कोटेश्वर-तिलणी पुल को मिली शासन से वित्तीय स्वीकृति

रुद्रप्रयाग: जिला मुख्यालय के अन्तर्गत कोटेश्वर-तिलणी 46 मीटर स्पान पैदल झूलापुल के लिए शासन से वित्तीय स्वीकृति मिल गई है, इससे क्षेत्र की कई ग्राम सभाओं को फायदा मिलेगा।

जिले के तल्लानागपुर व धनपुर के विभिन्न गांवको जोड़ने वाले कोटेश्वर- तिलणी पैदल झूला के पुर्ननिर्माण करने की क्षेत्रीय जनता लंबे समय से मांग करती आ रही थी। पुल के जीर्ण-शीर्ण होने पर इस पुल से आवाजाही पूर्ण रुप से प्रशासन ने बंद कर दी थी, इससे लोगों को कई किमी पैदल जाना पड़ रहा था।

अलकनंदा नदी पर निर्मित झूलापुल को जीर्ण-शीर्ण स्थिति को देखते हुए डीएम के निर्देश पर लोनिवि ने पूर्व में 78 लाख रुपए का स्टीमेट शासन को भेजा था। इस पर शासन ने पुल के नव निर्माण के लिए 1.84 लाख रुपये की प्रथम किस्त की स्वीकृत दे दी है। पुल पर शीघ्र संबंधित विभाग निर्माण कार्य शुरु कर दिया जाएगा।

भाजपा के जिला कार्यकारिणी सदस्य रघुवीर सिंह कठैत ने पुल के लिए धनराशि स्वीकृत होने पर कहा कि इससे धनपुर, तल्लानागपुर की दो दर्जन से अधिक ग्राम सभाएं लाभांवित होगी।

The Annual Plan outlay for Uttarakhand for the year 2011-12 was finalized at a meeting, here today, between the Deputy Chairman Planning Commission, Shri Montek Singh Ahluwalia and Chief Minister of Uttaranchal Shri Ramesh Pokhriyal. The Annual Plan size was agreed at Rs.7800 crores.

Deputy Chairman, Planning Commission, Mr. Montek Singh Ahluwalia complimented the State Government for maintaining steady growth and performance in some important sectors. He said indicators in the health sector are better than the national average. Mr. Ahluwalia said the State should continue efforts to create enabling environment for public/private partnership in development of infrastructure.

He said development strategy in line with strengths and weaknesses of the area would help in accelerating growth and making it more inclusive. Shri Ahluwalia said that the Planning Commission was reviewing the performance of Centrally sponsored schemes in the backdrop of preparations for the Twelfth Plan and would expect States to bring their experience to the attention of Commission so that better results can be ensured in the future plans from these social sector schemes.

The State was advised to popularize horticulture, floriculture and dairy farming to improve the livelihood in the region. Related infrastructure should be created on priority and policy initiatives taken to make this activity more attractive. The State Government was also assured that the Commission would take up its request for expansion of Railway network and construction of Air strips with the concerned authorities after detail proposals are received. The Commission noticed with concern slowing down of hydro-power generation programmes in the State and pointed out that efforts should be make to take it forward without compromising on other aspects.

The Chief Minister of Uttarakhand Shri Pokhriyal said that the thrust areas of plan would include development of physical infrastructure, agriculture diversification in hills, enhancing livelihood options, greater emphasis on water conservations and mainstreaming PPS in both physical and social infrastructure. He said setting up of a separate ministry for the States in the Himalayan region would facilitate focused attention of the Central Government in addressing the problems this region.

Shri Pokhriyal said the Planning Commission should take into account regional imbalances and hill – plane dichotomy for finalizing support to the State. Special package for abridging critical gaps in infrastructure were also requested. He also sought special assistance for restoration of infrastructure damaged by disaster as also for rehabilitation of villages rendered unsuitable for human habitation. Shri Pokhriyal also demanded green bonus for the State, claiming that forest conservation Act was depriving the State from making the productive use of the land.

[/t] THDC India Ltd and Uttarakhand Technical University (UTU) have signed an MoU to run India’s first hydropower engineering institute which is coming up in Tehri district of the hill state.
The MoU was signed by D V Singh, director (Technical) THDCIL and D S Chauhan, vice-chancellor UTU, a THDC spokesman said. The first batch is expected to join the new institute in August-September, Singh said.

