Dehradun, 3 Nov: Arvind Negi is a young and talented VCD film director from Uttarakhand. He has directed some 50 VCD albums so far.

Negi hails from Pauri and got hooked to direction at an early age. He did theatre before graduating to filmmaking. Arvind is in Dehradun and is finalising his cast and locations for a forthcoming album.

Here are some excerpts from an interview with this young VCD director:
How you got into direction?


Earlier, I used to work as an artist in Garhwali VCD albums. It was during this period I realised that I had a good aptitude for direction as well. Many of my friends and co-artists encouraged me to take up direction, as they were impressed with my technical knowledge on filmmaking and choreography. Finally, I took the decision to start some projects of my own.

Which was your first album and did you receive any help from some other
experienced director as you were an amateur at that time?


My first album was 'Tumhara Bigair' which I directed in the year 2002. Birendra Singh was the singer and the album got overwhelming response, injecting a new zeal and confidence in me. But I must honestly confess that I had to face many problems during my first album. It also taught me how to overcome my shortcomings.

How was it like directing experienced artists like Pannu Gusain and Rachita Kukreti?

They made my work comfortable. With Pannu Gusain and Rachita Kukreti in the team, I feel more relaxed as they know their responsibility well. They hardly take time to understand the requirement of the script and pick up their dance steps easily.


Did you involve the singer in the shooting?

The presence of singers definitely are an advantage while directing these music albums. However, at times there are conflicts when it comes to taking a shot in a particular way. I had to face this situation several times. But I managed to convince the singer. So I will say that I prefer to involve the singers during the shooing to do justice with their poetry.

Who is your favorite singer in Uttarakhand?

My favorite singers are Virendra Singh, Pritam Bhartwan and Manglesh Dangwal. Among female singers, I like Meena Rana.

How do you view the future of Uttarakhandi VCD albums and movies?

I think Uttarakhandi Music Industry is riding a boom these days, like the sen*. I expect the Uttarakhand folk to prosper in the comings days and make a niche in the music market of India. The future of Uttarakhandi albums and movies is very good and bright. I can substantiate this fact with the fact that when I was acting we used to get only around Rs 400 to perform in a song. However, now on an average, an actor receives around Rs 5000-6000 for a single song and other benefits.

What was your experience while shooting Pritam Bhartwan's album 'Binduli'?
I really enjoyed shooting the album. Preetam Bhai was with me during the entire shooting. We had been fortunate enough to shoot this popular song in the Raj Mahal of Maharaja of Tehri situated in Narendra Nagar. The song is a must see for all Uttarakhandi music lovers.

Are you interested in directing only Garhwali albums?

No, I have directed both Kumaoni and Garhwali albums. Recently, I have released an album in Kumaoni. The culture of Garhwal and Kumaon is almost similar. In fact, I have experimented by mixing Kumaoni folk dance in some Garhwali albums. I am sure that in the coming time, both cultures will mingle with each other and one common spoken Pahari language will develop

PRESS INTERVIEW with shree Diwakar bhatt, minister to revenew, food & supply, uttarakhand govt.

Here is one minister who does not brook any opposition to his plans for the welfare of Uttarakhand. Diwakar Bhatt, the sole representative of the Uttarakhand Kranti Dal (UKD)in the Khanduri ministry, heads disaster management, food and civil supplies and revenue ministry. But he is not new to challenges.
He joined the agitation for a separate state at the age of 19 in 1965. In 1979 the UKD was formed and Bhatt was its first vice-president. Though the UKD played a very important role in the creation of Uttarakhand, Bhatt lost the first election to the new state assembly. In 2007, he won from Karnprayag and joined the cabinet as minister for disaster management, food and civil supplies and revenue.
Though most people in Uttarakhand are now inured to the yearly loss of life and property caused by landslides and cloudbursts, Bhatt has massive plans for the rehabilitation of the people in the worst affected 63 villages. In an interview with Sahara Time correspondent Amitabh Srivastava, Diwakar Bhatt spelt out his plans. Excerpts:



Q: You are in charge of two of the most difficult ministries in Uttarakhand. How does it feel?
A: I did not ask for these ministries but was given these by the chief minister. I am trying to do my best.

Q: Is your plan to relocate the worst affected 63 villages on the hills, practicable?
A: This should have been done much earlier. We cannot allow people to die just because they have chosen to live in the hills. An NGO had filed a writ petition in the Supreme Court in 1996 for restoration of forest land. Unfortunately under this ruling the gram sabha land was also declared as forest land. The then Uttar Pradesh government did not take the issue seriously.
As of now 63 villages have been identified for relocation but the number could be larger.
The problem is that we have no land available in the hills and the plains. Hardwar and Dehradun are also fully occupied. We are thus consulting our legal and scientific experts and preparing to approach the Supreme Court to restore the gram sabha land back to the people to whom this belongs. Of course, it is a huge exercise but a practical and permanent solution to this problem.

