सुमाड़ी में बनेगा एनआईटी

श्रीनगर (पौड़ी गढ़वाल)। नेशनल इंस्टीट्यूट ऑफ टेक्नालाजी (एनआईटी) के लिए पौड़ी के सुमाड़ी क्षेत्र में प्रशासन ने 6035 नाली भूमि उपलब्ध करवाई जा रही है।

एनआईटी के लिए सुमाड़ी के साथ ही नकोट लगा खालू, सुपाणा लगा खालू, वागवान, नयालगढ़ में भूमि ली जा रही है। सारी भूमि सुमाड़ी इंटर कालेज के नीचे से लेकर चमराड़ा में स्टेशन से ऊपर का एकमुश्त क्षेत्र भी है। एनआईटी के लिए सरकारी और नाप दोनों प्रकार की भूमि ली जा रही है। नाप भूमि को लेकर प्रशासन प्रयास कर रहा है कि संबन्धित व्यक्तियों द्वारा एनआईटी के लिए यह दान में दी जाय।

उपजिला मजिस्ट्रेट श्रीनगर बीके मिश्रा इस संबंध में संबन्धित लोगों के साथ बराबर बैठकें कर रहे हैं। यहां के नापखेत पिछले कई सालों से बंजर पड़े हैं, जिसमें पेड़ और झाड़ियां उगी हैं। प्रशासन का प्रयास है कि यह नाप भूमि दान में मिल जाय अन्यथा सरकारी भूमि से लगी अन्य सरकारी भूमि एनआईटी के लिए ली जाएगी। गांव के अधिकांश लोग बंजर नाप भूमि एनआईटी को देने के लिए तैयार हैं। एनआईटी के लिए क्षेत्र में जो कुल 65.349 हेक्टेयर भूमि ली जा रही है उस भूमि पर भी पेड़ उगे पड़े हैं। सर्वोच्च न्यायालय के एक निर्णय के अनुसार जिस सरकारी भूमि पर पेड़ मौजूद होंगे उस भूमि की एनओसी भी प्रशासन को केंद्र से लेनी होगी। एनआईटी के लिए सुमाड़ी में 1205 नाली सरकारी भूमि और 1188 नाली नाप भूमि ली जा रही है, जबकि नकोट में 856 नाली सरकारी भूमि और 1116 नाली नाप भूमि, सुपाणा लगा खालू में 196 नाली सरकारी भूमि 258 नाली नाप भूमि, बागवान में 55 नाली सरकारी भूमि 172 नाली नाप भूमि और नयालगढ़ में 953 नाली सरकारी भूमि और 32 नाली नाप भूमि ली जा रही है और यह सारी भूमि एक दूसरे से सटी हुई भी है। एनआईटी के लिए 300 एकड़ भूमि की जरूरत है, जो सुमाड़ी के इस क्षेत्र में उपलब्ध हो रही है।

The latest GST move is why the tax holiday notifications are being sought to be ended by March 2010.
 
The Union finance ministry is mooting withdrawal of the tax benefits it has been giving to manufacturing units in Himachal Pradesh and Uttarakhand.

The move is likely to affect the bottom-line of, and discourage investments from, fast moving consumer goods (FMCG) and consumer durables companies that have set up units there to take advantage of the sops available. Dabur, Nestle, Hindustan Unilever, Britannia, Reckitt Benckiser and Videocon, for instance, already have their plants there. If the government does away with these subsidies, industry experts say the cost of companies in these regions could increase by anywhere between 20 and 30 per cent.

“The govenment is exploring the issue as it works towards moving to a uniform goods and services tax (GST) regime. The tax incentives these states got on account of area-based exemption notifications are slated to lapse by March 31, 2010. We are asking for an extension so that the original timeline of 2013 is maintained,” says S C Nautiyal, joint director, industries, Government of Uttarakhand.

The GST move is the reason why the notifications are being sought to be ended by March 2010, instead of 2013.

Companies across sectors such as FMCG, consumer durables, automobiles and pharmaceuticals have set up manufacturing plants in the region to avail of the 10-year tax holiday these states provide to boost industrial development. There are a total of 1,700 units who have invested about Rs 17,000 crore in Uttarakhand since 2003. That was when the Union government first announced a comprehensive package for both Uttarakhand and Himachal Pradesh, permitting a tax holiday of 10 years for those who set up units there before 2013.

The units in Uttarakhand are across sectors such as FMCG, auto, consumer durables and pharmaceuticals. The scenario is no different in neighbouring Himachal Pradesh, where Baddi is a favourite location of most manufacturers, including FMCG ones, on account of its proximity to Chandigarh. In Uttarakhand, there is Hardwar, Rudrapur, Dehradun and Pantnagar, which are manufacturing hubs in the region.

“The exemptions enjoyed by manufacturers in Uttarakhand, for instance, is substantial,” says Shailesh Seth, a Mumbai-based expert on indirect tax, adding: “They enjoy 100 per cent exemption on excise duty for 10 years, and 100 per cent income-tax exemption for the first five years, which tapers over the next five years. There is also an investment subsidy that manufacturers enjoy at the rate of 15 per cent of the total investment, plus an exemption of one per cent on central sales tax.” All these amount to “significant savings” for companies which set up shop there.