The capital cost which is around Rs 50 crore for setting up the institute including all initial infrastructure, furniture, lab equipment and library etc, would be borne by THDCIL. The institute will be run by UTU in self financing mode.
Keeping in mind the growth of the hydropower sector, it was agreed by the Union Ministry of Power that THDCIL will meet the initial capital cost towards establishing a technical institute to impart education in various disciplines of engineering with a focus on hydropower.
The objective behind setting up of the Institute is to create a pool of continuously upgraded skilled set of knowledge with special thrust on construction and operation of Hydro Power stations in Uttarakhand where there is an estimated hydropower potential of 20,000-25,000 Mw.
THDC Institute of Hydropower Engineering & Technology’ is spread in 20 acres of land with state of the art infrastructural facilities such as administrative, academic block, including library, laboratories, medical room, auditorium, staff residence, hostels, computer lab, canteen, etc.
In line with the commitment of THDCIL to the project affected population, five percent quota of intake every year shall be earmarked for admissions to the eligible candidates from families of the population affected due to the construction of Tehri/ Koteshwar dams. The eligibility of such candidates will be certified by District Magistrate/Director (Rehabilitation), Tehri.

भतौरा में पिरुल से कोयला बनाने की प्रक्रिया शुरू 
  द्वाराहाट: वनों में लगने वाली आग में घी का काम करने वाले पिरुल को वनों से हटाकर इस्तेमाल में लाने की कवायद के तहत वन विभाग पिरुल से कोयला बनाने की प्रक्रिया भतौरा में शुरू कर दी है। प्रभागीय वनाधिकारी राहुल के अनुसार इससे वनों की आग रोकने में मदद तो मिलेगी ही, साथ ही ग्रामीण महिलाओं को रोजगार से जुड़ने का मौका भी मिलेगा।
वन विभाग द्वारा सोमेश्वर वन क्षेत्र के भतौरा में पीरुल से कोयला बनाने की मशीन स्थापित कर दी है। वहीं पिरुल से कोयला बनाने की प्रक्रिया शुरू हो गई है। इस मौके पर मौजूद डीएफओ राहुल ने इस प्रक्रिया को दावाग्नि रोकने में सहायक बताते हुए कहा कि इससे ग्रामीण क्षेत्रों की महिलाओं को रोजगार मिल सकेगा। उन्होंने क्षेत्रवासियों से मुहिम में सहयोग की अपील की। वन सरपंच कमला कैड़ा ने इसे रोजगार की दिशा में एक अच्छी पहल बताया। उन्होंने कहा कि पीरुल से कोयला बनाकर वनों को हो रहे नुकसान से बचाया जा सकेगा, वहीं ईधन की कमी को भी दूर किया जा सकेगा। उन्होंने बताया कि विभाग एक रुपया प्रति किलो पिरुल क्रय कर रहा है। श्रीमती कैड़ा ने बताया कि भतौरा वन पंचायत की देखरेख का जिम्मा महिलाओं के हाथों में है। उन्होंने विभाग को उत्पादन बढ़ाने में सहयोग का आश्वासन दिया।

पहाड़ों में होटल सबसे बड़ा उद्यम

उत्तराखंड के पर्वतीय क्षेत्र में उद्योगों को बढ़ावा देने के लिए प्रारंभ की गई विशेष एकीकृत प्रोत्साहन नीति-2008 के परिणाम बताते हैं कि पहाड़ों में सबसे बड़ा उद्यम होटल है। अधिकांश उद्यमियों ने होटल और रिजार्ट के लिए आवेदन किया है। पहाड़ों में उत्पादित कच्चे माल पर आधारित उद्योग नहीं पनप पा रहे हैं।