Q: What are the steps that you are taking to mitigate the severity of the destruction caused by these disasters?
A: I have asked scientific experts to check why only certain spots in Tehri are prone to landslides. We are also trying to check the seepage of water in the Mansa Devi temple. I have set up disaster management centers in every village so that they can inform in case of any calamity.

Q: Food and civil supplies has been a thorny issue with shortage of gas cylinders and foodgrain. Your views?
A: As far as gas supply is concerned this is mostly related to the short supply from the Centre. I have called a meeting of the MPs and MLAs of the state. We have to take up the problems of the people collectively and take up the matter with the Centre if necessary. The MPs and the MLAs have not been elected only to avail of the discretionary funds allotted to them. They have to work for the welfare of the people who have no say at the Centre. Similarly, our foodgrain supply was cut by the Centre because at one time the price of the APL grain coming from the Centre was higher than the market price and the state did not lift its quota. Now, against a demand of 8000 metric tonnes we get only 5000 metric tonnes of which 1000 tonnes is consumed by the industry and the recent influx of Kanwarias. So we are left with only 4000 metric tonnes. To get this supply restored once again we will need the support of all elected representatives.
Likewise, the gas supply has been reduced to 65 per cent. I have conducted raids in hotels and banquet halls and also gas agencies to instill some sense of fear among the wrong doers. There is another problem typical of Uttarakhand. Here the gas cylinders are supplied according to the number of kitchens in the house. We are physically verifying the requirement of cylinders by visiting every household. Physical checking of duplicate ration cards is also on. All this might take time but the exercise is underway and I will not rest till I get the results that I want

Tourism to get a boost in Uttarakhand—Prakash Pant

Shri Prakash Pant, Minister of Tourism in Uttarakhand government, is going to provide air connectivity to the tourists within one year. The government has joined hands with some private companies for this purpose. Organiser representative Ravindra Saini spoke to Shri Pant in Dehradun to know about the major initiatives taken by him to promote tourism in the state. Excerpts:

What are the prominent initiatives taken by you to promote tourism in Uttarakhand?

We are basically following the Tourism Policy of 2001 enacted by our previous government. Our main thrust sectors are—spiritual, adventure and eco-tourism. We have also decided to segregate teerthatan (pilgrimage) from the routine tourism. This has been done keeping in view the growing number of pilgrims in the state. Last year, about one crore 90 lakh tourists visited the state and over 90 per cent of them were pilgrims. We have to make separate arrangements for the pilgrims as per their requirements. The process to segregate it has begun and the infrastructure is being created. We also wish to manage all the Puranic temples through this new department.

What is being done for eco-tourism?

Uttarakhand has about 67 per cent forestland and most of it is reserved forest. It prevents our various other activities. Keeping this in view, we in association with the forest department have decided to start some new activities to attract the tourists in forest areas. The Corbet National Park is the known destination in this regard. We also have Rajaji National Park and Musk Dear Park, which attract lakhs of tourists every year.

What is your most prominent initiative as Tourism Minister now?

Our most prominent imitative is the creation of land bank. We have identified 32 such places in the state, which will basically come under the control of Tourism Development Board. We are soon going to sign an MoU with a private party for the construction of a five-star hotel. We shall give the party 30 acre land on lease of 30 years. The government will get 53 lakh rupees per month or about seven crore per year as lease rent from that party. Thus, the government will get Rs 210 crore in 30 years as lease rent. After 30 years the entire property will go to the government. It is our one of the best achievements.

The land for one such hotel has been identified in Dehradun. We are searching more destinations where we can start such activities. We have reached into an agreement with the WTO, which will fund these activities. In fact WTO is making a Master Plan for the whole state and it has adopted three states in the country for such activities. One among those three states is Uttarakhand. Other places will be developed as per the places identified by the WTO in its new Master Plan.


What is the concept of spiritual tourism?

We are starting it with the organisation of an international yoga event on October 28, 29 and 30 in Rishikesh. It will be organised in association with the Patanjali Yoga Peeth of Baba Ramdev and Parmarth Niketan, Rishikesh. Swami Ramdev will attend this camp for all the three days. Since the concept of yoga began from the Himalayas and almost all the yoga gurus have received expertise in this science in this land itself, the Himalayas should get due honour for it. We are making efforts that the gurus of all the yoga vidhas should come at one platform. We have spoken to Sri Sri Ravi Shankar and the Dalai Lama. The gurus of Brahmakumaris, Sahajyog, etc. are also expected to participate in the three-day event. Under the spiritual tourism, we wish to establish all the vidhas of spirituality in Uttarakhand whether it is astrology, yoga or anything else. We want that the tourists who come as pilgrim, should return fully recharged.

