HI All,

I take this opportunity to introduce myself. Myself Pratiba Naitthani basically from ( Chadarpali- Pauri Garhwal- Uttaranchal) I am a lecturer of Political Science at St. Xavier’s college ( Mumbai) . I have started a campaign to make media safe for children because

-Our television is full of adult content. The films, serials, music video show almost performing pornography.

There is a direct link between the violence shown in media and the violence against women. The cases of molestation, *ual harassment and rape are on the rise due to this constant bombardment of *, nudity and violence in the media. In Mumbai there have been instances of 12 and 13 years old boys raping 9-year-old girl, copying the act from television. Many more such cases have been registered.

IN THAT REF....
Various organizations have formed Forum Against Obscenity, this Forum has organized a mass Rally on 28th April 2006 at Kamgar Maidan, near
K E M Hospital, Lower Parel between 4pm to 7pm.

To strengthen this cause a number of NGOs, Social Service organizations, Political Parties, Religious and Spiritual Groups, students groups together will participate in the rally.

It is a humble request to you to kindly help us in this cause by joining hands with us. We will be grateful you if you could kindly join us in spreading the campaign to make media safe for children.

We as aware and concerned citizens must raise our voice and make the media safe for our society.
As responsible citizens, and parents it is our duty to raise our voice against these shameless and blatant violation of our laws, it is making the society unsafe for our children, we owe it to them. Lets join our hands in this fight against violence and vulgarity in media.

Thanking you in anticipation

Yours Sincerely
Pratiba Naitthani

Women are portrayed as nothing more than
                      a * objects

                                Pratiba Naitthani 8th Jan 2008 DNA.com

A television ad shows two guys trying to be
one-up on each other, and a girl walks by. In
the end, the guy who walks away with the girl
emerges as the winner. What's wrong with this
ad, you'd say? At the cost of sounding feminist,
I'd like to say that this is nothing more than
                                making commodities of women.
Women are portrayed in the media as no more than
* objects. In movies, earlier it was just the
vamp that showed skin. As a negative character,
it was part of her trait. Today, it has become a
necessity for every female actor, especially the
heroine, to expose her body. Many argue that if
a woman has no problem is displaying her assets,
why should it be a problem. However, it needs to
be understood that, today, things have come to a
point where an actress cannot do without showing
skin. In every film, ad, or television serial, a
man is shown to be having a good time doing the
following things: sipping liquor, dancing to
music, and having a number of women around him.
A woman has been relegated to being a way to
reflect a man's worth. In the process, her
                                individuality has been lost.
Talking about ads and films, television is no
less a culprit in downgrading our women. In
saas-bahu serials, women are either submissive
or crooks. However, in real life, no one behaves
                                in that manner.
In the New Year's molestation case, pictures of
the woman who was molested were splashed across
newspapers, one of which had her undergarments
showing. Also, news channels have been airing
the news-piece as if it's an entertainment show,
with relentless coverage of the story. It is
said that too much of exposure to something
insensitive makes people immune to it after a
point of time. Why desensitize the minds of
youngsters, who have been watching the news
                                day-in-day-out?
The media needs to be lauded when it matters.
It's true that if it hadn't been for those
journalists, the molestation would never have
come to light. The fact is that the power of the
media is outstanding. If it takes up the agenda
of women and their rights with honest vigour, it
                                can bring about a sea-change.
—Naitthani is professor of Political Science at

Dr.Pratibha Naithanni is a Social – Activist and a Lecturer in St.Xavier’s . She gave an exclusive interview to Mr. Rajneesh Agnihotri.

Questions 1 -  Pratibhaji, We heard that you are the first Lady from Uttarakhand who participated in Nanda Raj Jat Yatra . Did you face any oppose from anywhere in UK since this Yatra is considered mostly men dominated?

Ans: The Yatra is not only male dominated; it did not allow women at all. The opposition came more so from the locals, who would come up to my brother, and said you will cause calamities and disasters because you are with a woman, your sister. As far as the Raj jt committee is concerned I did have to persuade Kunwar Balwant Singh Ji, the president of the committee.

Question II-  Where do u hail from UK? How did u feel when people criticize or support your crusade against vulgarity and violence?

I am from Pauri Garhwal, Chedar Pali, and Patti Guradsyun. If people criticize my crusade they also appreciate and give awards to me. I remain detached from both as for me the cause and issue is more important.

Questions III- Can you tell us that what are the main obstructions in the development of Uttarakhand?

