यदा न कुर्यान्नृपति: स्वयं कार्यविनिर्णयम् I
तदा तत्र नियुंजीत ब्राह्मणम् वेदपारगम् II12II
दान्तं कुलीनं मध्यस्थमनुद्वेगकरं स्थिरम् I
If the King cannot administrate the justice, the King should appoint Brahman (those are well versed with Vedas (knowledge of country) ) , self-controlled, impartial, non-agitated, calm and who are afraid of next life , religious intent, active and anger less.

For becoming a session court judge , in India , a person should have following qualities
1-Citizen of India
2-LLB /LLM degree holder (equal to Vedas knowledge holder of Shukraniti)
3-Atleast 10 years’ experience as advocate in High Court

Objective analysis
Careful listening skill
Unbiased Decision making
Reading Comprehension (Vast Knowledge)
Empathy
Writing skill

वैश्यं वा धर्मशस्त्रज्ञम् शूद्रं यलेन वर्जयेत् II
If learned Brahman would not be available the king should consult (for conflict settlement ) Kshatriya or a Vaishya but not lower cadre employee.
