Sir, I have done lot work in this regards, but the all top to bottem are corrupt and you can not fight alone, because you will get the lot of call from the related persions like contractor, even form govt official also. So I am trying to fight with the help of the some NGOs. Still I am searching. If you have any pinformation, please let me know.

I have lot information received from the govt offices. Even I have also wroitten to State Information Centre Dehradoon and I got the reply after three or four Months. The reply was concern department and copy to me. Till dat I have not received any reply from that department. next time I will upload all the related correspondance in this site.

लाखों के गोलमाल पर एई के घर भेजी चार्जशीट  Jun 22,

 गोपेश्वर, जागरण कार्यालय: पेजयल निगम कार्यालय में हो रहे भ्रष्टाचार की परत खुलने लगी है। स्वैप मोड में निर्मित ग्राम पंचायत ईड़ा की पेयजल लाइन में दो लाख 45 हजार के पाइपों का गोलमाल करने के आरोपी एक सहायक अभियंता चार्जशीट की भनक मिलते ही छुट्टी पर चले गये है। अब अधीक्षण अभियंता ने चार्जशीट एई के घर के पते पर भेज दी है।

विकास खंड थराली के ईड़ा गांव में स्वैप मोड में वर्ष 2009 में स्वीकृत 64 लाख 29 हजार की पेयजल योजना पाइपों को लेकर विवादों में रही। ग्रामीणों के विरोध के बाद अधीक्षण अभियंता जांच में पाइपों की खरीद में ही बड़ा घोटाला पकड़ा। जांच में 10 अप्रैल 2010 को 23 लाख 85 हजार के पाइपों की खरीद में लाखों की गड़बड़ी मिली। इसमें दो लाख 45 हजार के पाइपों की खरीद कम होने के चलते अधीक्षण अभियंता ने तत्कालीन सहायक अभियंता को दोषी पाया, हालांकि मामले में अधिशासी अभियंता व अवर अभियंता को साफ बचा लिया गया।

जांच के दौरान प्रशासनिक आधार पर विवादास्पद सहायक अभियंता अनूप पांडेय का हस्तांतरण भी चंपावत कर दिया गया। अधीक्षण अभियंता ने दोषी सहायक अभियंता के खिलाफ चार्जशीट चंपावत भेजी, लेकिन चार्जशीट की भनक लगते ही अभियंता लंबी छुट्टी चले गये। अब एसई ने कठोर रूख अख्तियार करते चार्जशीट को एई के घर मऊ यूपी के पते पर भेजी गई है।

     Existing System [/t]  System Proposed by civil society    No politician or senior officer ever goes to jail despite huge evidence because Anti Corruption Branch (ACB) and CBI directly come under the government. Before starting investigation or initiating prosecution in any case, they have to take permission from the same bosses, against whom the case has to be investigated.   Lokpal at centre and Lokayukta at state level will be independent bodies. ACB and CBI will be merged into these bodies. They will have power to initiate investigations and prosecution against any officer or politician without needing anyone’s permission. Investigation should be completed within 1 year and trial to get over in next 1 year. Within two years, the corrupt should go to jail.    No corrupt officer is dismissed from the job because Central Vigilance Commission, which is supposed to dismiss corrupt officers, is only an advisory body. Whenever it advises government to dismiss any senior corrupt officer, its advice is never implemented.   Lokpal and Lokayukta will have complete powers to order dismissal of a corrupt officer. CVC and all departmental vigilance will be merged into Lokpal and state vigilance will be merged into Lokayukta.    No action is taken against corrupt judges because permission is required from the Chief Justice of India to even register an FIR against corrupt judges.   Lokpal & Lokayukta shall have powers to investigate and prosecute any judge without needing anyone’s permission.    Nowhere to go - People expose corruption but no action is taken on their complaints.   Lokpal & Lokayukta will have to enquire into and hear every complaint.    There is so much corruption within CBI and vigilance departments. Their functioning is so secret that it encourages corruption within these agencies.    All investigations in Lokpal & Lokayukta shall be transparent. After completion of investigation, all case records shall be open to public.  Complaint against any staff of Lokpal & Lokayukta shall be enquired and punishment announced within two months.    Weak and corrupt people are appointed as heads of anti-corruption agencies.   Politicians will have absolutely no say in selections of Chairperson and members of Lokpal & Lokayukta. Selections will take place through a transparent and public participatory process.    Citizens face harassment in government offices. Sometimes they are forced to pay bribes. One can only complaint to senior officers. No action is taken on complaints because senior officers also get their cut.   Lokpal & Lokayukta will get public grievances resolved in time bound manner, impose a penalty of Rs 250 per day of delay to be deducted from the salary of guilty officer and award that amount as compensation to the aggrieved citizen.   Nothing in law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money. [/t]  Loss caused to the government due to corruption will be recovered from all accused.    Small punishment for corruption- Punishment for corruption is minimum 6 months and maximum 7 years.   Enhanced punishment - The punishment would be minimum 5 years and maximum of life imprisonment.

