Should Gairsain Be Capital? - क्या उत्तराखंड की राजधानी गैरसैण होनी चाहिए?

इन सब के लिये आवश्यक है कि राजधानी को जनभावनाओं के अनुरूप तत्काल गैरसैंण में स्थापित किया जाय. जहां तक आयोग की रिपोर्ट का प्रश्न है, उसकी हमें जरूरत ही नही है,

२- आयोग पानी की कमी बता रहा है तो मैं यह भी जानना चाहूंगा कि उत्तराखण्ड में हरिद्वार को छोडकर और कहां पर पानी है, आज भी देहरादून, पौडी, अल्मोडा, पिथौरागढ में लोग पानी के लिये कनस्तर ले कर लाइन मे लगे रहते है.
      उक्त बिन्दुओं के आलोक में यही निष्कर्ष निकला कि आयोग की रिपोर्ट की हमें जरूरत ही नही है, जरूरत इस मुद्दे पर राजनीति करने की भी नहीं है. बस जरूरत है द्र्ढ संकल्प की, यदि हमने अभी कदम नहीं उठाया और इस मामले को राजनीति और आयोगों में उलझाते रहे तो फिर हमारा भी हाल पंजाब और हरियाणा जैसा ही होगा. यह स्थान राज्य के मध्य मे है, जनभावनाओं के अनुरूप है और शहीदों का संकल्प भी है, जैसा मैने पहले भी कहा कि गैरसैंण हमारे उत्तराखण्ड के लोगों के लिये मात्र जगह नही है, गैरसैंण हमारे आन्दोलनकारियों का सपना है, उत्तराखण्डियों की भावना है, एक विचार है, एक सपना है. और हमें इस सपने को हर हाल में पूरा करना ही होगा.
        सरकारें तो इस पर कु्छ करेंगी नही, अब जनता को ही निर्णय करना होगा और एक नया आन्दोलन गैरसैंण के लिये करना होगा.

Uttarakhand is already in high zone of earthquake but it does not mean we should leave for hope for the development. These are unforeseen events and development pace should not stopped in their anticipation.

This issue is emotional as well as developmental.  Emotional because all along our struggle for statehood, we had believed that the capital would be Gairsain (Chandranagar).  Suddenly, we find that Dehradun is going to be our capital for all times to come if the politicians and bureaucrats have their way.   Emotional because all along we believed that the capital would be in Pahad and not plains or Doon valley.  Emotional because we believed that the State belonged to the Pahadis, created for Pahadis.  With the capital in the plains, we seem to be cheated. 

There is the developmental aspect.  If the capital is situated in the hills (Gairsain), a whole range of activities would follow suit.  Roads would have to be carved/widened, whole structure of capital would mean spending a huge amount in the hills, thus beneficial to the Pahadis.  Pahadis would get work, jobs would be created, UP-Cadre wallas would leave, crores of rupees would be spent in the Pahad, facilities in the hills nearby would be upgraded.  Now, this would not materialise.  Why?

I have a sneaking feeling that the politicians would never agree to Gairsain.  After chatting informally with all hues of politicians (smaller fries as well as ministers) during the last 5-6 years, I feel they are afraid of shifting/establishing the capital in the hills because then they would be at the mercy of the local populace in the hills with no getaways. 

So far as bureaucrats are concerned, they would never agree nor would they allow the politicians to establish the capital in the hills, that too at a remote place like Gairsain.  As we are aware, the bureaucracy in UK is dominated by UP-cadre/plainswallas.  They have a vested interest in keeping the capital at Doon.  They are not interested in serving the Pahadis but in exploiting it.  Please go through the list of officers posted in the hills.  You will find that most of the plainswallas/UP-Cadrewallas are posted in larger cities like Doon, Nainital, Mussorie, while most of the lower-rung officers belong to Pahad and posted in the hills.  It is surprising that headquarters of most of the posts located in the remote corners have been shifted to the capital and nobody has pointed it out, not even our reportedly vigilant media.

Now the third angle.  If I remember correctly, most of the agitations have been held at Gairsain instead of Dehradoon, therefore the media avoided it.  Without the media attention/hype, it petered out.  If the agitations are held at Doon or Delhi, the media would lap it up and a pressure would be built on the politician-bureaucracy nexus.

Please do air your views on this.

First of all i would like to thank you for expressing your views on the subject at length.

This is one of the most burning issues of Uttarakhand has been pending since last 7 yrs.

I feel Politicians who have a huge property and in around Uttarakhand would never let the Capital shifted to Gairsain. They have easy access of train, air to come Derahoon. They have forgetten that a lot people of Uttarakhand have sacrified their lives for this. UKD and other organizations have been raising their voice over this issue but nobody is going to listen them.

I foresee definite development of Uttarakhand hill areas by shifting the Capital though there is some huge amount is involved. But in interest of public, Govt must go ahead on this issue.
