Is Khanduri losing his way on roads?

When Maj Gen B.C. Khanduri (retd) took over the reins of the Uttarakhand government as chief minister this March, he jokingly said that he would be a 'miser' and aim to bring fiscal discipline into the state administration. It was hoped that Khanduri, with his image of being a tough administrator with a disciplined army background, would be able to accelerate the pace of development in this backward hill state. Many here, particularly from Garhwal, still nurse high hopes about him as the first Garhwali leader after his uncle, Hemvati Nandan Bahuguna.
But after more than six months in the saddle, Khanduri has proved that he is indeed a 'miser' as far as state spending is concerned. The state government, in the six months that he has been in power, could spend only 17 per cent of the budget - indicating that spending on various developmental projects in the state has been sluggish at best. Out of a total annual budget of Rs 4788 crore for the year '07-'08, the government has been able to spend only Rs 795 crore, as of September 30.

Khanduri's decision to probe more than 50 alleged scandals committed by the previous state government, with the aim of punishing the politicians as well as the bureaucrats responsible, has had a significant impact on the ongoing developmental work. One of the problems for Uttarakhand was that when it was a part of Uttar Pradesh the region had been gravely neglected. Not more than 4,000 villages were connected with roads until 2000. The previous N.D. Tiwari regime had gone ahead with several works, some without budgetary sanction. Roads, the lifeline of people in the hill state, had figured high on the priorities of the earlier regime, which had claimed to have built and repaired 9,800 kilometres of roads, including 404 bridges linking more than 9,527 villages with roads. It had also proposed to link all the 16,829 villages of the state by road by the year 2010.

With the change of regime from the Congress to the BJP in the state and the CM's efforts to probe scandals and ensure a tight financial control, most developmental works have come to a standstill. With two commissions, headed by former high court judges, already constituted to probe alleged scandals, officials are afraid and unwilling to stick their necks out in taking any development initiative. The contractors, the main link between the government and the execution of developmental works in the hill state, are today in dire financial straits. Now, starved of the funds, they have begun to stop working on many projects. Others have ground to a halt because of ongoing inquiries. For instance, after ordering a probe into the working of the State Industrial Development Corporation, the government has also discontinued with the four-laning work in Rudrapur town.

Interestingly, all this has been happening under Khanduri, who as Union minister of surface transport in the NDA government was responsible for the successful initiation of the 'Golden Quadrilateral' project linking the four metros, as well as the North-South and East-West corridors connecting the four extreme points of the country.

It appears then that Khanduri the administrator, seems to have been co-opted by Khanduri the politician. Coming as he did from national politics to state politics, amidst significant opposition from within the party in the state, he has had from the beginning to struggle to consolidate his position politically. Besides facing dissidence from former chief minister Bhagat Singh Koshiyari, who is also the BJP party chief in the state, Khanduri has had to win the support of Uttarakhand Kranti Dal to gain a majority in the assembly.

There has also been a string of elections to face. First, he had to campaign and win the deferred Bazpur assembly segment poll. His next test was to enter the state assembly. This entailed winning over Lt Gen T.P.S. Rawat (retd), a former Congress minister, who had resigned from his Dhumakot assembly seat for him. After winning the Dhumakot assembly seat comfortably, Khanduri is now busy preparing for the Pauri Garhwal Lok Sabha seat by-election. To keep his promise to help Rawat enter the Lok Sabha from his earlier Pauri Garhwal seat, Khanduri has been electioneering hard, even though the Election Commission is yet to announce the date of polling.

BJP insiders argue that Khanduri is treading very cautiously, but his detractors claim that he has lost his way in his home state. The future will reveal which assessment proves to be the right one.

The Nationalist Congress Party in Uttarakhand today flayed the ruling Bharatiya Janata Party for increasing the circle rates of land. It also said that development works had come to a standstill.'

Nationalist Congress Party State Chief Suryakant Dhasmana told reporters here that by increasing the circle rate of land, the state government was trying to debar poor people from their basic rights. He said that, on the one hand, the BJP government by implementing the Land Act was trying to show that it was pro-public and, on the other hand, by increasing the circle rates it was posing difficulties for the poor people in purchasing land.
Taking a dig at the government regarding traffic congestion in the capital city, Dhasmana said the traffic police had no clear plan to manage it. “The traffic in the city is being managed by Home Guards and a few traffic police personnel,” he pointed out. He said that many traffic signals had been out of order for a long time but the department was least bothered about it. Roadside vendors were also responsible for the congestion and no action was taken by the police to remove them. He added that the new DGP would be approached as senior administrative officers and police officers had failed to resolve the problem.
The NCP State Chief said that the development process had come to a point of stagnation in the seven months of BJP rule. “The BJP government has failed even to utilise 20 per cent of the funds in the last seven months,” he said, adding that the government had also failed to attract big industries to the state, which had adversely affected the industrialisation process. Dhasmana said that there was no progress in the development projects initiated by the previous Congress Government.

