देहरादून। पांच साल से लालबत्तिायों को सपना संजोए भाजपा के सैकड़ों दावेदारों को यह सुनकर निराशा होगी कि सरकार के मुखिया 'जनरल' खंडूड़ी बत्तिायों की तादाद 23 से ज्यादा बढ़ाने को राजी नहीं हैं। जाहिर है कि संख्या इतनी कम रही तो बहुत पहुंच वाले या ज्यादा योग्यता रखने वाले ही इसमें समा पाएंगे। बताया जाता है कि संगठन के कई नेता लाल बत्ताी व राज्यमंत्री के ओहदे के बगैर ही कुछ और लोगों को भी घोड़ा-गाड़ी मुहैया कराने की पैरवी में लगे हैं, जबकि कुछ तिवारी सरकार की तर्ज पर लालबत्ताी बढ़ाने का सुझाव दे रहे हैं।

लालबत्ताी के आवंटन में जैसे-जैसे विलंब होता जा रहा है वैसे-वैसे उनकी संख्या भी कम होती जा रही है, इससे भाजपाइयों में बैचेनी और बढ़ने लगी है। भाजपा ने अपने चुनाव घोषणा पत्र में तिवारी सरकार के दौरान बंटी लालबत्तिायों को भी एक बड़ा मुद्दा बनाया था। इस मुद्दे को वह जनता के बीच भुनाने में कामयाब भी रही थी। अब जब लालबत्ताी बांटने का नंबर उसका आया तो सरकार के मुखिया फूंक-फूंक कर कदम रखना चाहते हैं। मुख्यमंत्री भुवन चंद्र खंडूड़ी किसी ऐसे कदम को उठाने को मूड में नहीं है,जिससे बाद में उन्हें विपक्ष की किरकिरी का सामना करना पड़े। सूत्रों की माने तो यही प्रमुख कारण है कि मुख्यमंत्री लालबत्ताी ज्यादा बांटने के फेर में नहीं पड़ना चाहते हैं। उन्होंने फिलहाल संवैधानिक पदों पर ही लालबत्तिायां देने का मन बनाया है। इस दायरे में विभिन्न आयोग, परिषद, प्राधिकरण व निगमों के जो पद आते हैं उनकी संख्या 23 बताई जा रही है। इनमें से गढ़वाल व कुमाऊं मंडल विकास निगम के अध्यक्ष, राज्य वन्य जीव सलाहकार परिषद सदस्य,उत्तारांचल अनुसूचित जाति एवं जनजाति आयोग अध्यक्ष,उत्तारांचल अन्य पिछड़ा वर्ग आयोग अध्यक्ष,भागीरथी नदी घाटी प्राधिकरण उपाध्यक्ष,भवन एवं सन्निर्माण कर्मकार कल्याण बोर्ड अध्यक्ष,राज्य व्यावसायिक प्रशिक्षण परिषद अध्यक्ष, प्रादेशिक बाल कल्याण बोर्ड सदस्य, राज्य योजना आयोग उपाध्यक्ष, उत्तारांचल वक्फ बोर्ड अध्यक्ष,बीस सूत्रीय कार्यक्रम क्रियान्वयन समिति उपाध्यक्ष, उत्तारांचल अल्प संख्यक आयोग अध्यक्ष, उत्ताराखंड पर्यावरण संरक्षण एवं प्रदूषण नियंत्रण बोर्ड अध्यक्ष, उत्तारांचल हज समिति अध्यक्ष,समाज कल्याण सलाहकार बोर्ड अध्यक्ष, राज्य सलाहकार संविदा बोर्ड अध्यक्ष,उत्ताराखंड कृषि उत्पादन मंडी परिषद अध्यक्ष,श्री बदरीनाथ -केदारनाथ मंदिर समिति अध्यक्ष,राजकीय औद्योगिक प्रशिक्षण संस्थान सलाहकार समिति अध्यक्ष,राज्य स्तरीय सतर्कता समिति अध्यक्ष,उत्ताराखंड राज्य महिला आयोग अध्यक्ष व उत्ताराखंड वन विकासन निगम अध्यक्ष के पद शामिल हैं। सूत्रों ने बताया कि लालबत्तिायों की संख्या कम होने से इसके आवंटन में विलंब हो रहा है। हालांकि पार्टी के कई प्रदेशस्तरीय नेता बत्तिायों का आवंटन जल्द कराने के लिए दबाव की रणनीति भी बना रहे हैं। सूत्रों ने बताया कि कुछ नेता लाल बत्तिायों की संख्या बढ़ाने के पक्ष में हैं, जिससे अंदरूनी नाराजगी को भी कम किया जा सके। पार्टी के कुछ नेताओं का यह भी मानना है कि निकट भविष्य में पौड़ी लोस उपचुनाव भी है। इस चुनाव से पहले मुख्यमंत्री क्षेत्रीय नेताओं की नाराजगी मोल नहीं लेना चाहते हैं, यह वजह भी लालबत्ताी बंटने में विलंब का प्रमुख कारण बताई जा रही है।