उद्योग निदेशालय से प्राप्त आंकड़ों के अनुसार एकीकृत प्रोत्साहन नीति-2008 के तहत अभी तक उन्नीस दावे ऐसे हैं, जिन्हें निस्तारित होना है। इनमें तेरह होटल तथा रिजार्ट हैं। बाकी छह में से तीन हर्बल एंड फूड, एक फार्मास्यूटिकल, एक इंडस्ट्रीयल गैस और एक आर्टिफीसियल ज्वैलरी से संबंधित है। इन अनिस्तारित दावों में 45.61 करोड़ का पूंजी निवेश होना है। इन उद्यमियों को 4.35 करोड़ का अनुदान दिया जाना है।

लंबगांव: बीएड कोर्स चलाने में दिक्कतें दूर

राजकीय डिग्री कालेज लंबगांव में बीएड कोर्स चलाने में अब दिक्कतें पेश नहीं आएगी। बीएड फैकल्टी का अपना भवन होगा। सरकार ने पहले चरण में तकनीकी पहलुओं को ध्यान में रखकर डीपीआर बनाने को 4.55 लाख रुपये दिए हैं। वहीं मुख्यमंत्री के विधानसभा क्षेत्र थलीसैण के सरकारी डिग्री कालेज भवन बनाने के लिए एक करोड़ की राशि दी गई है।

लंबगांव डिग्री कालेज में बीएड कोर्स चलाने में भवन नहीं होने की दिक्कत दूर करने को मशक्कत के बाद कदम आगे बढ़े हैं। उच्च शिक्षा महकमे की कोशिशें रंग लाई हैं। कालेज में बीएड फैकल्टी भवन बनाने के लिए महकमे ने शासन को प्रस्ताव भेजा था। लंबी कसरत के बाद इस प्रस्ताव को मंजूरी मिल गई। सरकार ने भवन की डीपीआर बनाने को 4.55 लाख रुपये जारी किए हैं। इस्टीमेट बनने के साथ ही दूसरे चरण में भवन बनाने के लिए जरूरी कार्यवाही के निर्देश भी दिए हैं। भवन निर्माण कार्य से पहले भूगर्भवेत्ता से भूमि का मुआयना कराने के निर्देश हैं। इस्टीमेट में जरूरी तकनीकी पहलुओं की अनदेखी नहीं की जाएगी।

उधर, मुख्यमंत्री की घोषणा पर अमल करते हुए शासन ने राजकीय डिग्री कालेज थलीसैण के भवन बनाने के लिए एक करोड़ रुपये की राशि जारी की है। मुख्यमंत्री ने इस बाबत घोषणा की थी। भवन बनाने को महकमे की ओर से करीब 3.29 करोड़ रुपये का इस्टीमेट मंजूर किया जा चुका है। पहली किस्त के रूप में कालेज के लिए एक करोड़ की राशि जारी की गई है।

आजीविका सुधार को 39.61 करोड़ की परियोजना मंजूरराज्य के 17 विकासखंडों के 959 गांवों में इंटरनेशनल फंड फॉर एग्रीकल्चर डेवलपमेंट (आइफेड) की ओर से चलाई जा रही 'उत्तराखंड हिमालयी आजीविका सुधार परियोजना' में 2011-12 के लिए 39.61 करोड़ की वार्षिक कार्ययोजना को मंजूरी दे दी गई है।मुख्य सचिव सुभाष कुमार की अध्यक्षता में हुई उत्तराखंड हिमालयी आजीविका सुधार परियोजना की 14 वीं स्टीयरिंग कमेटी की बैठक में यह मंजूरी दी गई। बताया गया कि 39.61 करोड़ की वार्षिक कार्ययोजना में 6.64 करोड़ रुपए की राशि समुदाय एवं सहयोगी संस्थाओं के सशक्तीकरण व क्षमता विकास, 17.38 करोड़ आजीविका, 7.57 करोड़ आजीविका समर्थक व्यवस्थाओं और 4.9 करोड़ रुपए आकस्मिकता पर व्यय किए जाएंगे। यही नहीं, समूह बचत, सीसीएल और टर्म लोन के जरिए मिले 17.55 करोड़ रुपए की राशि से भी आजीविका की दिशा में कार्य होंगे।जानकारी दी गई कि वर्ष 2004 से चल रही समुदाय आधारित इस परियोजना के तहत अब तक 42690 परिवारों को लाभ मिला है। मुख्य सचिव ने परियोजना में सहभागिता पर आधारित कलस्टर विकसित करने पर बल दिय