Being a smaller state w are not the priority for national politics, with in the state the govts are formed due to anti incumbancy factor, till our political priorities are not clear, we will not choose the committed govt, they will keep playing the game of coming in and out of power. We should be forceful anough to qstn the govt, demand the facilities and be aware of our rights.

Are we enough qualified on commenting the problems of Uttarakhand people as neither we are living there nor we had ever face any major day to day problems.

Wll atleast I don’t fall in this category, am very well connected with my roots, am facing the problems while living there and am working towards soil union as well, whether it is issue of public toilets or yatra season problems, water or displacement, freedom of an artist and politics,
For those who are not living there they can atleast be concerned and help in the time of crisis.

What is your message for Uttrakhandi people specially women. How do you describe the condition of Uttrakhandi women and their social status?

Wll I personally feel that women in uk are far more safer than delhi and bombay, that throws a lot of light on thier statu in the society. For us going to get fodder /fuel/water is a big problem but it is a part of the daily life. Just as for us gettign in to crowded locals and travelling in sub human conditions is daily affair. Women in uk are are bold, forthright, aware and sensible. My message to the uk women is I hail each one of them, be proud of being a woman specially an UK woman.

Did you ever thought about those real problems of UTTARAKHANDI people, which are much more, major than commonly known problems like ELECTRICITY, ROADS, EADUCATION OR EMPLOYMENT.

I personally am a proactive person, only thinking of a problem is not my way of working, I will bite what i can chew. So far whtever i have done was with in my capacity. When am strong enough will take up other issues.

List any five major problems from your top priority list, in which you feel UTTARAKHAND GOVT should have to work like WAR EMERGENCY SITUATION

Health care, specially for women, why for women, well most of the hospitals, health care centers, have male doctors, compounders, if any, A woman never will go to a male for the health problem in uk villages, hence deaths during delivery, etc are still common water, rights of locals, education, infrastructure.

Do you think that sitting in an air-conditioned room with hi-tech devices and searching UTTARAKHAND related data… and then preparing a nice questionnaire of UTTARAKHAND related problems can made us feel a PROUD UTTARAKHANDI (without knowing grass root problems of the people living there)

Well you always make a beginning some where. we cant generalize that all outside living uk ppl are sitting in the ac rooms. Rather i think the hard working uk ppl feel more for their state, at times even more than the ppl living there

Do you visit Uttrakhand regularly?

Do you get warm welcome from UK people or not ?

ANS- since 11 years i go there 2ce a year, well you dont wait for a welcome in your own home from your own ppl. I am 1 among them.....

Q- I You ask for a ban on cartoons, Why?

Ans - Well to tell you the fact I find this so silly and hilarious that I dont feel like answering it whenever people ask me this question. This I am sure you read in Mumabi Mirror, where I was quoted saying something of this sort.

Well let me tell you that I have never asked for any ban, either on cartoons or on any channel. The court also did not say that ban anything, it was the cable operators who decided the black out. HBO was off air because they were to submit an affidavit stating that they will follow the Indian rules. As per the laws a film can be shown on any public medium only after it is certified as U. Star movies is yet off because they havn’t yet done this. Its funny that these same channel follow all the laws of other countries but not of India.

For details on the judgment you may go to google, type high court Mumbai, go to home page and orders. My PIL no is 1232 of March 2004.

Let me now tell you about my statement on cartoons, well the discussion which came up during the interview in Mumbai Mirror was that if I am against the children being exposed to media violence then what about the cartoons which are so violent. In reply I had expressed my concern on the same, and said that the media persons who make these cartoons must be careful, as they are making it exclusively for the children and such violence is not needed to entertain children. I had also mentioned that the parents must understand that children can not differentiate between REAL and REEL life. For them the cartoons and the violence is real and they might imitate the same.
I had also given the example of children in U K who were taken for counseling by their parents as they were suffering from insomnia, sleeplessness. After talking to the kids they found that the reason that disturbed children was the cartoon serial Pokemone, which has characters having faces of all shapes and sizes, such as square, triangular, etc. Children could not understand the reason of wired faces and became sleepless.

I also gave example of the children who died because they were playing the game of Dhanajay Chatterjee's hanging shown in detail through sketches on news channels 24X7. Instead of understanding my point he asked something like, so do you think even news channels should be banned? I don’t understand where does the ban come from? So if someone decides for not understanding the point I am trying to make then it is his \ her problem, I pity such people's insecurity as acceptance of the truth goes against their vested interest.

