Road to China, finally...

DEHRADUN, Oct.13: Reaching the Indo-Chinese border in Uttarakhand will be easier as the Centre has decided to build a road.
State chief secretary Mr SK Das said the road will be 70 km and lead to Lipulekh via Gunji in Pithoragarh. The project has been taken up by the Union home ministry.
A few weeks ago, a Central committee headed by foreign secretary Mr Shyam Saran had inspected the area. Road construction will soon be started by the CPWD and BRO. The Indo-Chinese border lies in Pithoragarh and is a tough mountainous terrain. People living in the area have to walk for hours to cover several kilometres in the absence of proper roads.
There is a fine road till the border in Chinese territory. But on the Indian side, during any emergency, it takes a long time to reach the border.
The new road will facilitate the movement of Defence force vehicles. Besides, it will also give relief to the residents and change their lives. The area, where flight of people is a major concern, would have some comfort due to better connectivity.

पुलिस आधुनिकीकरण को 13.33 करोड़ की हरी झंडी

देहरादून। सूबे में पुलिस आधुनिकीकरण को केंद्र ने इस वर्ष 13.33 करोड़ देने के लिए हामी भर दी है। माह के अंत तक इस राशि के रिलीज होने की उम्मीद है।
   गत वर्ष केंद्र से पुलिस आधुनिकीकरण को सिर्फ 6.66 करोड़ रुपये ही मिल पाए थे, लेकिन इस बार केंद्र ने दरियादिली दिखाते हुए यह राशि बढ़ा दी है। अपर पुलिस महानिदेशक ज्योति स्वरूप पांडेय ने बताया कि पुलिस आधुनिकीकरण के लिए स्वीकृत राशि का 75 हिस्सा केंद्र व शेष रकम राज्य सरकार देगी। उन्होंने बताया कि केंद्र ने राज्य सरकार से उक्त राशि रिलीज करने से पूर्व यह जानना चाहा कि आधुनिकीकरण के लिए दी जाने वाली राशि किस-किस मद में खर्च की जाएगी। उन्होंने बताया कि इस बाबत शासन के माध्यम से केंद्र को अवगत कराया जा रहा है। उधर, पुलिस महानिरीक्षक राम सिंह मीना ने बताया कि आधुनिकीकरण राशि पुलिस मोविलिटी, कम्युनिकेशन नेटवर्किग, आफिस आटोमाइजेशन, इंटेलीजेंस उपकरण के साथ ही अनावासीय भवनों पर खर्च की जाएगी। श्री मीना ने बताया कि नेहरू कालोनी व मसूरी , थराली व कुंडा (ऊधमसिंहनगर) के थाने के भवनों का निर्माण व सीमा से लगे 12 थानों का सुदृढ़ीकरण भी इस राशि से किया जाएगा।

Everest Industries to set up plant in Uttaranchal

CHANDIGARH: Building materials supplier Everest Industries on Tuesday said it will set up a manufacturing unit at Roorkee in Uttaranchal with an investment of Rs 75 crore to meet the growing demand of the construction sector.
"This green field plant will have manufacturing capacity of 50,000 tonnes of fibre cement boards and one lakh tonne of roofing products per annum," company's Vice-President (Marketing) Pankaj Banga told reporters here.
The plant would make roofing sheets, boards, light gauge steel frames to cater to both domestic and international markets.
"Besides handling domestic projects, this plant will also cater to demands from neighbouring countries such as Nepal, Bangladesh," he said.
The company has manufacturing facilities in Kymore (Madhya Pradesh), Kolkata, Coimbatore and Nashik.
The company, which aims to grow at a rate of 25 per cent, posted a 20 per cent growth in turnover at Rs 303 crore in 2006-07 against Rs 254 crore in the previous fiscal.

