देहरादून। विज्ञान एवं प्रौद्योगिकी मंत्री डा. रमेश पोखरियाल निशंक के नेतृत्व में 14 सदस्यीय प्रतिनिधिमंडल भोपाल में भारतीय विज्ञान सम्मेलन-2007 में शिरकत करेगा। यह सम्मेलन भोपाल में 23 से 25 नवंबर तक होगा।

मध्य प्रदेश विज्ञान एवं प्रौद्योगिकी परिषद, भोपाल की ओर से आयोजित सम्मेलन में कृषि, बागवानी, पशुपालन, पशु चिकित्सा विज्ञान, वानिकी, पर्यावरण विज्ञान, जल प्रबंधन, ऊर्जा प्रबंधन, मौसम विज्ञान, स्वास्थ्य, चिकित्सा, भू-विज्ञान, खगोलिकी, जीव विज्ञान, सूचना प्रौद्योगिकी, नैनो प्रौद्योगिकी व प्रादेशिक भाषाओं के जरिए विज्ञान संचार समेत 11 बिंदुओं पर चर्चा होगी। विशेषज्ञ व शोधार्थी शोध पत्र प्रस्तुत करेंगे। उत्तराखंड राज्य विज्ञान एवं प्रौद्योगिकी परिषद ने सम्मेलन में भाग लेने के लिए 13 सदस्यीय दल का चुनाव किया है। विज्ञान एवं प्रौद्योगिकी मंत्री डा. निशंक, परिषद के निदेशक डा. राजेंद्र डोभाल प्रतिनिधिमंडल की अगुआई करेंगे। प्रतिनिधिमंडल में परिषद के वैज्ञानिक अधिकारी डा. बीपी पुरोहित, स्पैक्स संस्था के सचिव डा. बृजमोहन शर्मा, यूकोस्ट के विज्ञान समन्वयक डा. प्रशांत सिंह, गुरुकुल कांगड़ी विवि के प्रो. डीके माहेश्वरी, एननेट डेवलपमेंट सोसाइटी मोहितनगर के डा. दिनेश सती, प्रदीप भंडारी, हार्क के डा. महेंद्र कुंवर, राजकीय महाविद्यालय ऋषिकेश के रीडर डा. गोविंद सिंह रजवार, हैस्को की डा. किरण रावत, डीबीएसपीजी कालेज प्राचार्य डा. आरके पांडे, डिवोटेड आर्गेनाइजेशन फार रिफार्मिग इन्वायरमेंट रानीखेत के सचिव संजय रौतेला, एसजीआरआरपीजी कालेज की डा. सीमा श्रीवास्तव व बादशाहीथौल टिहरी के विज्ञान समन्वयक डा. जगमोहन सिंह राणा शामिल किए गए हैं।

Archidply Industries Limited, has filed its Draft Red Herring Prospectus (DRHP) with the Securities and Exchange Board of India (SEBI) on November 5, 2007 to raise funds from the capital market. Archidply Industries proposes to use the proceeds from the Initial Public Offer (IPO) primarily for setting up a new manufacturing facility at Chintamani, Karnataka for Plain Particle Board (PPB), Pre Laminated Particle Board (PLB) and Decorative Plywood and manufacturing facility at our existing unit to manufacture medium density fibreboard(MDF)   located at Rudrapur, Uttarakhand.

This ensures the availability of our products off-the-shelf in any corner of India”.   

The company products have a unique product features in which they use renewable plantation timber thus not destroying any forest cover of India or neighboring countries. Also, the decorative laminates and water proof plywood & block boards are manufactured conforming to low formaldehyde emission standards thus reducing in-door pollution due to the low gas emission caused in the environment which is normally high  in the other plywood’s and laminates

Archidply   proposes to introduce new products thereby leveraging their extensive distribution channels. They also plan to increase their market presence in fast developing tier 2 and tier 3 cities and enter into the export market. Commenting on the company’s market expansion plans, Mr. Shyam Daga, Joint Managing Director and CFO said “We intend to foray into the export market which will have a dual benefit of penetration into newer markets and also avail of the Duty Exemption Scheme on the import of raw materials and capital equipment.”

