Here we will be posting articles & poem written by Shri Udaya Shankar Pant ji. Before proceeding ahead, i am posting brief Introduction of Mr Pant ji.

Udaya Shankar Pant

 
Born on 21st May 1956, at Bhawali Nainital (third son of veteran Freedom Fighter, Social Worker, development expert; and Sanskrit Scholar late Hari Datt Pant. Returned to village Lezam in 1967 and stayed there till death in 2008, with the family). Origin of the family is the Village Barsayat, Berinag; who shifted to Village: Lezam, Thal in the Pithoragarh District in Uttarakhand.Has 33 years of experience in the Indian Civil Service and International Civil Service/consulting positions; dealing with Public Sector Management, Governance, Public Financial Management, Human Resources, Internal Controls & Audit, Systems Development, Transparency and Accountability, Training and Capacity Building; Gender issues, Infrastructure Development, Monitoring and Evaluations; etc.Presently working as International Monetary Fund’s long term Advisor to Government of Nepal, helping PFM reform and set up new Treasury/Budget/PFM systems;  and advise on related areas in country fiscal management.He is on the Roster of Expert of several International organizations and is an internationally acclaimed expert on development and Public Policy matters. Has also worked in various positions in East Timor, Sri Lanka; and Afghanistan as International Advisor of UN, UNDP, Asian Development Bank; and UNDP respectively.

D. degree) from Jawaharlal Nehru University, Delhi (India); Master of Science in Finance from Strathclyde Business School (1989, Glasgow, UK). Worked in the Indian Council of Social Science Research as Research Associate from 1980-82. Member of Indian Civil Accounts Service since1982, which is the Central Civil Service responsible for financial management of Government of India and compilation & preparation of Accounts, Information Systems, Internal Audit and Financial reporting.

Proficient in Urdu, Sinhala (Sri Lanka language-speak and understand)), Tetun (East Timor), Portuguese (basic only), Bangla (understand and speak) and several Indian and South Asian languages. Can communicate in Bahasha Indonesia
 
Other interests:

Has worked with the NGO’s in India. On the governing board of Himalayan Study Centre; founder member of the Financial Management Research and Resource Society; and Center for Social & Management Solutions. Also a prominent Poet- five published books on poetry to his credit; Freelance writing; writing lyrics, cooking and enjoying the Pahadi cuisines and culture,  social networking, taking up issues of women and hills are his other favorite interest.

 कुमाऊँ की महिलाएं    कल की यादें जैसे आज भी ताज़ा सी थीं
गाँव की कर्मठ बच्चियां और स्त्रियों की
हर भेदभाव और शोषण के चलते भी
एक जीवंत अंदाज़ में कर्तव्यपरायणता
अभाव के बीच सपने और किलकारियां
कुछ करने की ललक और उनके सपने
शहर में रहकर भी वे हर द्वन्द से जूझतीं
शिक्षा, कामकाज भी के हर क्षेत्र में बढ़तीं
कामकाजी स्त्रियों का समन्वय का प्रण
परिवार, व्यवसाय के बीच व्यस्त क्षण
कभी हार न मान भी चुपचाप रहकर
नियति मान हर हाल में खुश दिखकर
अगली पीढ़ी को भी सदा प्रेरित करतीं
उनकी गगनचुम्बी उड़ान के मंतव्य को
प्रतिक्षण निश्वार्थ वे सबका साथ निभायें
धन्य धन्य हैं वे सब कुमाऊँ की महिलाएं

फिर
एक ही दीदार से उसके फिर से एक बार
 ज़िन्दगी ख़ुशी का अफ़साना बनने लगी
 वक़्त लम्बा बीतने के बाद अब ही सही
 दिलकशी की खुमारी फिर से बढ़ने लगी
 हमसफ़र हम न सही हमनशीं खुद से हैं
 दिल को धड़कन फिर शरारत करने लगी 
 उनको ख़बर तब भी न थी अब भी नहीं
 दिल के कोने कोने में बेक़रारी बढ़ने लगी

 Too many things in the mind
 That it can’t control the logics
 Sway of perceptions and experience
 Exacerbated by people around me
 Now, then, at times; and way back
 Visualizing everything everyone
 Desertion and assertions of people
 The happy days and the sad reasons
 Of perception and interpretation
 A maze of jumbled events and days
 My thoughts come at random
 Emotions disappear temporarily
 Often to come back at me again
 The noise of oblivion and memories

 India and Pakistan are not Two Warring Nations but 'birds from the same flock'     India and Pakistan were two nations separated inspite of common heritage, language and history. The theocratic separation has already cost a lot to the people of the oth sides of the border.Even today, family relations and reunion of families and matrimonial relations continue and thrive.
 
 The frenzy of the war rhetorics perpetrated by sections of the society at the both sides have nothing to do with the people and the nations. As I always maintain, "India and Pakistan are not two warring nations; the wars are fought between the the India's democracy and the the Pakistan Army".The belligerance of the armies are only the depiction of their lust for authority and power.
 
 Pakistan people, I'm sure, want democracy and best of relations with the neighbors and all! Some of my best friends are from Pakistan. I cannot ever consider them as a part of the actions by the politicians, army, hate groups or the terrorists!The concept of 'total war', that envisages people of nations also at war with the other country, should be deleted from the dictionary for all times everywhere.
 
 Unfortunately, the nation of Pakistan thrives on the India bashing stance of the sections of the vested interests in the society.The events on the LOC and the barbaric measures by the Army or the Terrorist groups do not construe the estsarnged relations among the people.
 
 Ideally there should be EU type arrangment in the SAARC region; but the hawks and the vested groups haven't yet allowed that to happen.The concept of geographical boundaries has been overtaken by the economic boundaries long back. Even the economic boundaries have been eroded by the regional and global economic zones and globalization that will remain irreversible.
 
 The P2P contacts should remain unchanged and the problems should not be execerbated by bolstering measures against the P2P measures.At the end of the day, there is no love lost between the people of the two nations; and we are the 'birds from the same flock'.   Posted by   Udaya     a

बहारों के नज़ारे देखने का हमें भी है बड़ा शौक़
 अब कहाँ वो बहारें और रखें काहे का हम शौक़
 ज़िन्दगी भी मुतवातिर बदलने लगी है अब तो
 इसे जीने का सलीका ही बदल चुका है अब तो
 हम हमारी बताने लगे इसे पर ये हमारी है कहाँ
 यूँ भी हर शख्स चाहने लगा अब तो सारा जहाँ
 कभी कभी मायूसियाँ भी अच्छी लगती थीं यहाँ
 अब तो वही बची हैं पास अपने खुशियाँ हैं कहाँ

 Parterre  हवाओं में भी खुशबू है दोस्ती की अमन की
 फिर भी शरारत में कमी नहीं एक वतन की
 बात महज़ अखलाक़ की नहीं किसी एक की
 ये तो तरतीब की है मोहब्बत और चमन की
 Even the winds have fragrance of friendship and peace
 Yet designs of a nation has decided to set them apiece