दून से उत्तरकाशी की दूरी हुई 78 किमी. कम

 देहरादून। देहरादून से उत्तरकाशी की दूरी अब 78 किमी कम हो जाएगी। वहीं केंद्रीय पर्यावरण मंत्रालय से कोडियाला-ब्यासघाट-पौड़ी मोटर मार्ग के निर्माण में आ रही अड़चनें भी जल्द दूर होने की उम्मीद है।
   जिला मुख्यालयों से राजधानी की दूरी कम करने के लिए पूर्व में सरकार ने पौड़ी और उत्तरकाशी के लिए वैकल्पिक मोटर मार्गो को तलाश किया था। टिहरी बांध की झील के चलते दून से उत्तरकाशी की दूरी काफी बढ़ गई थी। झील बनने से पूर्व जहां दून से उत्तरकाशी की दूरी लगभग पांच घंटे में पूरी होती थी, वहीं वर्तमान में दस से अधिक घंटे लग रहे हैं। इसे कम करने के लिए वैकल्पिक रूप में मसूरी, सुवाखोली, अल्मस, भवान, नगुन, धरासू मोटर मार्ग तलाश किया गया था। मोटर मार्ग निर्माण के दौरान नगुन के पास दो किमी के दायरे में बाधा खड़ी हो गई थी। इस इलाके के कई ग्रामीणों की भूमि मोटर मार्ग के निर्माण की चपेट में आ रही थी। ग्रामीणों को भूमि का मुआवजा देकर शासन ने इसे शांत तो करा दिया था पर फारेस्ट लैंड होने के कारण निर्माण रुक गया था। पर्यावरण मंत्रालय से सिग्नल मिलने के बाद अब यह निर्माण कार्य शुरू हो चुका है। मंडलायुक्त और मुख्यमंत्री के प्रमुख सचिव सुभाष कुमार ने बताया कि हल्के वाहनों के लिए यह मोटर मार्ग जनवरी माह में खोल दिया जाएगा। इससे दून से उत्तरकाशी की दूरी में लगभग 78 किमी. की कमी आएगी। अभी दून से उत्तरकाशी की दूरी लगभग 218 किमी है। श्री कुमार ने बताया कि भारी वाहनों के लिए यह मोटर मार्ग एक साल के बाद ही खोला जाएगा। उन्होंने बताया कि कोडियाला-ब्यासघाट-पौड़ी मोटर मार्ग से भी बाधा दूर हो चुकी है। इस मोटर मार्ग के निर्माण से क्षेत्र में करीब सात सौ पेड़ काटे जाने हैं। पर्यावरण मंत्रालय से इसकी भी जल्द अनुमति मिलने की उम्मीद है। इस मार्ग के निर्माण को 14 करोड़ रुपये पूर्व में स्वीकृत हो चुके हैं। इस मार्ग के बन जाने के बाद देहरादून से पौड़ी जाने में दो घंटे का कम समय लगेगा।

सूबे को 225 करोड़ की अतरिक्त केंद्रीय सहायता

देहरादून। केंद्रीय योजना आयोग ने उत्तराखंड को वित्तीय वर्ष 2007-08 में अतरिक्त केंद्रीय सहायता के रूप में 225 करोड़ रुपये अवमुक्त करने का निर्णय लिया है। इसमें से पचास करोड़ रुपये कुंभ मेले के लिए हैं।
   मुख्यमंत्री कार्यालय से मिली जानकारी के अनुसार योजना आयोग की मंजूरी के बाद इस राशि को जारी करने के बारे में केंद्रीय वित्त मंत्रालय से विधिवत आदेश हो गया है। इस राशि में से बड़ी पत्ती वाले पेड़ों मसलन ओक आदि के प्लांटेशन के लिए 10 करोड़, नए हरित प्रोजेक्ट के लिए 40 करोड़, हवाई पंिट्टयों के विकास के लिए 13 करोड़, वायोटेक पार्क के लिए 10 करोड़ की राशि स्वीकृत की गई है। साइंस सिटी व तकनीकी परिषद की स्थापना और निर्माण के लिए 10 करोड़, दून विश्वविद्यालय के निमार्ण के भी 10 करोड़ रुपये दिए गए हैं। श्रीनगर मेडिकल कालेज के लिए 25 करोड़ रुपये स्वीकृत किए गए हैं। ग्रामीण इलाकों में वाटर सप्लाई के लिए भी 25 करोड़ की स्वीकृति दी गई है। राजधानी में रिहायशी और गैर रिहायशी भवनों के निर्माण के लिए भी केंद्र सरकार से 20 करोड़ की सहायता स्वीकृत की गई है। राज्य में पुलिस कर्मियों के आवास बनवाने के लिए भी 12 करोड़ रुपये दिए जा रहे हैं। केंद्र सरकार ने हरिद्वार में प्रस्तावित कुंभ मेले के लिए 50 करोड़ रुपये दिए हैं। सूत्रों ने बताया कि केंद्र ने इस मद में कुल 275 करोड़ की सहायता देना स्वीकार किया है। यहां बता दें कि यह राशि राज्य के लिए स्वीकृत बजट 4370 करोड़ में शामिल है।