 

Pancheshwar multi-purpose project awaits R&R policy

The 6,000 MW Pancheshwar multi-purpose project, for which a treaty was signed between India and Nepal in 1996, is yet to see the light of day for lack of consensus between the two countries on a rehabilitation policy. 
 
The project, which would cost nearly Rs 30,000 crore over 10 years, also does not have a detailed project report (DPR) yet. 
 
According to official sources, the project which seeks to build a storage dam on the Mahakali River at the boundary of India and Nepal, will lead to 60 villages getting submerged, affecting about 19,700 people in Pithoragarh and Champawat districts of Uttarakhand. Nearly 80 per cent of the total catchment area for the project would be in India and the rest in Nepal. 
 
Agreement on many issues among various states in India is yet to be reached with regard to this project. “Uttarakhand can think of rehabilitating the outsee in Uttar Pradesh. In Uttarakhand there is an acute problem of availability of land,” the sources said. 
 
Also, the sharing of electricity between the countries has to be addressed when the DPR is finalised and an agreement for construction with Nepal is signed. 
 
“No agreement has been finalised so far. The issue has to be decided on the basis of ‘Mahakali Treaty’ between India and Nepal,” the sources said. 
 
The treaty on development of Mahakali river, known as Sarda in India, had been signed between the countries in February 1996, and came into force in June 1997. 
 
The Pancheshwar project would also facilitate regulated release of water contributing to development of irrigation potential and control flood downstream. 
 
There is also a proposal to construct a regulatory dam downstream of Pancheshwar dam. While India wants to construct it at Purnagiri in Uttarakhand, Nepal is interested in building it at Rupaligarh so that the R&R problem in Nepal in minimised. 
 
Two high-level committees - India-Nepal Joint Committee on Water Resources was formed and the Joint Group of Experts — were formed for speeding the project. The JGE was entrusted with the task of preparing a DPR for the project. The committees last met in October 2004. 

मेडिकल कालेज खोलने की राह होगी आसानNov 13, 02:11 am

देहरादून। केंद्र सरकार की हालिया नीति से उत्तराखंड में मेडिकल कालेजों की स्थापना की राह आसान बनती दिख रही है। उत्तराखंड को रियायती मानकों के दायरे में शामिल करने पर केंद्र सिद्धांत: सहमत हो गया है। शासन ने केंद्रीय स्वास्थ्य मंत्रालय को इसका विधिवत प्रस्ताव भी भेज दिया है, इस पर जल्द निर्णय होने की उम्मीद की जा रही है।