उन्होंने कहा कि परियोजना के कार्यक्रमों के क्रियान्वयन में इस बात का ध्यान रखा जाए कि जिस गांव अथवा पट्टी में जिस खेती व बागवानी की संभावना है, उसे पूरी तरह संतृप्त किया जाए। बैठक में वन एवं ग्राम्य विकास आयुक्त राजीव गुप्ता, हिमालयी आजीविका सुधार परियोजना की निदेशक रंजना काला आदि मौजूद थे।

अब देखना ये हैं कि इस राशि मैं कितना पैसा आजीविका विकास कार्यों में खर्च होता है  और कितना कुकर्मियों कि जीविका खा जाती है !

Uttarakhand to get international airport

With Uttarakhand emerging as a hot tourist and industrial destination, the state government on Thursday said it is planning to develop an international airport.
At a high-level meeting here, chief secretary Subhash Kumar asked top officials of the forest and revenue departments to identify land for building an international airport. A survey will also be carried out in this regard in different parts of the state.

       However, the government is mainly banking upon Haridwar district where it thinks sufficient land is available. Nearly 150-200 hectares of land is needed for building the international airport. For this purpose, the government has already started an exercise to identify land between Laksar and Haridwar towns. “The government had seen land at Pathari area of Haridwar district. But the proposal was rejected due to excessive trees in the area,” Kumar said.
Kumar said Uttarakhand is a fit destination for tourism due to its vast and bountiful expanse that include alpine meadows, wildlife parks and sanctuaries, breathtaking heritage and adventure sites. Similarly, the state has also emerged as a top destination for industrialists after big business houses like Tatas, Hero, Bajaj, Nestle, HUL and Mahindra and Mahindra set up manufacturing units there.
“We have started initiative for an international airport as we have only two small airports — Jollygrant and Pantnagar, where further expansion is very difficult,” said principal secretary civil aviation P C Sharma. When asked whether the new airport will be built on PPP mode, he said, “It is too early to say anything now. Our first priority is to identify land.”
Currently, only small ATR planes are being operated in Jollygrant airport. The government is planning to build international airport keeping in view future needs. “If we plan today, it will take years to implement a new project,” Sharma said.
The chief secretary also directed the civil aviation department to consult officials of the Airport Authority of India for building the proposed international airport.

लालढांग मार्ग को 8.26 करोड़ मंजूर

सरकार ने पौड़ी जिले में तकरीबन 11.50 किमी लालढांग-चिल्लरखाल मोटर मार्ग निर्माण को 8.26 करोड़ रुपये मंजूर किए हैं। इस मार्ग के बनने से दून से कोटद्वार के बीच तकरीबन 20 किमी दूरी कम होने से लोगों को राहत मिलेगी।

कोटद्वार होते हुए दून समेत अन्य स्थानों के लिए आवाजाही करने वाले लोगों को उक्त मार्ग बनने से खासी राहत मिलने जा रही है। इस सड़क के जल्द निर्माण को मुख्यमंत्री भुवनचंद्र खंडूड़ी की पहल कामयाब हुई। लोक निर्माण विभाग ने तकरीबन 11.50 किमी लंबे मोटर मार्ग के निर्माण को 8.95 करोड़ अनुमानित लागत का इस्टीमेट सरकार को भेजा था। परीक्षण के बाद सरकार ने 8.26 करोड़ की राशि मंजूर कर दी। लोक निर्माण विभाग 3.25 किमी और 8.25 किमी मार्ग वन विभाग बनाएगा। कच्ची सड़क की गुणवत्ता का तकनीकी नजरिए से परीक्षण होगा। इसके बाद पक्का मोटर मार्ग बनेगा। वन एवं पर्यावरण विभाग के शासनादेश के मुताबिक राजाजी नेशनल पार्क और वन क्षेत्र में वन महकमे को सड़क बनाने का जिम्मा दिया गया है।

लोक निर्माण विभाग प्रमुख सचिव उत्पल कुमार सिंह ने बताया कि उक्त मार्ग बनने से लोगों को काफी राहत रहेगी। इस मार्ग के निर्माण की मांग लंबे अरसे से की जा रही है।