ग्रामीण पेयजल योजनाओं को 47.24 करोड़ स्वीकृत

देहरादून। ग्रामीण पेयजल योजनाओं के लिए शासन ने 47.24 करोड़ रुपये मंजूर किए हैं। इसे खर्च करने में निर्माणाधीन योजनाओं को तरजीह दी जाएगी।
   जिला योजना के न्यूनतम आवश्यकता कार्यक्रम के तहत ग्रामीण पेयजल योजनाओं के लिए यह धनराशि दी गई है। संयुक्त सचिव टीकम सिंह पंवार की तरफ से वित्तीय स्वीकृति का शासनादेश जारी किया गया है। पौड़ी जनपद के हिस्से सर्वाधिक नौ करोड़ सत्तर लाख रुपये आए हैं, जबकि सबसे कम धनराशि एक करोड़ 18 लाख हरिद्वार के हिस्से आई है। अन्य जनपदों में उत्तरकाशी 4.54 करोड़, चमोली 1.74 करोड़, रुद्रप्रयाग 3.26 करोड़, देहरादून 2.66 करोड़, पिथौरागढ़ 3.22 करोड़, चंपावत 2.79 करोड़, अल्मोड़ा 3.40 करोड़, बागेश्वर 2.46 करोड़, नैनीताल 3.67 करोड़ तथा ऊधमसिंह नगर को 1.30 करोड़ रुपये मिले हैं। शासनादेश में स्पष्ट किया गया है कि इस धनराशि का उपभोग प्रथमतया चालू पेयजल योजनाओं पर किया जाएगा। ऐसी योजनाएं शेष न होने की स्थिति में ही नई योजनाओं पर काम शुरू किया जाएगा। इसके लिए भी विभाग को योजनावार शासन को विवरण उपलब्ध कराना होगा। उसके बाद अनुमति मिलने पर इन योजनाओं पर बजट खर्च करने का हक मिल पाएगा। कार्याें की गुणवत्ता एवं समयबद्धता के लिए संबंधित अधिशासी अभियंता जवाबदेह होंगे। शासन ने 31 दिसंबर तक स्वीकृत धनराशि का उपभोग कर इसकी भौतिक प्रगति उपलब्ध कराने को कहा है।

Omaxe plans new ventures in power transmission, airport infrastructure in UK and Punjab.