विद्युत परियोजना के खिलाफ तहसील का घेराव करेगे ग्रामीणNov 27, 02:09 am

बागेश्वर। उत्तर भारत हाइड्रो पावर कार्पोरेशन प्रालि द्वारा कपकोट विकास खंड में फेज 1 व 2 के खिलाफ चलाया जा रहा ग्रामीणों का आंदोलन जारी है। ग्रामीणों ने चेतावनी दी है कि अगर शीघ्र कार्य न रोका गया तो ग्रामीण तहसील का घेराव करेगे। ग्रामीणों ने पंचायत चुनावों में भाजपा के खिलाफ मतदान का संकल्प लिया है।

सौंग-मुनार में विद्युत परियोजना के खिलाफ चलाए जा रहे क्रमिक अनशन में सोमवार को यशोदा देवी, जीवंती देवी, कमला देवी, नीमा कोरंगा, चंद्रा भंडारी बैठे। अनशन स्थल पर ग्राम प्रधान बसंती देवी की अध्यक्षता में आयोजित सभा में वक्ताओं ने कहा कि प्रदेश सरकार क्षेत्रीय विधायक के समर्थन के कारण परियोजना को अपना समर्थन दे रही है तथा ग्रामीणों के हितों को दरकिनार कर रही है। उन्होंने कहा कि अगर प्रदेश सरकार ने शीघ्र कार्य न रोका तो ग्रामीण तहसील व जिलाधिकारी कार्यालय का घेराव करेगे व जेल भरो आंदोलन चलाएंगे। वक्ताओं ने आगामी पंचायती चुनावों में भाजपा का पत्ता साफ करने का भी निर्णय लिया।

Hindu Jagran Manch presents one lakh signatures to Uttarakhand Chief Minister
Anti-conversion law soon in Uttarakhand—B.C. Khanduri

Leaders of Uttarakhand unit of Hindu Jagran Manch led by RSS National Executive Member Shri Indresh Kumar recently presented a memorandum to Uttarakhand Chief Minister B.C. Khanduri urging him to enact a strict anti-conversion law in the state. They also submitted documents in this regard endorsed by one lakh people of the state. According to the state organising secretary of the Manch Shri Rajendra Bhandari, the Manch had launched a signature campaign from October 13 to November 13 in 60 Assembly Constituencies through 150 Manch workers and had organised 25 public awareness meetings before submitting the memorandum.

Talking to Organiser Shri Khanduri termed the signature campaign as a right step. It is worth recalling that in its poll manifesto the BJP had promised a law banning cow slaughter and conversion. The Assembly has since passed a bill on cow protection. He promised to enact anti-conversion law soon in the state.

Addressing a gathering on the issue, Shri Indresh Kumar said the religion is neither to be sold nor bought. He said several states constituted commissions under the presidentship of former judges and formulated anti-conversion laws in their states to prevent religious conversion. The Badhwa Commission, Niyogi Commission and Venugopal Commission were formed which latter stressed the need for anti-conversion laws. Even the Supreme Court had made it clear that no one has the right of religious conversion.

Swami Hansdas said the Christian Missionaries are misguiding the Hindus and an anti-conversion law must be formulated before long by the government to prevent the conversion of Hindus, which is really the conversion of nationality. Appreciating the BJP government he said the people of the state hope that their aspirations would be fulfilled and the religion would also be protected. The government has already passed a bill for cow protection and strict punishment for those violating its provisions. In the same way an anti-conversion law is too expected to be formulated by the Khanduri government.

