Recently, In a well read Internet site, Ankita states six major problems of Indian farming/farmers or agriculture –population pressure, small and fragmented  land holdings, inadequate irrigation facilities, depleted soils, and farm implements,. This author read these same problems in 1961 in his upper primary books.
There have been army of political leaders in India at every stage after independence those claimed the real well wishers of Indian farmers. One of such pseudo farmer leader was Devi Lal Chautala (Dy Prime Minister in V.P. Singh Cabinet).  Devi Lal used to perform live drama to show his ambition as only one well wisher of Indian farmers of his time.
Kukreti ridicules many  acts of Devi Lal in his satirical article ‘Shri Devi Lalau Dagad Mukhabhen’ Kukreti shows that Devi Lal claims that he is farmer leader but Devi Lal does not have any creative idea to transform the Indian agriculture.

Kukreti uses interview for satirizing famer political leaders as devil al and the satire is in dialogue form as used by great satirist Art Buchwald and Busybee. Apart from Garhwali, here and there, the dialogues of Devi Lal is also in Kaurvee or Hariyanavee  for creating atmosphere as if Devi Lal was giving interview in real.

[Notes on Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others; Garhwali Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others; Uttarakhandi Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others; Mid Himalayan Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others; Himalayan Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others; North Indian Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others; Indian language Satire satirizing People defaming (calumny, vilification, traduce, slander, libel) others]
In Garhwali Par lagan (पर लगाण) has many meanings as to defame e person for his real weakness or false weakness too; slandering, calumny, slurring, lying, telling false character, bending the truth, misrepresentation, denigration, back biting, disparagement, scorning, deprecation, belittling, condemnation, unfair criticism etc.
The great Garhwali satirist Harish Juyal in his satirical article ‘Par’ discusses different style of defaming slandering, vilification, calumny, slurring, lying, telling false character, bending the truth, misrepresentation, denigration, disparagement, back biting, scorning, deprecation, belittling, condemnation, unfair criticism styles and their wrong effects on the victims.

The great Garhwali satirist Harish Juyal did experiment in this prose by using Par words for different meaning. The great Garhwali poet and editor Madan Duklan appreciates such experiment of great Garhwali satirist Harish Juyal.

Harish is on top on repeating word par (पर) and creating different meaning

Bal: Satire by Wordplay by great Garhwali Satirist
Critical review of Garhwali satirical prose- 129
Critical Garhwali review of Satire by Great Garhwali Satirist Harish Juyal -3
‘Bal’ (Satire collection Khubsat, 2012) Garhwali Satire Prose by Great Garhwali satirist Harish Juyal (A review)
                            Review by Bhishma Kukreti
[Notes on Satire by Wordplay by great Garhwali, Indian Satirist; Garhwali Satire by Wordplay by great Garhwali, Indian Satirist; Uttarakhandi Satire by Wordplay by great Garhwali, Indian Satirist; Mid Himalayan Satire by Wordplay by great Garhwali, Indian Satirist; Himalayan Satire by Wordplay by great Garhwali, Indian Satirist; North Indian Satire by Wordplay by great Garhwali, Indian Satirist; Asian regional language Satire by Wordplay by great Garhwali, Indian Satirist]
Wordplay means the manipulation of language particularly intending either to amuse, verbal wit or to satirize. The wordplay is of the following kind:
Antanaclasis wordplay; syllepsis wordplay; tmesis; malaphore wordplay; polysemy wordplay; Acrostic wordplay; pun wordplay; twister; double entendre; anagram wordplay; asteismus wordplay; back slang word play; homophone wordplay; isograms wordplay; chiasmus wordplay; feghoot wordplay; spoonerism wordplay; metathesis wordplay; palindrome wordplay; univocal wordplay; crass blossom word play; daffynition  wordplay etc
The wordplay is common technique for creating wit, humor, drollness, humorousness, funniness, intelligence, smartness, satire, skit, lampoon or spoof.
The great Garhwali satirist Harish Juyal used ‘Bal’ word various ways (as pun, polysemy; daffynition) and created the desired amusement and satire in the said article.
In Garhwali language, ‘Bal ‘means ‘that, or ’power’. However, great Garhwali satirist Harish provides many examples where ‘bal’ word plays great role in confusing others, fooling others, getting work done others, making other fearful etc.  This article is the proof of editor and critic Madan Duklan declaring Harish Juyal as great Garhwali satirist.