There are reports of conflicts in management of some big temples in the state. How would you tackle it?

We shall reconstitute the existed boards but it will be done after the expiry of those boards. There have been some allegations of corruption also. Enquiry is going on into it. We shall take an appropriate action after the submission of the report by the enquiry committee.

During the previous BJP regime, there were efforts to start air connectivity for four dhams. What is being done in this regard?

We are going to ensure air connectivity for char dham in Uttarakhand within one year. We have three airstrips—Naini Sani (Pithoragarh), Gochar (Chamoli) and Chainyali Sore (Uttarkashi). We are going to connect these strips with the airports of Jauligrant in Dehradun and Pantnagar. We have handed over this responsibility to IFS, our consulting agency. It has been working on this project. We have decided to engage private airlines through bidding.

KASHIPUR, 5 Aug: Sitting comfortably in his office at at Hero Honda showroom in Kashipur, the Congress MP from Nainital, KC Singh “Baba” exudes confidence that he will get the party ticket to contest the next Lok Sabha election. However, he adds that all depends on the Congress President, Sonia Gandhi, and the PM, Dr Manmohan Singh. He would, however, support whoever was given the ticket. He spoke to Garhwal Post about his achievements as MP in the past four years.
What have been your achievements as an MP?
The border road from Pithoragarh to Narayan Ashram is being constructed by the Border Roads Organisation (BRO). I consider this an achievement, as I had raised this issue in Parliament. Another issue that I consider a feat is the regularisation of Gots, Khattas and Tongya villages by the Centre and the Uttarakhand government. I had moved a private member’s bill regarding this in the Lok Sabha. It was later tabled in the House as a Government Bill by the Tribal Affairs Ministry. After the passage of this Bill in Parliament, the process of regularisation has begun. It is an important achievement, as no MP has done this in the past. It was my first promise to the voters.
Another important issue for which I made efforts is granting of scheduled caste status to the Bengalis living in our state. The CM has signed the file and now it has to go to the Centre. A Bill in this connection would be tabled in the forthcoming Monsoon Session of Parliament. I have tried my best to increase the rail connectivity in my constituency. A Sampark Kranti train was introduced between Kathgodam and Jammu. The Railway Board has agreed to the gauge conversion between Lalkuan and Bareilly.
Any other project in the area?
I tried to set up a sub-centre of the Sports Authority of India (SAI) near Kashipur. Due to red tapism, the project slipped out of our hands and now it is being established elsewhere.
Are you satisfied with your performance?
It is tough to assess one’s performance but, somehow, I feel that I was able to push through some projects that nobody could do in the past. I’m also trying for the rehabilitation of Van-Gujars.
How do you rate the performance of the UPA government?
It has done a good job. Sonia Gandhi and the PM did not bow to the pressure mounted by the Left on the issue of Indo-US Nuclear deal. This agreement is in the
interest of the country and would yield results in the future.
What about rising inflation?
Our government is serious about it. The Finance Minister is capable of solving this vexed issue.
Will you get the ticket in the next election?
This is to be decided by the Party High Command. Whoever gets the ticket, I would support him. I have full faith in our leaders Sonia Gandhi and Dr Manmohan Singh.
How are your relations with ND Tiwari?
I respect him because he is senior to me.
You have tied up with Harish Rawat. What is behind it?
I am a Congressman. When elections come, we all unite.
What about the infighting within the party in Kashipur?
This exists in all the political parties. We have bickering even at home.

"Finding Land Will Not Be a Problem"- B. C. Khanduri

Uttarakhand chief minister B. C. Khanduri spoke to Business Today's Rishi Joshi on his efforts to industrialise his state.

Excerpts:

There is no land available in industrial estates any more. How will you accommodate companies eager to make fresh investments in the state?

We will divide land into three categories-extremely fertile land, which we will not touch; ordinary land; and government land. Then we have to decide what type of industries the state needs and where we want them to be based. Industries could come up on land which is not being used for agriculture.

Will you acquire farmland for industries?

In principle, I would not like to take over agricultural land. But we will do what is beneficial for the people of the state.

What is the government doing to build infrastructure in the state?

We are keen on harnessing the hydel energy potential of the state. My own estimate is that we can generate 40,000 mw for which we have to invest in a number of big and small projects. We are also looking to build a network of roads that will link all the regions-in particular, we will focus on the Pradhan Mantri Gram Sadak Yojana.

What about the hill regions, that have so far been largely left out of the industrialisation that has taken place?

My government has begun to identify districts where land is available for environment-friendly small industries. We could also set up agri-processing and cottage industries. IT companies, too, can be based in these regions.
