By accord with the anti-Enemy subject of Enemy King is commenced for the win. While, supporting the people oppressed by the enemy should be  made friends by gifting and equal treatments. 

(Shukra Niti Fifth Chapter Mitra -Amitra Lakshan 38, first shloka 39)   

   India helped Mukti Vahni of East Bengal (Then East Pakistan) the anti-Pakistan organization was an example of punishing enemy by encouraging or helping anti- enemy sentiments. Now, Pakistan is also encouraging anti-Indian Sentiments in Kashmir. This is called an enemy of enemy is friend and enemy of the enemy should be made friend or should be helped. In past in Indian political scenario, Communist Parties and Congress Party were competitors. However, both became weak by Trinamool  Congress Party led by Mamta Banerjee. Now, recently, Communist and Congress became allies and fighting together with the Trinamool Congress. In past, China and America (both are competitors) did not have very cordial relationship with India. To down India both the countries had been helping Pakistan because Pakistan was enemy country of India (if not legally, but were having not good relation with each other).  China is still helping Pakistan for downing India. In past, Russia helped Cuba on the principle of Enemy’ Enemy is a friend.

स्वप्रजानां न भेदेन नैव दंडेन पालनम्
(The King) should expel the anti-National citizens from the country.  (The King) should use Sam (Equality) and Dan (Gifting ) policies with the citizens and never use punishment.
(Shukra Niti Fifth Chapter Mitra -Amitra Lakshan second39, first 40)   
  In all organizations, the CEO must follow the policies of motivation for the employees and not the policies of fearing the employees for controlling.  Definitely, if the employee indulges in anti organizational acts, that employee should be expelled from the organization.

If a King raises his citizens by Punishment and separation policies, the kingdom will surely be destroyed. That is why the king should raise by those policies that the citizens don’t become weak and powerless but the citizens become strong and empowered.

Methods for f Empowering /Strengthening Employees- 
The CEO must recognize the fact there should be a culture for developing the employees (strengthening) by –
There must be a regular review of the needs of the employees are met.
There must be a culture of recognizing the achievement of the employees.
The employees must get growth opportunities in the organization.
There must be a skill development culture in the organization and employee training programs.
There must e an office mentoring culture in the organization.
CEO must encourage cross-departmental training.
Let the employees get outside training.
The employees must be involved in decision-making processes.

Punishment is that mean by that leads to the suppression of human beings That leads to giving up bad/harmful practices and is restrained by penalties by which animals are controlled.
  That policy of punishment should be administrated by the King only as the King is Lord .

The various means of punishment are the policies of censure, insult, making starvation, jailing, oppression, destruction of assets, expulsion from the state, marking on the body, shaving off half portion of the body,  carrying the culprit on animals as asses, mutilation, execution as well as attack.

At present, the following punishment means for the employees are used in the organization –

1-Oral Reprimand

2-Written reprimand

3- Salary reduction

4-Disciplinary demotion

5- Sustention

Through the fear of Punishment, the subject becomes virtuous and subject dot not terrorise the  weak and do not spread rumours/don’t speak untruth.

Though, the punishment is not desirable, it is present in constitutions of all countries and in big or small organization.
Punishment is used for the following results in the organizations-
The Punishment stops undesirable behaviours of employees.
The punishment helps in stopping the tardiness of the employees.
The punishment helps in stopping absenteeism in the organization.
Employees do not try substandard work due to fear of punishment
Punishment is a widely used tool for controlling employees or citizens.

Therefore, the king always administers punishment for keeping morality, righteousness, and religion.

Conclusively, the  4 factors that influence the effectiveness of the  punishment (2)
Immediacy – As Miltenberger said,“ For punishment to be more effective, the consequences must follow the behavior immediately”.
Contingency plays a large role in the success of punishment processes.
