Uttarakhand Kranti Dal

The Uttarakhand Kranti Dal is a regional political party in India. It bills itself as the only regional party of the Uttarakhand Himalayas, in contrast to the national parties that dominate the region's politics.

The UKD was established in 1979 to fight for a separate state composed of the hill districts of Uttar Pradesh. The founding convention was chaired by Dr. D.D. Pant, former vice-chancellor of Kumaun University. This demand was partially achieved with the creation of Uttaranchal state in 2000. However, in the first ever state assembly elections in 2002, it won only 4 out of 70 seats, and were outmaneuvered by the Congress and BJP who were late comers to the separate state movement, but succeeded in capturing its momentum for electoral gain.

As of yet, the UKD has not been able to achieve its ostensible goal in establishing a viable "third force" in Uttarakhand politics due to splits and divisions within its ranks. However, it maintains friendly relations with left parties in the state such as the CPI, CPI(M), and other minor Uttarakhand parties and social movements.

The party has taken on various campaigns in the past geared towards the social and economic uplift of highlanders. The party has however embraced a number of causes of concern to the diversity of peoples living in Uttarakhand, defining the Uttarakhandi identity in broad and inclusive terms. As such, its ideology of civic as opposed to ethnic regionalism can be compared to other centre-left nationalist parties like the Scottish National Party or Plaid Cymru, although its orientation and goals are emphatically non-secessionist.

The current president of the party is B.D. Raturi and its legislative caucus is headed by Kashi Singh Airi, one of its first elected MLAs. Other personalities include the late Indramani Badoni, late Bipin Chandra Tripathi, and Diwakar Bhatt, founder members and long time agitators for the separate state movement.

At the February 2007 state elections, the party won 3 of the 70 seats, but because neither the Congress nor the BJP received a majority, the UKD took an important role in forming the next government by providing needed support to one of the larger parties. [1]

The party chose to support the BJP, which was much closer to having a majority compared to the Coongress Party, and the BJP formed the next government in March 2007.

About the Party
The Uttarakhand Kranti Dal was founded on 25 July, 1979, under the chairmanship of the then Vice-Chancellor of Kumaon University, Shri D.D. Pant.

In addition to leading the separate statehood movement by building a large and inclusive identity for the region's diverse peoples, the UKD has since focussed on social justice and balanced development for the Uttarakhand region of the Indian Himalayas.




In 1980, the Jaswant Singh Bisht opened the party's account by winning the UKD's first legislative assembly seat. In 1985, Kashi Singh Airi won in Pithoragarh, becoming the party's longest serving member, winning again in the new Uttaranchal state assembly elections of 2002.

In 1994, the party helped successfully steer a anti-reservation stir into a massive movement for a separate hill state, the only way to address the region's development issues specific to its rugged highland geography.

In 1999, Indramani Badoni, one of the original hunger strikers of 1994 and a long-time stalwart of the UKD breathed his last. The party pledged to take up his work as a tribute to his tireless efforts on behalf of the region.

In 2000, the state of "Uttaranchal" was created. While welcomed as a major victory by the people, the state's creation was only a partial success as the manner in which it was formed completely disregarded the movement that gave it birth.

In the post-statehood period, the UKD has continued to speak out for the rights of the average citizens of state, while pressing to complete the unfinished business of the Uttarakhand Andolan, including defending the state's social and cultural identity as embodied by its true name, Uttarakhand, locating its permanent capital at Gairsain, and fighting for greater grassroots democracy and the basic rights of Uttarakhandi people.

Platform & Position Papers
Following the 2007 state assembly election, the party decided to extend issue-based support to the BJP minority government in order to advance the platform of the party and ensure stability in governance. A nine-point list of demands was put forward, including resolving the capital city issue and putting a stop to further assembly seat delimitation. These points were accepted by the BJP on principle, although Gairsain has yet to be resolved.

In our 28th Convention held in October 2006 in Pithoragarh, we took up the issues of a permanent state capital, delimitation, employment, return of government employees who have opted for UP, and the crisis over rising prices. For the 2007 Assembly Elections, we determined that the interests of students, workers and traders will be placed front and centre. We also concluded to do all we can to build alliances with friendly parties to save Uttarakhand by ousting the Congress and denying the BJP from coming to power in the state.

Our election platform included, but was not exclusive to the following points:

We will return rights to the people over water, forests and land.
We will oppose the recommendations of the Delimitation Commission.
We will put a check on corruption and probe all scams.
We will support universally accessible education for poor and rich alike.
We will formulate effective policies on horticulture and agriculture.
We oppose giving land in the Terai region to industrialists at cheap prices.
We want to place emphasis on setting up industry in every district of the state.
We are against residents of the state having to provide domicile certificates, rather we believe in acknowledging those who have had property here for the last 30 years as domiciles of the state.
We want reservations for the poor among upper castes.
We favour reserving 85 percent of jobs in industry in the state for the local people.
We want to connect every part of the state down to the tehsil and block level with good roads to promote tourism. Rail and ropeway connections will also be promoted.
We will establish 23 districts in the state for more effective governance closer to the people.
We are also pained by the neglect of those who were part of the Uttarakhand movement. We promise to honour and appreciate this section of society.
In addition, the UKD has led the high profile struggle to defend folk singer and hero Narender Singh Negi from censorship, while working on several fronts to defend the interests of the people of Uttarakhand.

२- श्री ओम गोपाल रावत, निर्वाचन क्षैत्र- (०८) नरेन्द्र्नगर
३- श्री पुष्पेश त्रिपाठी, निर्वाचन क्षैत्र- (४५) द्वाराहाट

इसमें से श्री दिवाकर भट्ट उत्तराखण्ड सरकार में राजस्व एवं खाद्य मंत्री हैं।