Infact on 2nd jan one 9 year old died as he was trying to copy the hanging scene of Saddam Hussain which was shown on all news channels. All those who refuse to accept that children get influenced by media, I would like them to ask one question that what if some child close to them had died because of copying television? Would they just say its their fault to have purchased a t v or they would raise an objection on news content???
It is unfortunate that rarely a media person has written what I said, twisting ,turning my statements, telling half truths, or complete false is what they do.

Similarly I have never mentioned the morality issue ever, though that too is an imp issue here, however I have been given the title of Moral Police by the media.

To give you some more examples, once some Khashif had come to interview me from Mid Day immediately after the first court order to implement the t v laws in sept 2004. He asked me a question that 'what is the difference between you Shivsena and Bajrang Dal?' I laughed and asked him, where do you see the similarity? His reply was that they do moral policing and you too do the same, the difference is that they are violent and you are not.

To this I laughed more, and said, If you know the difference then why are you asking me, please understand that What I am doing is legal policing, [co incidently after about 1 year even the judges while listening to the arguments said the same, that this is not moral policing but legal policing].I also told him that my PIL is based on Legal provisions which prohibit Adult content[ Violence and *] on television 24 X 7,on Psychology, and on the rights of children to be protected from the content unsuitable for them.

Can you imagine what did he do? He printed my big photo with a Title in quote" I am Bajrang Dal minus violence". Says Pratiba Naitthani.
He did not stop here, he also printed the photo of Bajrang dal Bombay head with a Lathi in his hand saying She is most welcome to join us and even if she does not approach us we have inducted her in Bajrangdal as we have same aims!!!! Is this journalism? Is this interview? The boy also has the audacity to write about me in one of the orkut communities saying .I was the first ever person to interview her and she is hot!!!

Though I haven’t read it but someone who is member of orkut told me.
So this shows the quality of this so called journalist, was he there to talk about my PIL or something else.

Another girl had come to me for a chit chat session from Afternoon. I was surprised to read that she had written it in the form on Question and Answers, some of the questions were not even asked to me, she wrote that I have filed various PILs in court, including PIL against cartoons, in spite of me telling her that in my entire life I have filed only one PIL, she also wrote that I feel Sharmila Tagore is not suitable to be the head of Censor Board and a lot of such rubbish.

As far as me asking for a ban is concerned, well I think people must understand that the court is not to grant you whatever you ask for. I had asked for 3 things in my PIL, 1- Implementation of cable tv network laws which says that no Adult content can be shown at any time on the television.
2- A regulatory body, not a censor board but some such body where the viewers can give their feed back, file complaints and get a solution. You see for films we have censor board, for press the press council., for advertisements the advertising standard council, but there is nothing for the television.
3- The so called foreign channels must have registered offices in India so that they follow the Indian laws directly.
I don’t think any of these amount to moral policing or to unreasonable demand. If anyone thinks so then its due to their limited understanding.

I have been saying that like films even channels should be given U or A ratings. Now with CAS around the consumer can choose the channel and pay only for that. So those who don’t want Adult content will not choose it. All those including the media, who blame me for being the moral police, or they say who is she to decide what we should or should not watch must understand that it is not me who is deciding for anybody. The law has decided it for all, I am merely asking for the implementation. Similarly, just as they say who is she to decide that we should not watch adult content, similarly even I would like to ask them that who are they to send Violence, abuses, galis, *, obscenity vulgarity etc inside my house? If its a matter of choice then it should be a proper choice for all.
Rather I would say that those who want adult content do have the option of going to theaters, getting DVDs etc. How many people want to watch it? Is India only the urban crowed or are we a combination of various cultures, age groups etc?
A very child reply for this is you have the remote in your hand switch it off’. Well my problem is that if it is a public means then it has to be as per the legally accepted public norms. Today if we accept this argument of switching off the channels then tomorrow they will dance naked outside our homes and tell us to shut our windows and doors, or put up obscene posters on the road and tell us either not to go on those roads or to hang our heads down so we don’t see them.

In my PIL I had also raised the issue of obscene posters, which you will agree that now the city is far more cleaner that last 2 years, I had raised the issue of the advertisements of massage parlors saying angel like, gorgeous, hot masseurs available for erotic massage, with a photograph of bikini clad foreigner girl, the court pulled up the newspapers for this and prohibited such advertisements, I had also raised the issue of objectionable content printed in news papers, this is yet to be finalized.

Well democracy is not freedom to do any thing but to do things, which does not offend people and law in general.

People must remember that I am not the law nor does the judiciary work according to my views. There are laws and it is according to them.

The problem is that the media writes what they want to, draw and color a picture as they want it to be, in the bargain the truth is lost somewhere, they tell blatant lies and the reader or the viewer blindly believe them.
Hope this answers your question, please feel free to ask whenever you think necessary.

