The board of Directors of East India Company sent an order on 7th February 1838 (1) –
“Saklanis of Saklana Jagir are family oriented Jagirdar of Ex- Garhwal Kingdom. Saklani Jagirdar or Jagir is not under British rule but under Tehri Riyasat. It is perfect British officials not hearing complains of Saklanis. However, British officials should not stop people of Saklana taking complaints to Tehri King. Those Jagirdars can’t declare or behave as free Jagirdar. Those are under King (Tehri King). Whenever, Jagirdar do suppress the Jagir People, The King should stop such suppression.”
Dabral informed (2) that the Political l Agent declared information among Saklani Jagir people that if people did not get justice from Jagirdar they were free to go to the King. However, whenever, the Chaprasi (peon) of King used to visit Saklana Jagir , the Saklanis used to insult that peon very badly.
Referring the English pre Mutiny (3) , Dabral informed (1) that there was the Free tax was Rs.800 from people to Saklani Jagir . However, Muafidar Devidatta demanded tax for Rs. 1400 from the people. Citizens of Saklana decided to oppose those suppressive tax increments. Anandu, Ganeshu, Moti, Gotu, rwonku, Bulaku and others made groups and collected one rupee , Ghee, Goat and curd from each village and met Their King and offered the above tribute to him. The group informed the king that they were unable for paying that much tax at all.
The Muafidar or Saklanis bent down against the demand by Saklana citizens and reduced that increased tax amount tax for Rs. 600 from Rs.700). When the King could not act properly, the citizens reached to Political agent at Dehradun.
The rule 1817 regulation 10 was changed by 1838 regulation act 10. By the new rule (1838) , the Jagirdar had to obey the rule of Tehri King. (2) ) Slowly, slowly, Jagirdars realised benefits in obeying the new rule and accepted Their king’s supremacy