Shri Premchand Saini, Working president of the Manch regretted that Hindus have become minority in seven states of the country because of religious conversion. Hindus have become a minority in Meghalaya, Tripura, Nagaland, Manipur, Mizoram, Nicobar and Arunachal Pradesh. The number of Christians is increasing unexpectedly because of religious conversion. About one lakh Christian priests are active in India for this purpose. This is an invisible attack on India by the missionaries.

Talking to Organiser Shri Bachi Singh Rawat, state BJP prersident, said the BJP government would certainly fulfill its promise of banning the religious conversion, which is the demand of the people of the state. Swami Chidanand Muni alleged that Christian missionaries are still indulging in religious conversion in the guise of social service. “I think religious conversion is unconstitutional and inhumane,” he added.

"The BJP Government in Uttarakhand is working well. We must fulfill the promises made to the public in our manifesto. At the same time we should also respect the feelings of the party workers and involve them in all activities,” said Shri Rajnath Singh, national president of BJP while inaugurating the first Uttarakhand BJP Working Committee meeting under new state president Shri Bachi Singh Rawat at Agrasen Dharmashala in Haldwani, Nainital. Stressing on the constitution of Booth Committees, he said such committees have been constituted in five states and the work is going on in other states also. He said while constituting the Booth Committee we should develop oneness with the party workers so that they could connect themselves with the party wholeheartedly. He further said the BJP has been a party with a difference. But now this concept is being questioned. “We must think over it and accept it as a challenge,” he added.

National Organising secretary Shri Ramlal said Uttarakhand could be made an ideal state in the country. He called upon the workers to move forward with this motive. He also told them to take the good works of the government to the common man. He stressed the need to formulate both immediate and long term plans for the all-round development of the state.

Speaking at the second session, Chief Minister Shri B.C. Khanduri said the BJP has come to power in the state due to the hard work of the party workers. He said the objective of the governance is not availing facilities but to serve the people despite facing hardships. He said coordination between the organisation and the government is must for good performance of the government.

Shri Bachi Singh Rawat said it is the time to work as the state government is working well and we should apprise the people of the good decisions of the government. He appealed to the workers to act as a bridge between the government and the people. He also said organisation and the national interest should be supreme for every worker.

In the first session, state general secretary Shri Tirath Singh Rawat introduced a political resolution highlighting the struggle of the party and the people of the state for creation of a new state of Uttarakhand. The resolution criticised the policies of the Central Government alleging that it is not behaving well with Uttarakhand. The resolution also warned to launch an agitation in the state against this type of treatment with the state by the Centre. State general secretary Shri Naresh Bansal said the party workers would stage dharnas across the state on December 10 against the wrong treatment with the state by the UPA Government.

Shri Bhagat Singh Koshyari, former state president, said we all are dedicated to the one goal. He said the state government is working in right direction. He cautioned the workers against the propaganda of the Congress.  By Ravindra Saini

Kranti Dal to have alliance with Khanduri govt

THE UTTARAKHAND Kranti Dal (UKD), an alliance partner of the B. C. Khanduri-led BJP government in the State, is not averse to having an electoral tie-up with the ruling BJP in the forthcoming local body elections.

Disclosing this here at a press conference on Sunday afternoon the UKD's newly elected president, Dr Narain Singh Jantwal revealed that the regional party would though now vigorously step up pressure on the Khanduri government to implement its (UKD) nine-point agenda.Jantwal termed the UKD's nine-point agenda as very important for "our party which also happens to be the only recognised regional political outfit" in Uttarakhand.

"It is, in fact, the main point of the political resolution that was unanimously passed at the UKD's biannual session that recently concluded at Mussoorie", Dr Jantwal stated while referring to his party's nine-point agenda.The agenda includes the UKD's long pending demand that Gairsain-a place equidistant from Kumaon and Garhwal- be commissioned as the permanent capital of Uttarakhand. It also presses for a "special arrangement to be made under article 371 of the Constitution for protection of the precious resources (jal, jungle, jameen)" the hill state of Uttarakhand is endowed with.