उच्च पदस्थ सूत्रों के अनुसार वर्तमान मानकों के चलते देश के कुछेक क्षेत्रों में मेडिकल कालेज खोलने में व्यवहारिक दिक्कतें पेश आ रही हैं। खासकर उत्तर-पूर्वी, पर्वतीय और ट्रायबल इलाकों में ज्यादा परेशानियां आ रही हैं। इन क्षेत्रों से लगातार मानकों में छूट की मांग उठने को दृष्टिगत रखते हुए एमसीआई ने मानकों में ढील दे दी है। चिकित्सा शिक्षा विभाग के प्रमुख सचिव विजेंद्र पाल के मुताबिक मुख्य रूप से फैकल्टी, बेड आकुपेंसी और बेड संख्या के मानक शिथिल किए गए हैं। मेडिकल कौंसिल आफ इंडिया के नियमों के तहत मेडिकल कालेज के लिए कम से कम 80 प्रतिशत बेड आकुपेंसी की बाध्यता है, लेकिन इसे घटाकर 65 प्रतिशत तक कर दिया गया है। दूसरी बड़ी राहत बेड संख्या को लेकर दी गई है। मेडिकल कालेज के लिए 300 बिस्तर वाला अस्पताल होना अनिवार्य है। वर्तमान में मेडिकल कालेज के पांच किलोमीटर के दायरे में आने वाले अस्पतालों को इस योजना में शामिल किया जाता रहा, लेकिन अब इसे बढ़ाकर 10 किलोमीटर कर दिया गया है। यानि अगर किसी मेडिकल कालेज की स्थापना में बेड संख्या को लेकर पेंच फंस रहा हो तो वह आसपास के अस्पतालों को अपने साथ जोड़ सकेगा। निजी अस्पतालों के साथ भी इसके लिए अनुबंध किया जा सकेगा। श्री पाल के मुताबिक तीसरी रियायत फैकल्टी में दी गई है। अभी तक राज्य सरकार की गारंटी पर दस प्रतिशत तक फैकल्टी की छूट थी, इसके पंद्रह प्रतिशत किया गया है। यह लाभ इस शर्त के साथ मिलेगा कि पंजीकरण के तीन साल के भीतर संबंधित कालेज में मानकों के अनुरूप फैकल्टी की व्यवस्था कर ली जाएगी। दरअसल, केंद्र सरकार में अनु सचिव एस के मिश्रा के हस्ताक्षर से जारी परिपत्र में उत्तर-पूर्वी, पर्वतीय और ट्रायबल एरिया का जिक्र किया गया है। यद्यपि इसमें पर्वतीय क्षेत्र तो लिखा है, लेकिन कहीं पर भी 'राज्य' शब्द का उल्लेख नहीं है, इसलिए सरकार दुविधा में है। इस बाबत शासन ने केंद्रीय स्वास्थ्य मंत्रालय को प्रस्ताव भेज दिया है। इसमें यहां की परिस्थितियों का हवाला देकर उत्तराखंड को भी शिथिलता के मानकों के दायरे में शामिल करने की गुजारिश की गई है।

NHPC plans to add 25,000 mw capacity in 20 years

The National Hydroelectric Power Corporation (NHPC), which has managed to produce just 4,145 mw from 11 projects since it was set up in 1975, is planning to add over 25,000 mw of hydro generation capacity over the next 20 years. 
 
The company has lined up aggressive plans to harness the hydro potential of north and north-eastern states such as West Bengal, Arunachal Pradesh, Jammu & Kashmir, Manipur, Sikkim and Uttarakhand. 
 
NHPC is currently in the process of constructing 13 projects which will add about 5,652 mw. Of this, most projects are likely to be commissioned during 2007-12, the 11th Plan period. 
 
These include the 510 mw Teesta-V project in Sikkim, Parbathi II and III (800 mw and 520 mw) in Himachal, Teesta Lower Dam III and IV (132 and 160 mw) in Sikkim and West Bengal, respectively, Subansiri Lower 2000 mw project in Arunachal Pradesh, Uri II in Jammu & Kashmir (240 mw) and a 520 mw project at Omkeshwar in Madhya Pradesh, said NHPC officials. 
 
Apart from these, NHPC is also constructing three projects in Jammu and Kashmir, with a total capacity of 450 mw. 
 
At present, projects for 5,531 mw of capacity are pending approval from the government, including the 3,000 mw Dibang project in Arunachal Pradesh and the 1,000 mw Pakal Dul project in Jammu and Kashmir. Four medium-size projects, of about 200 mw to 530 mw, identified in Uttarakhand, were also pending approval, they said. 
 
NHPC has prepared a detailed project report (DPR) to add about 7,750 mw of power in the next five to 10 years. 
 
The projects identified are mainly in Arunachal Pradesh, Sikkim and Jammu & Kashmir and include a 2,000 mw project, the 16,000 mw Subansiri project and the Tawang I and II (750 mw each) projects in Arunachal Pradesh. 
 
A DPR has also been prepared for the 1,020 mw Bursar project in Jammu and Kashmir. 
 
The officials said feasibility studies were on for 7,000 mw-plus projects, mainly in Arunachal Pradesh, Uttarakhand and Jammu and Kashmir. 
 
As part of the policy to extend the shelf life of various hydroelectric projects across the country, NHPC is also undertaking renovation, modernisation and upgradation of existing dams. The expenditure for per megawatt is about Rs 1-2 crore, depending on the size of the project. 
 
During the 11th Plan period, about Rs 4,000 crore would be spent on increasing the lifespan of about 67 projects, explained the officials.