स्कूलों में कंप्यूटर शिक्षण अनिवार्य

देहरादून। शासन ने प्राथमिक और उच्च प्राथमिक स्कूलों में जीरो पीरियड में कंप्यूटर और अन्य गतिविधियों को अनिवार्य कर दिया है।

विभागीय सचिव डा.राकेश कुमार की ओर से इस बारे में जारी आदेश में कहा गया है कि नवंबर माह में एक आदेश के जरिए शून्य वादन (जीरो पीरियड) में कंप्यूटर शिक्षण की व्यवस्था बनाई गई थी। इस शून्य वादन को सृजन वादन का नाम दिया जा रहा है। इसमें कक्षा चार से आठ तक में कंप्यूटर शिक्षण का काम किया जाएगा इस आदेश में अन्य गतिविधियों के लिए भी दिन निर्धारित किए गए हैं। इधर शासन ने सभी जिला शिक्षा अधिकारियों से वर्ष 2009-10 में निशुल्क वितरित की गई पाठ्य पुस्तकों व छात्रों की संख्या का ब्योरे दो दिन में उपलब्ध कराने को कहा है।

KVIC setting up 1,300 new units in Uttarakhand

Khadi and Village Industries Commission (KVIC) is facing an arduous task of achieving its target of setting up nearly 1,300 new units in Uttarakhand by the end of 2009-10.

Till December last, nearly 850 projects have already been cleared. And rest of the 450 projects are in different stages of clearances.

In the absence of any latest data, the officials are tightlipped whether the target would be achieved. But they admitted that there was immense pressure to achieve the target. KVIC officials are blaming banks for the laxity. "The problem is not from our side. Generally banks take long time in giving loans," said KVIC state director Karnail Singh.

Singh said these 1,300 units would give employment to nearly 15,000 people. An investment of Rs 55 crore was proposed in these units.

Last year, KVIC set up nearly 450 units in the state. But this year, it enhanced the target to 1,300. So far, 30,000 such units have been set up in the state.

For the promotion of entrepreneurship skills, the KVIC has also set up two training centres at Dehra Dun and Haldwani and one entrepreneurship development institute at Dehra Dun. To promote khadi, the KVIC has roped in 40 NGOs in the state.

In addition to this, a district-level task force under the chairmanship of the respective district magistrates has also been set up for the promotion of small scale industries.

For setting up new units, the Centre is providing loans up to Rs 25 lakh under the Prime Minister Employment Generation Programme (PMEGP) through various banks.

To promote the local industries, the KVIC has also decided to start a new exhibition here from tomorrow, which would be inaugurated by Assembly speaker Harbans Kapoor. The 15-day exhibition would attract 125 units from various states including Uttarakhand, Uttar Pradesh, Himachal, Punjab among others.

बीटीसी प्रशिक्षण को शिक्षा मित्रों की काउंसलिंग शुरू
पौड़ी गढ़वाल। शिक्षा मित्रों के लिए बीटीसी प्रशिक्षण की प्रक्रिया शुरू कर दी गई है। प्रक्रिया के प्रथम चरण में 438 शिक्षा मित्रों ने जिला शिक्षा अधिकारी के समक्ष शैक्षिक प्रमाणपत्र प्रस्तुत किए। इस दौरान शिक्षा विभाग की अव्यवस्थाएं भी सामने आई।

जनपद में तैनात 438 शिक्षा मित्रों को जिला शिक्षा अधिकारी ने सोमवार को काउंसलिंग के लिए बुलाया था। सुबह-सबेरे ही अपर जिला शिक्षा अधिकारी कार्यालय में भीड़ जुटनी शुरू हो गई थी। तब तक शिक्षा अधिकारी प्रपत्र भी तैयार नहीं कर पाए थे। आधे घंटे बाद प्रपत्र तैयार हुए और फिर शिक्षा मित्रों की भीड़ ने अफसरों को चारों ओर से घेर लिया। वर्ष 2001 में नियुक्त 73, वर्ष 02 के 24, वर्ष 2005 के 119 व वर्ष 2006 में नियुक्त किए गए 212 शिक्षा मित्रों के शैक्षिक प्रमाण पत्रों की जांच की गई। जिला शिक्षा अधिकारी एसएस नेगी ने बताया कि काउंसिलिंग के बाद शिक्षा मित्रों का प्रशिक्षण शुरू होगा जिसके लिए 100-100 शिक्षा मित्रों के बैच बनाए जाएंगे। इसके बाद उन्हें विधिवत जिला शिक्षा एवं प्रशिक्षण संस्थान में प्रशिक्षण दिया जाएगा। अव्यवस्थाओं के बारे में पूछे जाने पर जिला शिक्षा अधिकारी एसएस नेगी ने चुप्पी साध ली।
