As an outsider to Uttarakhand I have seen major improvement in governance after state capital shifted from Lucknow to Dehradun. For the next level of improvements to take place the capital needs to be in the heart of the problem - hilly areas as they have their unique set of problems. Gairsain happens to be a very good option.
The politicians know of the problems but the implementation agency - bureaucrats - need to be in the thick of the problem.
The solution they will adopt to solve the problems they will face in gairsain can then be implemented in other part of the hilly areas.
It is surprising - Garhwalis love the idea, Kumaonis love the idea, non residents like me love the idea, Politicians like it but capital issue is still not getting implemented. This shows the power of the vested group - Govt. machinery. Their attitude can only change after they and their families will need to stay in a hilly area.
Imagine the capital is in Gairsain and then visualize the benefits it bring to hills. It will be tremendous.
