त एव तैर्नं दुष्येयुराचारान्नेतरस्य तु I
Those customs are received by those citizens (discussed earlier) from their ancestors and the ancestors practice those customs regularly. Those citizens should not be punished fro following their customs.

मनुष्यमारणे स्तेये साहसेsत्यायिके सदा I
नत्वा वा प्रांजलि: प्र्ह्वो ह्यर्थी कार्य निवेदयेत् II54 II
It is the duty of the king to offer decision in noon time and before noon, the king should study old scripts (cases ) or listen them. However, in case of human killing, looting by force , or terristic activities, the king should take decision at any time.