पुरोला (उत्तरकाशी)। तीन साल पहले वन विकास निगम मोरी के कुलणी लकड़ी के डिपो में करोड़ों की लकड़ियां जलने के मामले में पुलिस की मेहनत रंग ले आई। पुलिस ने लकड़ी जलाने के मामले का पर्दाफाश कर तीन ठेकेदारों सहित नौ निगम कर्मचारियों के खिलाफ कोर्ट में चार्जशीट दाखिल की है।

पुलिस जांच में कहा गया कि डिपो में करोड़ो रूपये की देवदार, कैल तथा फर की लकड़ी नष्ट करने व सरकारी धन को हड़पने की नीयत से आग लगाई गई थी। घटना को षडयंत्र मानते हुए पुलिस ने ठेकेदार के मुख्य श्रमिक अशोक कुमार लांबा उर्फ पन्नु पुत्र चन्द्र सैन नेहरू नगर पुरोला, किताब सिंह पुत्र साधुराम निवासी मोरी ग्राम सालरा तथा गुडडू सिंह पुत्र लुदर सिंह मोरी सालरा सहित उप लौंगिग अधिकारी क्रमश: रामकुमार वतर्मान में वन विकास निगम कोटद्वार,जेके सिंह वर्तमान में वन विकास निगम उत्तरकाशी, ओम प्रकाश स्केलर वर्तमान में वन विकास निगम नई टिहरी, स्केलर जोगी सिंह रावत वर्तमान में वन विकास निगम चकराता तथा चार चौकेदारों क्रमश: राम बहादूर सिंह निवासी ठडियार,मीन बहादूर पुरोला बाजार,अष्टम सिंह नोरी पुरोला,आभानन्द, ग्राम हडवाडी मोरी, राजेन्द्र सिंह निवासी खांसी नौगांव के खिलाफ धारा 435,409,467, 468, 471,120बी, 427, 116,201 के तहत चार्ज सीट मु़ंसिफ न्यायालय पुरोला में दाखिल कर दी है। पुलिस दल की इस कामयाबी पर पुलिस कप्तान अनंत राम चौहान ने पुलिस दल को दो हजार पांच सौ रूपये नगद ईनाम देने की भी घोषणा की है। गौरतलब है कि तीन वर्ष पूर्व 18 व 19 दिसम्बर 05 की आधी रात को वन विकास निगम मोरी के कुलणी डिपो में एकत्र 17 हजार आठ सौ 64 देवदार, कैल तथा फर के नगों को आग के हवाले कर करीब पांच करोड़ की लकड़ी जल कर राख हो गई थी, जिसकी प्रथम सूचना रिपोर्ट पांच दिन बाद 23 दिसम्बर 07 को राजस्व पुलिस चौकी मोरी में दर्ज किया गया था। बाद में राजस्व पुलिस ने जांच में असमर्थता व्यक्त करने के बाद जिलाधिकारी ने इस प्रकरण क ो रेग्यूलर पुलिस को सौंपा था। पुलिस ने जांच पड़ताल करने के बाद आगजनी को साजिश करार देते हुए दो साल तक तीन दर्जन से भी अधिक लोगों से पूछताछ की तथा विभागीय अभिलेखों की फारेंसिक जांच तथा घटना स्थल का कई बार निरीक्षण करने के बाद ठीक तीन साल बाद साजिश का पर्दाफाश करने में सफलता हासिल की।

बागेश्वर। जिला कांग्रेस कमेटी की यहां सम्पन्न बैठक में वक्ताओं ने भाजपा सरकार को हर मोर्चे पर विफल करार दिया कहा कि भाजपा शासन में आम आदमी का जीना दूभर हो गया है। पार्टी के प्रदेश अध्यक्ष यशपाल आर्य के बागेश्वर आगमन पर तैयारियों को अंतिम रूप दिया गया व कार्यकर्ताओं को विभिन्न जिम्मेदारियां दी गई।

जिलाध्यक्ष उमेद सिंह माजिला की अध्यक्षता में सम्पन्न बैठक में वक्ताओं ने कहा कि प्रदेश की जनता को गुमराह कर भाजपा ने सत्ता हथिया तो ली परंतु उसे अब सरकार चलाना नहीं आ रहा है। राज्य में अब तक कोई नीतिगत फैसले नहीं लिए गए है। आम जनता गैस, राशन की तंगी से जूझ रही है। महंगाई के मुद्दे पर सत्ता तक पहुंचने वाली भाजपा अब अपने मुद्दों को ही भूल गई है। बैठक में तय किया कि 14 नवम्बर को श्री आर्या के आगमन पर जगह-जगह तोरण द्वार लगाए जाएंगे। श्री आर्य नगर में जलूस की शक्ल में घूमते हुए जनता से मुलाकात करेंगे व नुमाइश मैदान में कार्यकर्ताओं की बैठक

Locals protest govt nod for highrises in Uttarakhand
DEHRA DUN: It is music to the ears of builders in Uttarakhand, but, many residents are warning that the cacophony of construction could destroy Dehra Dun's peace. Fulfiling a long-standing demand, the state government has decided to allow construction of highrise buildings in the state.

The new norms, announced on Tuesday, allow builders to construct seven storey buildings in the state's plains and three to four storey structures in the hilly areas. Also, in both hills and plains, the builders can also construct basement parking lots.

While builders are rejoicing, the residents who love the city are dismayed. Author Ruskin Bond, who has been living in Dehra Dun and Mussoorie for the last five decades, said, "The higher you go, the harder you fall." He said this was being done despite areas being vulnerable to quakes. "Why have they (government) forgotten that we are living in an earthquake zone," he asks. "Old heritage buildings like the one my grandparents owned on the Old Survey road in the Doon valley are disappearing." Travel writer Ganesh Saili said the government was giving licence to "every little joker to climb on to his roof and make a few more storeys. This is getting a bit too much."

"This way, the valley will just disappear. It's already too crowded and polluted and there is no infrastructure to support such buildings," said R K Jasbir Singh, a retired general who now resides in the Doon Valley. Additional chief secretary Indu Kumar Pandey, however, said the government would restrict wanton construction.