टिहरी बांध की 42 वर्ग किलोमीटर की झील बनने के बाद उत्तराखंड के टिहरी और उत्तरकाशी जनपद दूरी जो महज कुछ किलोमीटर थी, अब लगभग 150 किलोमीटर हो गयी है। दोनों जनपदों को जोड़ने वाला प्रस्तावित डोबरा-चांठी पुल सन 2006 से बन रहा है। जरा भ्रष्टाचार की पराकाष्ठा तो देखिये कि आठ साल बाद दोनों ओर दो पिलर ही खड़े हैं। लगभग दो लाख की आबादी की लाइफलाइन बन सकता था ये पुल लेकिन, आज भ्रष्ट लोगों की वजह से काला पानी की सजा भुगत रही है प्रतापनगर,जाखणीधार और थौलधार ब्लॉक की जनता। कुछ महत्वपूर्ण प्रश्न जो आज भी अनुत्तरित हैं :

आखिर कहां गए 132 करोड़ ?
किसकी जेब में गए 132 करोड़ ?
किसकी सांठ-गांठ से हो रहा है घोटाला ?
कौन है इतनी बड़ी लूट की स्क्रिप्ट लिखने वाला ?
आखिर किसकी लापरवाही से अधर में लटका झूला पुल ?

उत्तराखंड में नौकरी मांगने पर होता है यह हाल

उत्तराखंड में बेरोजगार जब नौकरी मांगने के सरकार के पास जाते हैं तो सरकार उनका ये हाल करती है।ये हैं उत्तराखंड के बीपीएड, एमपीएड बेरोजगार जो कई द‌िनों से धरने पर हैं। सभी तस्वीरें: अन‌िल डोगरा। b.ed m.p.ed protest in dehradun. मंगलवार को श‌िक्षा सच‌िव ने इन्हें बातचीत के ल‌िए इन्हें सच‌िवालय बुलाया था। जब बातचीत के बाद बाहर न‌िकले तो पुल‌िस पहले ने उनको जबरन ह‌िरासत में लेने लगी। सरकार के ल‌िए बेरोजगारों का धरना परेशानी का सबब बना हुआ है और सरकार चाहती है क‌ि ये धरना बंद कर दे। प्रदर्शनकार‌ियों को ह‌िरासत में लेने के दौरान जमकर धक्का मुक्की हुई ज‌िसमें पुल‌िस अध‌िकारी ग‌िर पड़ा। बेरोजगारों का नौकरी मांगना सरकार को इतना अखर रहा है क‌ि कभी बातचीत के ल‌िए बुलाकर उन्हें लाठ‌ियों से प‌िटवाया जाता है तो कभी बातचीत पर बुलाकर ह‌िरासत में ले ल‌िया जाता है। प्रश‌िक्ष‌ित बीपीएड एमपीएड धारकों को कुछ इस तरह से गाड़‌ियों में भरकर ले जाया गया। (amar ujala)
