-अधर्मशील नृपते: सर्वत:  संहरेत् धनम् I
छलाद् बलात् दस्युवृत्ता परराष्ट्राद्धरेत्तथा II 7II
The king should take away the wealth from the king those are engaged in immoral means by crafts or force or by robbing and also from another kingdom.
(Shukraneeti, Chapter 5, Kosha Nirupan, 7)
CEO must know the strategies of increasing Wealth, Market Share, or Vote Shares for the organization-
The modern CEO ca not attack on opponents by old methods for increasing wealth, market share or vote share for the organization. However, there are means of increasing wealth, market share or vote share –
Taking market share from weak brands or diminishing brands (diminishing due to applying illegal methods) as Samsung, LG should fill the gap by grabbing the market share of Videocon. Summit invented Mixer Grinder in India and had been the strongest market leader for decades. However, due to family problems among stakeholders, Summit started diminishing. Preeti a mixer from South India emerged and filled the gap that happened due to absences from Summit.
In Bengal, the leading political party Bhartiya Janta party did not have takers as a political party by 2014. However, by 20121, the Bhartiya Janta party became the running political party in the state after Trina Moll Congress (TMC).  Bhartiya Janta party took the following strategically steps for increasing its vote share and for becoming the main opposition party of TMC-
Bhartiya Janta party lured the active workers of Congress and Communists parties as both Parties became weak due to thumping win by TMC.
Bhartiya Janta Party took active leaders from TMC and took them into its fold.
When Akai brand diminished (because it was found that the brand owner Moolchandani cheating the government on excise duty front and sales tax too) , many Indian brands tried to grab the market share of Akai TV.
When ex-Chief Minister and Janta Dal secular Laloo Yadav was sent to Jail in Chara /Fodder scam, Bhartiya Janta party took advantage by taking Vote Share of Janta Dal (secular in Bihar.
The conclusion is that Political Parties should be ready to grab the Vote Share of weakening political parties and the commercial organizations should be active enough for grabbing the market share of a diminishing brand or weakening brand.

In regular times, the King should not upsurge capital punishment, land tax and other taxes and by taking taxes from holy places. However, for the defence budget (punishing or bargaining with the enemy countries), the king should take money from people as special grants, fines or additional taxes.
Shukraneeti, Chapter 5, Kosha Nirupan, 9, 10)
In normal days, the country should not increase the taxes on the people. However, there should be provision for the defence budget and for the proper defence budget; the country should be ready for levying taxes on its citizens by taking them into confidence. In old days, the king was least bothered for social causes. However, these days the state has to spend a sizable amount of money on public utilities. Therefore, there is a requirement of revenue through taxes. However, the government should always take people into confidence in increasing the particular types of taxes.

In absence of wealth, there is no creation /increment in forces and due to it, there is the erosion of subject forces and the king too. In this situation, the situation comes to increase heavy tax collection by punishment or by force. By levying and collecting the heavy taxes,  the chaotic situation arises as happened in Suratha’s Kingdom.

That King is great as the Gardner who protects his subject and collects wealth by collecting land tax from an enemy country. That King is ‘Madhyam’ who increases the wealth by means of business tactics. The worst (Adham or sinful) king increases the treasury through taxing on services, capital punishment, pilgrims, and taxing on worshipping places.
(Shukraneeti, Chapter 5, Kosha Nirupan, 18- 19)
Today, Export is the best way of serving the people –
In today's circumstances, a country cannot tax to another country. The country increases exports than other countries that country is called the best economic country among all the countries. China became economic power because China is the biggest exporting Country. Russia lost as Power House because it is not exporting more, now.
The Prime minister or President of each country should make a note that  today, the best way of serving its people is to increase export.

The king must protect the poor or having lesser wealth by offering a salary. While the wealthy citizens are equal to the king. Therefore, the king should protect wealthy citizens as wealthy citizens only (no subsidy for the wealthy)
(Shukraneeti, Chapter 5, Kosha Nirupan, 20)
There must be a time-bound program for eradicating poverty and pushing responsibilities on wealthy citizens-
The politicians of the ruling party must understand that their job is to eradicate poverty within the shortest time. Broadly, the state should protect the weaker section by the following means –
The state should offer the minimum wages and employment guarantee for the poorer and the right to education to all citizens.
The state should make available the food, shelter, clothes, medical facilities, communication, and transportation facilities for the weaker sections
At the same time, the state should make richer to contribute their money in eradicating poverty.
However, Shukraniti never supports the Marxist way of governance but the co-existence of poor and rich societies together.

The King should reserve the grains consumable for three years for consumption and defense purposes too. While the richer should reserve the grains consumable for more than years.
(Shukraneeti, Chapter 5, Kosha Nirupan, 25, 26)
The government should keep sufficient Grain reserve and should encourage private organizations too in reserving grains.
The government should at least keep 3 years reserve.
The government should encourage private organizations for constructing grain storages and other edible material storages /godowns.
The grain reserve is essential for emergency uses but also checks the price hikes in the open markets.
The grain reserve for any country is important as good as military weapons.
A sufficient Grain reserve is essential for eradicating poverty.

संरक्षयत् प्रयत्नन  संग्रहतं धनादिकम् II32II
अर्जने तु महद् दुःख रक्षणे तच्चतुर्गुणम्
The king should always protect the collected wealth. The wealth collection is a tedious job.  The protection of the collected wealth is four times difficult than collection.
(Shukraneeti, Chapter 5, Kosha Nirupan, 32)
The main and basic job of a premier /prime minister/president of a country or chief minister of a province is to protect government properties, assets, money.
It is seen that when the prime minister or chief minister is weak from various angles the culprits take disadvantages.  Late Indian Prime Minister Manmohan Singh was weak because his government was dependent on many political parties and he had to witness numbers of scams under his nose.
When there is a dictatorship in a country, there are more chances of theft of government properties.
