Dear Mr. Rakesh Naithani ji ,

Railway is must for UK to bring economic changes as it will lead to widen tourism , industrialization & create jobs for local population  and reduce dependence of road .Added to that , reduced pressure on exiting road infrastructure which is poor right now but improving in last 4-5years . The minerals , goods etc could be transported in cheaper cost .It will reduce consumption of fuel per person OR per ton or per km thus more environmental friendly . In long term it will also help in growth of UK - GDP , improved connectivity hence attract UK migrated people to settle down back to roots thus reverse migration . Since rail transport will be cheap hence common public will be benefited a lot and commute easily to main towns & sell goods & service easily with better realization thus lead to widen prosperity . This will reduce congestion in HUB city like Haridwar , Rishikesh , Dehradun , Ram Nager   etc  since interior rail system will be connected to these town which already have rail connectivity and less pressure on hub city infrsturcture like electricity , water , sewage , fuel etc  .

I am working in Oman which have population of 28lakhs and area of 309,500 sq km presently having no railways . Recently Oman awarded consultancy contract for 1000km railway  connecting main cities and industrial hubs and this project will be operational by 2018 . The 90% of the area in Oman is desert & barren hills . Oman with average growth of 3.5% per annum if Oman can consider 1000KM rail line than UK growth rate of ….,  no idea but even if you take 50% of India growth rate of 8%  UK is still above Oman Growth rate . Also UK population must be 4-6times Oman .

Therefore I feel it will be historical project if all the districts of UK are connected to main hub in next 20years time than I am sure our grand children will enjoy the fruit and benefits and they will find UK like Switzerland .

I would like to submit that if this country has to develop more faster and if the State of Uttarakhand has really to develop and fulfill the aspirations of the youth, and those who laid their lives for the state we need a serious attention of connectivity and development beyond the foothills.

China has made road and railways to the border and we cannot have a road to the border. Our roads from Almora side to the hills are in bad shape after the present monsoon, the road from Tanakpur to Champawat and Pithoragarh is full of slides. The widening of the road for the Dhauliganga Project is still not complete, though the project is complete and generating power.

From Rishikesh up the hills the widening of the road for Char Dham yatra is again in bad shape.
Rail link up hills has not been thought off till date and remains as left by the Birtishers.

Would suggest the following.

1. Use modern day technology to drill through the hills to get the rail link to the valleys in the hills.
2. Target could be to get to Karnapriyag, Gairsain (The future capital), Bageshwar, Pithoragarh.

Nothing is impossible in today's world of technology. The will is required.

Better late than never, the country needs to rise above party politics and see what the country needs in the long run. Development of barren hills with migrated population an easy approach to the neighbors and an infiltrated jungle.
Submitted to the committee.
Note: I can be available to share my experience in life to suggest methodology in an honorary capacity.

Dear Mehta JI/ and all Friends

Hill Railways !! A Great issue

Good news that our prominent figure Bhagat Da is Chairman of the committee.

    My view are here

First thing I feel, Is Govt. really interested to construct railways in hills or they want to engage some learned members in this issue ?? Because the condition of existing railway I feel not healthy, No trains runs as per scheduled time, large number of passengers, scarcity of accommodation, less numbers of trains………………..etc.etc..

Unequal sharing out of facilities and railway budget (as everybody knows most of the rail tracks, projects are in Bihar and W. B., many trains runs in these states. There is separate Rajdhani for Patna and moreover Patna quota is available  in every Rajdahni train passing from there. Between Delhi and Kolkata more than a dozen trains are available, including two Rajdhani trains Howrah and Syaldah on the other hand for eight north eastern states there is only one Rajdhani train and fewer number of other trains. As everybody knows that large number of military persons, paramilitary forces, Central Govt. employees are also deployed in these sensitive states ).   In spite of nearness to Delhi least railway budget is utilized for the development of railways in Uttarakhand and Rajasthan.   THus there is urgent need for more Rajdhani trains for N. E. India or N. E. Himalaya, like SIkim Rajdhani Delhi to New Jalpigudi, Meghalaya Rajdhani, Similarly more trains should go to Uttrakhand and HImanchal.

Second thing I want to say that if Govt. really interested to provide the railway facilities to hill / Himalayan peoples of India, first they must provide more facilities to hill peoples in existing infrastructure of railways and simultaneously  also explore the possibilities of railway lines in hills. I want to justify my thoughts as follow.

    1.      Most of the existing rail tracks are constructed during British Raj. Journey from West to E. Himalaya takes 3- 4 days ( from Jammu to Dibrugarh depending upon the train) plus hill journey of both sides. For that instead going to Delhi, Kanpur , Mughalsarai, Patana or Lucknow, Chpra, Hazipur we should explore new sub-Himalayan Rail tracks for hill peoples. These tracks will reduce the pressure on existing lines on the one hand and on the other hand hill people can reach their destination in short duration.  One such rail track I am proposing here is Jammutawai- Pathankote- Una- Chandigarh- Dehradun-Rishikesh- Kotdwar- Ramnagar, Haldwani- Tanakpur- Piibhit-Puranpur-Mailani—Nepalganj-TUlshipur- Bagaha- Ruxol-Setamani- Madhubani- Jogbani-SIliguri- Guwahati. Moreover many of the above stations are presently also connected with rail lines. For that Govt. must construct a separate sub-Himalayan or Himalayan railway division.

    2.      In second phase like existing hill/ heritage trains ( Darjeeling train; Kangravalley train, Kalka Shimala train or recently sanctioned Sikkim railroad from Siliguri to Singtham/Ramphoo 51 Km along river Teesta) Hills should be connected to this Sub-Himalayan railroad via our river valleys or tunnels depending upon feasibility of hills.  some examples of such rail roads are Tanakpur- Pancheshwer- Jhulagaht- Jauljibi; Pancheswer - Seraghat- Bageshwar; Ramnagar- Garjia-Betalgaht- Khairna- Almora- Garud;  Una – Bilaspur- Rampur …..; Similarly along Satluj valley etc.

Throughout the Himalaya there  are plenty of tunnels are made for the Hydroelectric projects thus depending upon feasibility of rocks and altitudinal gradient railway tunnels can be constructed in hills. As in Europe recently railway tunnel is completed across the Alps (both Himalaya and Alps are rencet mountains in the history of earth); construction of  such tunnels is one time investment. Some example of constructing such tunnels is striking my mind is from Chalthi (Champawat) to Ghat (Pithoragarh); Ramnagar to Khairna in Nainital etc.

    THanks & Regards
