Late Mr Arjun Singh Gusain started 'Hilans' a monthly magazine with small way from Mumbai and slowly the Magazine became popular among Uttarakhandi literature creative, intellectuals  and became a mouth piece for separate Uttarakhand movement

'Hilans' contributed immensly  for Kumauni and Garhwali literature development

                  Arjun Singh Gusain started editing and publishing ‘Hilans’ a monthly magazine in 1978 in a small way from Mumbai. However, it became popular among Uttarakhandis magazine within no time due to its focused and intellectual subject. ‘Hilans’ became the mouth piece of separate Uttarakhand movement within no time. Arjun Singh Gusain was teacher in Cambridge School, Mumbai and he never need printing press as an additional source for his earning. However, he purchased a printing press just for publishing ‘Hilans’.
  This author, as many other literature creative; is a product of ‘Hilans’ a regional language magazine.
  Arjun Singh Gusain Smriti Samiti is celebrating 10th death anniversary of late Arjun Singh Gusain. The Samiti offered me a job to inform the people of Uttarakhand about contribution of ‘Hilans’ Magazine in Promoting Kumauni and Garhwali Literature.
  This author will discuss each Kumauni or Garhwali language creation published in ‘Hilans’.

Jay gadh Janani (a Garhwali poem) – Dharma Nand Uniyal wrote a  fine  poem on praising geographical aspects of Garhwal.
Apni Dharti ko geet - The Garhwali poem by Kamal Sahityalankar is very inspiring
2-Kumauni or Garhwali literature in ‘Hilans’ Magazine March, 1979 issue
  When Arjun Sing started Hilans, only a couple of news periodicals were available in Uttarakhand. Gusain provided a popular platform for Garhwali and Kumauni language literature.
 Brigch Vandan- Prakash Chandra Purohit wrote a fine Garhwali poem about the importance of protection of environment and ecological resources.
Ayo vasant baudi – The Garhwali poem by Narayand Datt Shastri creates a strong image of spring in Garhwal. The poem is fine example of imagery in Garhwali poetry.
Gareebu holi – The Garhwali poetry of Kamal sahityalankar attacks on the system that makes the poor poorer and the rich richer

Thanks for remembering Arjun Singh Gusain.  We all remember him so much. He very creatively compelled our generation to write and also to write in Kumaoni and Garhwali etc.
 
May I suggest that in this advance age of camera and computers, we must scan all the issues of Hilans and made them available not only to us all but also to coming generations.

         There is more importance or significance of Importance of community/regional newspapers and magazines as Hilans in globalization era for economic growth. Community/regional newspapers and magazines are the medium of interaction of concepts among the community members. Community/regional newspapers and magazines bring news of different aspects for awareness in the community. Community/regional newspapers and magazines are always the platform for discussion various issues of the community.  Community/regional newspapers and magazines as Hilans also alert the people about misdeeds of leaders or administration. Community/regional newspapers and magazines are always helpful in promoting community culture. Community/regional newspapers and magazines also create awareness about regional languages literature as Hilans used to publish Kumauni and Garhwali literature. Community/regional newspapers and magazines also are the medium of protecting regional language literature as proved by Hilans for protecting Kumauni and Garhwali literature.

Garhwali Bhasha sansthan- In seventies and eighties, there were repeated discussions on the importance of Garhwali Bhasha Sansthan among Garhwali literature creative and intellectuals in the tune of Marathi Bhasha Sansthan. Rama Prasad Pahadi provides the five purposes -
1-Office in Garhwal
2-Musium for various uses
3-Research and Publication of old manuscripts
4- Gadhwali bhasha Kosh or publication of Garhwali dictionary including geography and history
5-Radio Station in Shri nagar 
Gadh des myaro a Garhwali poem by Bhagwati Prasad Pokhariyal – The poem is an imagery poem describing geographical beauty of Garhwal
  With the continuous publication of ‘Hilans’ for more than decade till his illness , Arjun Singh Gusain provided the issues related to Kumaunis and Garhwali communities.
That is the reason that great Himalayan personality Dr. Shekhar Pathak states as

हिलान्स के संस्थापक आदरणीय स्व अर्जुन सिंह नेगी जी की याद में जो लोग
कुछ कर रहें हैं बधाई के पात्र हैं।
गढ़वाली बोली, भाषा, संस्कृति, समाज व राजनीति,आर्थिकी, आदि सभी विषयों पर
गुसाई जी का विवेचन, विश्लेषण एवं हिलान्स के द्वारा उत्तराखंड में विकास
की  दशा व दिशा में गहरी पैठ के लिए उत्तराखंडी समाज हमेशा उनका ऋणी
रहेगा।

मेरे जैसे कई लोगों का गढ़वाली साहित्य में रुचि पैदा करने में हिलान्स का
बड़ा हाथ रहा। कई बार शुल्क न भेज पाने के बावजूद जब तक हिलान्स छपती रही
लगातार प्राप्त होती रही।
 चंडीगढ़ के प्रबुध उत्तराखंडी समाज ने गढ़ कला संगम के माध्यम से गुसाइ जी
को "गढ़ गौरव " (1996) सम्मान देकर कृतज्ञता प्रकट की।

   Nobody has doubt that community or local newspapers and magazines are important for regional communities. However, local or regional newspapers and magazines as Hilans face various problems.
                   The biggest problem for local or regional newspaper or magazines as Hilans has the problem of scattered audience or readers. The problem is that the readers of such newspapers and magazines are not in clusters in an area and in cities but the readers are scattered. This problem of scattered readers creates the problem of distribution or marketing for local /regional newspapers or magazines. Since, distribution is great problem for local or regional newspapers and magazines the financial problem becomes eminent for local periodicals.  Due to scattered readers, the local or regional newspapers and magazines did not get required readers. Due to not getting required readers by local or regional newspapers and magazines, the local or regional newspapers and magazines don’t get advertisement. Due to not getting regular advertisement by local or regional newspapers and magazines, they face financial problems. The financial problem is the main reasons for early closure of local or regional newspapers and magazines.
  Hilans also faced the problems of financial l hurdles but its editor late Arjun Singh Gusain was a strong personality to publish the magazine for more than fifteen years.

Barrister Mukandi lal ki chitthi – the Garhwali art critic and great politician barrister Mukandi lal posted a letter in Garhwali about Garhwali literature creative jay Lal Verma who created Garhwali Hindi dictionary and was published in Garh Gaurav , Kotdwara . Barrister Mukandi Lal also mentioned about work of Rama Prasad Pahadi
Swadesh Sukt a Garhwali poem – there is remarkable Garhwali poem ‘ Swadesh Sukt’ by great Garhwali poet Bhajan Singh ‘Singh’.

       Revenue generation is the fundamental problem for regional periodicals specially periodicals of Uttarakhand. . Since readers are scattered and readers are in less numbers the advertisers don’t want to invest in periodicals of scattered readership.
  Arjun Singh Gusain used to cover Mumbai in search of advertisers and he was able to generate advertisement for Hilans smoothly till he became ill.

   Local, regional or community newspapers and magazines face crisis due to financial problems which, is outcome of problems of marketing.   
              John Meehan the ex editor of Hull Daily Mail wrote an article in ‘What do we mean by Local?’(Edited by John Mair, Neil Fowler and Ian Reeves). In the said auricles John advised local/regional/community newspapers/magazines to reverse the crisis faced by them.
