Dear Mr. Mehta,

              CM Nishank is on TV saying that Congress has gobbled up money during there tenure....this could be the starting point of cleaning up the mess.

              There are channels like ETV which gives new of UK....but there is no active platform like the one created by news channels for National Issues (am speaking about NDTV,IBN7 etc.).....the active involvement of the intelligentsia of society is not there.

             Uttrakhand Kranti Dal should have been an alternative but they don't have leadership.....Baba Ramdev has announced his foray into politics .....

             Keep on doing the good job.

Dear Sati,

What is happening in Uttarakhand is known to each and everyone. Both Ruling and opposition parties are chips of same plate.

As far as UKD is concerned, it is a dead party like boat without rudder. This party is going to sink completely so people have lost belief from UKD.

Except of public, nobody is left there. Public must raise voice against such corruption. This state is going to be "Aaandolan State:" . I think we need a "dharana Aandolan" for every issue. Be it Capital, basic amenities etc in the State.

God save us from corrupt system and corrupt people.

Uttarakhand to revive investigation panel to probe scandals

The Uttarakhand government   has decided to reopen the Pandora’s Box of 56 alleged scandals during   the previous Congress regime by reviving a commission of inquiry.
The government would shortly issue a notification to appoint justice   Shambhu Nath Shirivastva, a retired high court judge, to probe the   scandals which were earlier being probed by late justice R A Sharma, who   died few months ago.
After the death of Sharma, doubts were being raised whether the   government would go ahead with the sensitive probe which is being dubbed   as politically motivated by Congress.
The justice Sharma commission had already probed four such scandals.   Justice Shirivastva would now have to probe only 52 scandals since four   had already been probed by the late judge.
Last year, the Sharma commission had submitted to the Chief Minister   four reports on the scandal related to leasing out of horticulture   gardens. The government had leased out 77 horticulture gardens to   various NGOs, individuals, private players and companies virtually free   of cost, which eventually led to huge losses to the state exchequer.
The sources said the commission would probe the scandals on priority   basis taking up the most serious ones first.
BJP has now asked the Chief Minister to take stern action against all   those people, who were responsible for the leasing out the gardens. "We   want a strong action," said Bishan Singh Chufal state BJP President   here.
Congress, on the other hand, has described the new appointment as   political stunt and dared the government to take action.

Dosto,

Nation’s leading news channel had exposed the hyro project scam in Uttarakhand last month as result of which UK govt has cancelled most projects allowed to various parties.

The credit goes to Aajtak directly for the same. We should always raise voice against such corruption.

Over 100 hydro projects in Uttarakhand blocked

NEW DELHI: More than 100 hydroelectric projects planned by the Uttarakhand government are in jeopardy. The Union environment and forests ministry's Forest Advisory Committee (FAC) has decided not to give forest clearance to any of the proposed projects until the National Ganga River Basin Authority conducts a cumulative impact assessment study of all proposed dams.

Uttarakhand has planned to build 300 small and large dams on the various tributaries of the Ganga to tap the hydel potential of the state. The FAC has decided not to allow even one dam to proceed unless the total impact of all proposed dams is studied.

The Uttarakhand High Court, hearing a petition by Bharat Jhunjhunwala, had asked the FAC to study the consequences of the hundreds of dams planned by the state government through public sector units and private players.

FAC carried out a tour of the sites and consulted various stakeholders and found that in some existing dams, serious violations were occurring and the government had not considered the consequences of building dams on almost all tributaries of the Ganga.

Considering that more than 60% of the hill state's land is forested, almost all projects require forest clearance under the Forest Conservation Act, 1980.

Sources said the Uttarakhand government even refused to share the detailed map of the 300-plus projects it plans to build, with the FAC team.

The committee noted that in view of the preliminary assessment and the fact that several dozen more small, medium and large projects were in various stages of formulation, there was potential for irreparable and irreversible damage to the entire river eco-system. It recommended that no further projects be considered by FAC without a comprehensive study of carrying capacity of Ganga in the hilly terrain up to Haridwar.

Acknowledging that it did not have the requisite expertise to conduct such a study, FAC has asked that NGRBA, which is headed by the PM, set up a committee of experts to conduct the study.

Sources in the environment ministry told TOI that while most of these were run of the river dams, cumulatively they added up to thousands of mega watts and that the proposed projects dotted each and every tributary of the state.