Q PRATIBHA JI Please define VULGARITY…

Is it related to * scenes only or it is a vast field, which includes anything, which crosses a limit either in action or comedy. (Reference: - cheap comedy in Great Indian laughter challenge or motorbike scenes in DHOOM movie)

ANS First of all a clarification that my campaign is not only against vulgarity but violence also. Any thing which is offending the sensitivity of the people in general and children in particular.

Q- definition and criteria of vulgarity and violence?

In our country many pl with power and influence get away with everything, rules are bend, norms are changed....
How does one define vulgarity, well something which you are not comfortable watching with your family, something which depraves thoughts, something which instigates crime are objectionable for public exhibition.

As a Social worker you have done several works. Are you going to do something towards delay in justice of Muzafarnagar massacre where a lot of our brother & sisters were killed in Police firing ?

ANS - In the Muzzngr case the verdict wsa given, implementation delayed. its a wait  n watch situation, if nothing moves obviously an agitation will begin, and i will be in the forefront.

Aap Uttarakhand mai Uttarakhand ki Mahila ke liye kis roop mai karya kar rahi hain. jisa ki hum sabhi jaante hain ki hamare Pahad mai mahilaon ki stithi itni achhi nahi hai..kise bhi shetra mai.

The women of uk are the backbone of our society, we need to undrstand their needs, an urban definition of improvement of status willnot help them, In this regrd the locals can do more than the peopel who are living outside. As far as my efforts are concerned, the opening of rej jat, the issues raised in the research for better status of women are some examples.

Q- Pratibhaji ji.. since when and how did u start this campaign against vulgarity and violence..? is there in incident which force u to raise ur voice.. ?

ANS- I have been working on this campaign since mid 2oo3. It wasnt a particular incident but the deteriorating condition of media in general.

Q-You can stop media to show these type of matter.. bt how u will stop people to see it..

Well its not about stopping any body, its about ones choice, adult content should be a matter of choice, some sawant or sheravat, some killing or rape scene should not enter my bedroom without me choosing the same,

I have heard from someone that you were likely to file a RTI on the ban imposed on Negi ji’s music Album “Nauchami Narayana” by the Congress Govt at that time? Please tell us know something about this incident?

Yes i did use RTI, also wanted to take the issue further, but due to some technical issues couldn’t go ahead without the producer of the album,

Why are we loosing our language?

The more you use a lnguage the more it flourishes or else it dies off. We somewhere lack the pride in our language, our cultural identity. BAdi and phanu ore sign of backwardness, burger is coming in. We are to be blamed for it, but its not too late, If all start promoting their boli within their family.

I believe you have also released a Music Album in Rajasthani language? How that idea came in your mind? Will also release any music Album in Uttarakhandi language also in future?

I have been singing rajasthani songs since 1989. Not that I don’t know garhwali songs, but all the regional music is produced in uk itself where i don’t live permanently, where as rajasthani music is the place in bombay.

Pratibha ji Nanda Raaj Jat is a very tiresome Yatra which was associated with men devotees only. How did u feel when u completed it?

I felt elated, divine, a strong sense of achievement, not in comparison with men, but personally. It was amazing, once in the life time experience, so much of positive energy tha tinspite of walking for days, at times with out food, and rest I was not tiered, never thought of giving up, It was possible due to blessings of Ma NAnda devi, my elders and obviously Kunwar Balwant singh ji.

What would say about the Capital issue of Uttrakhand ?.  A large number of people of Uttrakhand feel that the existing Capital of  Uttrakhand should be shifted in Gairsain. What are your views in this regard?

Pahad ki rajdhani pahad mae honi chahiye, so obviously Gairsain

I would like to know your reaction when you hear something like this from our own community people “oh .. this woman is bringing such a bad name to the people of Uttarakhand with her narrow minded crusade.”

What is meant by narrow minded crusade??? If fight for dignity of women and rights of children is being narrow ninded then so be it, As far as me bringing bad name for UK is concerned, well one is free to disown me. Its better to fight for your rights a nd self respect than to turn the state in to a red light area, or shed off your cloths for few rupees. We all are entitled to our opinions, I am doing my bit, you kindly do yopurs. Thanks.
It was great interacting with all of you. Hope to keep in touch in future too. I appreciate the efforts of YU, it is reuniting the UK ppl, and special thanks to Rajneesh, who very self lesssly is devoted to te causes of UK. We need more such ppl to make a positive change.... THANKS[/b]
