If I were a CM, I'd first have a team of intellectuals and start up the following projects :
(1) get the basic needs to people of every district and village including water and electricity.
(2) Open up government funded schools and make sure every child of Uttarakhand gets a basic education. I'd motivate private funded schools to keep up a good and competitive education.
(3) Create SEZ (Special Economic Zone) across the state giving tax subsidy to the corporate sectors. Keep track of the government organizations with respect to their revenues and work culture.
(4) One of my teams would be dedicated to improve the environmental/infrastructure conditions such as implanting trees,Urging people to use more reusable energy sources such as solar power, making proper transportation system etc.
(5) As the century is very much dedicated to technology I'd use technology to improve the communication (e.g. offices connected through central database), navigation system(such as GPS devices to track the vehicles and keep them safe) etc.
(6) Being a population of a Billion plus country we don't win medals in olympics. I'd initiate a dedicated pool of people to conduct sports look out and find the best sportsmen, train them and make them reach the highest point of contact to get through the political bars.
(7) I'd focus on tourism as several beautiful places dwell in Uttarakhand. A proper investment on tourist places (such as adventurous games, skiing etc) would give a long term benefit to the state, its employees and the state treasury.

Last but never the least I'd make a sound team to invest on health care. At present state lags lot behind other states in terms of hospital services. Creating highly technical clinics in every district would reduce the time to take patients to Delhi or other metro cities. Include easily affordable ambulances would solve the purpose up to some extent.
There are a lot more points I'd implement if I were a CM but my bad luck I'm not, nor I'm a part of policy makers. If the organizers of this community somehow manage to convey my message to the present CM I'd be equally happy as being the CM myself.
