीडियो कांफ्रेंसिंग की जा सकेगी। खास बात यह है कि टिहरी सूबे का पहला जिला होगा, जहां यह सुविधा उपलब्ध होगी। शुक्रवार को इसकी शुरुआत होगी।

सूबे की राजधानी को सभी जिलों और जिलों को सभी ब्लाक से वीडियोकांफ्रेंसिंगके माध्यम से जोड़ने को लेकर केंद्र ने एनआइसी उत्तराखंड को निर्देश दिए हैं। इसके तहत राजधानी से जिलों को जोड़ने की योजना पर काम पूरा हो चुका है। अब जिलों को ब्लाक से जोड़ने की तैयारी है। एनआइसी उत्तराखंड ने इस बारे में सभी जिलों के डीएम को पत्र लिखा, इसमे टिहरी ने रुचि दिखाई। एनआइसी ने इसका साफ्टवेयर बनाकर सभी ब्लाकों में आवश्यक इंफ्रास्टक्चर तैयार किया। दो दिन पूर्व इसकी टेस्टिंग हुई, एनआइसी ने इस बारे में शासन को अवगत कराया, शासन ने शुक्रवार से इसे शुरू कराने पर हरी झंडी दे दी। एनआइसी उत्तराखंड के निदेशक डा.डीआर शुक्ला के मुताबिक शुक्रवार को डीएम द्वारा वीडियो कांफ्रेंिसग के जरिए सभी ब्लाकों में संबंधित अधिकारियों से वार्ता कर जिले की प्रगति की समीक्षा की जाएगी। दूसरे जिलों से प्रस्ताव आने पर वहां भी यह सुविधा शुरू की जाएगी।

 Uttrakhand organising ambassador's meet to attract investment 
 
 DEHRADUN: Looking to attract investment in Uttarakhand, an ambassadors' meet is being organised by the state government here tomorrow.

Ambassadors and High Commissioners of more than a dozen countries like Bangladesh , Burundi , Gabon , Georgia , Indonesia , Lithuania , Madagascar , Malaysia , Nepal , Nigeria , Portugal , Singapore , Tajikistan and Trinidad and Tobago are scheduled to participate in the meet, being organised by Uttarakhand government and Industries Association of Uttarakhand (IAU).

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank will address the ambassadors' meet, which will deliberate upon trade and investment opportunities with Uttarakhand, said IAU President Pankaj Gupta.

An exhibition on the theme, "Showcasing Uttarakhand: Land of Opportunities", would also be organised to make the ambassadors' and high commissioners aware of the possibility of investment in various sectors in the hill state, he said.

Uttarakhand govt approves work plan worth Rs32.98 crore under BADP
 
 
Uttarakhand government today approved the work plan worth Rs32.98 crore for development of strategically important five border districts in the state under Border Area Development Programme (BADP).
The work plan was approved at a hight-level meeting presided over by chief secretary Subhash Kumar, the state government said in a statement here.
Uttarakhand shares international borders with China and Nepal. Rs6.98 crore was alloted for Champawat, Rs5.60 crore for Chamoli, Rs13.6 crore for Pithoragarh, Rs4.47 crore for Udham Singh Nagar and Rs3.60 crore for Uttarkashi district, the statement said.
Kumar also directed district magistrate of Pithoragarh to revise the work plan as per requirement of the area and submit it again. Only those works should be undertaken under BADP, for which there was no budget in the concerning department, he said.
Kumar expressed satisfaction over the progress of works in the year 2010-2011 and directed the concerned district magistrates to complete the remaining works latest by the end of August.
The Chief Secretary said under BADP, basic amenities were being provided to the people living near the
international border areas.
For the purpose, Union home ministry has sanctioned Rs32.98 crore for the 9 development blocks spread over 5 districts of Uttarakhand.
These development blocks are Munsyari, Munakot, Dharchula, Kanalichhina in Pithoragarh district, Champawat and Lohaghat in Champawat district, Khatima in Udham Singh Nagar, Joshimath in Chamoli and Bhatwari in Uttarkashi district.
Under the work plan of BADP for 2011-2012, 59 development works will be carried out in Champawat district, 60 in Chamoli, 479 in Pithoragarh, 146 in Udham Singh Nagar and 87 development works in Uttarkashi district.
The works of Education, Medical-Health, Agriculture, Infrastructure, Security and social sector would be undertaken under BADP.

Uttarakhand APL families to get 20 kg of foodgrains for Rs 10
 
 
In a cabinet decision, the Uttarakhand government today decided to give 10 kg each of wheat and rice per month to above poverty line (APL) families in the state at Rs 4 and Rs 6 per kg, respectively, from next month.
Nearly 1.8 million APL card holders will be benefited by the new decision. For the below poverty line (BPL) families, the government had already announced 34 kg of rice and 34 kg of wheat at Rs 3 and Rs 2 per kg, respectively, early this year.
 
The decision will put a burden of Rs 252 crore per annum on the state exchequer, Chief Secretary Subhash Kumar said. Till now, APL families were getting 10 kg of wheat and 2 kg of rice per card, Kumar said.

The decision comes at a time when assembly elections are seven months away.
For the implementation of the new decision, Kumar said the government would purchase food grains from the open market as the quota it gets from the Centre is insufficient. The chief secretary said the government would urge the Centre to increase the food grains quota for APL families of the state in future.
Chief Minister Ramesh Pokhriyal Nishank had earlier announced the government would provide food grains to APL families also at cheaper rates through ration shops under Atal Khadyan Yojna to provide succour to the people reeling under the rising inflation.
Meanwhile, a Congress leader said the party would come out with a similar plan during election time. “We will beat BJP through far better planning,” he said.

Uttarakhand sanctions Rs11 crore for cultural affairs
 
In a bid to propagate and preserve the rich cultural heritage of the state, Uttarakhand government today released a sum of Rs11 crore for the ministry of cultural affairs.
In the past four years, the Uttarakhand government has released a total sum of Rs45 crore towards the cultural activities in the state, cultural affairs minister Vijaya Barthwal said.
The government has pledged its full support and co-operation towards encouraging cultural activities in the state through several schemes and policies, she added.
Barthwal mentioned that a multifaceted Himalayan Museum will soon come up in Rishikesh. Further, she said that she has
also issued directives to officials for proper maintenance of all the temples in the state.
Uttarakhand, often referred to as the land of fairs and festivals, witnesses a plethora of vibrant cultural activities like Uttarayani Fair, Jauljibi And Thal Fairs, Nanda Devi Fair and many others throughout the year.

Monthly pension to labourers in UttarakhandPTI | 07:05 PM,May 31,2011 Dehra Dun, May 31 (PTI) The Uttarakhand government will give a monthly pension of Rs 150 to labourers who are over 60 years, official sources said today. The scheme was finalised at a meeting here yesterday by Labour Ministe Prakash Pant, they said. Labourers, who become disabled to earn livelihood due to some accident or ailment, will also be given a monthly pension of Rs 150 with a compensation of Rs 5000. If a labourer dies due to some accident on work, his family members will be given Rs 50,000, the sources said. Under the scheme, in case of death due to natural reasons, the family will be given Rs 15,000, they said. Besides, the labourers will be given an assistance of Rs 1000 for treatment of ailment and Rs 5000 for treatment of disability.
