Dehra Dun, Oct 2 (PTI) The Uttarakhand government nominated seven MLAs as parliamentary secretaries, an official release here said today.

In a late last night decision, the government nominated MLAs Asha Nautiyal, GL Shah, Arvind Pande, Premchand Agrawal, Gopal Rawat, Chandanram Das and Diwan Singh Bist as parliamentary secretaries, the release.

All these BJP MLAs would enjoy minister of state level rank along with facilities associated with the post, which also include vehicles fit with red beacons.

Ever since Ramesh Pokhariyal Nishank took over the reins of the state from former Chief Minister BC Khanduri on June 27 this year, ruling party MLAs, who did not find cabinet berth, were anxiously awaiting to be accorded with the ministerial level posts.

More MLAs and other politicians would also be granted the ministerial level posts in near future, the sources said.

After the refusal of senior ruling Bharatiya Janata Party (BJP) leader Lt Gen TPS Rawat (retd) to accept a governmental position, another senior party leader Kedar Singh Fonia has also refused to accept the offer of his own government. Both these leaders were made chairmen of different government bodies. But, both of them declined the offer by the state government.   While Lt General Rawat was made chairman of the State Sainik Welfare Board, Fonia, who is legislator from Gangotri, was made chairman of the Char Dham Vikas Parishad.   Lt General Rawat in his letter to Chief Minister Ramesh Pokhriyal Nishank said yesterday that he had never asked for any such position and would not accept the one offered by his own government. He said he would prefer to work as an ordinary party worker.   Fonia has also refused to accept the position offered to him. He said he never asked for any such position in the government. He reportedly said leaders who are hankering after such posts should be given these posts.   Fonia, who was a cabinet minister in the Kalyan Singh ministry in Uttar Pradesh in 1991, was also a cabinet minister in the interim government of Uttarakhand led by Chief Minister Nityanand Swami. Known as an expert of tourism, he was Tourism Minister both in Uttar Pradesh and Uttarakhand.   But he lost the first Assembly elections held in February 2002. He again won his seat in 2007 assembly polls but was ignored by Chief Minister Maj Gen BC Khanduri (retd) in his ministry formation.   Fonia, along with Koshiyari, was in the forefront in raising a banner of revolt against Khanduri which led the downfall of Khanduri. But he was not accommodated in the Nishank ministry either. His supporters claim that being a cabinet minister twice, acceptance of a petty position was below his dignity.   The effort by Nishank to placate two senior BJP leaders having sizable following in their respective areas has not borne fruit. Fonia is a leader of the Bhotia tribal residing in Chamoli district, while Lt General Rawat commands respect of the large ex-servicemen community in the hills.

Dehra Dun, Mar 6 (PTI) The Uttarakhand Assembly has failed to conduct even 30 sittings a year against the required 60 sittings as stated in the house's rule book, a report said.Since formation of the state in 2000, the Vidhan Sabha has never even crossed the halfway mark of the required number of yearly sittings, according to the recent report on Assembly's proceedings. The maximum was 23 sittings in 2003.The data revealed so far only 169 sittings have been conducted against the obligation of having at least 600 sittings in 10 years. These proceedings lasted for 751 hours and 3 minutes in combined.Over 116 hours were lost due to adjournments.Worst performing Chief Minister was N D Tiwari who remained present for only 29 days out of 83 sittings conducted during his reign (2002-2007).Uttarakhand parliamentary affairs minister Prakash Pant said blamed opposition for the poor record and said they think disrupting the house proceedings repeatedly will give publicity."Most of the state assemblies in the country are having very less number of sittings these days. There should be big political debate on the national level to settle the issue," Pant, who was the first speaker in the Uttarakhand Assembly, said.While, Opposition Congress accused the BJP government of not being sincere on the smooth conduct of the House's proceedings. "The government tries to shy away from all those issues which are of the interest of the common people," a party spokesman said.

The BJP government in Uttarakhand seems to be in for trouble from within following speculations that former chief minister B.C. Khanduri is planning to quit the party. The leader has been sidelined in the party and it is learnt that he may join hands with Uttarakhand Kranti Dal (UKD) ahead of the assembly elections, due next year.

The development comes even as the Congress and the BJP stepped up efforts to woo voters.

While the Congress is focusing on the Ramesh Pokhriyal Nishank government's misrule, the BJP is trying to make the people aware of the development programmes it has undertaken in the state.

In the midst of all this, UKD president Trivender Singh Panwar met Khanduri at his residence in Dehradun on June 27. The UKD is planning to form a third front to fight the BJP and the Congress in the state polls.

The UKD is keen on joining hands with influential political leaders who are dissatisfied with their parties. Khanduri is believed to have apprised the BJP's national leaders on the party's poor condition in Uttarakhand. But instead of listening to him, he has been sidelined.

With a series of corruption charges against the Nishank-led government, many believe that the party could find it difficult to regain power in Uttarakhand.

Upset with the treatment meted out to him, Khanduri is believed to be keen on forming a political outfit of ex-servicemen.

However, the former chief minister termed the news of resigning from the BJP as baseless and speculative. "It is media created. They make such speculative news to provide entertainment to their readers," Khanduri said.

Despite his clarification, rumours surrounding the leader's resignation from the BJP refuses to die down. Panwar called the meeting with Khanduri just a courtesy call.

"We had gone there to meet Khanduri. It was a courtesy meeting in which we discussed the current political situation in Uttarakhand. We also discussed about the scams and corruption prevailing in the hill state."

Panwar refused to divulge whether or not his party would join hands with Khanduri but there's no doubt that the meeting was fixed by supporters of the former chief minister. It also indicates that Khanduri is ready with a plan should the BJP continue to sideline him.