"A resolution in this connection should be unanimously passed in the Assembly and referred to the Parliament for its (resolution) approval", reads the UKD's political resolution. Rejecting the recently carried out population based delimitation of the assembly seats in Uttarakhand the regional party through its resolution has demanded that the delimitation be carried out all over again on the basis of the geographical area only.Besides, the party has also demanded that a new law be introduced so that the original residents of Uttarakhand could be exempted from producing domicile certificates.

The political resolution also demands that the Khanduri government introduce a "practicable employment policy", and issue an early relieving order for all the government employees who has opted for the UP cadre long ago." Besides, it also stresses on the need for speeding up the process of identification of those who had participated in the 1994 statehood movement so that they or their dependents could be provided government jobs at the earliest. Jantwal said the UKD would follow a two-pronged approach to "make sure that all the points made in the nine-point agenda are implemented at the earliest."

"In this connection, we will continue our dialogue with the Khanduri government", he clarified. "Besides, the UKD workers will also organise panch sammelans at the panchayat levels so that public pressure could also be built on our alliance partner for an early implementation of our nine-point agenda." To a query, however, the UKD president said his party was not averse to entering into an electoral alliance with the ruling BJP for the forthcoming local body elections. Kashi Singh Airy, a senior UKD leader said he was completely in favour of the "stringent forest laws to be" reasonably relaxed.

Dehra Dun: When it was Uttaranchal, a section of politicians of the six-year-old state thought that they could do more if only they could change the name of the state. So, Uttarakhand was born this year.

But as months went by, those who brought about the name change almost vanished from the political scene.

The Congress, which was instrumental in changing the state's identity as a ruling party, could not cash in on the emotive issue and was defeated by the BJP in the assembly elections held early this year.

In the February elections, the ruling Congress's seats shrunk to 21 from 36, which it got in the 2002. The BJP increased its strength to 35 from 19 in the previous elections.

With the support of three-member Uttarakhand Kranti Dal (UKD), which spearheaded the separate statehood movement, and three independents, BJP formed the new government.

Chief Minister Maj Gen (retd) B C Khanduri's tactical moves to defeat his adversaries within and outside the party may have strengthened his position. But if he faces a few surprises in the coming year, he may as well blame himself.

Bhagat Singh Koshiyari, who led the party to power, lost the race for Chief Minister's post to former Union Highways Minister and Pauri MP B C Khanduri.

The election of the new leader of BJP legislature party saw an open clash between supporters of Koshiyari and Khanduri.

Khanduri took oath of office as the new Chief Minister on March 8. He has been a wily politician: he first convinced the then Congress MLA from Dhumakot Lt Gen (retd) T P S Rawat to quit his seat to pave the way for his election to the Assembly and later the former Tourism Minister into BJP with a promise of a Lok Sabha ticket from Pauri parliamentary constituency vacated by him.

Thus the Congress has a reduced strength of 20 MLAs in the assembly, while the BJP has a clear majority of 36 after it won the Dhumakot by-election.

The Chief Minister not only got rid of an undue pressure from BJP's coalition partners, the UKD and three independents, but also gave a befitting response to his rival Koshiyari camp, which was pinning its hope on the party MLAs not willing to vacate seat for Khanduri.

Khanduri made his position stronger by replacing his bete noire Koshiyari by Bachi Singh Rawat as state party president.

After tasting defeat, Congress also made former speaker and Mukteshwar MLA Yashpal Arya as new state president in place of Rajya Sabha MP Harish Rawat.

The state's fast political pace did not spare Tehri. Manvendra Shah, the last scion of Tehri dynasty and record eight-time BJP MP, passed away, and the Lok Sabha seat fell vacant.

