People of Ranikhet demand Municipal Board

 
            Ranikhet the tourist paradise is heading towards the Hades. Ranikhet is facing many problems. Ranikhet has become a static town, because of the strict laws of the Cantonment Act. The revised Cantonment Act, 2003 has also not been able to grant relief to the people. Hence people have been demanding a Municipal Board for Ranikhet. The present population of Ranikhet is 19,055 as per 2001 Census. Ranikhet is clamouring for a Municipal Board. During the last some years, small towns with little population have been granted the status of Municipal Board. Bhowali (Nainital) became a Municipal Board on a population of 5,302. Similarly Narendranagar (4,796),Bageshwar (7,803) Dugadda (2,690) have already been upgraded as Municipal Board. Similarly Tanakpur, Gadarpur, Khatime, Vikas Nagar, Uttarkashi and Joshimath all had a population below 12,000, when they were upgraded as Municipal Board.
 
            In view of the long cherished demand of the people of Ranikhet, the Uttarakhand’s Congress Government agreed in principle to establish Municipal Board within the civil area of Ranikhet Cantonment. For the purpose necessary reports were called from the District Magistrate, Almora.The District Magistrate vide his letter of May, 2006 recommended bifurcation of Civil area measuring nearly l68 acres for the purpose of Municipal Board. The Defence Ministry has also consented for the bifurcation  of the civil area from the Cantonment in principle. Now the ball is in the court of the new Bharatriya Janta Party Government of Uttarakhand. The civil area of the Cantonment is to be transferred to the Uttarakhand Government by exchange of land or by cash payment or by book entry after valuation. For the purpose the Uttarakhand Government has to send a detailed plan to the Central Government. This will entail lot of time, but the combined will of the political parties can make it an easy task. Let us hope that the BJP Government will meet this demand of the people of Ranikhet. व्याख्या :  दाद राठ ( बड़े भाई का परिवार) अगर घोडे मे बैठ के सवारी करे तो मी पाख मे बैथोन (मत्ब्लब) मे छत के उपर बैठूँगा ऊँचा दिखने के लिए !

इसका अर्थ : हम भी किसी के कम नही दिखावा करने मे

Wah ! Taj - The magic of seven
 
             Taj Mahal is on the top amongst the Seven Wonders of the World. The success would not have come any better day than 07-07-07. For the people of India the Lucky seven was really lucky and auspicious. On this day as per Indian Calendar it was Saptami Tithi, and it was the seventh day of the week, i.e. Saturday. In India we offer 7 oblations as offerings to the Fire God. By going around the sacred fire as witness seven times (saptpadi), a couple gets united for 7 births as husband and wife. The magic of seven is that we have seven stars Great Bear (Saptrishi), Saptsati is a collection of seven hundred verses, Saptak (an aggregate of seven things, seven notes in music) seven Great Oceans, seven great Mountains, seven Pure Rivers, Lord Sun’s seven horses, seven great Books (Mahagranth), seven Pahar (duration of 3 hours times), a week of seven days, 7 colours of rainbow, 7 tunes, 7 notes in music, seven colours, seven Pusht (posterities), seven steps, seven stops,
      This is the magic of the figure 7 and we are proud to be the citizens of this great Country, which has the World’s, top most Wonder as the proud possession, the Taj Mahal. (D.N.Barola)

NarayanDutt Tiwari-The symbol of meekness



Mr.Narayan Dutt Tiwari, a political wizard enters the 84th year of his super-active political life.  He was sworn as Governor of Andhra Pradesh on 22 August, 2007. Earlier he was the Chief Minister of Uttaranchal, a post which did not suit his tall stature. But his long cherished desire and will to serve the people of Uttarakhand made him to relinquish the glamorous life of National Politics and join the State Politics.

Tewari was a brilliant student since his childhood. He passed his High School Examination in 1938 with distinction. With the cooperation of his relatives he joined Intermediate Classes in Nainital. In 1939 he wrote the first patriotic poem of his life. In fact this reflected his political inklings. It will be pertinent to mention here that his father Purna Nand Tiwari who was in Government service resigned at the call of Mahatma Gandhi and chose the path of Patriotism. Naturally ND Tiwari inherited the traits of patriotism from his father.

