I have also written to  Uttarakhand Information Comission, but the responce I got was very very  late and poor.

This is also useless.

There is penalty provision of late reply under RTI Act but it seems these officer are just not bothered about the Penalty and hiding the information.

I suggest you should elevate level upto centre level.