Real estate developer Omaxe Ltd is entering into the power transmission and airport infrastructure business in an effort to tap emerging opportunites in these sectors in one of Asia’s fastest growing economies.
The company has earmarked an initial investment of around Rs100-200 crore for its infrastructure business. Omaxe plans to set up power transmission lines in states such as Uttarakhand and Punjab. This will be done either in partnership with the state or Union government or other private agencies.
“We will set up power transmission lines because we feel there are lot of opportunities in the infrastructure business,” said Rohtas Goel, chairman and managing director of Omaxe, while announcing the company’s results for the second quarter of 2007-08—the first such announcement after the company listed its shares in August.
A new unit, Omaxe Power Pvt. Ltd, will manage the power business. And another wholly owned subsidiary, Omaxe Infrastructure and Construction Pvt. Ltd, will look at opportunities in upgradation of airports and building roads and freight corridors.
Omaxe reported a consolidated net profit of Rs160.35 crore for the second quarter ended September on sales of Rs712.11 crore. The company did not give comparable figures for the year-ago quarter.
“The growth in profits is basically because of higher margins on account of appreciation in our land value,” said Goel. “Some of our projects launched during this fiscal were built on land that we acquired years ago at a much cheaper price,” he added.
For the six months ended September, the company posted a consolidated net profit of Rs233.70 crore compared with Rs103.3 crore during the same period in 2006-07. This number was available in the company’s filing with the stock market regulator in December 2006 in the run up to its initial public offering. And revenues rose 78% to Rs1,054.57 crore from Rs592.5 crore.
Omaxe raised Rs577 crore from its August initial public offering. Around Rs228 crore of this has been used to repay debts and to acquire land. Currently, the company has a cash surplus of around Rs 450 crore.
Omaxe is also entering the hospitality business in keeping with the trend of real estate companies looking at opportunities in related businesses such as hospitality, health care, and infrastructure development. The company is developing nine budget hotels in smaller cities in North India such as Faridabad and Lucknow. Omaxe will be investing Rs600 crore in its hotel business. Goel said the company was looking for a foreign hotel chain that could manage its hotels.
Omaxe has a land bank of 3,255 acres with a developable area of 150 million sq. ft.
On Thursday, shares of Omaxe fell 4.22% to close at Rs309.55 each on the Bombay Stock Exchange. The exchange’s benchmark index, the Sen*, fell 3.83% to close at 17,998.39 points.

Jaiprakash to Build, Combine Power Plants to Help Raise Prices

Oct. 19 (Bloomberg) -- Jaiprakash Associates Ltd., India's biggest builder of dams, plans to combine its hydroelectric and coal-fired plants into a single company, giving it the flexibility to raise prices and meet demand.

The company, based in New Delhi, plans to invest 180 billion rupees ($4.6 billion) to triple capacity, Executive Chairman Manoj Gaur said in an interview. Jaiprakash plans to sell a portion of its power through short-term contracts.

Private producers on weekly contracts can charge double the rate of utilities with 25-year agreements as a 13.4 percent shortfall in electricity during peak hours spurs demand. Power prices may rise because of a delay to a nuclear agreement between India and the U.S. that was estimated to add 40,000 megawatts of generating capacity by 2020.

``When you see this option not being there, you concentrate on the options available with you,'' Gaur said yesterday, referring to hydroelectric power, which accounts for a fourth of India's total generating capacity.

Jaiprakash plans to fold two existing hydropower utilities and new power projects into one single company, Gaur said.

India in 2003 changed the rules on access by utilities to the transmission network, paving the way for companies to set up plants without entering into long-term purchase agreements. Utilities typically sell power based on long-term contracts and merchant power plants sell at prices based on demand.

`Merchant Power'

``As long as India is a power-deficit state, the merchant power concept will work,'' said Suhas Naik, who manages the equivalent of $100 million in stocks at IL&FS Ltd. in Mumbai. ``Merchant power plants have to bear the risk of cost of production and the risk of selling. In the case of hydroelectric companies, they can generate at low rates and feed into peak demand at peak rates.''

A merchant power plant can sell power for double the price at peak periods, typically between 6 p.m. and 11 p.m., compared with tariffs set in long-term contracts.

``Our objective will be to maximize merchant power,'' Gaur said. The company may sell as much as a fifth of the power from its hydroelectric plant at Karcham Wangtoo in the northern state of Himachal Pradesh and about half of the power from its coal- fired plant in Madhya Pradesh at peak-load prices, he said.

Hydropower Projects

Set up in 1958, Jaiprakash has built 13 hydropower projects in India and neighboring Bhutan that together generate 10,290 megawatts. Most of these projects have been built for state- owned utilities. The company gets 45 percent of its annual revenue of 37.9 billion rupees from building dams, 53 percent from selling cement and the rest from its four hotels, a golf course and the construction of homes.

Jaiprakash has gained 46 percent since the start of the year, compared with a 26 percent rise in the benchmark Sensitive Index of the Bombay Stock Exchange. The stock fell 40.6 rupees, or 3.7 percent, to 1,057 rupees at 1:28 p.m. local time.