Tiwari participated in ‘Bhjarat Chhoro’ Andolan at an early age of 17. For the first time, he went to Jail along with his father on 19.12.1942 and passed the Intermediate examination from the Jail. He was in Jail for 15 months. Tiwari’s entry into the political arena started at the age of 14. I think it must be a record in world politics that a person started his political career at such a small age and reached the unprecedented heights in Politics. Whatsoever Tiwari got in his life, he got by dint of his continuous hard work, courage, faith and self-help and above all his meekness. He lost his mother at the small age of 8 years. His economic condition was very poor. He got his education mainly through Scholarship. He continuously struggled throughout. He has been a Karm Yogi through out his life.  While in Uttarakhand he used to work for 18 hours a day.

In 1944, after coming out of Jail, he went to Allahabad for higher studies where he had the opportunity to be in touch of the National Level Leaders. In 1947, he was elected the President of Allahabad Students Union. He also participated in different Trade Union movements. He continued his studies while he was in active politics and he passed M.A. in International Politics in 1948.

It is said that when Tiwari started from his village Padampuri (Bhimtal) for Allahabad, for higher studies he had only thirty rupees in his pocket. At Allahabad he earned while he learned. It can be understood how difficult it would have been to settle, earn a living, getting higher studies and to participate in National Level politics, at a place like Allahabad with practically no resources at his disposal. .

In 1948, after independence, when the Socialists parted company with the Congress he joined the Socialist Party. In 1952 the first Vidhan Sabha elections were held under the Constitution of the Indian Republic. He won the MLA seat on Socialist Party ticket at the age of 27. During Nehru Era, when Gobind Ballabh Pant, was also a great leader of National stature, it was impossible for a non-congressman to win an election. But inspite of all the odds, Tiwari won the election. It was a startling victory. In UP Vidhan Sabha, Tiwari could quickly make a respectable place for himself, due to his intelligence, meekness eloquent speech and sweet temper.

In 1954, he married Dr. Sushila. In 1957 he was re-elected as MLA and became the Deputy Leader of Opposition. Latter he joined the Congress Party. In 1965, he was appointed as the Convenor of State Youth Congress by Mrs. Indira Gandhi. He went to Russia as a representative of the Youth Congress. In 1969, he was again elected from Kashipur and was appointed Minister for Planning, Labour and Panchayat Raj in Chandra Bahnu Gupta Ministry. Congress had a division during this period. In 1970, Congress and the Kranti Dal formed a coalition Government and he became the Finance and Parliamentary Affairs Minister in the Government. In 1971, he was a Minister in Kamlapati Tripathi Ministry. In 1974, he was again elected from Kashipur and in 1976 he became the Chief Minister of undivided Uttar Pradesh. He got the opportunity to become the Chief Minister of UP four times. In 1980 he became a Member of Parliament from Nainital and was appointed planning and Labour Minister. Latter he worked in different Ministries in the Central Government, i.e. Planning, Labour, Industry, Petroleum, Natural Gas and foreign affairs, as a Cabinet Minister. Thus he remained in top Central Government Ministries for many years.

His advice to young people was, never indulge in groupism and use spare time in the Vidhan Sabha Library. This will enhance knowledge.  Once the Chief Minister’s Secretary put an application before him. Tiwari dictated necessary orders. The Secretary submitted the orders for Tiwari’s signature. He pre-fixed the work ‘please’ before the order and said that ‘meekness is a virtue which everyone should emulate’ you loose nothing in being meek.  Once a Lady MLA asked Tiwari humourously ‘Apko Kavi gussa ata hai’? Tiwari replied yes, ‘Mujhe jab gussa ata hai to ansoo ki do bood baha deta hoon’. Yes as an ordinary human being I do also get angry, but I roll out my anger in the shape of a few drops of tears.

Prior to 1954, I used to live in Bhowali with my parents. I used to see Tiwari, in red cap, holding frequent corner meetings at Chanfi, Khutani, Bhimtal, Maharagoan, Bhowali and other places. He used to have such 4-5 corner meetings. Even during those days, he could attract very good crowd due to his influential and eloquent speeches.  He has been putting continuous hard work for 18 hours a day even during the period he was the Chief Minister of Uttarakhand.

