आफत बनकर बरसती है बारिश

नई टिहरी: लगातार हो रहे भूस्खलन से मरवाड़ी गांव के लोग फिर दहशत में हैं। हर साल बरसात गांव में आफत बनकर बरसती है। बारिश से ग्रामीणों के घरों के अंदर जमीन से पानी निकल रहा है। इससे खौफजदा ग्रामीण घरों को छोड़कर सुरक्षित स्थानों को चले गए हैं।

भिलंगना प्रखंड का मरवाड़ी गांव आपदा की दृष्टि से संवेदनशील है , इसको देखते गांव को विस्थापन की श्रेणी में रखा गया है, लेकिन बर्षो बीतने के बाद भी गांव का विस्थापन नहीं हो पाया है इस कारण हर बरसात ग्रामीणों का सुख-चैन छीन लेती है। पिछले दिनों हुई बारिश से ग्रामीणों के घरों के अंदर जमीन से पानी निकल रहा जो कभी भी भूस्खलन का रूप ले सकता है। इससे सहमे अधिकांश ग्रामीण घरों को छोड़कर गांव से पांच किमी दूर छानियों में चले गए हैं। घरों के अंदर निकलते से मकानों को भी खतरा बना हुआ है। वर्ष 2002 में भूस्खलन से गांव में दस लोगों की मौत हो गई थी। इस बार बरसात से ग्रामीणों के घरों में जमीन से पानी निकलना शुरू हो गया है जिस कारण ग्रामीण घरों को छोड़ने के लिए मजबूर हैं ग्रामीण अपने सामान को समेट कर छानियों में चले गए हैं। ग्राम प्रधान लीला देवी का कहना है कि बारिश से लोगों के घरों के अंदर से पानी निकल रहा है साथ भी गांव में भूस्खलन भी शुरू हो गया है जिस कारण गांव को खतरा बना हुआ है। उन्होंने शीघ्र गांव का विस्थापन किए जाने की मांग की है।

आपदा से प्रभावित गांवों का भूसर्वेक्षण करवाया गया है रिपोर्ट आने के बाद आगे की कार्यवाही होगी। साथ ही आपदा प्रभावित गांवों में संबंधित क्षेत्र के एसडीएम को गांवों में बराबर नजर रखने को कहा गया है।

Uttarakhand to get 37 canals under UP’s jurisdiction

The 15-year-old Gordian knot on who gets to keep what came almost undone during the assets distribution talks held between Uttarakhand and its parent state Uttar Pradesh recently.

Uttar Pradesh has agreed to hand over 37 canals, presently under their control, to Uttarakhand. The canals are located in Haridwar and Udham Singh Nagar districts.

Ownership of irrigation facilities has been a bone of contention since Uttarakhand was hived off Uttar Pradesh in 2000. The irrigation departments of the two states have been fighting for 50 canals, 13,000 hectares of land, 4,000 buildings, and several barrages in Uttarakhand.

A source in the department said more than 700 cases were pending in various courts.

The ice broke after chief minister Harish Rawat called on his counterpart Akhilesh Yadav early this year and agreed to split them up amicably.

The officials of the two irrigation departments recently met in Bareilly, said Sanjay Raj, the executive engineer in Uttarakhand irrigation department.

“Similarly Uttarakhand will transfer rights of 8 canals that feed Uttar Pradesh fields but are inside the hill state,” the official said.

A joint team of officials from the two states will soon meet again after the governments issue orders.

Besides the remaining five canals that are to be divided, Uttar Pradesh also manages three big water reservoirs—Baigul, Nanaksagar and Dhora —inside Uttarakhand. No decision has been taken on them yet.

Samajwadi Party leader Vinod Barthwal who has been recently appointed by the Uttara Pradesh government as advisor to resolve the pending issues said he would “further accelerate” the process.