The by-election for the seat took place along with the assembly elections, but the BJP, which gave ticket to Maharaja's son Manujendra Shah, could not cash in on the sympathy wave and lost the seat to Congress's Vijay Bahuguna, son of former UP strongman Hemwati Nandan Bahuguna

अपनी सरकार से नाराज हैं भाजपा कार्यकर्ताDec 20, 02:34 am

पोखरी (चमोली)। भाजपा जिला कार्य समिति की बैठक कार्यकर्ताओं ने अपनी सरकार को आड़े हाथ लिया। कार्यकर्ताओं ने इस बात पर रोष जताया कि जरूरतमंदों को भी मुख्यमंत्री विवेकाधीन कोष से मदद नहीं मिल पा रही है।

चमोली जिले की तीन विधान सभाओं के विधायकों की मौजूदगी में आयोजित बैठक में चुनावी समीक्षा से पूर्व कार्यकर्ताओं ने अपनी ही सरकार को घेरते हुए रोष प्रकट किया कि मुख्यमंत्री विवेकाधीन कोटे में भाजपा कार्यकर्ताओं के आवेदनों पर कोई कार्यवाही नही हो रही है और क्षेत्र के विधायक भाजपा कार्यकर्ताओं की उपेक्षा कर रहे हैं। बैठक में कार्यकर्ताओं ने कहा है कि जिला संगठन से भी कार्यवाही के अच्छे परिणाम नही आ रहे हैं। बैठक में उपस्थित तीनों विधायकों का भी यही मानना था कि उनकी कार्यवाही एवं संस्तुति वाले आवेदनों पर मंत्रालय स्तर पर उपेक्षा हो रही है। बैठक में इस बात पर भी जोर दिया गया कि पूर्ववर्ती सरकार को मुख्यमंत्री विवेकाधीन कोष के दुरूपयोग का ही खामियाजा भुगतना पड़ा। इस बात पर वर्तमान सरकार को सबक लेने की आवश्यकता है। बैठक में पार्टी संगठन को मजबूत बनाने पर जोर देते हुए कार्य नीति बनायी गयी। जो कि पोलिंग बूथों तक सक्रिय रहेगी। बैठक में पोखरी क्षेत्र के विधायक व काबीना मंत्री राजेंद्र भंडारी से भाजपा कार्यकर्ता भी नाराज नजर आए।

Bachida urges BJP workers to prepare for forthcoming elections

Dehradun, 21 Dec: At a day long meeting of all the party MLAs, State Executive Office Bearers and members, and district party presidents, State Party President, Bachi Singh Rawat urged the party workers to prepare for the coming Panchayat, local bodies and cooperative elections. He expressed satisfaction at the fact that in most districts, booth level committees had been formed.
He also expressed satisfaction at the success of the dharna staged by the party in all parts of the state against the discriminatory policies of the Centre. He observed that the dharna has pressurised the Centre and brought good results in the talks held between Chief Minister BC Khanduri and the union ministers. The Centre also agreed to raise LPG quota for Uttarakhand.
Khanduri reminded the party officials that several elections were due in the course of the next few months. The party had to prepare well to ensure good results in the elections. He further told them that as a result of the pressure created by the state wide dharna held by BJP on 10 December, the union ministers cooperated with him and agreed to many of the demands made by him in the public interest. He asked the party men to remain alert regarding internal security.
Former Chief Minister Bhagat Singh Koshiyari said it was a matter of pride that BJP had reached every village in the state and would now try to reach every home by the year 2008. He also said that BJP was a disciplined party and had an image very different to that of the Congress. He called upon every one in the party to live up to the image in the party.
General Secretary Ajay Bhatt proposed the political resolution which was adopted unanimously. National Convenor of the BJP Programme Aajivan Sahyog Nidhi (Lifetime Cooperation Fund) Mangelal Garg stressed upon the workers to donate as much as they could to the fund as it was a giant step towards financial transparency and cleaner elections.
General Secretary (Organisation) Naresh Bansal announced that the collection campaign for Aajivan Sahyog Nidhi would start on 25 December and continue till 11 February. Deepak Mahra had been made State In-charge for this, while Govind Mohan and Shyam Agarwal had been appointed Garhwal and Kumaon in-charges, respectively. He also informed that beginning from Atal Bihari Vajpayee’s birthday on 25 December, the Yuva Morcha would organise 3 day blood donation camps at district centres. Mahila Morcha would distribute fruit at various hospitals on the occasion.
The meeting was coordinated by Tirath Singh Rawat.
Party spokesman Dr Devendra Bhasin stated that committees were being formed for the Delhi Rally on the Ram Setu, Aajivan Sahyog Nidhi campaign at the district and block levels.