The committee had also ordered that the study, which would be a costly one including impacts on hydrology, soil, wildlife and seismic concerns besides other issues should be funded by charging the project proponents 0.75% of the capital cost of the project which should be provided to the NGBRA to sponsor the study.

The Uttarakhand High Court is expected to hear the case again on Friday.

DEHRADUN: The fate of 56 hydroelectric projects in Uttarakhand, with a projected power generation capacity of 963 MW, hangs in balance after the state BJP government on Thursday night abruptly cancelled their allotment. These projects were initiated when B C Khanduri was the CM in 2008.

Following the state government's decision, a two-judge bench of the Uttarakhand high court on Friday dismissed a PIL jointly filed by Delhi-based Ashwini Kumar Sharma and an Uttarakhand-based NGO, Uttarakhand Janhitkari Manch, in June second week. The PIL alleged irregularities in the allotment of these projects.

Sources said the government stepped in a day before the case was to come up in the HC as it feared adverse judicial observations on the projects. The opposition parties in the state, have called for a CBI probe into alleged scams running into crores of rupees. The government would take a final call on these projects after the completion of the court hearings.

Uttaranchal power scam: 56 projects scrapped

Dehradoon : The Bharatiya Janta Party (BJP) led government in Uttarakhand was forced to scrap as many as 56 hydroelectric power projects in Uttarakhand after deduction of major irregularities in the bidding process. In 2008, Uttarakhand government   invited bidding process for the construction of more than 56 hydro   power projects. Almost all Opposition parties have demanding a CBI probe   into the major scam.
"This is a major scam. By just canceling the project the government cannot fool us and look innocent,” said Senior Congress leader Subodh Uniyal.Sources   say, in the bidding process there was gross violation of norms. Accused   persons with false addresses were awarded the contracts. More than 741   developers applied for the project but the mandatory detailed project   report was not submitted by even a single developer.
Meanwhile,   experts say the scrapping of 56 hydro power project means loss of   investment to the tune of Rs 6700 crore in the state. These projects   were likely to be completed in three to four years following which   Uttarakand could have made the state a power surplus state and help in   supply to several north Indian states.
At   a time when there is severe shortage of power in North India,   cancellation of more than 56 hydro power projects will mean undue delay   the generation of more than 963 MW of power. But Chief Minister Ramesh   Pokhariyal Nishank whose government abruptly ordered scrapping all the projects in one stroke is defending his decision.
"What has been done is on technical ground. There will be no inquiry," said  Ramesh Pokhariyal Nishank.
However, though the Uttarakand High Court has dismissed a plea alleging irregularities in the allotment, sources say the government would take a final call on these projects after the completion of the court hearings.

After cancelling all the bids under the self-identified process, the Uttarakhand government has decided to thoroughly review its power policy before re-initiating the bidding process.

The opposition parties led by the Congress had been seeking a Central Bureau of Investigation probe into the controversial deal in which hydel projects were allotted to some liquor and unknown companies alleged in violation of the 2008 power policy. The government had maintained that there were certain flaws in the advertisement which led to the cancellation of all bids.

One big flaw was that the all the bidders did not submit the detailed project reports (DPRs), a top official said. But it is not clear, whether the government will make DPRs mandatory as and when fresh bids are invited. "Preparing a DPR is not an easy task. Besides big investments (around Rs 60,00,000 for small projects), sometimes it takes one or two full years to complete the DPR of a hydel project, since the hydrological data regarding rivulets are not available," said the official. All these self-identified projects are not on the main-stream rivers.

While cancelling the projects last week, the government had said the Uttarakhand Jal Vidyut Nigam Limited (UJVNL), which was the nodal agency for the bidding process, has been asked to modify the advertisement of July 25, 2008 for inviting bids for the self-identified projects. However, the UJVNL is yet to receive an official communication from the government in this regard. "The government will take a thorough review of the power policy before re-advertising for the new bidding process," said the official.

The decision to cancel the process was taken by a high-powered committee under the chairmanship of the secretary energy, Utpal Kumar Singh. After carefully studying the objections which had come after the allotment of 56 hydel projects, the committee found there were flaws in the advertisement.

Under the 2008 power policy, the government had received 741 bids for setting up hydel projects upto 25 Mw. Early this year, the government quietly allotted 56 hydel projects with a capacity of 960 Mw to different companies. Hours before the matter was to come before the High Court, the government abruptly cancelled the whole bidding process.