About Tiwari now it is said that he wants to come to active politics once again. It is understood that he wants fight the coming Lok Sabha elections from Nainital. Time only will tell whether he comes to active politics once again or not. (D.N.Barola)

मस्चुन्गाई  ( वर पक्ष का दूत, वधू के द्वार )
Messanger of Bridegroom at the door of the Bride

पर्वतीय अंचल मैं जब वर वधू की शादी रचाई जाती है तो अनेक रश्में निभाई जाती है  मोबाइल व इन्टरनेट के युग मैं आज भी  वर  के बाकायदा  आगमन की सूचना देने हेतु मस्चुन्गाई, मन्ग्च्बाई या मस्चोई को वधू पक्ष के घर भेजा जाता है.  मस्चुन्गाई कंधे मैं मॉस की दाल (उरद की दाल ) व चावल की थैली तथा  हाथों मैं दही की ठेकी लेकर वधू पक्ष के घर जाता है.(कुछ लोग मास व चावल नहीं ले जाते हैं) उसे ससम्मान पिठ्याँ लगा व दक्षिणा देकर पठाया जाता है  दही की ठेकी पीले वस्त्र मैं लपेटकर व कच्ची हल्दी तथा एक मुट्ठा हरी साग (सब्जी) व दूब  के साथ भेजी जाती है. वधू पक्ष के लोग इस लगुनी शगुनी ठेकी का इन्तजार करते हैं तथा कौतुक वस पूछते है की मस्चुन्गाई दही की ठेकी लेकर आया कि नहीं मस्चुन्गाई दही की ठेकी को वर पक्ष द्वारा निर्मित मंडप मैं रख देता है.  इस प्रथा का मुख्य उद्देश्य वधू पक्ष को बरात के आगमन तथा बारातियों की संख्या आदि की सूचना देना होता है.  वधू पक्ष मस्चुन्गाई का स्वागत शंख  घंट बजाकर करता है तथा उसको जलपान एवं टीका पिठ्या लगाकर तथा समुचित दक्षिणा देकर सम्मानित करता है.
मस्चुन्गाई से सूचना प्राप्त होते ही वधू पक्ष मैं चहल पहल शुरू हो जाती है तथा वधू के माता पिता दुल्हे व बरात के स्वागत एवं धूलि  अर्घ के लिये  तैयार हो जाते हैं.

मस्चुन्गाई

  पुराने जमाने मैं जब यातायात अवं टेलीफोन आदि के साधन नहीं थे मस्चुन्गाई एक दिन पहले ही वधू पक्ष के घर जाकर वधू पक्ष को वर पक्ष द्वारा  तैयारी, बारातियों की संख्या व बरात आने का समय आदि की पूर्ण जानकारी दिया करता था तथा दूसरे दिन बरात आने से पूर्व  कुछ दूर पहले बरात मैं शामिल होकर वधू पक्ष की तयारियोँ की पूर्व  सूचना एक भेदुवे (सी आइ डी) की तरह देता था.

वर पक्ष के दूत को मस्चुन्गाई क्यों कहा जाता है ? इसका  कारण यह हो सकता है की वर पक्ष एक थैली मैं मॉस की दाल व चावल भी भेजता है. पहले थैली मैं मॉस की दाल रखी जाती है, फिर र्थैली मैं एक गाँठ मारी जाती है . इस गाँठ के बाद थैली मैं चावल भर दिया जाता है. फ़िर इसे गाँठ पाड़कर  बंद कर दिया जाता है.  इस थैली को कंधे मैं सहूलियत से रख व हाथ मैं दही की ठेकी लेकर मस्चुन्गाई वधू पक्ष के घर जाता है. थैली  मैं मॉस व चावल रखे जाने के कारण ही  इसे मॉस चावल का अपभ्रन्स मस्चुन्गाई कहा जाता है.मस्चुन्गाई  हेतु एक से ज्यादा लोग भी जा सकते हैं  कुछ लोग इसे मंग्चुनई भी कहते हैं.  उनका कहना है की जो लोग लड़की मांगने तथा चुनने जाते हैं साधारणतया वही लोग मंग्चुनई बनाये जाते हैं
 इस प्रकार मस्चुन्गाई प्रथा आज भी बदस्तूर जारी है.  (D.N.Barola)