Jaiprakash has two subsidiaries that separately run two hydroelectric plants. Jaiprakash Hydro-Power Ltd., which sold shares in March 2005, operates the 300 megawatt plant in Himachal Pradesh. The plant started generating electricity in June 2003. Jaiprakash Power Ventures Ltd. operates a 400 megawatt hydroelectric plant in the northern state of Uttarakhand. The plant became operational in June 2006.

The third plant, which is under construction, will have the capacity to generate 1,000 megawatts of electricity by 2011. This plant is owned by subsidiary Jaypee Karcham Hydro Corp. and is located in Himachal Pradesh. Jaiprakash Associates has already invested in the equity of the project that's estimated to cost 57.1 billion rupees on completion, according to the company's Web site.

Thermal Project

In addition to these three utilities, the company is building a 1,200 megawatt thermal power project at Sidhi, in the central state of Madhya Pradesh and two hydroelectric power plants in the northeastern state of Arunachal Pradesh, with a combined capacity of 2,500 megawatts, Gaur said.

The thermal power plant will use coal from a mine to be run by Jaiprakash in a joint venture with state-run Madhya Pradesh State Mining Corp. to meet part of the requirements. This plant will become operational in 2012 and the two hydroelectric plants will start generating electricity in 2013, Gaur said.

सवा लाख छात्र-छात्राओं को मिलेगा मुफ्त भोजनOct 20, 03:26 am

देहरादून। राज्य के 21 विकासखंडों में अपर प्राइमरी के करीब सवा लाख बच्चों को मुफ्त भोजन नसीब होगा। अपर प्राइमरी स्तर पर पहली बार शुरू की जा रही इस योजना में भोजना माता और सहायिकाओं के तकरीबन डेढ़ हजार पद भी सृजित होंगे।

बच्चों को प्रारंभिक शिक्षा मुहैया कराने की मुहिम के तहत शुरू यह योजना फिलवक्त प्राइमरी स्तर पर ही लागू है। वर्तमान में प्राइमरी में पहली से पांचवीं कक्षा के आठ लाख से ज्यादा बच्चे इस योजना से लाभान्वित हो रहे हैं। अब इसे अपर प्राइमरी स्तर पर शुरू कर दिया जाएगा। हालांकि, भारत सरकार के उक्त योजना पहली अक्तूबर से लागू करने के निर्देश हैं। तकरीबन एक पखवाड़े पहले प्राप्त इन निर्देशों के क्रियान्वयन में अभी कुछ वक्त लग सकता है। राज्य सरकार ने उक्त निर्देशों पर अमल के लिए तैयारियां शुरू कर दी हैं। राज्य के शैक्षिक रूप से पिछले 21 विकास खंडों में छठवीं, सातवीं व आठवीं के छात्र-छात्राओं को भी प्राइमरी की तर्ज पर मध्याह्न भोजन मिलेगा। इनमें उत्तरकाशी के चार, देहरादून के दो, अल्मोड़ा व चंपावत का एक-एक, हरिद्वार के छह व ऊधमसिंह नगर के दो विकासखंड हैं। वर्ष 2001 की जनगणना के आधार पर हुए सर्वे में उक्त विकास खंडों का चयन किया गया है। भारत सरकार ने अपनी सूची में राज्य के 23 विकास खंडों का चयन किया है। इस सूची में शामिल दो विकास खंड में जिन वन ग्रामों को चिन्हित किया गया है, उनमें नई जनगणना के मुताबिक जनसंख्या नहीं है। लिहाजा, प्रदेश सरकार ने केंद्र की सूची में संशोधन कर 23 के बजाए अब 21 विकास खंडों का प्रस्ताव भेजा है। इस नई योजना से राजकीय, सहायताप्राप्त अपर प्राइमरी व ईजीएस समेत 1027 विद्यालयों के करीब 1.25 लाख छात्र-छात्राओं को मुफ्त भोजन मिलेगा। इस योजना के अंतर्गत विद्यालयों में भोजन पकाने के लिए भोजन माताओं व सहायिकाओं के करीब डेढ़ हजार नए पद सृजित होंगे। योजना पर प्रतिवर्ष करीब दस करोड़ व्यय होगा। भोजन बनाने पर होने वाले करीब पौने चार करोड़ व्यय में 75.65 लाख प्रदेश सरकार वहन करेगी।
