KUTA demands central varsity status

THE KUMAON University Teachers' Association (KUTA) has strongly demanded that Chief Minister B. C. Khanduri "fulfill" his recently made promise that he would recommend to the Centre that the twin regional universities of Kumaon and Garhwal in Uttarakhand be upgraded to central universities.

Incidentally, the demand has been made in the wake of the media reports that the Central government has decided to set up a central university in the state capital of Dehradun. Besides, the KUTA has also demanded that the State government permit all the regional universities in Uttarakhand, including the University of Kumaon to implement the UGC rules without seeking its permission. These and several other resolutions were unanimously passed at the Kumaon University Teachers' Association's (KUTA) annual general body meeting held here recently.

The KUTA has urged Kumaon University vice-chancellor Prof. C. P. Barthwal to present all the resolutions passed at the general body meeting before the Chief Minister for their speedy and effective implementation, informed KUTA general secretary, Dr Lalit Tiwari.Briefing the Hindustan Times about the resolutions he said some of these (resolutions) also pertained to improving the service conditions of teachers associated with the Kumaon University.

"The teachers, for instance, unanimously passed a resolution demanding that all their long pending increments were paid to them without further delay", said Dr Tiwari adding that the other important resolution pertained to the KUTA's long pending demand that a three-year rotation system be followed in appointing heads of faculties."

"In this connection, the KUTA strongly demanded through one of its resolutions that the State government amend the Uttarakhand Universities' Act so that the rotation system remains legally irreplaceable once it is introduced", he explained.

Referring to the issue relating to the implementation of the UGC rules he said that until now the regional universities in Uttarakhand were not authorised to implement them (UGC rules) without the State government's permission. "One of the resolutions passed by the KUTA has, therefore, recommended that the State government change that system by bringing about an amendment in the State universities Act", Dr Tiwari explained.

On the resolution whereby the KUTA has demanded that the twin regional universities of Kumaon and Garhwal be upgraded to central universities he said Chief Minister B. C. Khanduri made that promise to the students of Kumaon University's D. S. B. Campus during his visit to Nainital sometime back. "No action has since been taken in this connection", said Dr Tiwari.

In my opinion, when public genuine demand would not be met by the Govt. There will be such threats of agaition / project will arise.

आक्रोश : उपभोक्ताओं का ऊर्जा निगम के खिलाफ जुलूस प्रदर्शनNov 07, 02:28 am

अगस्त्यमुनि (रुद्रप्रयाग)। विगत कई माह से अगस्त्यमुनि क्षेत्र में बिजली लो-वोल्टेज की समस्या से त्रस्त अपभोक्ताओं ने आज अगस्त्यमुनि बाजार में ऊर्जा विभाग के प्रति नारेबाजी कर जुलूस प्रदर्शन किया।

विकास मुख्यालय के अगस्त्यमुनि बाजार में व्यापार संघ अध्यक्ष महेन्द्र सिंह नेगी के नेतृत्व में लो-वोल्टेज की समस्या का हल करने के लिए ऊर्जा निगम के प्रति नारेबाजी करते हुए जुलूस निकाला। व्यापारी व उपभोक्ता पुरानादेवल से जुलूस प्रदर्शन कर विजयनगर होते हुए अगस्त्यमुनि बस स्टैंड पहुंचे। यहां सभा को सबोधित करते वक्ताओं ने कहा कि जहां उत्तराखंड ऊर्जा प्रदेश का सपना देख रहा है। वही लोगों को विद्युत विभाग लो वोल्टेज की समस्या से निजात नही दिला रहा है। क्षेत्र पंचायत सदस्य व व्यापार संघ अध्यक्ष महेन्द्र सिंह नेगी ने कहा कि पूर्व में लो-वोल्टेज की समस्या का मामला बीडीसी की बैठक में उठाया गया। लेकिन विभाग अनसुनी कर समस्या ज्यों की त्यों बनी है। उन्होंने कहा समस्या का हल करने के लिए विभाग ने अगस्त्यमुनि में 33 के.वी. विद्युत एवं स्टेशन स्वीकृत होने की बात कही थी लेकिन वह भी कागजों तक ही सिमट कर रह गया। उपभोक्ताओं ने भी विभाग को चेतावनी देते कहा यदि अगस्त्यमुनि क्षेत्र में बनी लो-वोल्टेज की समस्या का शीघ्र निराकरण नही किया तो आंदोलन तेज करने को बाध्य होगे।

आत्मदाह की धमकी के बाद जागे वन अधिकारीNov 13, 02:11 am

अल्मोड़ा। लगातार गुहार के बावजूद विनियमितीकरण का मामला लटके रहने से खिन्न एक वन श्रमिक की आत्मदाह की धमकी को मुख्य वन संरक्षक ने गंभीरता से लिया है। उन्होंने प्रकरण को निबटाने के निर्देश दिये है। इधर वन श्रमिक ने फिर 30 नवम्बर को आत्मदाह करने का एलान किया है।

उल्लेखनीय है कि जनपद के जागेश्वर रेज में कार्यरत वन श्रमिक गोपाल दत्त तिवारी लम्बे समय से अपने विनियमितीकरण के लिए गुहार करते आ रहा है लेकिन विभागीय अधिकारी लगातार उसकी अनसुनी करते आ रहे है। इस उपेक्षा से खिन्न होकर उसने दीपावली पर्व से कुछ दिन पूर्व आत्मदाह की धमकी दी थी लेकिन कुमाऊं वन श्रमिक संघ की आपात बैठक में आत्मदाह का निर्णय स्थगित कर दिया गया। प्रकरण को वन श्रमिक संघ अल्मोड़ा ने भी उठाया व आत्मदाह संबंधी निर्णय की सूचना मुख्य वन संरक्षक नैनीताल को दी। बाद में मुख्य वन संरक्षक प्रकाश भटनागर ने मामले की गंभीरता को भांपते हुए प्रभागीय वनाधिकारी, सिविल-सोयम वन प्रभाग अल्मोड़ा को निर्देश दिये कि गोपाल दत्त तिवारी से संबंधित वांछित अभिलेखों को जुटाया जाय और विनियमितीकरण के मामले को शीघ्रातिशीघ्र निबटाया जाय। करीब ढाई दशक पूर्व से कार्यरत लीसा श्रमिक गोपाल दत्त ने फिर घोषणा की है कि यदि जल्द उनके मामले पर कार्यवाही शुरू नहीं की गई, तो वे 30 नवम्बर को आत्मदाह करेगे।
