ABOUT UTTARAKHAND: IN VIEW OF UKD

Bounded by Tibet to the North, Nepal to the East, the state of Himachal Pradesh to the West, and the plains of Uttar Pradesh state to the South, Uttarakhand was carved out of Uttar Pradesh as the state of “Uttaranchal” in 2000 as the 27th state of the Indian Union with Dehradun as its interim capital. Encompassing 13 districts, the state is geographically diverse, ranging from the fertile terai plains in the South to the trans Himalayan ranges marking its northern border.

The hilly section, traditionally known as Uttarakhand or Kedarkhand (“North Country” in Sanskrit and renamed as such in December 2006) and geographically described as the Central Himalayas, has occupied various spaces in the imagination of Indians and Westerners alike. Tourists and migrants have flocked to the hills for thousands of years, while the fresh mountain air and cooler climes led to the establishment of several hill stations during the British Raj. Known also as the abode of the gods or “Devbhumi”, Uttarakhand’s primary shrines of Badrinath and Kedarnath draw devotees of Vishnu and Shiva respectively from all over India. Moreover, the source of the Ganga, Yamuna, and other tributaries are found in the state’s extreme north, carving the deep valleys that have characterized much of the region’s rugged terrain.

Uttarakhand’s modern political and cultural identity dates to the medieval principalities of Garhwal in the West and Kumaon in the East. Garhwal was traditionally known as the land of “Garhs” or forts that were first brought under central authority in the 14th century. Kumaon kings also traced their lineage back to early middle ages. Despite centuries of prosperity and consolidation, the constant feuding of these two states and the encroachment of surrounding powers eventually weakened their kingdoms to the extent that they were overrun by the expansionist Gurkha Empire in 1791 and 1803 respectively. Although the Kumaon dynasty came to an end, the Garhwal dynasty was soon reestablished from Tehri as a subordinate state after the brief but bloody Anglo-Gurkha war in 1814-1815. The same war saw the incorporation of Eastern Garhwal and Kumaon into the British Northwestern, and later United Provinces.

By winning the rights over the territorial extent of the region, the British not only gained lucrative trade routes to Tibet, but also the rights over the enormous forest wealth of Uttarakhand. Recruitment into the armed forces from the region also began in earnest, with the Garhwal Rifles gaining international fame for their bravery during the First World War. However, both Garhwal and Kumaon soon joined in the general ferment of the independence struggle, focusing particularly on oppressive forest and forced labour laws. Meanwhile, the independence movement within the Tehri princely state successfully forced its merger with India in 1948.

The post-independence period saw many developments, including the closing of the Indo-Tibetan border due to the India-China War of 1962 and most notably the emergence of the Chipko environmental movement in the 1970s. Political and cultural marginalization within Uttar Pradesh eventually culminated into a mass movement for a separate hill state in 1994. Six years later, this “Uttarakhand Andolan” achieved partial success with the creation of the then named “Uttaranchal” yet balanced development for the highlands, the principal demand of this movement, continues to represent an uphill challenge.

उत्तराखण्ड में किये जा रहे नये परिसीमन का सड़्को पर आकर इसी पार्टी ने विरोध किया और परिसीमन आयोग का विरोध कर अपनी समस्या से उसको अवगत कराया। आज भी पार्टी इसका विरोध कर रही है और कुछ दिन पूर्व पार्टी ने एक जनहित याचिका भी इसके खिलाफ दायर की है।

Bilkul sahi kaha aapne Mahar ji UKD hi akeli party hai jo Pahad ke baare main sochti hai.

Hills aren't alive to 'Uttarakhand State'

Gopeshwar : The hill people are exhausted. With the regular rallies and dharnas in favour of a separate Uttarakhand state having got them nowhere, the people's disillusionment is evident more than ever before. "Even if we get a separate Hill State, our fate will remain the same. We are not going to get government jobs and are destined to earn our livelihood selling milk, washing pots or driving taxis," says Pushkar Singh Bisht.

Bisht, a taxi driver, echoes the general feeling of the hill people. And today, it is because of this feeling of hopelessness that regional leaders are finding it difficult to revive the Uttarakhand movement.

"Till a year ago when we would take out processions to mark the killings at Ramur Tiraha, we had a tough time controlling the crowd," recalls local activist Bhagwati Prasad Bhatt. "Now we are having a tough time collecting a few individuals for the torch processions," he says.

Yet rabble-rousers are not discouraged by the people's cold response. They are desperately trying to turn the public opinion in favour of the Uttarakhand Kranti Dal (UKD) threatened to launch a movement if the Centre failed to implement last year's announcement according statehood to Uttarakhand by August 15.

The UKD's threat to the Centre is being perceived here as the party's last-ditch attempt to some how rise from the shadows of the drubbing it received during the last Assembly elections.

"The UKD may not be able to retrieve its lost ground," says an analyst," because of its failure to revive the Uttarakhand Movement." People, tired of dharnas and processions, are now beginning to feel that UT status for Uttarakhand would be far more advantageous than statehood. The turn around is surprising considering the innumerable sacrifices the hill people have made since 1994 to achieve their goal of a separate Hill State.

According to analysts, the UT status suits the hill folk for two reasons. First, they seem to have realised that the United Front (UF) Government, being in a minority is finding it difficult to implement its promise of according statehood to the nine hill districts of Uttarakhand. Another reason is the growing realisation that regional leader's may not be able to run the affairs of the State properly.

२५ जुलाई, १९९२ को अपने महाधिवेशन में उत्तराखण्ड क्रान्ति दल ने निर्णय लिया कि उत्तराखण्ड राज्य की राजधानी गैरसैंण होगी, और इसका नाम वीर चन्द्र सिंह गढवाली के नाम पर "चन्द्र नगर" रखा जायेगा।
    इस अवसर पर स्व० वीर चन्द्र सिंह गढवाली जी की एक आदमकद प्रतिमा का अनावरण भी किया गया।

If think Uttarakhand people must give mandate to this party and there would definetly development in Uttarakhand.

You may be correct, but it is never possible that UKD get aboslute majority in Assembly.  UKD having to its credit initiating Uttarakhand state movement and inception of this state.  But UKD as a polytical organisation is very weak.  It lacs any leadership, there is no acceptable leader in the party, leader is just a rubber stamp.  Even a local leader talk against his highest chair and no action been taken.  There are at least 10 leaders who himself self declared leader. 
Imotionally as a Pahadi I am very much with this party and we can not neglect their contribution to inception of this hill state.  I am from the district where this party was founded and present President of the Pary Dr. Jantwal is from my hometown and we have good family relations.  I may cast my vote for UKD but I can not think of forming a UKD government.  Even in local election of Nagar Palika or Gram Panchayat, you may hardly found a UKD Pradhan, Chairman or Mayor.
If UKD people want any place in the government, they should first try hard to become a better polytical organisation to contest an election.  There is no organisational structure of UKD, when you have a dream and imotionally people are coming after you and realising their dream with you, you become strong due to the support of the public.  But Polytics is altogether different in polytics every individual ask you about his share and you have to show your skill of satisfying every member of your team.  In few words UKD is polytically very immature party and need a better organisation and strong leadership.
